Woman accuses father-in-law of raping her for 2 years

Gurgaon, January 7
A Laxman Vihar resident has accused her father-in-law of repeatedly raping her in the past two years. The woman, who is reported to be suffering from a mental ailment, had ealier approached a panchayat in Hisar, seeking justice. She complained to the police after being raped again.

The victim has also accused her husband and mother-in-law of threatening her to stay mum.

Accompanied by her brother, the woman approached the Sector 5 police station where a case was registered against her father-in-law Suresh, husband Naveen and mother-in-law.

The police said the three had fled and efforts were on to nab them.

The complainant, who hails from Hisar, was married to Laxman Vihar resident Naveen in 2010. Her family claims that they had informed the groom and his parents about her mental ailment and the boy had agreed to the marriage in lieu of heavy dowry. Naveen and his father run a suitcase shop at home.

“I had brought my sister home last December and when I offered to drop her back, she refused to go and recited her story. She told me that over the last two years, her father-in-law Suresh would go to her on the pretext of having tea and rape her. Though she confided in her mother-in-law, but rather then helping her, she warned her against telling anybody. Even her husband refused to help and harassed her to stay quiet. Encouraged by this, her father-in-law kept raping her and she could not do much, being mentally unstable,” alleged the victim’s brother.

The victim’s family had taken the matter to a panchayat of Hisar where Suresh reportedly admitted to his folly and promised not to repeat it. He offered to take her back to Gurgaon.

“The woman claims that on the way back from Hisar, Suresh stopped the car and raped her on the road as punishment for calling a panchayat. On reaching Gurgaon, she called up her brother and narrated the incident. It was then that they approached us,” said a police official.

Teacher rapes Class X girl in Faridabad

Faridabad, January 7
A man has allegedly raped his minor relative, a Class X student of the school in which he is a teacher, last Friday. The accused, identified as Dev Kumar, is a cousin of the victim’s father. They hail from Pratpagarh village in this district.

The area SHO said the FIR in the case was registered yesterday after a complaint was lodged from the victim’s side. The accused was arrested a few hours after the complaint.

The school in which the accused is a teacher is located in Pratapgarh.

The accused also runs a shop dealing in cell phone handsets in Sanjay Colony here. He committed the rape in the shop.

The police said he lured the victim to accompany him to Faridabad city after school on the pretext of seeing a rehearsal of the march past with regard to the Republic Day. The victim recounted her horror to her family members. — TNS

Rapist gets 7-year jail

Karnal, January 7
Additional district session judge Vimal Sapra today convicted a youth for the rape of minor girl and sentenced him to seven years’ imprisonment and a fine of Rs 3,000. Announcing the sentence to Praveen Kumar, son of Karam Singh, a resident of Bheed Badalwa village, under Sections 376 and 452 of IPC for raping a minor and house-trespassing, the judge stated that in case the accused failed to pay the fine, he would have to undergo additional imprisonment.

Prosecution lawyer Satinder Kumar said a case was registered against Parveen Kumar on the complaint of the 15-year-old victim at Bhutana police station on April 17, 2011. She had alleged that the accused, a resident of the same village, entered her house when she was alone and raped her.

The victim was alone at her house as she had dropped out from the school after class V after her mother’s death and her father was out for work.

As many as nine witnesses were examined by the court during the trial.

Hooda lays stone of UIDAI data centre

Manesar, January 7
Chief Minister Bhupinder Singh Hooda laid the foundation stone for the Unique Identification Authority of India (UIDAI) data centre in presence of Gurgaon MP Rao Inderjit Singh and UIDAI Chairman Nandan Nilekani here today.

He said this data centre would serve as a central repository of the UIDAI to store the basic demographic and biometric information captured while issuing 12-digit unique Aadhaar numbers to each citizen. Aadhaar cards had been issued to 21 crore citizens across the country. The basic information of all residents would be stored at this centre.

UIDAI Chairman Nandan Nilekani said the data centre coming up on five acres provided by the Haryana Government would be equipped to provide round-the-clock monitoring and operational support. The data centre was likely to be completed by June, 2014.

