Two teachers indicted for sexual misconduct
Sirsa, December 25 The inquiry report has also indicted another assistant professor of the university, Amit Sangwan, of sexually harassing the girl by his tacit consent to the seductive language used by Bajwa and the report has also held him guilty of getting signed a letter suggesting withdrawal of a complaint by the girl by making her emotional to cover up his misconduct. The inquiry report has exonerated Virender Singh Chauhan, a reader and chairperson of the department, for his “minor laxity” of delay in passing information about the victim’s complaint to the university authorities. The Executive Council (EC) of the university will now consider the report in its meeting scheduled to be held on December 31. Both Bajwa and Sangwan are already facing trial under Sections 294 (obscene acts) and 509 (word, gesture or act intended to insult the modesty of a woman) of the IPC in a Sirsa court in this case after the police booked them on the university’s recommendation. In her complaint, the victim had alleged that Amit Sangwan, her guide for dissertation, had been delaying the finalisation of the questionnaire for her research work for long. When she went to him on April 6, 2010, Sewa Singh Bajwa, who was sitting with him, told her that she would have to “fulfill the desires of her guide” if she wanted her work to be done. Bajwa allegedly went to the extent of warning her that she would have to complete her studies next year, when she expressed her disapproval at his conduct. She alleged that Sangwan observed silence and kept smirking during this conversation in his tacit support to the words uttered by Bajwa. Both the teachers, however, had denied the allegations and had attributed the complaint to a departmental rift among faculty members. However, two parallel inquiries - one by the women complaint committee of the university and another by the protection officer under the Domestic Violence Act - conducted before this inquiry had also found the two teachers guilty of sexual harassment of the girl. The EC in its meeting on May 15, 2010, had suspended Sewa Singh Bajwa, chargesheeted both him and Sangwan and decided to send its report to the Superintendent of Police for action, if warranted. Upon the EC’s report, the police had registered an FIR against the two teachers. While the regular inquiry by the retired judge and the criminal proceedings in the court were still pending, the university, for unknown reasons, reinstated Bajwa some time after his suspension. Now, when a regular inquiry ordered by the university has found both the teachers responsible for moral turpitude and sexual harassment, the EC’s response to the report is being eagerly awaited. |

Chandigarh, December 25 Even as the state government claimed that it created power infrastructure in the shape of several thermal power plants, some of these plants remained non-functional in 2012 due to technical snags and coal shortage, compounding the common man’s problems. The technical snags also provided fresh ammunition to the Opposition to charge the Hooda Government with using sub-standard Chinese equipment in thermal power plants. In fact, it was one of the worst summers for the state residents as unscheduled power cuts gave them sleepless nights, sparking off riots across the state with residents resorting to unprecedented protests. Earlier, the power department burdened the consumers with tariff hike from April 1. On the other hand, the department claimed that the cost of power supply in Haryana had increased by 330 per cent during the last 10 years while the tariff had merely been hiked by 27 per cent during the same period. However, what irked the consumers the most were two fuel surcharge adjustments (FSAs), under which the consumers had to pay more for temporary periods. While the total liabilities of the two power utilities — Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN) — crossed Rs 19,000 crore, their accumulated losses were pegged at Rs 8,830 crore due to sharp differences between the cost of power supply and the rate of return. The gap between the cost of supply and rate of return increased to Rs 2.50 per unit. With the state government giving the nod to FRP of the power utilties, the year gave relief to the distribution companies (discoms) from the pressure of payment of loans for three years. Under the FRP, the state government would share 50 per cent responsibility of the debt. Under the restructuring, the payment of the remaining principal amount of loans has been deferred for three years. The year also saw Devender Singh, a former Joint Secretary, Union Ministry of Power, joining as the Chairman and Managing Director of the power utilities. Under his