Minor accuses two of rape in Ballabgarh
Faridabad, December 23 In a complaint to the police, the victim, who lives in one of the jhuggi clusters near Kali village in the district, alleged that when she went out to answer nature’s call, Matloom and his friend forcibly took her to an under-construction flat in the adjoining Bapu Nagar on a motorcycle and raped her there. They allowed her to return home after four hours, she said, adding that she took a lift from a cyclist to reach home. Ballabgarh Assistant Commissioner of Police (ACP) Dinesh Kumar said they called the accused on his mobile phone last night and he told them that he was in Bulandshehar (Uttar Pradesh) at that time. Matloom, who presented himself for investigations, said he was being framed in a false case by a woman, who was a neighbour of the victim. The woman, he said, was hostile to him after her husband was booked in a theft case. The police registered an FIR and took the alleged accused in custody. The ACP said investigations into the call details of the mobile phone of Matloom confirmed his location in Bulandshehar last night. The ACP said they were waiting for the victim’s medical report. |

CM announces bonanza for farmers
Chandigarh, December 23 The Chief Minister made the announcement while addressing farmers at a state-level Kisan Sammelan organised at Karnal on the birth anniversary of former Prime Minister of India Chaudhary Charan Singh. The day is observed as Kisan Divas. Hooda announced that the funds being spent under the state agriculture modernisation scheme had been increased to Rs 3 crore from Rs 1 crore. He said that the subsidy on laser leveller had been increased from Rs 50,000 to Rs 75,000, on multi-crop planter from Rs 10,000 to Rs 20,000, on happy seeder from Rs 25,000 to Rs 50,000, on straw reaper from Rs 40,000 to Rs 60,000 and on zero till machine from Rs 15,000 to Rs 20,000 He also announced that Kisan Clubs would be set up at the subdivisional level whereas these already existed at the district level. As many as 28 progressive farmers who had made outstanding achievements in agriculture, animal husbandry and dairy farming and pisciculture were honoured on the occasion . Hooda urged the farmers to adopt green housing technique. |

Chandigarh, December 23 Chief Minitser Bhoopinder Singh Hooda was not present as he was in Karnal. Mullana said Sundar Pal’s re-induction into the Congress signalled decimation of the TMC from the state. Admitting that quiting the Congress was a big mistake, Sundar Palsaid that he had served the party for 16 years and quit it “impulsively”. He said thousands of his supporters were also rejoining the Congress. |
School staff caught stealing midday meal wheat
Kaithal, December 23 The police has informed the officials of the education department about the case. However, no arrest had been made till filing of the report. When contacted, Additional Deputy Commissioner (DC) Dinesh Singh Yadav said the administration had information that some persons were misappropriating wheat for midday meal scheme. He has directed the DEO to inquire and submit a report by tomorrow forenoon. |

Sonepat, December 23 The national spokesman of the All India Jat Mahasabha, Tara Chand Mor, said Singh was not only a freedom fighter and a true Gandhian, but was also an able administrator and true well wisher of farmers and other weaker sections of the society. Dr Om Prakash Malik, Phool Singh, Rajinder Singh Rathi, Jagat Singh Malik, Vinod Gulia and Satbir Chahal also paid their tributes to the leader. |
Stone slabs take lives of three labourers in Jind
Jind, December 23 Sources said the accident took place around 11pm when the truck carrying marble stone slabs towards Ratia on the Hisar-Chandigarh highway tried to maneuver a speed breaker. Sources said four labourers, who had taken a lift to go to Ratia, were travelling in the carriage box with stone slabs over head in the truck. The victims were buried as the slabs fixed on the wooden structure came down all of a sudden as the vehicle got a jump at the speed breaker. The driver stopped the vehicle immediately and found all the four passengers buried under the slabs and crying for help. Though the victims were pulled out after 15 minutes, three of them identified as Pargat (35), Balbir (38) and Pappu (30) succumbed to their injuries before they could be rushed to the hospital. Mangu, however, survived the accident with injuries. The police said he had been admitted to a hospital at Uklana. The victims hailed from Gamri village of Kaithal district. |
Woman, daughter found dead
Sirsa, December 23 The victims, identified as Har Bai (80) and her daughter Bhagwati (45), were found lying on different cots in a room when the former’s son, who lives separately in the same village, went to meet his mother. Bhagwati was married, but she lived with her mother after separating from her husband. Balwant Jassu, SHO of Rania police station, said the bodies were at least 4 to 5 days old and had turned blue, indicating that the women might have died of poisoning. |
