99 per cent beneficiaries enrol for
Aadhar card

Ambala, December 27 Deputy Commissioner Shekhar Vidharthi said presently the administration had been enrolling the aadhar cards for the beneficiaries of cash subsidy scheme, so that the eligible persons could get the benefit of pension, scholarship and fuel subsidy by He said that there were 6,375 beneficiaries in the district which were covered under cash subsidy scheme. Out of which 6,300 persons had already been issued the aadhar card while the remaining were in the process. He said that the total population of the district was 11,36,784 while 4,14,242 persons had been registered for the aadhar cards so far. As many as 2,98,727 cards had already been issued, he added. He said that the process of aadhar card for the other categories would restart after January one on war footing level. He said that a detail plan had been chalked out so that the people might not get any inconvenience for enrolling themselves for aadhar cards. Meanwhile the process of enrolling for the aadhar cards has also been initiated in the general post office. |

Fatehabad, December 27 The year 2012 witnessed several highs and lows for the people in
Fatehabad. While the police was able to nab the rapist of a schoolgirl almost instantly after the crime was reported to it, the authorities failed in its duty to provide due protection to the family of the
victim. With his all the three daughters shown the door by the school and the authorities failing to stop his persecution by those close to the rapist, the victim’s father had to leave his ancestral village to settle
elsewhere. The year 2012 witnessed the end of a 26-month old dharna outside the mini- secretariat by farmers whose lands have been acquired by the proposed nuclear power plant at
Gorakhpur. Primarily due to the efforts of the Fatehabad Deputy Commissioner ML Kaushik, who deftly dealt with the issue, the agitators who once seemed to be taking a very tough stand, started mellowing down and now, almost all farmers have already accepted their
compensation. Though a group of farmers is still agitating to demand a hiked compensation, their claim lacks merit as they have already accepted and a majority of them have utilised the award money granted to them for their
lands. The 2800-MW power plant is likely to ameliorate the fate of the district, once translated into
reality. The year also saw an ancient mosque being razed at Bhirdana village in
Fatehabad. Despite complaints from the Haryana Wakf Board and protests by local Muslims, the police preferred to look the other way as the political powers sided with the majority community responsible for demolishing the
structure. The year also witnessed a clash between the police and Jat demonstrators at Gajuwala in this district in
March. However, the situation was saved from deteriorating further with the postponement of
agitation. A survey for detecting Hepatitis-C cases in Ratia in February revealed over 1,840 people infected with the disease. However, despite assurances, the health authorities are yet to start treatment of those affected with the
ailment. The Food and Drug Administration (FDA) busted the racket of the sale of intoxicants in the Ratia area of
Fatehabad. A few shops were sealed and criminal cases were registered against one chemist in
Ratia. The year saw mauling of several black bucks by stray dogs in the district prompting the authorities to take some steps in this
direction. The killing of black bucks also invited animal activist Maneka Gandhi’s attention towards the problem, who called Fatehabad Deputy Commissioner, seeking his intervention in the
issue. In coordination with Maneka Gandhi’s NGO People for Animals, the district authorities were now planning to launch a drive to sterilise stray dogs in the
district. In October this year, Chief Minister Bhupinder Singh Hooda and Union Minister for Sports Ajay Maken inaugurated a national-level Football Academy in Dariyapur village of
Fatehabad. A dream project of Sirsa Member of Parliament Ashok Tanwar, the academy is likely to prove a boon for sportspersons in
future. A Mahapanchayat on female foeticide by the efforts of the woman sarpanch of the village, Sushma Bhadu, and another at Jandli by the efforts of schoolgirls were some positive features of the year that is about to end.