guidance, the discoms prepared extensive plans to undertake the capital expenditure for strengthening of the distribution infrastructure in rural and urban areas to ensure regular power supply. The issue of Haryana's first proposed nuclear power plant to be set up in Fatehabad district also remained alive for a major part of the year, with former Army chief Gen VK Singh joining a group of farmers to lend support to their protest against the project. However, by the year-end, a majority of farmers accepted the compensation money for acquisition of their lands for the proposed nuclear power plant at Gorakhpur village. The fag end of the year saw Chief Minister Bhupinder Singh Hooda visiting Bhutan to chalk out modalities for the purchase of 2,000 MW power from the hilly state. Highlights

Gurgaon, December 25 While the police apparently patted its back for a decrease in molestation cases from 27 to 16 and dowry deaths from 24 to 15, the fact that rapes have maintined status quo and instances for dowry demand have increased from 106 to 145 reveal the truth. “ You will find much lesser cases of molestation and eve-teasing because our police thinks these too trivial to be registered. Given the attitude of policemen and a poor conviction rate and increased revenge crimes, a majority of women avoid getting into hassles. Take a round around city and be it mall, school, colleges or even temples you will find eve-teasers there,” said Sector 56-based women activist Pratibha Singh. “No woman is safe in the city after evening. The other day I went to my sector’s market where some guys started troubling me and my friend . I called up a PCR van but a policeman responded saying that they could not come as they were busy at some other spot. Can you expect us to trust the police in such circumstances?” said one of the residents of a Sector 14 PG. It is pertinent to note that a majority of the victims were women in 131 cases of snatching this year. The police, however, is optimistic about its new safety measures as Sindhu says: “We ensure complete safety to all this festive season. Patients suffer as CT scan, MRI machines out of order at PGIMS
Rohtak, December 25 “My brother had been provided a date on Monday for an MRI test here but had to go back as the officials concerned told me to either wait till the machine was repaired or get it done from outside”, claimed Subhash, kin of a patient. He said several patients who had come here for similar tests were also turned away. Vinod, an attendant of another patient, claimed that the CT scan tests in the department had been lying suspended with the machine being out of order for the past several days. According to reports, while around 100 patients report for CT scans here, around 50 patients get MRI tests done from the PGIMS daily. The charges of both CT and MRI scans here are four to five times lower than those charged by private centres, claimed an employee. Dr Ashok Chauhan, Medical Superintendent of the PGIMS, said efforts were on to get the machines repaired as soon as possible. The delay in repair of the CT scan machine was due to unavailability of a part which was not manufactured in the country. he said the PGIMS had already started the process for purchasing another CT scan and MRI machine. |

3 women buried to death in Hisar
Hisar, December 25 The deceased women have been identified as Krishna (35), Santra Devi (37) and Rumi (17) while Reena (35) has been admitted to a private hospital in Hisar in a serious condition. All these women belonged to Satrod Khurd village, near here. These women along with others were trying to find iron particles from the debris with the help of a magnet. The women were in a ditch near the heap of rubble which caved in and the victims were buried under it. Other women rushed to the village to inform people about the incident. Rescue operations could begin only after the police and fire brigade officials reached there. All four were extricated from the debris. However, only Reena was found breathing while the other three had died. The victim’s bodies were handed over to their kin after a postmortem examination. |
IOA cash awards for
Olympians
Sirsa, December 25 Abhey Singh Chautala, the newly elected president of the IOA, made this announcement at a felicitation function organised here to honour him and other office-bearers. He also announced a cash award of Rs 1 crore each for the silver winners and Rs 50 lakh each for the bronze medalists. Several Olympians, Arjuna awardees and Dronacharya awardee coaches from Haryana were also felicitated by the INLD on this occasion. Prominent among the sportspersons were Vijender Singh (Boxing), Krishna Poonia (Athletics), Geetika Jakhar, Gita and Babita (Wrestling). Among the coaches, Vijender’s coach Gurbaksh Singh, Krishna Poonia’s husband and coach Virender Punia and Gita and Babita siblings coach and father Mahabir Singh were also honoured. IOA Secretary-General Lalit Bhanot, vice-presidents Parminder Singh Dhindsa, a Punjab Minister; Tarlochan Singh, a former Rajya Sabha MP, and several other functionaries of the IOA attended the function. 7 thieves held
