With heavy policing of nearly 3,000 personnel of the Delhi police and para-military forces in central Delhi today, traffic snarls were observed in several parts of the city. The protest which began from Nizamuddin and ended at Zakir Hussain Marg finally led to long traffic jams on Mathura Road and Bahadur Shah Zafar Marg.

IAS aspirant attempts suicide
New Delhi, December 27
An IAS aspirant, Pushpa Yadav (22), attempted to commit suicide by jumping down from a flyover near Akshardham Temple this afternoon. She sustained fracture in one hand. She was rushed to Lal Bahadur Shastri Hospital, later she was discharged, the police said.

Expressing sadness over the demise of five Delhi students, who lost their lives in Kerala while attending the National Trekking Camp organized by the National Credit Corps (NCC), Chief Minister Sheila Dikshit announced Rs 4 lakh exgratia each to the next of kin of students.

Computer centres for minorities
New Delhi, December 27
The Delhi Minorities Commission has opened four computer centres in different areas of the National Capital to make students of minorities computer literate. The centres are being run by NGOs.

Delhiites are shivering with the cold as the maximum temperature has dipped four degrees below normal to 16.6° C. The sky was cloudy throughout the day. Light mist has enveloped the city in the afternoon that has forced homeless people to go inside the night shelters early in the evening.

CM demands increase in annual grant

Chief Minister Sheila Dikshit, while assuring the chairman of the Planning Commission to achieve the targets set by the Planning Commission for the 12th Five Year Plan, stated that Delhi's share out of Central taxes has been fixed to Rs 325 crore since 2001-02.

"In view of the enormous and ambitious targets set for infrastructure, civic services and social sectors, an increase of this amount up to Rs 3,500 crore may be agreed upon as annual grant in the 12th Five Year Plan," said Diksht.

While delivering her address at the National Development Council meeting, she further raised a demand for release of financial support to local bodies in Delhi form the Union government on lines of other states.

"Delhi should also be covered under the purview of 14th Central Finance Commission," she said. She further stated that Delhi has registered an average annual growth of 10.2 per cent in the 11th Five Year Plan and we have planned for a growth rate of 10.5 per cent in the 12th Plan (2012-17). "Our debt/GDP ratio at 9 per cent is the lowest among all the states. Delhi's contribution to the national income is 3.8 per cent, while our share in the total population of the country is 1.5 per cent," she added.

Dikshit announced that her government has earmarked 65 per cent outlay for its social sector schemes.

Stressing on a gender-based budgeting, today Dikshit said that Rs 1,380 crore has been earmarked exclusively for women in the current year's plan.

She said that the government has enhanced one-time financial assistance for widows' daughter marriage from Rs 25,000 to 30,000.

"We are also implementing Ladli scheme to encourage girls for education and Kishori scheme which ensures free distribution of sanitary napkins to adolescent girls," she said.

She stressed upon the need of inclusive development to ensure inclusion of the poor in development process. "There is a need to take care of the most prominent groups - women and girls - that suffer exclusion," she added.

She said that the women empowerment will go a long way in dealing with social issues. "We have provided 50 per cent reservation for women in the three municipal corporations. We are also pitching for 33 per cent women reservation in the police force," she said.

Heavy police deployment causes traffic jams near India Gate

With heavy policing of nearly 3,000 personnel of the Delhi police and para-military forces in central Delhi today, traffic snarls were observed in several parts of the city.

The protest which began from Nizamuddin and ended at Zakir Hussain Marg finally led to long traffic jams on Mathura Road and Bahadur Shah Zafar Marg. Other existing roads from India Gate also remained affected with traffic as barricading was put on every crossing leading to India Gate.

Personnel were deputed at different locations in central Delhi area, especially at India Gate, Jantar Mantar, Zakir Hussain Marg and the entry points from Mathura Road.

"Senior officers of the six districts, including Additional Commissioners and Deputy Commissioners, and two Joint Commissioners were also present at Zakir Hussain Marg along with around 1,000 policemen to stop hundreds of protesters heading towards India Gate today," a senior police official said.

He said in the night of December 25, the girl suffered heart attack. She went into coma. Why the government concealed this fact from the people and media?

The girl was suddenly and secretly shifted to Singapore for intestine transplantation in very serious condition without any planning. Why this work was not done 10 days ago in a planned manner? Why the statement of the girl was taken twice?

He said that constable late Subhash Chandra Tomar was brought to RML Hospital after heart attack. Why the preliminary examination report and the discharge documents after his death have not been made public? Why there is contradiction between the hospital administration and the Delhi police regarding the reasons of constable's death? Within seven hours of constable's death, how the police rejected the report of RML Hospital without waiting for the post-mortem report?

Expressing her lack of trust in the Police Commissioner of Delhi, the Chief Minister of Delhi has written to the Home Minister to remove the Police Commissioner. Why the Home Minister is silent about it? If the Chief Minister has no trust in the Delhi police, how the people will trust it?

Why the police failed to control the mob of agitated youth on December 23?

Five youths met Sonia Gandhi the same day, on what basis they were selected by the government. Why their identity has been concealed?

Why the public transport system of Delhi is so much chaotic and dilapidated even after spending hundreds of crores of rupees on it?

Five years ago the government had promised about installing GPS system and CCTV cameras in all the public transport buses and auto-rickshaws. On this basis, the bus fare was increased and costly buses were purchased. What happened to those promises?

