Lured on pretext of job, woman raped in Jind
Jind, January 4 The district had hit the national headlines after a spate of rapes in October last year. The suicide by a 16-year-old Dalit girl after her rape at Sachakhera on October 2 had attracted the visit by UPA Chairperson Sonia Gandhi and a panel of
parliamentarians. The victim told the police that the accused, identified as Sunny, a local resident, took her to a hotel located opposite the DRDA building on the main road and raped her. She claimed that she came in contact with him while she was looking for a job in the city. A resident of Kohand village in the district, the complainant revealed that she was asked to come to a spot near Rani Taalab by the accused who told her that she would have to appear for an interview on Friday. She came into contact with the accused accidentally and he assured her of a job if she contacted him. She said the accused with the help of another youth took her to a hotel and ‘raped’ her, before she was dropped back at Rani Taalab. She contacted the police helpline number 1091 later to lodge her complaint. “We have started investigation into the matter and sent the victim for a medical examination,” said senior superintendent of police Saurabh Singh. The victim is married and a mother of two children. She has been living separately at her parental village. |
Gurgaon cops set to curb crime aginst women
Gurgaon, January 4 The police has drawn up a special action plan to meet this goal. With women employed in the corporate sector voicing their insecurity pertaining to the city environs and the reported uncooperative attitude of the police towards complainants, police commissioner KK Sindhu has mobilised the force for this task. As per the plan, all rural and urban police stations in state will get four or five women employees each. “We wish the women to trust us and speak up against crime. To facilitate complainants, we are getting more women in police stations so that those who come to complain are more comfortable. The women officers will not only instill confidence but will also be more sensitive to their issues,” said Sindhu. The police also wishes to bring this comfort to city women’s doorstep as five women PCRs will now be on city roads.The officials will aid women in reporting crime and dealing with it on the spot. The police has been going to MNCs, urging women to speak up. “We shall very soon have a data of the habitual offenders and eve-teasers with the Crime and Criminal Tracking Network System (CCTNS) which would be installed in all police stations of the city,” said Sindhu. |
Schoolgirls protest rape incidents
Sirsa, January 4 Nearly 1,200 girls from Maharaja Agarsen School, Dayaram Public School and Apex Public School held a march, carrying placards. Besides the incidents of rape and sexual assault against women, the girls appeared unhappy with the recent spate of statements by leaders of various political parties suggesting dress codes for women. “Teach your sons how to behave with a girl instead of teaching daughters how to dress themselves,” said some placards carried by the students. “We are deeply perturbed by the recent incidents of rape and sexual assault against women, which are refusing to stop even after the whole country is in anger after the Delhi gang rape,” said a participant. The girls later assembled in Papiha Park where Subdivisional Magistrate Baljit Singh accepted their memorandum addressed to the Governor. The SDM said the government had taken several steps to ensure the safety of women. |
Doctor held on rape charge
Rewari, January 4 The victim woman doctor (45) had been running her own clinic at Dahina village, 23 km from Rewari, for the past seven years, Dr Ranbir too had his own clinic at Boodhi Bawal village in Alwar district of Rajasthan. Both were old acquaintances. In November, 2012, when Dr Ranbir came to know that the woman doctor, who is a widow, was not feeling well, he came to Dahina by car. He administered a ‘sedative’ injection to the woman doctor and raped her. When the victim regained consciousness, she filed a complaint on November 6. |
Hisar, January 4 The shopkeeper, Abhinav, was rushed to a hospital with a head injury. Abhinav, a resident of Agarwal Colony, noticed a motorcyclist trying to harass a girl near the hostel of Daya Nand College here last evening. The youth allegedly tried to drag the girl by pulling her clothes. Eye witnesses said Abhinav intervened and tried to stop the youth from molesting the girl. However, the youth threatened him and called some of his friends, who attacked Abhinav with bricks. He was shifted to the hospital and later discharged after dressings. A police spokesperson said the shopkeeper did not wish to lodge any FIR.

