New Delhi, January 8
In yet another case of gangrape, a 20-year-old married woman was allegedly kidnapped and raped by five youths in the Alipur area of Outer Delhi, said a senior police official.

The police said that it has arrested three accused and a manhunt has been launched to nab the rest of them.

The arrested accused were identified as Yogender, Sunil Kumar and Rahul.

“Yogender and Sunil Kumar were arrested on Sunday afternoon from the Bakhtawarpur area of Outer Delhi. Rahul was arrested on Monday afternoon,” said the police official.

“We are conducting raids to arrest the two persons who managed to give the police the slip. We hope to make the arrests soon,” said the police official. The police did not reveal the name of the accused who are on the run.

The official said that the victim is a resident of Alipur.

“She told the police that she along with her husband lived at Agra in UP. She came to Delhi on December 30 and since then had been living at her parental home. On January 1, the accused kidnapped her in a car and took her to an isolated place in the Tikri Khurd area near Singhu Border where they raped her,” said the official.

The police official said that she was taken to a nearby government hospital for the medical examination, and an FIR of gangrape and kidnapping was lodged after getting her medical report.

The police said that a case has been registered under sections 365 (kidnapping), 376-G (gangrape), 506 (threatening someone with dire consequences) and 34 (common intention) of the Indian Penal Code (IPC).

The woman knew the accused and told the police their names. The police conducted several raids and was able to arrest three accused. The official said the accused are vagabonds of the area and know the victim before her marriage.

In a step to further the “One Billion Rising Campaign” (OBRC), students today called for a gender-focused approach through the appointment of women conductors in buses, more women in police and holding of self-defence classes for women.

With there being a host of factors contributing to crimes against women such as alcoholism, drugs use and pornography, it is imperative to look at developing a preventive mechanism with a multidimensional approach, the students said during an introspective session on the issues related to violence against women at Miranda House here.

Importantly, even as a major lot in Delhi, including the youth, is demanding death penalty for the six accused involved in the December 16 gangrape in the Capital, the consensus that emerged during an interactive session with an eminent panel was that capital punishment in rape cases (with the exception of the latest incident) may not solve the larger issue of violence that women face today—starting from homes, streets, public spaces to offices.

“Women face violence as a routine and it has to be dealt at various levels. There has to be a transformation in attitudes and through implantation of laws in place. We are a civilised society and death penalty is not the answer if we look at the larger picture,” said Janaki Gadhvi, president of the college’s women development cell.

“There has to be zero tolerance to violence in any form and for this we have to put pressure on the policing authorities and the government to deliver and implement the laws. A legitimate recognition of woman voices and their rights is what is imperative. Safety and security is actually freedom in real terms and we want safety and security to live,” said another participant at the interactive session with a panel of activists spearheading the Rising Campaign which will culminate on February 14.

The night shelters in the city, providing a sigh of relief to thousands of homeless during chilly nights, are simply packed with people beyond capacity. They do not have arrangements for drinking water and mobile toilets either.

This was revealed during a surprise visit to these shelters last night by Delhi Chief Secretary D.M. Sapolia, along with Amarnath, the Chief Executive Officer of Delhi Urban Shelter Improvement Board (DUSIB). They inspected a number of night shelters near Yamuna Bazar and ISBT Kashmere Gate.