Faridabad, December 27 The projects include widening of the 66 km-long Gurgaon-Faridabad-Ballabgarh-Sohna road by a private firm on BOT (build, operate and transfer) basis, which has enhanced its connectivity with Delhi, especially the International Airport, different parts of Haryana, and
Rajasthan. Construction of a bypass from Faridabad-Delhi borders to Ballabgarh is now in an advanced stage. The ambitious Industrial Model Township (IMT) became partly
functional. Work on the Delhi Metro Rail project to extend the service to Faridabad and widening of the national highway No .2 has also
commenced. On administrative front, the authorities, in a special drive, provided more than 3,000 aid-devices to handicapped persons. They claimed Faridabad was the first district in Haryana, if not India, where devices were provided to all the physically challenged free of cost. The Red Cross Society here, headed by Faridabad Deputy Commissioner Balraj Singh, was the nodal agency for the drive and was supported by private
parties. The police’s drive on road safety achieved success even though a lot still needs to be done on the issue. Participation of a large number of schools, college students and private citizens was the hallmark of the initiative. Also, there has been a comparative improvement in traffic management by the police.
However, the downside includes poor amenities including shortage of potable water, which accentuated during the summer. A sense of deja vu among the residents persisted throughout the monsoon in the face of accumulated storm water in major parts of the town due to inadequate sewerage
system. Overall it has been a disappointing year for the industry. An office-bearer of the Faridabad Industry Association (FIA) said the violent strike by workers in the Maruti plants in Gurgaon affected business of auxiliary manufacturing units here adversely for about two
months. Industry, on the whole, was badly hit for another couple of months due to the erratic power supply during the summers.
Death of 10 construction workers, under the debris of under-construction structures during the fag end of the year, has raised several questions on the functioning of the
builders. Politically, Faridabad has been a busy place since September. A series of rallies, meetings and mobilisation campaigns by parties dotted the political landscape. The ones that stood-out were one-day ‘chintan baithak’ by Congress at Surajkund, which was addressed by Prime Minister Manmohan Singh, Sonia Gandhi and Rahul Gandhi and the BJP’s three-day national conclave at the same venue, culminating in a rally addressed by party’s top national leaders- LK Advani, Nitin Gadkari and Gujarat Chief Minister, Narender Modi.

Loan for woman students
Chandigarh, December 27 Managing Director, HWDC, Sumita Misra said this scheme was implemented to encourage women and girls of the state, including children of the Haryana Government employees, to pursue higher education at graduate, postgraduate, doctoral and post-doctoral levels in the country and abroad.
Due to limited resources of the family, higher fee of the private institutions and rate of interest of banks, ambitious and meritorious students were deprived of basic, higher, professional and technical education.
With a view to provide assistance to such meritorious and ambitious female students, the corporation provides 5 per cent interest subsidy.
The corporation provides this subsidy to the bank concerned through cheque by the District Manager concerned on behalf of the student availing the loan. She said out of the total 4,595 beneficiaries, 235 beneficiaries had been given interest subsidy for pursuing higher education abroad.
Interested and eligible girl students could apply to the District Manager concerned of the corporation, she added.

Rohtak industrial colony faces regular power cuts
Rohtak, December 27 The area, known as the IDC, has over 203 industrial units at present and has been a hub of auto parts manufacturers in the
state. At a meeting held here, association members alleged that despite the issues taken up with authorities on various occasions, the units were faced with several problems, including included potholed roads, poor sewerage and lack of a proper water-supply network in the colony, which was set up way back in 1982. The members resolved that due to inadequate power supply, the units were faced with pollution and a rising cost of production as they had to depend on generators. “The units here are getting electricity supply for eight hours daily, instead of at least 20 to 22 hours despite the fact that all consumers were paying their bills on time,’’ claimed Jitender Balhara, one of the members of the association. He said the productivity of the units got adversely affected as there was an electricity cut of four hours on a continuous basis in the evening besides unscheduled cuts daily. “The maintenance and upkeep work was handed over to the HSIDC in March last year. But despite the reports that an amount of Rs 2.18 crore was spent on repair and development work, the situation had failed to improve,” claimed SK Khator, the secretary of the association. Alleging that the new sewerage, laid down here by the officials concerned, was faulty and wrong, he said the system had failed to become operational Claiming that while the cost of the power supplied to the industries had gone up sharply, he said huge cuts had become a deterrent in the smooth functioning of the units here. “However a rival industries association has also sprung up during the past few years, due to political affiliation of the unit owners and differences between the members,’’ claimed the sources in the association.

Per capita milk availability 2nd highest in country
Chandigarh, December 27 The total handling capacity of the five milk plants in the state has been enhanced from 4.7 lakh litres per day to 10.40 lakh litres per day.
Under the insurance scheme, launched for the benefit of milk producers, about 26,000 persons have been benefited. A member has to pay only Rs 10 for taking an insurance cover of Rs 1 lakh. The spokesman said the state had a network of 2,796 veterinary institutions in the state which worked out to an average of one veterinary institution for every three villages. The Haryana Veterinary Vaccine Institute, Hisar, had been identified as one of the six major institutions by the Central Government for the production of Peste Des Petits Ruminants vaccine.
As many as 717 mini-dairies were set up in the state in 2012. Subsidy to the tune of Rs 2.5 lakh is provided for setting up a hi-tech or commercial dairy unit with more than 20 milk animals. As many as 81 such units had been established up to October, 2012. The subsidy for setting up a mini hi-tech dairy unit was enhanced from 15 per cent to 25 per cent in 2012.