Jhajjar, December 25 They are Vikas of Dalanwaas village (Mahendergarh), Roopender and Amit of Dhana village here while their accomplice, Sandeep of Dhana village, managed to escape from the spot, said a police spokesman. The spokesman said the trio had confessed having robbed a couple of cash and gold ornamentsa few days ago. They were today produced before a local court which sent them in two-day police remand. A case had been registered against the three youths. Kaithal: The police has arrested four thieves and recovered stolen property worth Rs 7 lakh, including 21 tolas of gold, silver ornaments, laptop

Armed youths rob jeweller of gold coins, ornaments
Rohtak, December 25 He told the police that he had purchased the ornaments from Delhi and had boarded the bus from there last evening to go to his hometown, but five youths aged around 25 years
had been following him since he got into the bus and robbed him of the valuables at the gunpoint. Sources said the accused forced the bus to halt at a secluded spot and fled under the cover of the
darkness. After the incident, the driver of the bus took it to the Meham police station and a complaint was lodged. The Meham police has registered a case in this regard and further investigations are on. |
BJP cell takes up rape victim’s case with NHRC
Sirsa, December 25 RP Malhotra, state convener of the BJP human rights cell, has also sent clippings of two news items published in The Tribune on this issue. In his letter to the NHRC, Malhotra said that the conduct of the Sirsa police clearly tantamount to the violation of the victim’s human rights. A rape victim had allegedly consumed some poisonous substance in Ther Mohalla of Sirsa, as the accused, who had been stalking her ever since the police declared them “innocent”. In his letter to the NHRC, Malhotra has sent the clippings of news items “Rape victim consumes poisonous substance” published on December 22 and “Raped girl says police refusing FIR” published on October 14. |
3 killed as tempo, bus collide
Rewari, December 25 The mishap took place owing to foggy weather. The tempo was going from Rewari to Dharuhera while the bus was coming from Dharuhera to Rewari. The deceased have been identified as Gurnam Singh (35) of Kotkasim town in Alwar district of Rajasthan, Laxmi Devi ( 50) of Phideri village, near Rewari, and Chetan (24) of Nangal Pathani village, near Rewari. While three of the injured have been referred to a hospital in Delhi, two others are receiving treatment in a private hospital here. The remaining two have been admitted to the local civil hospital. Infant dies of burns
Kaithal, December 25 Rajkapoor, a migrant from Uttar Pardesh, had gone out to work and his wife Anita had gone to a nearby shop. The victim was sleeping on the cot when it suddenly caught fire. She sustained serious burns. However, her three-year-old sister Manju rushed out of the hut and was safe. In the meantime, neighbours rushed toward the hut and doused the flames. The victim was rushed to the Civil Hospital but succumbed to her injuries later. |
Schoolboy drowns in water tank
Hisar: An 11-year-old boy died of drowning in the waterworks tank of the Public Health Department at Putti Mangal Khan village in the district on Monday evening.
Kamal, a student of Class IV of the village government school, was the only son of his widowed mother and he had gone towards the tank to look for his mother when he accidentally slipped into it. Sources said the victim’s mother Kamlesh had gone to a canal passing near the village to wash clothes. When Kamal was informed after coming back from the school that his mother had gone to wash clothes, he went to the waterworks to find her. When he did not return home till late in the night, the family members searched for him all over the village and finally found his body in the water tank. |
CPM seeks action against cinema hall
Rohtak, December 25 State secretary Inderjit Singh said the incident was not only illegal but also depicted the woman in a poor state. He expressed concern over alleged failure of officials to allow the screening of such movies in the hometown of the Chief Minister. Members of the AIDWA had raided the cinema hall yesterday and recovered obscene material from the hall and also torn and blackened several posters before submitting the material to the district