Lifting of vehicles leaves residents fuming in Rohtak
Rohtak, January 4 The local police has lifted or impounded over 300 vehicles in the past fortnight for parking violations. “I had parked my car in the half-developed parking lot near the Bhiwani stand here today, but got stranded for over 45 minutes as someone parked their car in the driveway and I could not come out due to haphazard parking of vehicles,” claimed Navin Kumar, a local resident who had come for shopping at the busy Qila road here on Friday. He said he had parked his car here in view of the drive by the police which was removing vehicles parked on main roads. He said at least a dozen car owners were stuck due to the encroachment of the driveway by other vehicles and vendors selling items at the entrance point of the parking lot here. Sanjay, another resident, said he was told by the police and other residents to park in this space if he wanted to avoid any unpleasant situation in view of the drive, under which 40 vehicles were removed on Thursday. “The space at the Bhiwani stand, the parking place for those visiting the Qila Road, Railway Road and other places nearby, is pathetic as neither has it been levelled nor any policeman posted here to man the vehicles,” said Harish Kumar, a shopkeeper in the Shourie Cloth market. He said while the space had been encroached upon, visitors and shopkeepers used it as an open urinal and garbage dumping spot. He said the construction of a double-storied parking lot here and at the HUDA complex could solve the problem Model Town, Gohana stand, Palika Bazar and Jhajjar road, Chottu Ram Park and Ashoka Plaza are among the spots which urgently require parking lots. An official of the police department claimed that it was job of the civic body to develop public parking lots. |
Police told to provide security to witnesses
Kaithal, January 4 Jagdev Singh, a resident of Dhand, was murdered in February, 2012. A murder case was registered against Mandeep, Parveen and Satish in this regard. Deputy Superintendent of Police Tekan Raj Sharma and Dhand Police Station in charge Vikramjeet Singh appeared in the court. It is learnt that the court has issued directions to the police officials to provide a gunman to each of the witnesses till final decision in the case. — OC |
Varsity staff put off stir for a week
Sirsa, January 4 The Vice-Chancellor last evening constituted a three-member inquiry committee to probe the incident in which Raj Kumar, a non-teaching staff member and DP Warne, an associate professor, were allegedly roughed up by a teacher, Shalender Singh Hooda, and others. The committee comprising three professors - Sultan Singh, Praveen Agamkar and Suresh Kumar Gahlawat- will submit their report by Thursday. “We will wait till the committee submits its report on Thursday and resume our agitation in case we fail to get justice ,” said Rajesh Malik, secretary of the Chaudhary Devi Lal University Teachers Association (CDLUTA). The non-teaching staff had begun their dharna demanding action against Hooda and another teacher, Raj Kumar Siwach, for the alleged manhandling of their colleagues. While Hooda apologised for his conduct at the intervention of Registrar Manoj Siwach, he allegedly had a tiff with some teachers sitting in dharna and roughed up associate professor DP Warne. The teachers associated with the Chaudhary Devi Lal University Teachers Association also joined the stir seeking removal of Registrar Manoj Siwach, besides action against Hooda. The striking teachers alleged that Hooda had roughed up the associate professor at the the Registrar's instigation. However, the group of teachers opposed to the Chaudhary Devi Lal University Teachers Association maintained that the striking teachers were unhappy with the Registrar because he refused to succumb to their pressure and clear some files contrary to the rules. |
30-year-old gets rare intestinal transplant
Gurgaon, January 4 Explaining the circumstances surrounding Himanshu’s disease, Dr Ravi Mohanka, a senior transplant surgeon at Medanta Medicity here, said life was good for Himanshu until December, 2009, when he was suddenly seized by a severe abdominal pain. He underwent an emergency laparotomy at a city hospital in which the surgeons found thrombosis (blockage) of the main vein of his intestine (superior mesenteric vein), resulting in loss of blood supply to most of his intestine. Consequently, 95 per cent of his small intestine (normally 6 metres) had to be removed and only 28 cm was left. While this saved his life, he became an intestinal cripple. He could not digest anything normally. Not able to absorb the nutrients his body needed, he became dependent on intravenous nutrition. Most of what he ate was not absorbed, and to live, he needed total parenteral (intravenous) nutrition (TPN) on a regular basis - unless he had an intestinal transplant. Finally, he got a suitable match and the transplant operation was successfully carried out by a team of 30 doctors led by Dr AS Soin. The doctors claimed that it was a rare successful intestinal transplant. “I had to re-learn how to eat normally and understand the signals of satiety. Even the ‘khichdi’ given to me tasted divine,” remarked Himanshu. He is now off TPN for the past 10 days and can eat normally. |

Traffic rule followers get red roses, violators yellow
Gurgaon, January 4 The police officials, led by ACP Ravinder Tomar and accompanied by road security officers, swarmed the streets as part of the traffic awareness programme. "Awareness is always more important than enforcement. We believe that awareness is not just about rules but also their importance. Everybody knows that seat belt is mandatory but many fail to put is on as they don't realize how important it is for their safety," said Tomar They said a red rose symbolised pride and appreciation in going in for a safe drive while yellow reminded one of the laspses which may cost a life. The police also distributed pamphlets in areas around Galleria and Vyappaar Kendra in this regard. "We feel that if we make people proud of having traffic sense and ashamed of breaking rules we will make city a better place to live in," added Tomar. |
3 gangsters arrested
Sonepat, January 4 Stating this to mediapersons here today, deputy superintendent of police Balbir Singh said the criminals were involved in loot of Rs 65 lakh from the owner of a poultry farm near Lakhan Majra in Rohtak district about three months back. The police recovered a pistol, iron rods and rope from their possession, he added. The gangsters who were wanted by the police in number of districts in criminal cases, including dacoity, armed loots and attempt to murder, were planning to loot the passersby near a petrol pump on the Narela road, he said. They have been taken in police custody from the court for four days. During interrogation, he said, the gangsters had confessed their involvement in looting cars from different places in the state. |

