Keylong/Manali, August 4 The highway has emerged a safer alternative to supply material by the Army to Kargil and Ladakh sectors. But the process to get the forest clearance for double laning is time-consuming. The BRO has to pay the net present value (NPV) of Rs 13.50 crore, said forest officials. The Palchan-Kothi stretch had not been widened because villagers had sought a court stay against land acquisition, said BRO engineers. The entire area from the Rani Nullah to Marhi had turned into a sliding zone. The BRO had yet to improve the road condition at five different points about 5 km from Marhi. Retaining walls had collapsed twice at two points due to the faulty drainage and shallow foundation. BRO labourers could be seen constructing the walls. The Rohtang Pass road is smooth, but the 15-km Ranksi Dhak-Koksar stretch and the 22-km Gondla-Tandi-Kelong stretch in the Lahaul valley, are being widened at different points. Even as the tourist traffic has dropped drastically since July, the BRO has not sped up the pace of work, said hoteliers in Lahaul. “The 365-km-long highway beyond Keylong to Leh has become a smooth ride as the BRO has tarred the major portion of the highway,” said Kartik and Pranav Patel, the tourists, who came from Leh by jeep, said. The BRO Commander, Col Yogesh Nair, said, "They have completed about 60 per cent of the double-laning work. The remaining half of the 40 per cent work that is left out has been outsourced to private players, while they await the forest clearance for the rest of work”, he added. Hira Lal, DFO, Lahaul forest division, said the BRO had not submitted the complete revenue papers as per the check list of the Ministry of Environment and Forests. "Once this process is complete, they will submit the case to the ministry for clearance," he added. |
Illegal mining on forest land goes on in Nalagarh
Solan, August 4 The blatant plundering of sand from the DPF land on a stretch of nearly 5 to 10 km on the Nalagarh-Ropar State Highway, where crevices measuring 7 to 10 ft had developed, bore the testimony to the large scale illegal mining that was underway in Nalagarh, said Balkrishen Sharma, general secretary, Him Parivesh, an environmental NGO in the area. He alleged that the action of the Forest Department was limited to challaning, which failed to serve any purpose as the mining mafia continued to plunder the DPF land. Boulders lifted from this area was being supplied to various stone crushers of Punjab, which were located close to the bordering areas of Nalagarh, he added Since this was an old riverbed of the Sarsa river, the land is rich in sand and boulders. However, plantation of khair and eucalyptus trees had been undertaken in the area in the past and the trees were being uprooted in the process, he said. Despite the NGO having taken up the issue with the Forest Department several times, a little had been done to stop the illegal mining in the area, said JS Dhukiya, president, Him Parivesh. He said the damage caused to the area should be evaluated and damages should be slapped on forest officials and illegal traders for failing to check this nefarious trade. Though the state government had authorised more than 30 officials of various departments to check illicit mining, apart from the SDM, Nalagarh, and mining officials no other officer checked this activity. Though the Mining Department had banned plying of vehicles carrying mining material from 8:00 pm to 6:00 am, the police failed to check tractors carrying quarry material from inter-state barriers on the plea of having little staff. Under such circumstances, this ban had failed to serve any purpose and it had become only a formality. Yunus, SDM, said some people had been booked for theft two days ago and he had put on hold clearances to new stone crushers and new lease as the area was facing environmental issues and every new stone crusher was adding to illicit activity. He said a penalty worth Rs 1 crore had been collected in the last seven months from the Nalagarh area alone. He said the complaint would be inquired into and suitable action would be taken against the perpetrators of the illegal trade. |

Palampur, August 4 Sources said villagers had been complaining to the SDM about the large-scale illegal mining underway in the Sulaha area for the past three months. Earlier, too, the SDM had imposed heavy fines on some violators. Despite several warnings issued by the Mining Department and the SDM, the mining mafia continued violations. Villagers had complained that hundreds of tractors engaged in illegal mining had damaged local paths, water channels, drinking water supply schemes, roads, bridges and cremation grounds. Barring a few areas, there was a ban on mining in the Neugal river, which is a major source of drinking water in the Palampur region, feeding one hundred drinking water supply schemes. Last Wednesday, The Tribune had carried a detailed story in these columns highlighting the menace in Kangra district and the misuse of tractors meant for agricultural purposes for mining. The SDM said the tractor trailers impounded would be released only after imposing heavy penalties. He appealed to local residents to cooperate with the administration and the police in checking illegal mining. |
