Haryana records Rs 25,000-cr IT exports despite recession
Gurgaon, November 8 An analysis based on the figures collected by NASCOM and Export Promotion Council shows that IT exports from Haryana have recorded an increase of eight to 10 per cent as compared to the previous year. According to the analysis, the IT Industry is growing at a much faster pace in Gurgaon than the national average. In order to give a boost to the IT industry, a regional IT industry promotion office has also been set up in Gurgaon. Deputy Commissioner PC Meena said: “Gurgaon has emerged as an IT hub and there are more than 400 IT and IT-enabled services (ITES) companies operating from the district.” Big IT and ITES sector companies like IBM, Google, HCL, Wipro, Genpact, Tata Consultancy Services (TCS), Microsoft and Oracle etc have their units in Gurgaon and are expanding their businesses. For instance, HCL has recently established its technology hub at IMT Manesar while Bharti Airtel has set up its network experience centre there. Besides, global companies like Hughes Software, GE Capital, Silicon Graphics, Alcatel, American Express, Convergys, Motorola, Ericcson, Polaris, Sapient, Hewitt, Dell, Samsung, Aricent, Siemens, Fidelity, WNS and Accenture etc also have their units in the Gurgaon corporate belt. ITES being the fastest growing segment of the IT sector, most of the multinational companies are shifting their work requirement to outsource it from India. The Deputy Commissioner maintained that the IT policy framed by the state government was likely to give a fillip to this sector with the creation of more employment opportunities. The major incentives given to these units include relaxation in floor-area ratio, rebate on registration, transfer of properties charges and exemption under Haryana Shops and Commercial Establishment Act, he added. The analysis points out that the economic growth of Gurgaon district is estimated to reach 10 to 15 per cent during the next five years. The ending of textile quota regime, low interest rates, rapid technological changes, labour reforms were further likely to boost productivity of industries, it maintains.

Helpline to trace lost vehicles yields results
Karnal, November 8 The director of the SCRB, Laik Ram Dabhas, said prompt information on helpline no. 0184-2380112 with vehicle and chassis numbers helped the police to immediate track and trace vehicles and 171 vehicles, including 35 in Mewat, 25 in Karnal, 17 in Narnaul, 16 in Bhiwani, 13 in Sonepat, 12 in Rohtak, nine in Jhajjar, seven in Sirsa and five each in Panchkula. Explaining the importance of the helpline, he said if the police used the helpline for verification of suspicious vehicles during routine checking, most of the stolen vehicles would be traced and it would also act as a deterrent for vehicle thieves. The helpline was officially launched on June 29, 2012, but it took sometime for the police to get acquainted with it, but now its use was on the increase, Dabas said. The major advantage of the helpline is that people are not required to go to police station for lodging complaint as it can be done on the website itself.

Spurious ‘khoya’ reaching markets
Kalka, November 8 Khoya is being supplied though Delhi-Kalka passenger train no-54303, which reaches Kalka at around 1:30 am and is delivered to sweet shop pwners of Kalka,Pinjore and Baddi (HP). The Health Department seems to be completely ignorant of the practice. Two years ago, the Health Department had seized several tonnes of contaminated khoya from the local market. Experts opined that the sweets that are prepared out of this khoya are injurious to health.

National economy back on track, says Girija Vyas
Sonepat, November 8 This was stated by former chairperson of the National Commission for Women Dr Girija Vyas while addressing the annual day function of the local SRG College of Education on here recently. Dr Vyas, who is the national president of the Vichar Vibhag of the AICC, claimed that Delhi rally had proved that the people had full faith in policies of the Congress-led UPA government. The national economy had again come on track despite recession all over the world, she said and assured that the situation would continue to improve in the future. Monika Malik, director of the institute and the state general secretary of the Mahila wing of the HPCC, detailed out the progress report of the institute and said during Dr Vyas’s period as the chairperson of the commission, a number of laws were enacted in favour of women in the country. DCC (Urban) president Pradeep Gautam also spoke on the occasion, which was marked by presentation of a colourful cultural programme.