Kaithal DC addresses grievances of villagers
Kaithal, December 23 Kaithal Deputy Commissioner Chander Shekhar said the initiative of the district administration to hold two night camps each month was providing a platform to address grievances of villagers at their doorsteps. He said the programme was aimed at bridging the gap between the administration and people and that a drastic change in the mindset of the representatives of Panchayati Raj Institutions was visible. Besides distributing cheques under the Indira Gandhi Priyadarshani Vivah Shagun scheme, 30 new ration cards and 40 learner’s driving licenses were issued. Over 650 people were given free medical check-up at the camp. Shekhar announced the construction of a Rajiv Gandhi Sewa Kendra in the village soon. The next night camp will be held at Sinand village of Kalayat block on January 4, 2013. The Deputy Commissioner honoured Priya Chahal, a flying officer commissioned in the Indian Air Force from the district, and her parents on the occasion. Two other women were appreciated for improving their academic qualification after getting married. He urged people to remove illegal encroachments on their own and work for the development of the village. The yatra started from Braham Sarovar and after passing through various markets of the town, culminated at Jai Ram Annekshetra. Medical claim rule modified
Chandigarh, Decem3ber 23 A spokesman of the Finance Department said henceforth, the recommendation of the Health Department would imply only the grant of emergency certificate by the Civil Surgeon or Chief Medical Officer. There would be no requirement of further clarification or approval from the Health Department and the medical bills would be reimbursed accordingly. However, there would be no change in other instructions in this regard which state that due permission or approval of the appropriate authority in the administrative department may be obtained before incurring such expenditure. — TNS |
DC tightens noose around builders
Fáridabad, December 23 In a meeting with builders, Faridabad Deputy Commissioner Balraj Singh warned that construction sites flouting laws would be sealed. “I will invoke Section 144, CrPC, against the premises under question to seal them,” he said during the meeting. About 50 owners and representatives of construction companies, builders and colonisers took part in the meeting. The authorities’ move to tighten the noose on the builders comes in the backdrop of recent mishaps at construction sites in Faridabad. As many as 10 labourers were killed and 10 injured as structures collapsed recently. The Deputy Commissioner asked the builders to ensure proper designs for their projects and to use quality material for construction. |

Sirsa, December 23 Rajesh, a villager from Bharokh village was going towards Panihari with his wife Meena and mother Mohra Devi in his Toyota Land Cruiser. Their vehicle collided with a Hyundai car coming from the opposite direction. The occupants of this car, Nikka, Sukha and Chanan Singh from Jandwala Jatan village were heading towards their village from Chandigarh. All six were injured in this collision and Nikka, who was seriously injured, died on the way to hospital. — OC |
Utilisation certificates must for grants
Chandigarh, December 23 Stating this here, a spokesman of the Haryana Finance Department said these instructions had been enforced with immediate effect and any deviation from the same would require specific approval of the Finance Department. He said a decision to this effect had been taken as it was observed that utilisation certificates were not submitted by the autonomous bodies, non-government organisations or other organisations or institutions or departments within the stipulated period and the proposal for next instalment of grants-in-aid was sent to the Finance Department without sending the utilisation certificate. This has been taken as a serious lapse on the part of such organisations, he added. |
Hookah bars serving nicotine closed
Chandigarh, December 23 Navraj Sandhu, Principal Secretary (Health), said 66 hookah bars had been raided in the state. Tests revealed that 97 samples of tobacco molasses contained nicotine. Criminal prosecutions were filed against 30 hookah bars and others. She said FIRs under various sections of the IPC were also registered in 10 cases. |
7 held for creating ruckus in Gurgaon