Monitor checking of pollution in Beas, Kullu DC told
Kullu, August 4 The Bench has directed the State Environment Protection and Pollution Control Board to take the sample of water from the Beas, check the pollution level and submit the report to the Bench. It has constituted a committee with members from the pollution control board, IPH Department and secretaries of the council to submit the report providing the status of construction along the Beas. The Bench has restrained the municipal councils of Kullu, Bhuntar and Manali from dumping solid waste and releasing untreated sewage into the river. The DC and the SP would monitor the checking of pollution in the river and impose a fine of Rs 1 lakh on defaulters and file an affidavit before the Green Tribunal, it ordered. It also rejected the plea of the defendant that 10 tonnes of waste was being disposed of safely at the solid waste plant in Kullu. Despite the strictures passed against the municipalities by the Bench earlier, local fruit markets at Takoli, Bandrol, Patlikuhal reeked of stench. The substantial part of sewage, solid waste and trash and junk churned by certain resorts and house owners from tourist spots of Rohtang Pass, Solang, Old Manali, Aleo, Kullu and Bhuntar towns continue to end up in the surging Beas. The petitioner, Abhishek Rai, who heads the Himalayan Environment Protection Society, Kullu, has cited reports published in these columns pleading that 40 per cent of the solid waste generated in Manali, Kullu and Bhuntar towns end up in the Beas and its tributaries. The petitioner has said private and other house owners release the untreated sewage into the river that adds to the pollution. He has pleaded that no solid waste treatment plants should be set up along the river. Waste treatment plants of Kullu and Manali were located along the Beas, he added. The Kullu, Bhuntar and Manali municipalities have failed to check pollution in the Beas that wades its way from the Rohtang Pass through tourist towns of Manali, Kullu and Bhuntar till it ends up in the barrage of the Larji project. The trash and junk is cleared by the project authorities every season. Palampur, August 4 He said development activities in the state had come to a standstill and the condition of most of the highways had gone from bad to worse. Addressing a news conference here, Punj said a three-day convention of the state BJP, which concluded here today, had held a discussion on the performance of the Congress government in Himachal. He said the dismal performance of the government had disappointed the common man who was feeling cheated. He disclosed that most of the fair-price shop had no subsidised stocks like rice, flour, mustard oil, pulses and sugar. The poor had been forced to buy foodgrains from the market. While targeting Chief Minister Virbhadra Singh, Punj said he had launched a political vendetta against his rivals. He said Anurag Thakur, MP and son of former Chief Minister PK Dhumal, had been framed in a false case of land lease for the construction of the HPCA stadium and a hostel by the previous government at Dharamsala. He stated that Anurag had done nothing wrong and the party was with him. He admitted that the party suffered a humiliated defeat in the Assembly elections because of differences among party leaders, where it could secure only three seats out of 15 in Kangra. Punj alleged that the only achievement of this government was that it had ordered large-cale transfers of government employees who were either relatives of BJP leaders or opposed the Congress candidates in the last Assembly elections. Briefing mediapersons, Sat Pal Satti said to oppose the repressive measures, the BJP would organise a dharna in all district headquarters between August 12 and 19. He said the party would also stage a procession outside the state Assembly house on August 23, when the Assembly would be in session. |

Dharamsala, August 4 “It seems that the present government is getting my phone tapped. However, I have nothing to fear and I do not have anything to hide from the public,” he said. Dhumal was at Palampur to attend a state-level training camp of BJP delegates that concluded today. He also alleged that besides him, the phone of many other BJP leaders from the state was being tapped in violation of the Telegraph Act. The allegations of the former Chief Minister assume significance in view of the fact that the present government has been accusing him of getting the phones of Congress leaders tapped. The sources here said the Vigilance had already initiated an inquiry into phone tapping of about 1,100 people during the stint of the previous BJP government. The present government had been alleging that the privacy of the common man was comprised due to phone tapping carried out by the police during the previous government. The former Chef Minister also alleged that the Congress had always been raising non issues to divert the attention of the public. The present government had failed to deliver in the first six months in power. However, to divert attention from its non-performance, it was raising issues like phone tapping, he alleged. Dhumal said the BJP would win all the four Parliamentary seats in the forthcoming elections. |