Jhajjar stadium to provide facilities for budding players
Jhajjar, November 8 A decision to this effect was taken at a meeting of the District Sport Council (DSC) held at the Sports Office in the Jahan Aara Stadium wherein district administrative officials led by Jhajjar Deputy Commissioner (DC) Ajit Balaji Joshi discussed making all basic sports facility available at the stadium to brush up the skills of promising players. The officials at the meeting finalised the proposal of developing lawn tennis, hockey and badminton courts besides a gymnasium hall in the stadium after contemplating over various aspects of the proposal. “We wish to create a sort of vibrant sporting atmosphere in the stadium by providing all basis facilities there which cannot only turn out to be helpful in making budding players technically sound but also attract the youth to explore their careers in the field of sports. Our endeavour is to motivate the people of this historical city to spend some time in the stadium for playing at least a single game,” said Joshi, adding that work to execute the proposal would be initiated soon. The DC maintained that a committee of the officials concerned under the chairmanship of Jhajjar SDM Pradeep Dagar had also been constituted to expedite and keep a tab on the construction work. “The committee will not only inspect the progress of the development work by visiting the stadium at regular intervals but also ensure that the work is finished within the deadline,” said Joshi, adding that the officials concerned had also been directed to arrive a permanent solution of the problem of draining out the accumulated water from the stadium. He also informed that flood lights would also be installed in the stadium so as to provide extra facility for the players to practise in the night as well. The officials concerned had also been asked to finish the construction work of Cricket Stadium at Government Nehru College here at the earliest. Later, the DC, Ajit Balaji Joshi, along with other administrative officials inspected the stadium and issued instructions to the officials concerned regarding the proposed construction works.

Global livestock institute lauds joint project with NDRI
Karnal, November 8 Buoyed by the success of the project, a 28-member team of the ILRI led by Dr Jimmy Smith, Director-General, ILRI, and Knut Hove, Chairman, Board of Trustees, and comprising dairy scientists from 11 countries, which visited the Araipura project, has recommended replication of the project in other villages to change the dairy scenario in India. Dr AK Srivastava, Director, NDRI, told the team that since the implementation of the project, overall improvement has been observed in the area with increased milk production, reproduction and calf-rearing and farm families were receptive to adaptation of recommended package of practices. "The experts are focusing on better scientific feeding, health coverage and rearing of calves so as to have elite off-springs that will lead to improved herd productivity," he told the team. The experts held discussions on various issues with the dairy farm families in the village and ascertained the impact of the joint programme being carried out to improve the dairy-farming situation in the project implementation area. The group later visited the NDRI and was shown the elite breed of Murrah buffaloes, cross-bred Karan Fries, Karan Swiss cattle and cloned buffalo heifer. Dr Purvi Mehta, Head, South-East Asia Region, ILRI, said in future the ILRI would have common research and extension programmes so that the farm families were benefited. Dr Ashutosh, Senior Scientist and Project co-coordinator, the NDRI, said the visiting delegation interacted with five farm families out of 200 that were selected and were impressed with the findings.

Centre misusing CBI, says INLD
Hisar, November 8 He said the ‘exploitation’ of the premier agency in this manner was not only ‘wrong’, but it also had ‘demoralized’ the CBI personnel. He criticised Congress president Sonia Gandhi for declaring at a recent rally that the Congress and its leadership were not involved any type of corruption. “More than half of the ministers in the Manmohan Singh Cabinet figured in multi-lakh crore scams. They are being shielded by the Congress,” Chautala said. “However, the people of the country have seen through the Congress ways and it is bound to lose the next Lok Sabha poll,”
he said. He said Rahul Gandhi had made a call for changing the political system in the country at the same rally ‘ignoring’ the fact that it was the Congress, which had mostly ruled at the Centre since Independence. Why it could not change the system if it was so keen on doing it, he asked.

