Govt floats fresh tenders for printing textbooks
Bhiwani, August 4 Education Minister Geeta Bhukkal informed The Tribune today that they had started issued emergent short-term tender notice today for printing of 1.77 crore textbooks for Classes III to VIII. “We have invited the bids from printers for each class to expeditiously complete the process and provide textbooks to the students,” she said, adding that the process for issuing tenders for the next academic session, too, had started to preempt any chances of delay. The state government has also initiated an inquiry against officials, including three IAS officers and some junior officials who had either kept the authorities in dark about the actual situation or were being taken for a ride by the publishing firm. Bhukkal has also served the explanation notices to the officials who were involved in the process of awarding the contract to the defaulting firm, despite the fact that it had been blacklisted in some other states. After being pressured by the authorities, the firm had even supplied an old stock of textbooks to a government school in Rohtak. “We have served a notice

Hooda goes all out to appease non-Jats
Chandigarh, August 4 After the swearing in of four new members and Chairman Manbir Badhana to the Haryana Public Service Commission (HPSC), there is only one member, JS Sangwan, representing the Jat community. While the chairman is a Gujjar, the other members belong to the Rajput and Brahmin communities, among others. Similarly, in the latest appointments made to various boards and corporations, two of the 14 appointees are Jats. Hooda has exercised great care in giving representation to the Backward Classes, the Schedule Castes and Muslims, though the Brahmins dominate this list. Among the new chairpersons, three of the four MLAs, Ram Niwas Ghorela, Anil Dhantori and Jarnail Singh, belong to the reserved category. The others appointed as chairpersons include Chakravarty Sharma, Ajay Sharma and Santosh Sharma. The new chairman of the Bhiwani School Education Board, KC Bhardwaj, is also a Brahmin. The five-member Haryana Staff Selection Commission, headed by Vijay Chugh, a Punjabi, too, has no Jat representation. Also, there is no Jat among the Information Commissioners appointed by the state. Sources maintain that this is a part of a deliberate "design" by Hooda to graduate from being only a Jat leader to that of a "pan-community" Chief Minister. All through his term since 2005, Hooda had "earned" a staunch pro-Jat image, courtesy non-Jat leaders of his own party. These leaders alleged that a major chunk of all government jobs was going to the Jat community while all other communities were being ignored. His detractors publicly claimed that the non-Jats were getting nothing in the Congress rule. While his decision to give reservation to the Jats, based on the recommendations of a specially constituted commission, could have further consolidated the "pro-Jat" image, Hooda, quickly and cleverly, balanced it by granting an equal reservation to the "deserving" from other communities. Though the government has been particularly "sensitive" to those belonging to the Scheduled Castes and the Below Poverty Line category by initiating various welfare schemes, sources said Hooda seemed to be making a conscious effort to bring other communities on board by giving them adequate representation on various platforms. "With this, Hooda has not only tried to blunt the attack of his non-Jat detractors but projected himself in 'good light' unlike leaders and chief ministers of the past who have worked on the premise that Jats and non-Jats cannot unite under one umbrella," a senior Congress leader said. Karnal, August 4 “SAD (A) would field its candidates from Ambala, Karnal, Kurukshetra and Sirsa districts, where the population of Sikhs is above two lakh and the community is in a position to upset the other parties in the poll”, Mann added. Claiming that over 50 lakh persons in Haryana were Punjabi speaking, the SAD(A) leader said in spite of such a large section of Punjabi-speaking people in the state, Punjabi language had not been accorded its due status. “The teaching of Punjabi language is only confined to Sikh schools and colleges and the Punjabis studying in other schools who are keen to learn Punjabi are being denied this facility”, he pointed out, adding that Punjabi should be taught in all government schools as a second language. Mann also rued that the Sikh community had not been given adequate representation in jobs and appointments to boards, corporations and other statutory bodies and urged the Haryana Government to make Sikhs equal partners in the development of the state. With an eye on Lok Sabha and Assembly polls, the SAD (A) have made the first move to strengthen the party by opening its office in Karnal. Thirty delegates would be elected from Haryana to represent the state in the general house of SAD (A). Karnal, August 4 “The reservation Bill has been passed in the Rajya Sabha and I am hopeful that the Lok Sabha would also pass the Bill during the monsoon session. This will go a long a way in empowering women and ensuring their participation in the decision-making process,” she said. Stressing the need for strengthening the women’s wing of the Congress to create awareness about the policies and programmes of the party, she said five-member committees would be constituted at the booth level to reach out to women in rural areas. Claiming that women were more empowered in the Congress-ruled states, she said the statistics revealed that the incidents of atrocities on women had come down in these states after several Acts were passed to provide security to women. She said women’s commissions had been set up in Congress-ruled states and representation of women in Panchayati Raj institutions and urban local bodies had increased after the 73rd and 74th Constitutional amendments. To a remark that men family members of elected women representatives were still calling the shots, she said the situation was changing gradually and asked women members to assert themselves. Earlier, addressing the delegates at the conference, Anita Verma exhorted women to join politics and create awareness among people about programmes such as the National Food Security Ordinance and MNREGA. Govt not to allow outlets on feeder channels for rice shoots