The meeting said it was essential as delayed decisions regarding Parliamentary candidate could make it difficult for the candidate to cover the vast constituency. This was all the more essential as the BJP had already declared its candidate, they said. The meeting criticised the BJP for “politicising” games and sports. It also decided to start a door-to-door campaign in each village of the district for propagating policies and welfare programmes of the party, including the Food Security Ordinance, from August 20. HPTDC hires agent for Delhi school tours, draws flak
Hamirpur, August 4 The HPTDC was engaged by the Delhi administration to organise tours for school students to different destinations every year and arrange transport service and hotels as the corporation had its fleet of buses and a chain of hotels by paying Rs 1 lakh per tour. The HPTDC had earned Rs 17 lakh in 2009-10. In the second year, it involved a tour operator in New Delhi for this purpose by paying him some commission for this work. After involving the Delhi travel agent, the HPTDC earned over Rs 12 lakh in 2011-12 while the Delhi agent was paid about Rs 11 lakh as commission. Surprisingly in 2012, the school tours were outsourced to the travel agent and the HPTDC received just over Rs 2 lakh as commission while the agent earned about Rs 43 lakh from this business. "The question is being raised what was the need of involving a travel agent for an assured business from the Delhi administration?" Sources say, "This has been done at the behest of some HPTDC officers to benefit a travel agent." Managing Director of the HPTDC Subhashish Panda said, "The HPTDC has involved the Delhi travel agent to save itself from the hassles of running after the Delhi administration schools as they only arrange tours for their students and now the entire arrangement for the tours is made by the travel agent and the HPTDC is getting commission for this business." |
Imports under SAFTA haunt apple market
Shimla, August 4 According to commission agents (arhtias) in Delhi, importers have already reached Iran to strike deals and the market may soon be flooded with low-priced fruit, particularly keeping in view the experience of the last year when consignments were channelled through Afghanistan to take advantage of exemption in import duty under SAFTA. Last year, the fruit arrived from Iran towards the end of the season and as such it did not affect the market much as the crop was lean with production limited to just 2.06 crore standards boxes. However, this season the crop is good and the estimated production is likely to be between 3.50 crore and 3.80 crore boxes and the market is already down. Rajeev Chauhan, Chairman, Himalayan Apple Growers Society, said there was an urgent need for the Centre to intervene and take steps to check the misuse of SAFTA to facilitate duty-free imports from non-SAFTA country like Iran. He said the import of apple from Iran increased from a meagre 186 tonnes in 2011-12 to 5,555 tonnes in 2012-13 and a quantum jump was expected this year unless the Centre stepped in and curbed the misuse of SAFTA. The total import of apple had shot up from 1,34,576 tonnes in 2010-11 to 1,99,262 tonnes in 2012-13. Chauhan said he had taken up the matter with Horticulture Minster Vidya Stokes and urged her to immediately contact Union Commerce Minister Anand Sharma to ensure that Iran apple did not find way into the country via Afghanistan. Meanwhile, the harvesting of the fruit has picked up and till yesterday 44 lakh boxes had been sent to various markets as against 6.53 lakh boxes last year. Even in 2010, when the state recorded the highest-ever production of 4.46 crore boxes, only 42.65 lakh boxes had been marketed by August 3, he said. This year, the low altitude areas, which normally accounted for 10 to 12 per cent of the produce, are having an all time high production and large arrivals led to a downslide in the market at the outset of the season. Further, the poor quality of fruit, which lacked both size and colour, is also affecting the prices. The growers hope that market will look up once good quality fruit from the middle altitude areas starts arriving towards the middle of the month. |
Offices to shift to new Secretariat soon
