Enraged over the death of Delhi gang rape victim, who succumbed to her injuries in a Singapore hospital early today, social organisations of the city have decided to constitute a “mahapanchayat” with 10 persons from each ward and village to support rape victims in getting justice.

Representatives of various social organisations held a condolence meeting and observed a two-minute silence at the Mahatma Gandhi Chowk here. They also took a pledge not celebrate the New Year and also urged to the government and private organisations to cancel New Year celebrations to pay homage to the departed soul.

Residents of city were in a rage as the district had reported the highest number of rape cases in the state and the conviction rate was abysmally low and the accused were acquitted in more than 90 per cent cases due to witnesses turning hostile.

Members of the mahapaanchayat would be eminent personalities of the society who would not only provide monetary and emotional support to the victims but also ensure that the family was not under any kind of pressure. The first meeting of the mahapanchayat would be convened on January 20.

“It is a matter of grave concern, the acquittal rate has gone up from 82 per cent in September 2011 to 92 per cent by the end of this year. It should be debated whether all rape cases, including cases of consensual sex with minor, be treated as heinous crime and registered under Section 376 of the IPC without any distinction,” said Pritpal Singh Pannu, president, National Forum of Artists and Activists.

Stringent action should be initiated against witnesses turning hostile in cases of heinous crime and registration of false and weak cases should be avoided to bring down the number of cases, said senior citizens. Meanwhile, students of local schools and colleges also registered their protest and women wing of the BJP demanded death penalty for the culprits.

Kaithal: Members of various organisations today paid homage to the Delhi gang rape victim. Later, they took out a silent march in the town. Various speakers expressed their concern over the increasing incidents of crime against women. They urged the government to enact stringent laws to deal with such cases and exemplary punishment for the perpetrators of the crime. 

 

CM expresses grief

Chief Minister Bhupinder Singh Hooda has expressed grief over the death of 23-year-old gang rape victim.

He said: “I am profoundly saddened to learn that the brave heart is no more. A young, promising life has been cut short due to the savagery of some criminal-minded persons.” — TNS

Sonepat gang rapes: All accused arrested

The police today claimed to have arrested all six accused in the two gang rapes reported on Thursday and Friday.

The accused have been identified as Vijay of Bhatgaon and Akash and Sunil of Kabir Dass Colony in the gang rape of a 17-year-old girl of the same colony and Praveen of Hatgaon and Anil and Narender of Mehlana village in the gang rape of a 35-year-old woman.

A police spokesman said five of the six accused were arrested within three hours after the incidents were reported, while Narender was arrested today.

Activists of the BJP and HJC led by BJP MLA Kavita Jain and state media in charge Rajiv Jain and HJC's Dharambir Khatri and Ranjit Kaushik organised a protest at the local Shubhash Chowk against the incidents of gang rape.

They observed a two-minute silence to pay their homage to the Delhi gang raped victim.

The activists also burnt an effigy of Prime Minister Manmohan Singh in protest against the failure of the government to save the life of rape victim.

A similar protest was also organised by women activists of the INLD led by district president Babita Dahiya outside the party's office here today.

Response of Sirsa police poor in sexual assault cases

The response of the Sirsa police in cases of rape has been abysmally poor and highly insensitive.

While one victim of gang rape and murder was dismissed by the police as a case of “hit and run” road accident, another rape victim had to swallow some poisonous substance due to the insensitive attitude of the police.

The police dismissed the case as a “hit and run” road accident when the body of a 16-year girl was found from the roadside near Kagdana village.

The Tribune raised questions over the police version and termed the death as mysterious and later, the report from the Forensic Science Lab confirmed that it was a case a murder after gang rape.

There is no headway in this case even after a year of the crime.

A rape victim allegedly consumed some poisonous substance in Ther Mohalla of Sirsa earlier this month as the police, which was earlier not ready to book the rape accused, declared him “innocent” within days of registering an FIR and he started threatening the girl.

The victim, a minor girl, had lodged a complaint with the police in October 9 this year that Krishan Kumar, a resident of Kharkari, had lured her away and he along with two others raped her repeatedly.

However, the police did not register any FIR on her complaint till The Tribune published an item “Raped girl says police refusing FIR” in these columns on October 14.

Though the police register a case under Section 376 of the IPC, the FIR was later cancelled in investigation.

Ramesh Kumar, a resident of Sanga village, was held last month for raping a woman for over eight months by promising to marry him.

A married woman, who had gone to pick cotton from fields in Mallekan village, was raped by two youths.

A Dalit girl was raped at pistol point at Panniwala Ruldu village while another Dalit minor girl was raped at Pirkhera village after administering some intoxicant to her.

