Three rapes in Sirsa; accused held

The police today arrested three youths for attacking a shopkeeper for stopping them from eve-teasing. B Satheesh Balan, SP, said today that the police had arrested three youths, Hardeep of Gangwa, Amardeep of Pirthala and Yoginder of Asranwa, for attacking Abhinav Agarwal. Abhinav had alleged that some youths tried to molest a college girl on DN PG College road near his shop. When he tried to stop them, they attacked him.

A man allegedly beat up his 13-year-old relative mercilessly and then buried him in a ditch near a canal at Arya Nagar here, taking him as dead. Some passersby noticed a movement in the ditch, heard the voice of a child, and rescued 13-year-old Monu from his “grave”.

Three rapes in Sirsa; accused held

Three youths were arrested for rape in Sirsa today. In one case, two youths who allegedly kidnapped two teenaged girls at knifepoint and then raped them at a secluded place near Panihari village in the district, were arrested. In another, a 25-year-old youth was arrested for allegedly raping a girl with a promise to marry her.

The two minor girls were allegedly kidnapped from their Panihari village in the district by two youths hailing from nearby Jhanda village of Punjab and raped them after taking them to nearby Ghaggar river.

The youths allegedly threatened them of dire consequences if they narrated the incident to anyone. The girls, however, narrated the incident to their family members, who approached the police.

The girls aged 15 and 16 are cousins. They said they knew accused Harman and Sonu, who were known to their fathers. The police has booked the accused after the medical examination of the girls confirmed rape.

Sources said the accused had come to Panihari on January 5.

The victims, students of Class IX, were on their way to school when they were allegedly kidnapped and then raped near the Ghaggar that flows near the village.

In the second case, a 23-year-old from a Sirsa village, who worked in a multi-national company in Gurgaon, was allegedly raped for a year by a youth with a promise to marry her.

The police has arrested Sahib Singh (25) of Sangatpura village in Sirsa.

He was produced before an Ellenabad court, where he was remanded to one-day police custody.

The boy and the girl worked in two MNCs in Guragon and being from the neighbouring villages, developed friendship. The accused, allegedly developed physical relations with the victim with a promise to marry her and the two started living together in Gurgaon.

While the girl continued pressing for the marriage, the boy kept making excuses.

However, the boy suddenly left his job and came back to his village. Heartbroken, the girl too came back after leaving her job and narrated the incident to her parents, who lodged a complaint with the police. When efforts of rapprochement by the Mahila Cell of the district police failed to yield results, the girl lodged an FIR against the accused.

In yet another incident, a man, who is on the run, sexually assaulted a two-and-a-half-year-old girl here today. The girl, whose father works as a security guard in a local factory, was playing outside her house while her mother was busy in household chores. Dalbir (32), a neighbour, lured the victim into his room and tried to rape her.

The girl started crying loudly and Dalbir fled leaving her in the room. The girl walked out of his room and reached her mother who noticed blood stains on the victim’s clothes and private parts. The police was called who rushed the victim to the Civil Hospital where doctors confirmed the attempt to rape. The police has booked the accused. The police has pulled up the landlord for not getting the tenants verified. The minor's family hails from Odisha.

Man held on rape charge

Karnal:A case of rape under Section 376 of the IPC was registered in the Civil Lines police station on the complaint of a woman here today. She alleged that Mant Kumar, resident of Sector 7, raped her on the pretext of marrying her. The medical examination of the complainant was conducted and the accused was arrested, police sources said. — TNS

Power staff to lay siege to minister’s house tomorrow

Describing the policies of the Power Department as anti-consumer and against the interests of the employees, the All-Haryana Power Corporation Workers Union (AHPCWU), has said it would step up its agitation in view of the alleged negative approach of the authorities concerned towards the resolution of their issues.

The union has declared it would lay siege (gherao) to the residence of the Haryana Power Minister on January 10, besides continuing its campaign of mass awareness on the fallouts of the wrong policies of the state government regarding the management of the department.

Stating this, a spokesperson of the union claimed here today that an analysis of the policy of privatisation and outsourcing being adopted by the department for the past over 12 years had resulted only in a sharp rise in the losses of the department and a downfall in the quality of service, despite a steep hike in the power tariff in the state during the period.

“The number of power connections have risen by over 10 times, but the staff strength has gone down sharply due to very low recruitment against the posts that have got vacant over the past about 15 years. Thus, the department fell prey to the vested interests of the private players who had been milking the department as a result of the policy of privatisation and outsourcing that has become a bane over the years,” said Subhash Lamba, senior leader of the union.

He said both the AHPCWU and the Sarva Karamchari Sangh, Haryana, have taken up the issues at all forums and the state government, but the authorities had failed to move on any of the suggestions reached at those meetings.