Dharamsala, August 4 However, the district administration is in a quandary over the use of the old Secretariat building. After the shifting of all offices, the old building will have the symbolic offices of the Chief Minister, the Chief Secretary, his personal staff and offices of three ministers from Kangra, including GS Bali, Minister for Food and Civil Supplies, Transport and Technical Education, Sudhir Sharma, Minister for Housing and Urban Development, and Sujjan Singh Pathania, Minister for Agriculture and Power. The Chief Minister's Offfice in the old Secretariat was occupied only during the short winter sojourn of the government or whenever the Chief Minister was on a tour to the area. The ministers from Kangra occupied their offices just for two to three days in a month. The office of the Deputy Commissioner, Kangra, is maintaining the Chief Minister and ministers' offices here. However, when the DC's office will be shifted to the new building, a special fund would be set up for the maintenance of the old building. It was the Congress government led by Virbhadra Singh that got the Assembly complex constructed at Dharamsala. The idea was to give Dharamsala the status of the second capital of the state. The Congress government had always been accused of ignoring the lower areas of the state. With the construction of the Assembly complex, the Congress government gave the second capital status to Dharamsala. The BJP government got the new Secretariat building constructed to house the offices of all ministers at Dharamsala. |
State seeks better share in Central taxes
Dharamsala, August 4 Sources here said the presentation assumed significance as the Finance Commission would arrive in Shimla on August 12 and during its visit, the state government would present its case for better share in Central taxes. Loomba said he would provide an overview of the financial condition of the state before the commission and suggest measures through which it could
be improved. The commission has been constituted by the Central Government under the Chairmanship of YV Reddy, former Governor of the Reserve Bank of India. The commission recommends the principals governing the distribution of finances between the Centre and the states. The revenue collection in the state had shown a marked improvement in 2011-12. However, in the current financial year, it is showing a downward trend. The VAT collections in the state have gone down alarmingly as per reports. The fiscal deficit of the state has increased. Out of the total resources generated by the state government, about 66 per cent are committed liabilities, including salaries and pensions. The pension liability of the state government is increasing. The subsidy burden of the state is also slated to increase. The sources said the Principal Accountant General would suggest measures on increasing the non-tax revenue in the state. The non-tax revenue could be generated from forests, mining and irrigation taxes. The condition of the municipals councils and corporations in the state also find a special mention in Loomba's report. Most of the councils and corporations are spending most of their revenue in paying the salaries of the staff and hardly anything is being left for development purposes. Loomba will give the Finance Commission an overview of major areas of expenditure in various sectors of the state government and an assessment of the performance of the state public enterprises, local bodies and Panchayati Raj Institutions. |

Delegate financial powers to Tanda medical college: MP
Kangra, August 4 Dr Sushant was addressing a press conference at the medical institute yesterday. He said for the past three weeks, he had been permanently stationed at the hospital as his mother was being treated there. He said the hospital was overburdened with nearly 1,500 patients visiting the OPD daily and 400 to 500 patients admitted at a time. He said the paramedical staff was far less than required to cater to this huge influx of patients. He expressed shock that even faculty members and resident doctors were far less than required. He said 21 per cent posts of faculty member and 25 per cent of resident doctor at the institute were lying vacant. He urged the government to fill these posts. He said one nurse was attending patients in four private wards, which was putting her under severe pressure. He said there were no wheelchairs or stretchers in the hospital and patients were being carried by attendants to even the emergency ward. He said lifts were dysfunctional and the parking lot was in a mess, so much so that even ambulances faced difficulty in reaching the emergency department. He said toilets were in a deplorable condition and doctors' rooms were not worth living in. He said the institute was given only Rs 1,000 a year for its maintenance, which was "shocking". He said the college had four ambulances, and none of these were equipped with a ventilator and there was only one driver. He said the Principal and the Medical Superintendent were powerless with regard to dealing with the institute's financial activities. He said at the IGMC, Rs 18 crore was given for providing facilities, but at the Tanda college, not even a single rupee was being given under this head. He said for the past two years, not even a single meeting of the RKS had been convened. He demanded