At Ellenabad in Sirsa, a 25-year-old youth lured a minor girl and raped her repeatedly by promising her a job.

The Ding police in Sirsa refused to register a case of rape despite specific allegations from the family, after a minor girl was kidnapped at Suchan village in Sirsa in October.

The police booked the two accused under Sections 363 and 363 of the IPC for kidnapping only.

Gorakhpur farmers finally end stir
NPCIL begins sub-soil investigations for setting up N-plant

The Nuclear Power Corporation of India Limited (NPCIL) today set the ball rolling for the proposed nuclear power plant at Gorakhpur village in Fatehabad after the last of the resistance from farmers whose lands have been acquired for the project ended today.

The NPCIL today begun its sub-soil investigations, also called geo-technical investigation, on the piece of land where the main building for the reactors is to come up for the 2800-MW nuclear power plant.

"Under these investigations, tests are to be carried out on soil taken from beneath by doing 50 to 150 metre deep bores. Nearly 150 bores will be made through boring machines for these investigations," said TR Arora, Project Director of the NPCIL for Gorakhpur Atomic Power Project (GAPP).

Under these investigations, the NPCIL experts would test the strength of the soil, its bearing capacity to assess the strength of foundation needed for the building.

The NPCIL experts would carry out investigations on the soil for several parameters, like impact loading, permeability and standard penetration test.

The geo-technical investigations are likely to take around months, but simultaneously, the NPCIL will begin fencing work of the land within the next one week.

Meanwhile, a case of rioting, attempt to murder, criminal intimidation and assault on government officials has been registered under Sections 148, 149, 307, 506 and 353 of the IPC against 10 to 12 unidentified farmers for Thursday's incident, when the farmers forced NPCIL officials to return with their paraphernalia.

Deputy Commissioner ML Kaushik, who persuaded the agitating farmers to end their opposition in a meeting held in his office last evening, said the project would bring prosperity to the village as well as in the area in general.

"The upcoming power plant will not only generate 2,800 MW of power to mitigate electricity woes of people, it will also open doors of development in Gorakhpur, where more than Rs 100 crore is to be spent under the corporate social responsibility of the NPCIL," Kaushik told villagers at the site today.

Vadra-DLF deals: Probe panel submits report

A committee appointed by the Haryana Government to probe issues raised by senior IAS officer Ashok Khemka regarding land deals of AICC president Sonia Gandhi’s businessman son-in-law Robert Vadra today submitted its report.

The committee, headed by Additional Chief Secretary Krishna Mohan and comprising two bureaucrats, submitted its report to Chief Secretary PK Chaudhery here. It was mandated to “look into the legality of actions taken by the officials concerned, including acts of omissions and commission, if any.”

On October 15, exercising powers of Haryana’s Director-General of Land Consolidation and Land Records-cum-Inspector General of Registration, Khemka cancelled the mutation of Rs 58 crore Robert Vadra-DLF Shikohpur (Manesar) deal. On October 12, Khemka issued a letter ordering an inquiry across four districts of Gurgaon, Faridabad, Palwal and Mewat into the “alleged undervaluation of some properties registered by Vadra or his companies as vendor or vendee.” Incidentally, Khemka was transferred on October 11 night but joined office in the afternoon of October 15 after passing the Shikohpur land cancellation order.

Earlier, inquiries conducted by the deputy commissioners of Gurgaon, Faridabad, Palwal and Mewat had indicated that there were no wrongdoings in land deals involving Vadra and others. The Krishna Mohan inquiry committee took cognisance of the reports of the four DCs that virtually gave a clean chit to Vadra. 

Another clean chit

Though the contents of the Krishna Mohan committee report could not be known immediately, yet Robert Vadra is set to get another clean chit. In fact, the ground for the high-level committee was prepared by the report of the four DCs which stated that no wrong-doings were reported in land deals of Robert Vadra.

T-20 betting racket busted

The police has arrested two persons and claimed to have busted a betting racket running into several crores of rupees on the T-20 cricket match between Pakistan and India, here last night.

Senior Superintendent of Police (SSP) Raj Shri Singh said the arrests had also unearthed a big racket of cheating people by lending money on a heavy rate of interest and securing deposits by promising to double the investors’ money.

The police has recovered several bagfuls of “satta” slips, a large number of registered sale deeds, several cheque books bearing signatures of people on blank cheques, diaries, a pistol, six mobile phones, LCD and other paraphernalia used in betting from main accused Vivek Yadav and his accomplice Ashok.

Raj Shri Singh said Yadav was running a sort of illegal bank from his premises at Palika Bazar and registered sale deeds recovered from his premises were hypothecated by him for advancing loans to people.