Sonepat, December 27 The total strength of the Mahila police force is 169, including two DSPs, 10 Sub-Inspectors, four ASIs, 16 head constables and 137 Mahila constables in the district. Demand for a larger women staff had also been made to the government. The police has put up 15 nakas for the safety and security of the women at different places in the district particularly outside the premises of the girls educational institutions. Police personnel in plain clothes have also been deployed at the places suspected for eve-teasing and misbehaviour with girls. The head of these institutions have also been asked to depute the teachers on the institutes’ gates. Heads of the co-education institutes have also been directed to relieve the girl students 15 minutes earlier than the boy students. During the past two months, around 130 complaints were received on the women helpline number 1091 and as claimed by the police, immediate action was taken after receiving these complaints. The DSP, Usha Kundu, has been deputed as nodal officer for creating awareness among the women about their safety and security. Commenting on the new arrangements made by the police, Superintendent of Police, Arun Singh, said strict directions had been given to the police officers to take immediate action after receiving any complaint from women and girls. “They have been asked to register a case and immediately arrest the alleged accused,” he said and added that women-related complaints were being attended on priority. |

DSP addresses NSS volunteers on women security
Sonepat, December 27 DSP Kundu, who is also a nodal officer of police to create awareness among women and girls about their safety and security, said that women had to receive training of self-protection and to have the self-confidence to protect themselves in odd circumstances. Encouraging the volunteers to be fearless and self-confident and develop capabilities of self-reliance among them, she said that they should be ready to oppose any kind of eve-teasing and passing of remarks by miscreants. “Keeping silent on such occasions reflects the weakness of women,” she
remarked. The school principal, Dr Sumita Singh, listed the activities being undertaken by the NSS volunteers and said that such activities would be continued for all round growth of the students. Besides the NSS officers Sanjana, Babli and Sunita Mor, volunteers of the first, second and third units of the NSS were present on the occasion.

IGP opens Bahadurgarh cyber lab
Jhajjar, December 27 The lab was inaugurated by Alok Mittal, Inspector General of Police (IGP) of Rohtak Range, which covers four districts- Rohtak, Jhajjar, Sonepat and
Panipat. Later, Mittal, while addressing a press conference, said all latest facilities, useful in resolving cyber crimes, had been made available in the laboratory so that the police need not depend on external sources to get clues about
criminals. “With crime getting hi-tech, it has become essential for the cops not only keep them abreast with latest trends, but also remain a step ahead and have a clear edge over criminals for tracking cyber crimes,” Mittal
said. He added that cops deputed in the laboratory were trained about the latest Information Technology (IT) being used by the criminals in perpetrating the crime. The cops had also attended a special IT training programme, organised at Rohtak, to make them cyber expert.
Mittal said the cops had to be updated with modern trend in IT to track down the cyber crimes like hacking, illegally accessing financial data and personal information, threatening e-mails and other online scams. He added that more police personnel were being imparted training to handle and probe cyber crime
scientifically. He said as the use of the Internet had spread to rural areas and mobile phones were a necessity, cyber crime was bound to increase. So concrete efforts were required to make the policemen cyber experts besides creating awareness among mobile and Internet
users. Mittal said “Now the Rohtak Range Police is also available on Facebook to remain in constant touch with internet users hence any one who has any police issue can use this platform not only for getting updates but also lending a helping hand to the police by providing vital inkling about criminals and possible crime.”