Gurgaon, December 23 These boys who were drunk started singing obscene songs sitting on car bonnets, much to the annoyance of women passersby. The police arrested them after registering a case under sections 160, 294, 509 of the IPC. Three of their cars were also impounded. A few hours earlier, the police had impounded Innova and Santro vehicles for allegedly creating traffic chaos on the same road, which has 12 of 23 Girgaon malls. “If people think they can drink, come to malls and create ruckus, they are mistaken. MG Road has been declared sensitive and the police told to adopt a proactive approach ,” said Police Commssioner KK Sindhu. |
Vehicles to be checked to prevent crime
Chandigarh, December 23 Stating this, Haryana Transport Commissioner Sumita Misra said it had been observed that public vehicles like buses, vans and taxis were being misused in committing crimes. As per these directions, vehicles of any type with tinted glasses and curtains would be impounded or challaned, commercial vehicles plying in the state would have to keep the interior lights on during night and off duty public buses would be parked with owners and not drivers. She said the commercial vehicles violating contract carriage rules or conditions of permit would be challaned and their permits cancelled. Misra said the police would verify the antecedents of drivers and other staff deployed on public vehicles. |
Protesters seek prompt action against rapists
Hisar, December 23 Led by students of Hisar, the protesters gathered near Town Park and then marched towards Chaudhary Charan Singh Haryana Agriculture University (CCSHAU), where Governor Jagannath Pahadia was to inaugurate Kisan Diwas, to mark the birth anniversary of former PM Charan Singh. The students wanted to present their memorandum to the Governor. However, he did not turn up for the occasion and Singh inaugurated the function instead. The university had also announced the participation of Rohtak MP Deepender Singh Hooda, but he too failed to keep the date. Heavy police force had been deployed on the university campus by the authorities to prohibit the entry of the students. The students, however, insisted on meeting the dignitaries, leaving the authorities with no choice but to allow them in. The crowd shouted slogans against Delhi Police for cane-charging peaceful students near India Gate yesterday. In their meeting with Singh, the students expressed rage against the continuing incidents of sexual assaults on women in Haryana and elsewhere in the country and the Delhi incident in particular. |
Rohtak-Hisar road to be 4-laned: MP
Hisar, December 23 Rohtak MP Deepender Singh Hooda said the four-lanning of the Rohtak-Hansi-Hisar road was all set to start soon as the Public-Private Partnership Approval Committee of the Central Government had finally approved the Rs 959.25 crore project. He said the project would open new vistas of progress for the larger part of the state. He said he would now try to expedite the four-lanning of the Hisar-Fatehabad-Sirsa-Dabwali road till Punjab border. Deepender said the National Highway Authority of India would shortly invite tenders for the 98.89-km long project and work on it would soon commence. “In all, five bypasses will be constructed under the project. These are Hansi city, Meham, Kharkada, Madina and Rohtak city, which will provide relief to the people of these cities and ease traffic,” he said, adding that the road would pass through the heart of Haryana and give a big boost to the economy. He said even during the Hisar byelections, people of the area had urged him and Chief Minister Bhupinder Singh Hooda to get the Rohtak-Hisar road four-laned. |
Vehicle-lifters’ nexus: One held
Sonepat, December 23 He has been identified as Zia-ur-Rehman, a resident of Jali Kothi in Meerut (Uttar Pradesh). DSP Rakam Singh said the accused was a graduate running a shop, where musical instruments were repaired, in Meerut. Rehman was produced in the court and was remanded in police custody. The police said his arrest would provide leads to locate his accomplices besides recovering the vehicles. The DSP said Rehman was allegedly involved in the purchase of five luxury cars, which were lifted from the GT road in Sonepat. — OC |
Forum to hear power consumers’ woes
Chandigarh, December 23 A spokesman of the UHBVN said the forum would take all complaints of consumers like billing problem, voltage complaints, problems in metering, disconnection and reconnection of power supply, interruptions, failure of power supply, efficiency, safety, reliability, non-compliance of the Haryana Electricity Regulatory Commission orders. However, cases of theft and unauthorised use of electricity, offences and penalties as specified under Sections 135 to 139 of the Electricity Act, accidents and inquiries under Section 161 of the Act would not be considered by the forum. He also said the superintending engineers of the nigam would hear grievances in their respective areas on fourth day of every month by holding “bijli sabhas”. — TNS |