The police has also recovered Rs 3.60 lakh from the place.

The SSP said the two persons had been booked under section 420 of the IPC, Gambling Act and the Arms Act.

She said the Income Tax authorities had been informed to look into the dimensions of the recoveries.

The two accused were produced before a local court today where Yadav was remanded in judicial lock up while Ashok was released on bail.

The police had received a tip-off about betting on the T-20 match between India and Pakistan at Ahmedabad.

A joint team of the city police, the CIA staff and special staff raided the place.

The year 2012 marks the golden jubilee of the 1962 war during which Indian soldiers fought bravely under Major Shaitan Singh and pushed back the rival forces who wanted to control this post in order to capture Ladakh.

Referring to the demands of the Rezangla Shaheed Samarak Samiti put forth by its president Dr T.C.Rao, the Chief Minister announced that the government school at Dundhahera village in Gurgaon district would be named after Bharat Singh, a Rezangla martyr who belonged to this village.

The road from Rezangla Chowk to the railway station will also be named as Rezangla Marg. The maintenance of the memorial will be done by HUDA. Carterpuri village will also get a basket ball ground and John Hall in Gurgaon will be named as Freedom Fighter Hall. A similar Shaheed Samarak would be built by HUDA in Rewari as well. He also announced that a Gymkhana Club would be set up in this area.

Haryana ministers Capt Ajay Singh Yadav and Sukhbir Kataria, Gurgaon MP Rao Inderjeet Singh, Badshahpur MLA Rao Dharampal, former Chief of Army Staff Gen (retd) V.K. Singh and 96-year-old Col (retd) H.S.Dhingra were also present.

The Chief Minister honoured the freedom fighters and war widows. A souvenir titled ‘Bravest of the Brave’ was also released.

Asserting that both India and Pakistan should collectively strive for peace and harmony, Rana said there was no dearth of talent and potential in both the countries and both wanted to make rapid strides in development, especially in area like education, agriculture, science and commerce.

“Both the nations can help each other in overcoming difficulties and meeting the challenges and exchange of technologies through a process of dialogue “, he added.

On a question about release of Sarabjit Singh, lodged in a Pakistan jail for years, Rana said he was unaware of the proceedings and efforts of Ansar Burney in this regard. He was was informed by Kuldeep Sharma that the case was going on in the Pakistan Supreme Court.

Pleading for relaxation in visa norms for senior citizens, he said that “senior citizens (above 60) in both the countries should be granted visa only on the basis of identity card and the new visa regime that would make obtaining of visa easy and simple would be in place next year”.

Rana also visited his native Gumthala village in Pehowa.

The district police has asked the banquet hall owners to display banners educating public against drinking and driving.

Under a special campaign, the police will set up special nakas to check drunken driving in this marriage season, till end of January.

Superintendent of Police (SP) Rakesh Arya said, “As per the law, only 30 mg (one small peg) is allowed and anything beyond that can invite a challan or even land you in a jail.”

While the banquet hall owners would shoulder the responsibility of the awareness campaign, the police would focus on setting up of nakas and carrying out checks along the highway.

Haryana Labour Minister Shiv Charan Sharma, Chief Parliamentary Secretary Prahlad Singh Gillankhera, former minister Om Prakash Jain, former Member of Parliament Sushil Indora and District Congress Committee president Malkiat Singh Khosa were among other leaders who attended a function to celebrate the birthday of former minister Gopal Kanda, presently in jail in the Geetika Sharma’s suicide case.

The former minister’s younger brother, Gobind Kanda, had organised the function on his 48th birthday.

Expressing their solidarity with the former minister, these leaders expressed the confidence that Kanda would come clean out of Geetika’s suicide case.

“Gopal Kanda is innocent. The truth will triumph and he will be a minister in the Haryana Cabinet again,” said Labour Minister Shiv Charan Sharma.

Gillankhera said the future belonged to Gopal Kanda and he would come clean out of the criminal cases registered against him in Delhi.

“Gopal Kanda is like gold, which never rusts. Some people have hatched a conspiracy to frame him fearing his popularity, but this case will not affect his image among people,” said former minister OP Jain.

In contrast with the previous years, Gopal Kanda’s birthday celebration was a low-key affair this time.

Hailing the former minister as “Sher-E-Haryana” in the hoardings installed on the occasion, Gopal Kanda’s younger brother had named the birthday function as “Sadbhawna Diwas”.

A community lunch was organised at the Tara Baba Kutiya managed by Kandas throughout the day and medical camps were organised to examine patients.

A blood donation camp was organised and blankets and woolen clothes were distributed among the poor.