Stray dogs’ sterilisation in Fatehabad from Feb
Fatehabad, December 27 Amit Chaudhary and Boni Bhatacharya, both animal activists from the PFA, Piyush Patel and Sarabjit Singh, both veterinarians, and Soham Mukherjee, an animal-handling expert, visited several villages of the area with local veterinarians, Narender Thakral and
Rachna. The team members inspected infrastructure facilities like operating theatres, cages and animal sheds created by authorities in view of the proposed
drive. In view of the frequent canine attacks on black bucks in villages and intervention of animal activist, Gandhi, on the issue, the authorities had planned a drive to sterilise the dog population of the
district. On Gandhi’s invitation, the Deputy Commissioner (DC), ML Kaushik, had sent officers of Wildlife, Forest and Animal Husbandry departments to Delhi where they had a meeting with the animal activists of the PFA recently. “We plan to start the drive by February, when the cold wave subsides. Out of nearly 15,000 stray dogs in the district, we plan to sterilise 2,000 dogs in the villages, inhabited by black bucks and neelgais in the first phase,” said Dr
Thakral. Dr Patel said their NGO had sterilised over 50,000 stray dogs in Bhutan successfully and the drive was continuing
there. He said the best method of sterilisation was to capture the dogs in the morning and leave them by the evening at the same place, though in some cases the animal had to be kept in the sheds for a day or
two. Nearly two to 5 per cent dogs die in the process due to several factors like lack of blood tests, anaesthesia reaction and sensitivity to suture material or other items.

HAFED exports record basmati rice, mustard seed oil
Chandigarh, December 27 A spokesman of the Cooperative Department said the Primary Agriculture Cooperative Society (PACS), Jhajjar, was nominated for the Biennial Award for 2012 by the National Cooperative Development Corporation, and this award was presented by the President, Pranab Mukherjee. Also, the Shahabad Cooperative Sugar Mill was given away the first prize for technical efficiency for recovery in the 2011-12
season. HAFED has been declared the nodal agency by the state government for the construction of godowns with 40 lakh metric tonne (MT) capacity under the Private Entrepreneur Godown (PEG)
Scheme. While about 6.7 lakh MT capacity has been created, another 7.46 lakh MT capacity will be ready by March 2013. Besides the PEG Scheme, HAFED is also in the process of constructing godowns with about 10 lakh MT capacity. The spokesman said in the 2012 sowing season, the sugarcane area increased from 7,750 acres to 13,000 acres under the jurisdiction of HAFED Sugar Mill, Assandh. The cooperative sugar mills exported 659 lakh units worth Rs 26.37
crore. At present, more than 35,000 cooperative societies of various types with a membership of more than 57 lakh are working for the welfare of people of the state. The cooperative credit structure at the base level has been restructured. As many as 635 PACS are serving their 29.7 lakh members by providing them with timely and adequate credit facilities, the spokesman added.

Justice VK Jain, a retired Chief Justice of the Punjab and Haryana High Court and presently Chairman of the Haryana State Human Rights Commission, was the chief guest, whereas Vinod Kumar Jain, president of the Rewari District Consumer Disputes Redress Forum, was the guest of honour.
Adishwar Jain, president, and other functionaries of the management, accorded a warm welcome to the guests. Delivering his keynote address, Justice Jain said when thousands of degree holders were hankering after jobs, imparting practical education to the youth was the need of the hour. Simultaneously he described the infrastructure as an essential component of schooling and asserted that quality education was all the more vital.
In view of the strides made by the school during the past 25 years, Justice Jain said it was creditable that the JPS had produced numerous talented alumni, who had been doing a fine job in the public as well as private sectors on high-ranking positions throughout the country.
Similarly Principal Varsha Sangwan highlighted notable achievements of the past 25 years of the school in her report, whereas schoolchildren presented a colourful cultural programme comprising portrayal of glories of our primeval Gurukal-based education system.

Kalka, December 27 Stating this, Pushpinder Sharma, branch secretary of the Northern Railwaymen’s Union (NRMU), said the delegation which included Som Nath, president, and Sanjeev Kohli, submitted a memorandum to the Railway Minister related to various
demands. The memorandum stated that the railway employees were facing many problems like the deteriorating state of residential houses in railway colonies, the deplorable condition of the only Railway Community Centre of Kalka and the Railway Institute, lack of basic amenities in the Railway hospital and demanded the starting of a local train between Kalka and Chandigarh.

Rewari, December 27 The wounded sheep and goats were taken for treatment to the veterinary hospital at Nangal Durgu village, where one goat and two of the injured sheep also died
later. After autopsy of the deceased animals conducted at the above veterinary hospital, the carcasses were given a
burial. The sheep and goats were the mainstay of the family of Birju Ram who had suffered a hefty loss owing to their tragic
demise. Would the district administration provide adequate succour to the hapless shepherd? It was all the more painful that no senior official of the Wild Life Department had visited the place of occurrence till the filing of this story.