Claiming that the even Chief Minister Bhupinder Singh Hooda had agreed to several demands in the past couple of years, but nothing positive had failed to take shape due to the vested interests of certain officials in the outsourcing deals, he alleged.

He said the losses of the power distribution companies which had been Rs 400 crore in 1994 had swelled to Rs 20,000 crore at present due to the wrong policies.

Demanding that the over 20,000 posts lying vacant in the department be filled, he said the authorities had failed to either regularise the services of or pay the PF, Grade Pay and ESI to thousands of employees working on an ad hoc basis during the past several years.

The decision to outsource the work or maintenance of 11-kv feeders was another wrong move and would be opposed by the employees’ union, he added.

Norms on CLU for petrol stations issued

The Haryana Town and Country Planning Department has issued policy guidelines to examine applications for the grant of Change of Land Use (CLU) permission to set up retail outlets for Compressed Natural Gas (CNG) and Petroleum Natural Gas (PNG) stations in Haryana.

Stating this today, a spokesman of the department said the minimum size of the plot for a CNG or PNG station should be 50 m x 30 m so that two gas compressors and up to eight dispensers could be installed at the station. He said this would accommodate CNG equipments and efficiently cater to vehicles of all sizes.

However, in the case of recommendation from the gas distribution company regarding the suitability of the site for setting up of a CNG or PNG station, the same would be considered on the site area proposed by gas distribution company, he added.

He said the canopy as well as the buildings to be used for ancillary activities like sales-room, toilets and control panel room shall be allowed up to 7 m with two stories. He said the minimum distance from the buildings and outer boundaries to the gas storage unit or tank shall be governed by the Code of Oil Industry Safety Directorate-OISD 179 and Gas Cylinder Rules, 2004.

On board first Rewari-Rohtak train, January 8. The maiden journey of the Rewari-Jhajjar-Rohtak passenger train on this new railway line today fulfilled a longstanding demand of the local residents.

The state has got a new railway line after 33 years. And it is for the first time that the Railways and the state government have shared the expenditure of about Rs 602 crore incurred on the project. The new rail route has five stations — Gokalgarh, Palhawas, Machharauli, Jhajjar and Dighal.

The joy and enthusiasm of the residents was evident from the way they greeted the train and its special passengers - Haryana Chief Minister Bhupinder Singh Hooda, Union Minister of State for Railways KJ Surya Prakash Reddy, Rohtak MP Deepender Singh Hooda, Haryana Power Minister Capt Ajay Singh Yadav and Education Minister Geeta Bhukkal -at every station where the train halted.

Youngsters carrying flags of the Congress party were seen running along the train as it approached their village station. Fireworks as well as loud and colourful festivities were also witnessed. Hundreds of people were present at the railway stations, hoping to catch a glimpse of their leaders from close quarters. The situation assumed stampede-like proportions at Jhajjar as the large numbers of people present there jostled past each other in a bid to shake hands with Hooda and his son Deepender and hand over their applications to them.

The political leaders cpromised to fulfil the people's aspirations during the pre-organised public meetings at the railway stations on the way.

The political overtone of the event was clear at as Hooda said the Congress regime had spent much more money on the development of the south Haryana constituencies of Rewari, Kosli and Bawal than the INLD regime. Deepender also lambasted the INLD leadership, saying, “Instead of raising demands for the betterment of the people, they keep on predicting mid-term elections in a bid to lure their workers and supporters.

Interacting with journalists on board the train, Deepender said the new line would also become part of the railway corridor linking the region to the other parts of the country like Mumbai.

Earlier, at the dedication ceremony, Capt Yadav read out a number of demands. The Chief Minister also endorsed the demand for a Shatabdi Express from Jaipur to Chandigarh via Rewari, Jhajjar and Rohtak.

Union Minister of State for Railways Reddy assured the people that he would address all concerns of Haryana pertaining to the Railways. State Congress president Phool Chand Mullana and several leaders of the ruling party were present on the occasion.

CM travels 80 km in A/C for Rs 14

The political mileage drawn from the launch of the new Rewari-Jhajjar-Rohtak railway line by the ruling Congress party in Haryana, especially Hooda and his Deepender, was phenomenal. However, the CM's aides went rather overboard. During the dedication ceremony at the Rewari railway station, Hooda was presented a ticket to travel in the passenger train from Rewari to Rohtak. A senior Railway official who handed over the ticket to Hooda was given Rs 14 travel fare in full public view and after due announcement. Moments later, the CM and his party boarded an air-conditioned chair-car compartment of the train for Rohtak. If the CM had to pay the fare, why did he choose to pay the general class fare to travel in an A/C coach?