The data centre is housed in a blast-proof concrete structure adhering to the design as per seismic zone-5 compliance requirements.

The Chief Minister also announced to set up an English-medium model school at Manesar. It will be managed by the village panchayat in coordination with an educational society.

During the stone-laying ceremony, Hooda also handed over Rs500 scholarships to two students from Hisar district. They were able to withdraw their scholarship amounts through Aadhaar-enabled micro-ATMs by providing their Aadhaar numbers. This is the first time in the country that beneficiaries under the

Union Ministry of Labour and Employment's Direct Benefit Transfer Scheme have got scholarships through electronic benefit transfer using the Aadhaar payment bridge system.

12 sugar mills in state lie idle as farmers get better price in UP

The low state advised price (SAP) offered by the Haryana government to the sugarcane growers in the state has led to a stand-off between the farmers and the 13-odd sugar mills in the state.

Farmers have refused to supply their produce to the sugar mills in Haryana and are, instead, selling it in the neighbouring Uttar Pradesh, where they are getting almost Rs 50 per quintal more than in Haryana.

As a result, 12 mills in the state, including nine cooperative sugar mills, are closed down. The mill at Palwal is the only one crushing cane now.

The state government, on the other hand, maintains that the rate offered to the farmers is a sizeable increase over the SAP offered last year, and though a marginal increase could be offered to farmers now, the sugar mills would not be able to pay as high a SAP as offered in the neighbouring Uttar Pradesh and Uttaranchal.

The state government has already offered a hike of Rs 7 per quintal, which has been turned down by the growers.

While the growers continue to boycott selling their cane to mills in the state, they are expected to meet at Radaur on January 11 and decide their future strategy.

Though the fair remunerative price (FRP) offered by the Government of India for sugarcane is Rs 170 per quintal, the state government has offered an SAP of Rs 235, Rs 240 and Rs 251 per quintal (based on variety). This is an increase of Rs 15- Rs 20 per quintal over that offered last year.

However, in Uttar Pradesh, the farmers are getting an SAP of Rs 290 per quintal and in Uttaranchal, Rs 295 per quintal. As a result, sugarcane growers in villages bordering the two states prefer to sell their sugarcane to mills there.

Talking to The Tribune, Sandeep Singh Rana, a sugarcane grower in Balrajputana village near Karnal, said the SAP offered was very less, considering that the costs of diesel and most fertilisers had increased manifold. “The ruling Congress had declared at various public forums that sugarcane growers would get the same price as in the neighbouring states. However, we are offered Rs 40 per quintal less than in UP, making sugarcane farming unremunerative and forcing us to think of taking up some other crop where better returns are assured,” he said.

This year, the farmers were expecting better returns and the area under sugarcane had increased from two lakh acres last year to 2.20 lakh acres. The state was hoping that its nine cooperative sugar mills would crush 320 lakh quintals of cane, as compared to 316 lakh quintals last year. But with farmers now selling their produce in the neighbouring states, the sugar mills may miss the target.

V K Kapoor, general secretary of the Kisan Club, Haryana, said the state government should take into account the hike in input costs while determining the SAP. “The prices of sugar have doubled in the past four years, but the price offered to the farmers has increased by just Rs 40 per quintal,” he rued.

Consumers suffer long power cuts

Long power cuts have hit life with the state facing a shortage of more than 200 MW due to the shutdown of four thermal units. The two thermal units at the Rajiv Gandhi Thermal Power Project, Khedar(Hisar) which are capable of supplying 288 lakh units have been shut down due to technical reasons.

The 660-MW unit No I at the Mahatama Gandhi Super Thermal Power Project, Jhajjar, and the 500-MW unit No I at Indira Gandhi Super Thermal Power Project, Jhajjar, are also down.

Under the prevailing circumstances, the power utilities have resorted to power cuts varying from four to six hours across the state.