that the meeting be held within 15 days and the local MLA and MP should be called for the same. He announced a sum of Rs 50 lakh for the institute and requested Rajya Sabha members Shanta Kumar, JP Nadda and Vimla Kashap and local MLA and minister GS Bali to contribute for the development of the hospital. |

Shimla, August 4 Speaking on the occasion, Virbhadra Singh said Dr Parmar was a visionary, far-sighted and dynamic leader who dedicated his entire life for making Himachal a progressive and developed state. He said Parmar was a multi-faceted personality symbolising the culture, civilisation and decency of the hill state. He struggled all his life for the rights of people and credit went to him for the present status of the state which was achieved by following the path shown by him. People of the state would remain indebted to him for generations for his efforts to secure an identity for the state as a separate political unit. The Chief Minister said the first Five-Year Plan of the state was of only Rs 6 crore and it was due to his visionary leadership that it was enhanced subsequently and the backward region was put firmly on the road to development. Artistes from the Information and Public Relation Department and local folk singers presented a cultural programme on the occasion. Addressing a gathering on the temple premises, the MLA said the historical Nagni temple would be brought on the religious tourism map in the Kangra valley. Shimla, August 4 The party termed the effort of the government inept and alleged that no serious concern was shown by the medical department to seek approval from the MCI. This was evident from the fact that none of the senior officers from the state was present at the MCI meeting in New Delhi. Neither the Secretary, Health, nor the Director of Medical Education were present to represent the case of two medical colleges for increase in seats. This had been one of the major reasons that the state was not allowed an increase in the MBBS seats. The party demanded that the Health Minister should monitor this issue so that the state got its legitimate due. |

Three arrested for kidnapping girl
Palampur, August 4 Later, the victim’s father informed the police that three youths came to the village and forcibly took away his daughter in a van to some unknown place. The police sounded an alert all over the district, but could not locate the van. He said the victim returned home on Friday morning. She disclosed that all the three youths, who had kidnapped her, were hiding at Pharehar village. The police raided a house at Pharehar village and arrested all the three accused involved in the kidnapping. A case under Sections 366 and 363 of the IPC, had been registered at Bhawarna police station against the four accused. The girl and the three youths had been sent for a medical examination, the police official added. |
Forum penalises bank for not issuing certificate
Sundernagar, August 4 The forum directed the head office branch of the bank in Mumbai and its Mandi branch to pay Anil Kumar, a resident of Kotli tehsil, Mandi district, an amount of Rs 5,000 as compensation towards mental harassment caused to him and Rs 3,000 as litigation cost, within 30 days. The complainant had taken a loan of Rs 51,800 for his vehicle from HDFC Bank, Mandi, in 2011. He had later paid the whole amount and asked the bank for an NOC, which was not issued to him. So, he filed a complaint before the Consumer Forum. During the pendency of the complaint, an NOC was issued by the opposite party. The forum held that due to the non issuing of the NOC, mental harassment was caused to the complainant and directed the opposite party to pay for deficiency in services.

Kangra, August 4 She was rushed to the Civil Hospital, Palampur, from where she was referred on July 8 to the Tanda hospital where she died. In another incident, Poonam Kumari (30), wife of Ashwani Kumar of Bangali village, near Nagrota Bagwan, was pouring kerosene on the firewood when she caught fire and was seriously injured. She died at the Tanda hospital. In the third incident, Danoo Devi (38), wife of Ramesh Kumar of Nanooh falling under Nurpur tehsil, had received burn injuries when her clothes caught fire while sprinkling kerosene on firewood in her kitchen. She too died at the Tanda hospital.

Pedestrian dies in road accident
Nurpur, August 4 DSP Rajiv Atre said a case under Sections 279 and 304 (A) of the IPC and Section 184 of the MV Act had been registered and the body of the accident victim kept in a mortuary of the Civil Hospital, Nurpur, for identification.