Chandigarh, August 4 Outlining broad contours of the Rice Shoot Policy here recently, a spokesperson of the Irrigation Department said the supply to rice shoot outlets would be made only after ensuring authorised supply to other farmers on regular outlets. No temporary rice shoots would be sanctioned to those found guilty of unauthorised irrigation in the previous year, he said. The minimum area for a temporary rice shoot would be 20 acres. The traditional rice shoots would have priority over new temporary ones, the spokesperson said. However, while allowing traditional rice shoots, no fresh application would be required, he said. He said no rice shoot would be sanctioned after July 15 unless minimum of 10 acres had already been sown in the area. |

Sirsa farmers block road over ‘theft’ of canal water
Sirsa, August 4 “Certain influential farmers had breached the canal at several points upstream of our village in connivance with the officers of the irrigation department. As a result, water does not reach our lands that fall on the tail end of the canal,” alleged Gurmel Brar, a farmer. Subhash Kamboj, another farmer, alleged that they had been sitting on dharna for the past 20 days and they had met the authorities several times, but to no avail. The farmers have now threatened to show black flags to the authorities when they celebrate Independence Day on August 15. On receiving the news of disruption of vehicular traffic on the State Highway No 23 between Sirsa and Ellenabad, officials of the irrigation department as well as the local police reached Talwara Khurd. They persuaded the farmers to lift the blockade and assured them of better supply of irrigation water in future. Jagpal Singh, Executive Engineer in the Irrigation Department, however, denied pilferage by farmers. “The department has given rice shoots to farmers as per the policy of the government, but the agitating farmers have been terming these authorised openings in the canal as pilferage,” said Jagpal Singh. Sirsa Deputy Commissioner J Ganesan, however, directed the Superintending Engineer of the Irrigation Department to examine the complaint of the farmers and submit a report. “Once I receive a report, I will take suitable action in the matter,” the DC added. |
More land brought under kharif crops
Chandigarh, August 4 He said as against the target to bring 30.93 lakh hectares under kharif crops, 27.1 per cent of the area has already been covered with maximum increase of 150 per cent in cultivation of oil seeds, 115.4 per cent in cultivation of sugarcane followed by 115 per cent in guar and 102 per cent in jowar. He said among the cash crops, as against the target to bring 10,000 hectares under kharif oil seeds, 15,000 hectares had already been covered. Similarly, 1.27 lakh hectares had been covered under sugarcane against the target of 1.10 lakh hectares. Guar has already been sown over an area of 3.45 lakh hectares, surpassing the the target of three lakh hectares. In case of cotton, as against a target of six lakh hectares, 5.56 lakh hectares have already been brought under its cultivation. The spokesperson said paddy had so far been sown over an area of 10.50 lakh hectares as against the targeted area of 11.50 lakh hectares. The area under the jowar cultivation has also shown an increase of 102 per cent. There was a target to sow jowar over 80,000 hectares, but it has already covered 81,000 hectares. He said as against the target to sow maize over an area of 50,000 hectares, it has so far been cultivated over 20,000 hectares. The area under the bajra cultivation is 4.10 lakh hectares as against target of 6.10 lakh hectares. Summer Moong has been sown over an area of 76,000 hectares as against the targeted area of 1.23 lakh hectares. Similarly, 30,000 hectares have so far been brought under kharif pulses as against the targeted area of 60,000 hectares. |
Dispute over HUDA land in Gurgaon
Gurgaon, August 4 The Muslim community had been using it for offering prayers. In the meanwhile, some non-governmental organisation got a boundary wall and a tin-shed erected on it. However, HUDA razed the illegal structures. The number of the devotees offering namaz on the land kept on increasing over the years. The district authorities told them that while they had no objection to offering prayers on the ground, but no structure should be raised on it. An organisation, Hindu Samaj Sangharsh Samiti, had demanded that the HUDA-acquired land be cleared of the “encroachment”. A delegation also met Chief Minister Bhupinder Singh Hoods in this connection, who directed them to the local Deputy Commissioner. The Deputy Commissioner, in turn, constituted a committee to look into the matter and give its recommendations. The committee comprises HUDA Estate Officer-1 Dharmender Singh, SDM (Gurgaon-North) Dr Satender Duhan and an Assistant Commissioner of Police of the area concerned. While the HUDA authorities have not taken a final decision on whether to release the land or not, the committee formed to look into the matter is also yet to submit its recommendations. |