Sources said the demand for power touched 1,080 lakh units on Sunday and there was a shortage of more than 116 lakh units. Even unit No 5 at the Panipat thermal power plant was shut down on Sunday after leakage in its boiler. However, this unit was revived this morning. However, the 600-MW unit No I at the Khedar plant had to be shut down around 11 am today while its unit No II had been out of operation since yesterday following leakage in the boiler.

Unit No I at the 1,320-MW Mahatama Gandhi Super Thermal Power Project, Jhajjar, has also not been operational as it had been facing a shortage of coal ever since its inception in January last year. With one of the units always under forced closure due to a coal shortage the plant had been working at half of its installed capacity.

The maximum demand recorded today was 4,708 MW against power availability of 4,581 MW.

Farmers in the state have demanded a high-level probe into the alleged irregularities that caused lakhs of rupees to go waste due to late implementation of the Seed Village Scheme in Haryana.

The union government had come up with an ambitious scheme under which the farmers were to be provided with financial assistance for processing and distributing foundation and certified seeds at 50 per cent of the cost. Besides, they were to be trained for seed production with the latest available technology for two years after which they could take up seed production on their own.

It was for the state government, through which an amount of Rs 961.05 lakh was released to the Haryana Seed Development Corporation (HSDC) during 2011-12, to ensure effective implementation of the scheme. Even as the HSDC utilised Rs. 37.95 lakh in 2011-12, the actual benefits never reached the farmers. The scheme was introduced in the state after December 20 and by that time, the farmers had already sown the wheat crop.

Under the plan, it had been proposed to help farmers produce 25,000 quality seeds at subsidised rates which would have been sown over an expected 62,500 acres of land.

Secretary of the kisan wing of the Haryana Pradesh Congress Committee Satpal Kaushik, who has taken up the matter with Chief Minister Bhupinder Singh Hooda, said proper implementation of the scheme would have benefited the farmers and enabled them to process quality seeds at half the market rate.

He said the officials concerned deliberately delayed the implementation of the scheme which not only deprived the farmers of its benefits but also caused loss of public money.

He said the state farmers sow early varieties of the wheat from October 25 to November 25, while the late varieties are sown from October 25 till December 20. However, the officials introduced this scheme after December 20, when it held no meaning for the farmers.

Demanding a high-level probe into the alleged laxity shown by the government officials, Kaushik said this scheme could have hit the private seed companies to a great extent while benefiting the farmers. He claimed that if the officials had delayed the introduction of the scheme with an ulterior motive, it could only be exposed by an impartial inquiry.

Consumers rue inflated power bills

Alleged irregularities in the meter reading and billing system of the power supply department have been a cause of harassment and victimisation of several consumers. A majority of the affected consumers have been forced to pay inflated bills.

They have been also allegedly getting shabby treatment from the staff, thanks to the poor grievances redress system and uncooperative attitude of the staff concerned.

Though the department has not revealed the exact figure of such complaints received by it in the past one year, sources claim that hundreds of such complaints surface in the district each month and the consumers are made to run from pillar to post to get the problem resolved.

In one such complaint lodged recently, Dr Dinesh Garg, a resident of Sector 1, here claimed that he was given an inflated bill of Rs 34,939 by the department for a period of two months, which is the average bill cycle. He said the bill for the period between September 5 and November 5, 2012 shows a consumption of as many as 5,356 units while it was just 422 units for the two months period whose bill was given to him in September. He said the previous six bills given to him showed consumed units between 300 and 882 units on an average. He said it was not only an injustice but also undue financial burden on him.

Alleging that the officials concerned, including an SDO and CA, whom he met in connection with the issue did not entertain his complaint and one of them even misbehaved with him and told him to take up the matter with any authority he wanted.

He said he had to pay the amount as he was left with no other option.

In another such case, Surender Singh of the Rainakpura locality was given a bill of over Rs 38,535 for the period of just one month. This bill was given after he had got his old meter replaced by a new one. He said he was left with no option but to pay the hefty amount, though he had decided to challenge it in the court.