Ambala, November 8 The executives and other sale agents visiting these units now prefer to stay at Ambala instead of Chandigarh, Mohali or Panchkula, as it is cheaper in comparison to the tricity. A large number of managerial staff of various cloth mills of Maharashtra, Gujarat and southern states also visits the wholesale cloth market of the city where around 700 wholesale shops exist. They require good lodging and boarding facility, which is now available at the city itself. During last few years, around half a dozen multi storied hotels have come up in the city and cantonment area. A three-star hotel, MM Continental, has been setup on the Ambala- Jagadhri Road at Mulana, which was inaugurated by IG Police, Ambala range, KK Sharma. A number of marriage palaces have also come up even in the small towns of the district. Tarsem Kumar Garg, owner of MM Continental said Ambala, especially Mulana, had great potential for hotels and marriage palaces. The chairman of AP Residency is of the view that hotel industry can create a number of jobs in Ambala.

Farmers allege fleecing by millers, procurement agencies
Sirsa, November 8 A recent decision of the authorities at Kalanwali in Sirsa, which said the cotton crop of the farmers would be auctioned in tractor trolleys and then taken to ginner, who purchased the lot and weighed in his factory, had drawn flak from the farmers as well as the traders. “This is totally illegal. We have sought information under the Right to Information, which said under the Punjab Agriculture Produce Markets Act, 1961, no agriculture produce could be sold without open auction in the mandis,” Jagdev Singh, a trader in Kalanwali grain market, said. He also showed a copy of a letter by the Haryana State Agriculture Marketing Board in this regard. The letter addressed to a trader Jasbir Singh, general secretary of the Kaccha Arhtiya Association, Kalanwali, who had sought this information under the RTI, said that cotton should not be directly weighed in factories. Only last week, a farmer had caught a mill owner fleecing them by weighing their cotton less by a faulty machine. Major Singh, secretary of the market committee, said the new guidelines were not legally correct, but he maintained that this had been done for the benefit of farmers. “There is a heavy rush in the mandi. So it is not possible to purchase all lots of the cotton through open auction in the grain markets,” he added. Meanwhile, farmers coming to various mandis of Sirsa with their paddy crops also allege fleecing at the hands of millers. “Government procurement agencies connive with the millers and delegate their authority to purchase paddy directly to the millers, whom the agencies hand over the paddy for custom milling,” said Santokh Singh, a farmer at Sirsa grain market. Farmers alleged that the government procurement agencies rejected farmers? crop on one pretext or the other and then the millers offered to buy the same lot at price lesser than the MSP.

Seminar on horticulture at Rewari village
Rewari, November 8 Dhanpat Singh, Financial Commissioner of the state Technical Education Department, was the chief guest on the occasion. Stressing the need of diversification in agriculture, Dhanpat Singh in his keynote address counselled the farmers to go in for horticulture, cultivation of vegetables and animal husbandry to ensure their
economic uplift. He said while diversification of crops enhanced productivity of soil, cultivation of fruits, flowers, vegetables, oil seeds, pulses and herbal plants reasonably enriched the coffers of the peasantry as well. Mentioning about the drip and the sprinkler systems of irrigation initiated by the state Agriculture Department to arrest the fast declining level of subsoil water, the Financial Commissioner exhorted the farmers to water their crops by resorting to such modes of irrigation. He said such irrigation network usually led to saving of 45 per cent of water in the Ahirwal region here, where the depth of subsoil water was comparatively intense. Deputy Commissioner CG Rajini Kaanthan too urged the farmers to branch out agriculture, while stating that the soil in the Rewari region was conducive to cultivation of fruits, flowers, vegetables and herbal plants.