Sirsa, January 4 The Tribune today published a news item “Eve-teasing, girls seek HC’s intervention” after hundreds of students of the college wrote to the Punjab and Haryana High Court seeking action in this regard. The girls had earlier made several representations to the police as well as the district authorities but to The 2000-odd girls studying in the college alleged they were facing lewd comments from the auto-drivers while entering or coming out of the college. The police has warned the auto-rickshaw drivers not to park their vehicles near the college gates in future. |
2 nabbed after encounter
Faridabad, January 4 Devender Singh, SHO , said a Sub-Inspector and a head constable were injured in the incident. The two police officials received intimation about the suspicious movement of six men travelling in a Bolero jeep near Fatehpur Tagga. They tried to intercept Bolero near the village but the criminals opened fire. The police returned the fire. The exchange of fire lasted about half an hour. Finding themselves cornered, the criminals abandoned their vehicle and entered an agricultural field. While two of them were nabbed, others escaped under the cover of darkness. The police said the Bolero jeep used by the criminals had been impounded. A country-made gun and a cartridge had also been seized. The two nabbed have been identified as Shakeel and Mommin, of Bibipur and Bhimshikha villages, respectively, in Mewat The police said the gang was planning a dacoity. |
Policy for guest houses in residential sectors framed
Chandigarh, January 4 A spokesman for the Haryana Town and Country Planning Department here today said a clear distinction between the guest or boarding house and service apartments needed to be made and necessary safeguards needed to be adopted to ensure that service apartments did not come up in the garb of guest or boarding houses. He said, “A guest or boarding house is a house where one can rent a room and receives board (meals), the cost of which is included in the rent whereas in a service apartment, rooms are let out on a long-term basis which is a flatted construction.” He said the guest or boarding house would be rented at least for 15 days per month to one person at a time to avoid its misuse as a hotel. The guest or boarding house would be allowed on a residential plot of 1,000 square yards or two kanals comprising one single unit or two plots or lands adjoining each other. The maximum permissible area for such guest or boarding houses in a sector would not exceed 5,000 square yards which would be on the “first come first serve” basis. The maximum area for which one applicant could obtain permission for construction of a guest or boarding house in a sector should not exceed 2,000 square yards. Such facility would be permitted only in that residential sector where all internal and external services have been laid. He said the permission for setting up of the guest or boarding house would also be given to those buildings which were constructed at the site. As far as an un-built, undeveloped or non-constructed allotted plot in the area of HUDA or licenced area was concerned, permission would also be granted. In such cases, the owners should produce allotment letter or conveyance deed in respect of the plot, he said. “However, in case of un-acquired pockets, the applicant may apply for seeking Change of Land Use permission under the provisions of the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963, and rules thereof in the office of the District Town Planner. He said the site should be located on the sector road with service road where the land for the sector road was acquired and the service road was functional. “The owner of the building is liable to seek permission from the competent authority of the Department of Town and Country Planning to run a guest or boarding house in a developed sector of HUDA or coloniser allotted residential plot where internal services are laid by HUDA/coloniser,” he said. |
Yadav writes to union minister
Chandigarh,January 4 In a communication addressed to the union minister, Yadav said while travelling on these two national highways he had observed that the work of widening and strengthening on these highways, including construction of overbridges, had either come to a halt or was moving at a very slow pace. These two highways always had high-speed traffic. The delay in their widening and strengthening was resulting into frequent traffic jams and inconvenience to highway users. He urged the union minister to direct the quarters concerned to complete the balance work expeditiously. |
PGs, guest houses in HUDA sectors face closure
Gurgaon, January 4 “Using a residential plot for commercial activities is not permitted under HUDA rules. Therefore, running of PG accommodations and guest houses in residential sectors is illegal,” Meena said in directions issued here today. He pointed out that the owners of these plots were availing themselves of civic amenities like electricity and drinking water etc at subsidised rates which are made available by the government for the residents of HUDA sectors. “Such commercial activities also disturb the peaceful ambience of the residential sectors,” the DC said. He said if any PG accommodation or guest house was found running in any residential HUDA sectors, responsibility of the official concerned would be fixed for the lapse. Meena asked the officials concerned to serve resumption notices to the plot owners as they were running commercial activities in their premises illegally and without permission. He said HUDA issues “non-nuisance certificates” for taking up commercial activities in residential sectors like opening of offices etc but even in such cases, not more than 25 per cent space on the ground floor can be utilised for commercial activities. “Even using an entire house for purposes like property dealing is against the rules,” he added. Manoj Khatri, Estate Officer of HUDA-II (Gurgaon), also affirmed that no commercial activity could be taken up in HUDA’s residential sectors as it was in violation of rules. However, at the same time, he conceded that nearly 125 PG accommodations and guest houses were being run in the new Gurgaon area alone, which was under his jurisdiction. He said as many as 17 PGs/guest houses were found running in Sector 46, 15 in Sector 38, 14 in Sector 40 and 12 in Sector 27. |

Chandigarh, January 4 Bhukkal was addressing a function organised on the 204th birthday anniversary of Louis Braille by the Haryana branch of the National Federation of the Blind here today. She said the backlog of visually challenged teachers for JBT posts would be filled on priority. Special teachers were being appointed for visually challenged children. She gave Rs 2.25 lakh out of her discretionary fund to the National Federation of the Blind. |