It is reported that hundreds of complaints of wrong billing and theft cases were pending at various forums here. While no senior official, including the SE (operation), was available for his version, the All-Haryana Power Corporation Worker Union has alleged that the crux of all problems lay in the policy of outsourcing. The faulty policies had not only resulted in irregularities like wrong meter reading and billing, but also the loss of the power corporations in the state had inflated to Rs 20,000 crore, claimed a spokesperson of the union.

Jail inmates boycott meals in protest against prisoner’s death

A majority of the inmates in the Hisar Central Jail have been boycotting their meals in protest against the alleged insensitivity of the jail authorities in the case of the death of a prisoner, who died of heart attack allegedly for want of medical aid on Friday.

Speaking to The Tribune, Jail Superintendent Jai Kishan Chhilar denied any protest by the prisoners. But in his video-conferencing with Chief Judicial Magistrate (Legal Service Authority) Harish Gupta, he admitted that some inmates had been boycotting meals.

He said the protest was a pressure tactic, as he had shown sternness against the use of mobile phones and narcotics in the jail.

Chillar also told the judge that though the inmates were refusing meals supplied by the jail, they were purchasing snacks from the jail canteen.

“The prisoners started boycotting meals on January 4, when Jagminder (41), who developed chest pain late on Thursday night, was denied medical assistance, though other inmates pleaded with the authorities that he be sent to hospital,” alleged a Fatehabad resident, who came to know of the situation after meeting his relative lodged in the Hisar Central Jail.

He alleged that last month, two prisoners - Rajesh and Gurmail - had died. He added that Rajesh was allegedly beaten up mercilessly by the jail authorities after someone complained that he had a mobile phone.

He said initially, nearly 350 inmates had started the agitation, but gradually, more joined in the boycott of food. He claimed that almost all prisoners had boycotted their meals today.

The prisoner’s relative, who wanted to protect his identity, has brought the matter to the notice of the District Legal Services Authority secretary and CJM Harish Gupta, as prisoners from Fatehabad are also lodged in Hisar Central Jail.

Speaking to The Tribune, the judge said he had asked Chillar for a detailed report on this issue and told him to take steps to end the stir by the prisoners.

He said he had also directed the Jail Superintendent to get the fasting inmates medically examined, so that they might not fall ill in this extreme cold weather.

Denying any boycott of food by the inmates, Chillar claimed that there was no negligence in Jagminder’s death. He said Jagminder had complained of pain at 9 in the morning and died at 9.50 when he was being shifted to the General Hospital.

He also claimed that only one prisoner, Rajesh, had died last month. He denied the allegation that he was beaten up. However, he said he was not sure of the cause of his death.

High Court transfers murder case to CBI

Virtually admonishing the Haryana Police for its failure to solve a murder case in Palwal district, the Punjab and Haryana High Court has handed over the probe to the CBI.

"A person has been murdered at the place of his employment and the police, along with the CIA and the CID, has already raised its hands in the matter by preparing an untraced report,Justice Vijender Singh Malik asserted while accepting the petition filed by the victim's wife, Rama Devi.

She had sought directions to the state of Haryana and other respondents to hand over the case to a specialised agency such as the CBI or to call for a status report and transfer the matter to the Delhi police.

An FIR was registered in Hassanpur police station for murder and another offence under Sections 302 and 392, IPC, on July 5, 2008, after Jagbir Singh was murdered.

Working as a security guard, he was residing at a farmhouse in Khambi village when his son, Murari Lal, found him lying face downwards and listless inside the tubewell room. His hands and legs were tied with a piece of cloth and another piece was tied around his neck.

A tractor usually parked near the tubewell room was missing.

The postmortem examination revealed that Jagbir Singh's death had occurred due to strangulation. Following the failure of the investigating agency to cover much ground, Rama Devi filed the petition.

Taking up the petition, Justice Malik asserted:"Rama Devi, who has lost her husband, and Murari Lal, who has lost his father, must have some other authority to whom they could go for redressal of their grievance.It appears to be a fit case for the CBI to investigate. I accept the petition and direct the matter to be investigated by the CBI. I direct the state of Haryana to hand over further investigation into the case to the CBI."