Rainwater blocks entry to Rohtak village
Rohtak, August 4 “The main entrance leading to the village has been waterlogged since the last rainfall that took place a few days ago,” said Sunil, a local resident. He further said residents had to wade through the rainwater as there was no arrangement in place to drain it out. The water was slowly turning into slush due to earth deposits lying around, he added. “We had taken up the matter with the village sarpanch but it appears that the solution to this perennial problem was out of the reach at the local level. Everybody here has learnt to live with the problem,” Sunil said. Bijender Sharma, a local HJC leader who visited the village on Sunday, alleged that it was the failure of the district administration that has resulted in similar problem in majority of the villages in the district. He said the tall claims made by the authorities have proved hollow as rural areas were still battling with the issues related to inadequate supply of power, lack of concrete roads and “poor” health services. He demanded that instead of sitting in the offices, officials ought to tour the villages to take stock of the ground reality. |
Boxers demand cancellation of Dronacharya Awardee’s transfer
Bhiwani, August 4 The Dronacharya Awardee was transferred to Alwar district in Rajasthan, which is the home district of Union Minister of State for Youth Affairs and Sports Jitendra Singh, on the demand of local people who wanted a good boxing coach at the SAI’s boxing academy in the town. Boxers of Bhiwani, including Olympic bronze medallist Vijender Singh, Asian gold medallist Vikas Krishan and Olympian Dinesh Kumar, had written to the sports minister requesting cancellation of the transfer orders stating that Jagdish's absence could adversely affect the preparations of the new breed of boxers getting ready for the 2016 Rio Olympics and other international competitions. Talking to The Tribune, Jagdish said he had accepted the transfer and had also joined at Alwar on August 1. “I have no problems in working anywhere. But definitely, my absence could affect the preparations of the boys in Bhiwani who are proceeding well at this moment." The Bhiwani boxers, however, maintained that the transfer of Jagdish had come as a shocker to them as the new crop of around 100 budding pugilists, including 40 girls, had been taking coaching from him. The president of Bhiwani Boxing Club, Kamal Singh, stated Bhiwani had emerged as a "mini Cuba" due to the exploits of its boxers. “His disciples had participated 337 times on international platforms and had brought 226 medals. Irregularities in development works in five villages
Hisar, August 4 Ishwar Sharma, superintending engineer (SE) of the department, said during inspection of ongoing works in Khokha, Dhansu, Rawalwas Kalan, Sishwal and Dobhi villages, he found that substandard material was being used in the construction of streets in these villages. “I have written to the Deputy Commissioner against the sarpanches and the secretaries of these villages for further action”, he said here today. The Khokha village panchayat had caused a loss of Rs 9.73 lakh to the state exchequer by using substandard material. He had recommended the recovery of the loss from the village panchayat. In Dhansu village, cement had been purchased for the construction of streets at a higher rate than the market price, causing a loss of Rs 1.51 lakh which would be recovered from the panchayat. Similar irregularities were detected in Rawalwas Kalan, Sishwal and Dobhi villages after which the SE had recommended to the Deputy Commissioner to recover the money from the panchayat and also initiate action against them under the rules. |

Rewari, August 4 He further said the quartet secured Rs 7 lakh from him in installments and took him as well as his son Amit to Delhi, Alwar (Rajasthan) and Patna (Bihar). Sirsa, August 4 She said she was returning home late last night after attending a religious function at Rania road when Ashok, a youth from Ratia, who was known to her, offered to drop her. She alleged that Ashok and another youth raped her in the moving car. The accused allegedly threatened to kill her if she narrated the incident to
anyone. She alleged that she somehow freed herelf from the accused and reached home where she narrated the incident to her kin. She later lodged an FIR against the accused. Kaithal, August 4 The police took the boy in custody and called for the age proof of both boy and girl. The police produced the girl in a local court which sent her to Nari Niketan, Karnal. Meanwhile, the police has booked 100 persons
for blocking the Hisar-Chandigarh national highway near here for two hours on Friday to pressure the police to recover the missing girl. The blockade was lifted only on assurance that the girl would be recovered by Sunday. However, the girl came back within the stipulated time frame. |

Fatehabad, August 4 Walgad visited an EVM store at Panchayat Bhawan and also the site identified to set up a new EVM store near the Mini-Secretariat. The EVM store in Fatehabad would be constructed within a year, he said. He said it was necessary to have a separate place for the safety of EVMs. Walgad said people who were above 18 years of age should get enrolled in the voter list and get their voter ID cards made. |