Court ends row over guest faculty selection
Teachers with 4 years’ experience on April 11, 2012, eligible for appointment

Putting an end to the controversy shrouding the appointment of guest faculty teachers (GFTs) in Haryana, the Punjab and Haryana High Court has upheld the the Haryana State Education School Cadre (Group-B) Service Rules, 2012.

The judgment comes at a time when approximately 14,000 posts of PGT teachers in different subjects have been advertised. As many as 85 petitions were filed in the matter by Shivani Gupta and other petitioners.

As per the Rules of 2012, the essential qualification for PGT Teacher is post-graduation in the relevant subject along with a B.Ed degree. The candidates are also required to pass the School Teachers Eligibility Test and Haryana Teachers Eligibility Test. But, teachers, who have worked for a minimum of four years on the date of enforcement of these rules, are exempt from the STET as a one-time measure with the condition that they qualify the HTET by April 1, 2015.

Subsequently, an amendment was carried and it was stated that teachers working in the privately-managed government aided, recognised and government schools were exempt from the HTET/STET and B.Ed. in case of direct recruitment, if they have worked as a teacher for a minimum period of four years on the date of enforcement of these rules.

According to petitioners, these amendments were deliberately made with sole motive to accommodate GFTs. Since the beginning, the government was opposed to their claims. But after 2008, there was a change of mind and repeated attempts were made “to see that these GFTs somehow continue and were given appointment on a regular basis.”

“When such demands failed on the anvil of judicial scrutiny, to wriggle out of the mandate given by this court and the Supreme Court, the government has come out with the exemption clauses, waiving the essential conditions for appointment of these teachers. With the result, these GFTs, who are otherwise not eligible for consideration to the posts of PGT, will now be considered,” the petitioners contended.

The Bench asserted: “The attack on the validity of the rule is devoid of any merit and stands blunted when examined on the touchstone of legal principles. The rules do not have any blemish and the note exempting teachers with experience of four years from passing STET/HTET and B.Ed., as a one time measure, is not violative of Article 14 of the Constitution or suffers from any other illegality….

“We, thus, hold that all those who have working experience as teacher for a minimum period of four years on the date of enforcement of rules i.e. April 11, 2012, would be entitled to be considered for the posts in question whether they were in fact in service as on April 11, 2012, or not.”

Boy buried alive by relative after beating rescued

A man allegedly beat up his 13-year-old relative mercilessly and then buried him in a ditch near a canal at Arya Nagar here, taking him as dead. Some passersby noticed a movement in the ditch, heard the voice of a child, and rescued 13-year-old Monu from his “grave”.

The accused Ashok, who has been booked for attempt to murder, has since been evading arrest.

The police said Ashok’s wife had gone to her parents' home in Rajasthan after a quarrel with him a few days ago.

Yesterday, she sent her relative Monu to bring her clothes from her marital home in Arya Nagar. When Monu asked Ashok for the clothes, he allegedly became furious and beat him up black and blue. Later, taking him as dead, he buried Monu under the soil in a ditch.

Dadu’s supporters block traffic over cases against him

Supporters of Baljit Singh Dadu, a Sikh hardliner facing trial for alleged attack on Dera Sacha Sauda chief Gurmeet Ram Rahim Singh in 2007, held a demonstration demanding the scrapping of cases against him and blocked vehicular traffic near Bathinda Chowk at Dabwali town in Sirsa today.

Terming the case of attempt to murder against their leader as false, Dadu's supporters demanded cancellation of the FIR against him.

His supporters also demanded the arrest of the dera chief in criminal cases pending against him.

Coinciding with Dadu's appearance in the court, dera followers announced a 'naam charcha' for today.

However,the police and the local authorities persuaded the dera followers to put off their programme, thus averting a face-off.

Hundreds of supporters accompanied Dadu when he arrived in Dabwali to appear in the court today.

His followers sat on the highway near Bathinda Chowk in Dabwali and blocked vehicular traffic towards Sirsa, Abohar, Bathinda and Chautala sides for over an hour.

Later, the police persuaded Dadu's supporters to lift their blockade.

BPL card holders protest against bank

A number of BPL card holders staged a protest in front of a branch of Haryana Gramin Bank here today, when the branch manager allegedly refused to accept the application forms with amount of Rs 39,000 for allotment of flats in HUDA localities.

They raised slogans against the government and the bank authorities demanding immediate acceptance of their forms. The trouble started when the branch manager refused to accept the forms at a time when a large number of the card holders were standing in a queue outside the bank in biting cold.

BJP state media in charge Rajiv Jain reached the spot and after hearing their grievances assured them that the matter would be taken up with the authorities concerned.

After his discussion with HUDA and bank officers, he informed the card holders that the work would be streamlined from tomorrow.