Company cheats employees, sued
Rewari, December 27 a case has been registered against the above company under sections 420 (cheating) and 406 (criminal breach of trust) of the IPC on a complaint lodged with the Dharuhera police station of the district by PK Chauhan, Executive Engineer of the Dharuhera Division of the
DHBVN. This huge “misappropriation” of EPF of these 40 contractual employees, pertains to the period from February, 2010 to November, 2012. DHBVN sources pointed out that out of monetary allocation made by them, the company officials paid salaries to these 40 contractual employees while ‘fake’ challan of depositing their deducted amount of PF with the office of the Regional Provident Fund Commissioner at Chandigarh, was submitted to the Xen’s office at Dharuhera. While this shady practise had been going on for a long time, the questionable conduct of the company’s officials came to light only recently when office of the RPF Commissioner spilt the beans while responding to an official communication of the DHBVN Xen, Dharuhera. Thus keeping in view the agony of these cozened 40 contractual employees of the above company, DHBVN Xen of Dharuhera filed a complaint following which the Dharuhera police had booked the above company for
fraud. A senior police official said the matter was now under investigation.

Sonepat, December 27 Many of them were in an advanced stage of joint deformation and at that stage, the only alternative left was joint replacement, he added. He said in a short span of time, more than 200 joint replacements had been done in the Institute. It will be a boon for poor patients, who require joint replacement surgery but cannot afford it in the metropolitan hospitals. When the views of the patients, Ram Mehar and Balwan Singh, were taken, they said the joint-replacement surgery was the cheapest at the Khanpur Kalan medical college as there were no bed charges, no operation charges and the facilities were better than any corporate hospital. “The institute is in the process of preparing a health policy in which minimum premium from the patients will be charged and the treatment cost of Rs 1 lakh will be borne by the institute. The patient has to pay nothing for his treatment,” he said. Dr Siwach said under the policy, the institute was to provide cashless health facilities for the employee of the nearby sugar mill as the matter had been discussed with the Managing Director of the Federation of Cooperative Sugar Mills, Haryana. “The institute is also in the process of providing cashless health facilities for the employees of the nearby sugar mill as the matter has been discussed with the Managing Director, CR Rana in this regard. In case this pilot project is successful, it will be further extended to the cane-growers also,” he said and hoped that it would be implemented within two to three months. Sirsa, December 27 Hooda junior, who was speaking at a function to felicitate newly elected president of the Haryana Youth Congress Amit Sihag, said the elections would be held on schedule and there was no possibility of mid-term elections at the Centre or in Haryana. Pooh-poohing the oft-repeated statements of possibilities of mid-term elecions by the INLD leader Om Prakash Chautala, the Rohtak MP said that he had been in Parliament for the past two terms now, and he had not seen a single MP from the former Chief Minister’s party in the House. He said the Congress stood for development and claimed that during Hooda’s regime, the state had witnessed unprecedented development. A 65-Pound cake was cut on this occasion to celebrate the birth anniversary of Amit Sihag’s father and OSD (Media) to the Haryana Chief Minister, Dr KV Singh. In his address, Tanwar said it was for the first time that someone from Sirsa had risen to the post of state president of the Youth Congress and it would strengthen the party in this area. He said the present government had ensured all-round development in Sirsa along with other parts of Haryana. A rousing reception was offered to Sihag in the function organised in the local grain market. KU celebrates Gita Jayanti with Pakistani artistes
Kurukshetra, December 27 The exciting performance mesmerised the audience with the punches of jokes and diversion of romantic dialogues. Lt Gen (Retd) Dr DDS Sandhu Vice Chancellor, Kurukshetra University inaugurated the programme by lighting the traditional lamp.
Welcoming the Pakistani artistes, the Vice Chancellor said that the creative efforts should be made on the same pattern, to strengthen the relations of Indo-Pak through cultural exchange programmes. He said, “I am lucky enough to witness the live performance of Pakistani drama for the first time in my life. These efforts show the sentiments of friendly outlook and complete brotherhood which left no boundaries between the two
countries”. The chair person of Sufi Tabbasum Academy Lahore, Mrs Fauzia Tabbasum expressed her gratitude to the Multi Art Cultural Centre (MACC), Kurukshetra University and Dr Tarun Kumar President Swar Dharohar Social and Cultural Organization, New Delhi for inviting and organising theatrical programme in India, especially in Kurukshetra. Including the Pakistani drama “Aj Akhan Waris Shah Nu”, to the Kurukshetra Utsav Geeta Jayanti Samaroh, was a pride for them.
