Cong MLA seeks quota on economic basis
Sushil Manav/tns

Fatehabad, November 29
When the Haryana State Backward Classes Commission (HSBCC) which is due to submit its report to the state government, invited suggestions and representations, Congress MLA from Nalwa Sampat Singh had sought reservation for those who migrated from Pakistan and Jammu and Kashmir and also from Bhakra Dam oustees, besides Jats, Jat Sikhs, Rors, Tyagis and Bishnois.

While the Congress MLA sought to include Jats, Jat Sikhs, Bishnois, Rors, Tyagis and Bishnois purely on caste basis, he had demanded reservation for others on economic basis.

In a letter written to HSBCC, Sampat Singh had asked the Commission to revive the earlier order of the government wherein Ahir, Bishnoi, Meo, Gujjar , Jat, jat sikh ,Ror, Saini , Taygi and Rajput have been declared as Other Backward Classes (OBCs).

While granting job reservations, it may be ensured that these benefits percolate down to the deserving members of these backward classes, he added.

He said that this could be done best by adopting the criteria set by Justice O Chinappa Reddy by putting a ceiling based on the status of parents of the candidates with some amendments; like either of the parent being an MP/MLA/Ex MP/ Ex-MLA or Class-I officer in the service of the government or holding an equivalent post in any Public Sector Undertaking (PSU) or is employed under a private employer and draws a salary which is not less than that of a Class-I Officer;

He said secondly, the persons migrated from Pakistan, Jammu and Kashmir and Bhakra ousted may also be included exclusively in the economically backward classes list and additional reservation may be provided.

On a question how he advocated reservation for those who migrated from Pakistan, Jammu and Kashmir and Bhakra oustees when the total reservation could not exceed 50 per cent, he said though the total reservation cannot go beyond 50 per cent, there are so many examples of reservation exceeding more than 60 per cent in Southern states.

However, Sampat Singh, who prayed for a hearing from the HSBCC, did not appear for the hearing when he was given the opportunity.

Bird flu protection kits lie abandoned
Our Correspondent

Ambala, November 29
Around 5,000 bird flu protection kits, 90 spray pumps and 3,000 face masks worth Rs 30 lakh are lying abandoned in the store of a poultry farm at Ambala City for the past four years.

These kits were purchased by the Department of Animal Husbandry and Dairy in 2008 due to an outbreak of bird flu in a few parts of the country.

The purchase was made in bulk and hardly 10 per cent of the total stock was used by the department. The Ambala poultry farm, which has been recently shifted to Hisar, has 750 birds and 1,000 kits.

An office-bearer of the employees’ union of the poultry farm said it was a wastage of the state’s revenue. He said if the government conducted a probe into the purchase of those kits, many ‘irregularities’ would come out.

It was also revealed that the department had prepared a mobile diagnostic laboratory van, which also remained unused and for which the department had spent lakhs of rupees.

Dera clash: Police failed to anticipate trouble
Allowed dera chief to take Ellenabad route on Nov 15
Sushil Manav

Sirsa, November 29
Had the authorities in Sirsa learnt some lessons from the past and not taken the things lightly, the recent conflict between followers of the Dera Sacha Sauda and some organisations opposed to the dera could have been averted.

The authorities, particularly the district police, committed mistakes after mistakes thereby allowing the two sides clash head on, which eventually culminated into violence that left over a dozen injured and more than seven vehicles torched.

In fact, the genesis of the conflict dates back to 2007 when a case of imitating Guru Gobind Singh’s dress was registered against Dera Sacha Sauda chief Gurmeet Ram Rahim Singh in Punjab following the Akali government’s alleged ire against the dera for supporting the Congress in the assembly elections held that year.

Though the Akalis have reportedly mended ways with the dera and even the supreme religious authority of the Sikh community, Akal Takht, has exonerated the dera chief in the dress controversy, the events have cast a permanent shadow in Sirsa, the dera headquarters, as some Sikh organisations have been opposing him vehemently ever since.

The feud between the two sides had its worst manifestation at Dabwali in Sirsa in July 2008, when a Sikh youth, who had gone with some others to stop a Naam Charcha, was killed in an attack by dera followers.

In the anti-dera backlash, houses and shops of several dera followers were torched.

Since then, some Sikh hardliners, including Sukhwinder Singh Khalsa, president of the state unit of Guru Granth Sahib Satkar Sabha, Sant Baljit Singh Dadu and Sant Gurmeet Singh Tilokewale, an SGPC member, have been opposing the dera chief and Naam Charcha practiced by his followers.

Since 2008 controversy, the dera has been following an unwritten pact with the peace committee constituted by local residents whereby no Naam Charcha is held in Sikh dominated villages and the dera chief has been avoiding routes where Sikh dominated villages are located.

However, the Sirsa police, which decides the route taken by the Z-security VVIP dera chief, failed to anticipate trouble, when it allowed him to take Ellenabad route on his way to Rajasthan on November 15.

For the past four years, the dera chief had been taking Chopta - Jamal route inhabited by Bagri Jats for his journeys to Rajasthan to avoid any conflict.

A handful of Sikhs showed him black flags near Ellenabad, but the police registered a case only when over a 1,000 dera followers thronged the police station at night.

With no arrest even after the registration of a case, the Sikh organisations opposed to the dera threatened to show black flags again on dera chief’s return journey on November 18 and surprisingly, the police did not deem it fit to change his route this time too.

As a result, five members of those opposing the dera chief were attacked by dera followers near Jeewan Nagar.

Amidst the tension that had generated out of the two incidents, the dera followers organised Naam Charcha in Sirsa town on the same day on November 24 when the organisations opposed to the dera had announced to hold a march against Jeewan Nagar incident.

Though the authorities succeeded in seeing through, the two events pass peacefully - the Naam Charcha was held under the police protection and Sikh organisations were convinced to put off their march - the police failed to ensure that the two sides dispersed from the venues, so close from each other, peacefully under the watchful eyes of the police.

Dera followers clashed with members of the Sikh organisations near Balmiki Chowk after a minor accident between a Scorpio and a motorcycle and what happened after that is a history.

Revise private teachers’ pension: Association
Our Correspondent

Sonepat, November 29
The Retired College Principals and Teachers Federation of Haryana has urged the state government to revise pension of teachers who retired before January 1, 2006.

This would be in accordance with the guidelines in the letter sent by the Ministry Of Human Resources Development (Education) which recommends revision of pension of the retired teachers of all colleges.

Bringing out the discrimination, the Federation rued that the state government had revised the pension of retired teachers of government colleges who retired before January 1, 2006, but not of the teachers who retired from private colleges.

The demand was made in a meeting of the executive committee of the Federation held at the Hindu Engineering College. The meeting was presided over by the Federation’s state president Prof IJ Bharti.

Prof Bharti pointed out that as per the state government letter dated November 28, 2011, the period served by the government college teachers as teachers in government aided colleges had been included towards their pension and gratuity. He demanded this facility should also be extended to the retired teachers of all colleges and they should also be given the benefits of medical and leave encashment facilities.

Like the retired government employees, he said, the pension of the retired teachers of government aided colleges should be deposited in their bank accounts on the first day of every month. A delegation of the Federation had met Financial Commissioner and Principal Secretary Sanjiv Kaushal recently and his response was positive on this demand, he informed.