Police camps at Dharamsala to nab Doon MLA

After failing to nab Doon MLA Ram Kumar Chaudhary for the past 50 days in Jyoti murder case, now the Himachal and Haryana police would keep an extra vigil at Dharamsala, where the first Assembly session of the newly elected government would start tomorrow.

As the newly elected MLAs would be administered oath during the session, the police is looking forward to arrest Chaudhary if he turned up there.

Highly placed sources said all the routes would be sealed by the teams of the Panchkula police and the Baddi police for the purpose.

A senior official of the Panchkula police said the police was ready with its strategy.

"We have already faxed the arrest warrants of Chaudhary to all the officials concerned of Himachal. He (Chaudhary) could not evade arrest, if he came," said the official while talking to Chandigarh Tribune here today.

Fresh arrest warrants against Chaudhary and his accomplices, Gurmeet, Dharampal and Paramjeet, were renewed by the court recently.

On December 21, the Panchkula police had reached Chaudhary's residence with arrest warrants of the four accused, but it has failed to nab any of them so far.

Rs 2 lakh reward for info

The Haryana police on Monday announced a reward of Rs 2 lakh for providing information on the whereabouts of Doon MLA Ram Kumar Chaudhary, while for the other three accused, Gurmeet, Dharampal and Paramjeet, the reward amount would be `50,000 each. The development has been confirmed by Panchkula Assistant Commissioner of Police Varinder Sangwan.

Two brothers were killed in a road accident near Moriwala in Sirsa last night while their cousin was seriously injured when their tractor was hit by a canter. The bodies were handed over to the kin after a post mortem examination in the local General Hospital.

Prithvi Singh of Bakrianwali told mediapersons in the hospital last night that he had gone to Fatehabad with his cousins, Bansi Lal and Rajbir, to buy a tractor.

When they were returning home, a canter hit their tractor near Moriwala village on the national highway, killing Bansi Lal and Rajbir on the spot.

Passersby informed the police and shifted Prithvi Singh to the hospital.

The police later reached the accident site and regulated traffic as a road jam had occurred due to the accident.

The canter driver escaped from the scene after the accident.

The body of an unknown 50-year-old person was recovered from Hansi last night. Three days back, a farmer had died of cold in the fields where he had gone to irrigate his fields in the night.

Hisar recorded minimum temperature of -0.8 degree Celsius today, which is 4 degrees less than the normal.

The maximum temperature too has dipped to 11.7 degree Celsius, which is 9 degrees less than the normal.

The association urged the state government to grant enhanced pension of five per cent after every five years and pensioners be given five, ten, 15 and 20 per cent additional pension on attaining the age of 65, 70, 75 and 80 years.

President of the association HP Babber said all states which shared the legacy of Punjab were giving a higher pension on the Punjab pattern. Even Andhra Pradesh had given an additional 15 per cent pension after attaining the age of 75 years but the employees in Haryana were being discriminated against in this respect in comparison to their Punjab and Himachal counterparts. — TNS

CM unveils statues in Rohtak

Chandigarh, January 7
Chief Minister Bhupinder Singh Hooda said education played a vital role in development and the government had developed the state as an education hub. He was speaking after unveiling the statues of Deen Bandhu Sir Chhotu Ram, Arya Vir Matu Ram, Seth Chhajju Ram and Master Baldev Singh in Rohtak today.

Hooda also inaugurated the Matu Ram multipurpose hall and workshop block at Chhotu Ram polytechnic, besides the administrative block of Matu Ram Institute of Engineering and Management. He unveiled a bust of Matu Ram in this complex.

Martial arts camp for women in Sirsa

Sirsa, January 7
Senior Superintendent of Police Raj Shri Singh today inaugurated a three-day martial arts camp for women in the Police Lines here. Training in martial arts is being provided free of cost with the cooperation of the Tiger Martial Arts Federation, a Sirsa-based academy.

Raj Shri Singh said the police was taking effective steps for the protection of women.

She said women complaint boxes had been placed in all police stations and police patrolling increased near women's educational institutes.