These were some questions for which the BJP chief sought the answers from the government.

DCW to take out women dignity march on Jan 2

Chief Minister Sheila Dikshit today announced that the Delhi Commission for Women (DCW) will organize a women dignity march from Pragati Maidan to Rajghat on January 2. She stated that the government has released more funds to ensure better reach out to programmes of the DCW.

The Chief Minister joined the Prime Minister in condemning all incidents of violence and sexual assault against women and stated that there is a dire need to assure them of their safety and security. "It is shameful that such incidents are still taking place in the city and other parts of the country," she said while speaking at the National Development Council (NDC).

She said that other groups and sections of the people should not be excluded. There is a need to take care of the most prominent groups that suffer exclusion are women and girls.

Mentioning the measures taken by the government towards women safety Dikshit said that a dedicated round-the-clock helpline '181' for women in distress would be made functional within couple of days in her office.

"The government has requested the Delhi police to deploy more PCR vans, widely publicize police protocols and impart training to police personnel for dealing with the common man. On our request, the Delhi High Court has also decided to commission five fast track courts at the earliest," she said.

Apart from this, a consistent social campaign reaching out to people through FM channels, advertisements and non-government organisations have also been launched, she said.

IAS aspirant attempts suicide

An IAS aspirant, Pushpa Yadav (22), attempted to commit suicide by jumping down from a flyover near Akshardham Temple this afternoon. She sustained fracture in one hand. She was rushed to Lal Bahadur Shastri Hospital, later she was discharged, the police said.

According to the police, Pushpa, a resident of Sector 4, Gurgaon, was preparing for IAS examinations.

She was in tension due to her studies. She came to Akshardham Temple from Gurgaon in Metro train.

She de-boarded the train at the Akshardham Metro station, came to the flyover and jumped down.

The police had informed her parents, the police said.

Govt announces Rs 4 L exgratia to kin of drowned NCC cadets

Expressing sadness over the demise of five Delhi students, who lost their lives in Kerala while attending the National Trekking Camp organized by the National Credit Corps (NCC), Chief Minister Sheila Dikshit announced Rs 4 lakh exgratia each to the next of kin of students.

She described this as the most unfortunate incident. One of the boys was a student of the Senior Secondary Boys School, Kalkaji and other three were students of Jamia Millia Islamia and one was studying in Shaheed Bhagat Singh College, University of Delhi.

Dikshit met the members of the students’ families. She, along with Defence Minister A.K. Antony and Kerala Chief Minister Oomen Chandy, was present at the airport when the bodies were brought to Delhi from Kerala.

Computer centres for minorities

The Delhi Minorities Commission has opened four computer centres in different areas of the National Capital to make students of minorities computer literate. The centres are being run by NGOs.

First centre was opened at New Mustafabad in northeast district that has been declared a minority district by the Sachar Committee. The centre was inaugurated by MLA Hasan Ahmed. It is being run by Allama Rafique Trust . The trust is being run by Maksood Ahmed who has been recently made member of the National Literacy Mission under the Union Ministry of Human Resources Development. Maksood has been associated with the DMC for a long time and involved in social work of education for minorities.

The second centre has been opened at Okhla village being run by the Institute of Objective Studies. The centre was inaugurated by the Union Minister for Minorities Affairs, K. Rehman Khan. The institute has done a number of research works about minorities' education, economic condition and their role in various developments in the country.

Third centre was opened at Garauli in east district. The centre, run by the DCVS, was inaugurated by Deputy Speaker of the Delhi Legislative Assembly Ambrish Gautam.

The fourth centre was opened at West Patel Nagar that is being run by GDS. It was inaugurated by Congress MLA Rajesh Lilothia.

Ethiopian delegation visits North Corporation’s parks

Impressed by the upkeep of parks by the North Delhi Municipal Corporation (NDMC), the Ethiopian delegation today sought the civic agency's help in knowing its managements of tree plantation.

A delegation from Federal Democratic Republic of Ethiopia lead by Mayor of Addis Ababa City H.E., Kuma Demeksa met NDMC Mayor Mira Aggarwal at Dr. SPM Civic Centre today.

Mira Aggarwal while discussing details about parks and tree plantation management in the city appraised the delegation of the maintenance of 5,500 parks and plantation of 50,877 saplings and 57,314 shrubs by the NDMC in various parks and other areas. There are 1,365 tubewells for irrigation, she said.

Both the Mayor assured each other of mutual co-operation between the two cities of Delhi and Addis Ababa in the field of development of infrastructure and civic services, said the NDMC official. Mayors of both cities along with senior officers planted saplings and signed a memorandum of understanding for development of city parks and floriculture. The NDMC Mayor said that garbage being collected daily and disposes of at three sanitary landfill sites.

Delhi shivers as temperature dips

Delhiites are shivering with the cold as the maximum temperature has dipped four degrees below normal to 16.6° C. The sky was cloudy throughout the day. Light mist has enveloped the city in the afternoon that has forced homeless people to go inside the night shelters early in the evening.

According to the Met department, the maximum temperature was recorded at 18.3° C yesterday, two degrees below normal, while the minimum remained at 7.8° C. The minimum temperature, however, today rose to 9.2° C, two degrees above normal.

The Met department has forecast mainly clear sky for tomorrow with mist or fog in the morning.