Paddy growers give up conventional methods
Kaithal, November 8 Narender Singh, a former civil servant and executive director for implementing a consortium by Dunar Foods Limited, and officials of the International Finance Corporation (IFC), an agriculture-based cell of the World Bank for the welfare of farmers, visited a few villages in Kaithal and Karnal recently. Talking to mediapersons here recently, he said water scarcity had assumed global significance and this region in particular, which was known as the basmati hub of the country, had been severely affected by continuous plundering of groundwater source. He said an alarming rate of depletion of ground and surface water resource had become a matter of concern to all be it government, public or private sector and above all farmers. “Our demand in 2025 will increase by 37 per cent in respect of rice and wheat consumption, whereas our water source will reduce by 9 to 10 per cent. With this backdrop, Dunar Foods Limited in collaboration with the IFC has launched a project to tackle the emerging scarcity of water. The project is in operation since May 2012,” he said. He added that in order to have an on-the-spot assessment of work done under the pilot project at ground level, Mike Timmermans, unit manager, Netherlands Agency, Ministry of Economic Affairs, Agricultural Innovation, Netherlands, paid a visit to villages situated on the Karnal-Kaithal road and addressed hundreds of farmers of the two districts. He laid stress on the need to conserve water by adopting water efficient technologies and create village teams to save domestic water from going waste. He appreciated the goodwill gesture of Surender Gupta, CMD, Dunar Foods Limited, for creating awakening among the farmers for adopting water-saving techniques for paddy crop. Follow the method of sowing paddy like other crops and leave the traditional methods of preparing nursery and then planting saplings, which consumed a huge quantity of water and at the same time was more expensive, he said.

Runaway couples sleep on floor at shelter home
Rohtak, November 8 “We find it difficult to manage here as there are no beds or any other furniture in the room here in which five to six couples are lodged at one time,” claimed Pawan Kumar, who came here about a week ago with his wife Poonam. He said while there was no complaint over food and security, privacy was a major issue. Manjit, another resident of the shelter home, said that the living conditions here were so poor they had to sleep on the floor with just a mat to sleep on. He said unavailability of mosquito repellants made them prone to various diseases. According to Sunit, who married Sunita recently, lodging of 5-6 couples in one room at the same time was embarrassing. He said the things could have been better if the couples were given individual rooms with some furniture as these were a part of the basic needs. The police provides free boarding and lodging with security to runaway couples initially for 10 days but it could be extended further if an application was made by the couple, claimed a police official. He, however, said that he had no information about any move to provide them shelter on a permanent basis in the Police Lines. Some of the residents have objected to the presence of such couples at Bal Bhawan. “Bal Bhavan is meant for children and not lovelorn couples, who fail to behave responsibly when the children are around,” claimed Vijay Kumar Saini, a resident of Sainipura. He said children of several localities visit the Bhawan, and it would be better if they were shifted to some other place. SSP Vivek Sharma was not available for comments.

Besides, Sweeti with 499 marks, Seema with 498 marks and Harita with 497 marks got the 16th, 17th and 18th positions in the examination result of their classes, Dr Juneja added. She congratulated the students on their excellent performance and attributed their success to their commitment and hard work and also to the college teachers and students’ family members.

Women advocates to give legal aid to rape victims
Sirsa, November 8 Under the scheme, women advocates on the panel of the DLSA will visit the police station allotted to them and give legal assistance to the victims of rape and other crimes against women and children. Sanju Bala and Sunita Verma have been assigned the task of Sirsa Sadar and Sirsa City police stations, respectively. Kiran Kamboj, Balbir Kaur Gandhi, Sunita Gupta and Monika Sharma have been assigned duties at Ellenabad, Rania, Nathusari Chopta and Ding police stations, respectively. The police stations at Baragura, Rori, Kalanwali, Dabwali City and Dabwali Sadar have been given to Jyoti Verma, Nitu Bala, Mamta Banga, Prabhjot Kaur and Vandana Monga, respectively. Under the scheme, the SHO of the police station concerned is under duty to inform the child or woman victim of her right to representation before any question is asked from her and the police should keep proper record and also mention in the report that the woman or child victim concerned has been informed. Legal assistance is provided at the police station upon arrival of the woman or child victim at the police station and at the time of being questioned by the police. Meanwhile, SP Rajshree Singh said here recently that women helpline no. 1091 had been set up at police control rooms in all districts by the orders of the Director General of Police.

Ban on sale of lethal firecrackers
Sonepat, November 8 Exercising his powers under rule 88 of the Explosive Rules, 2008, the DM has restricted the sale of other fireworks in permitted areas only from November 10 to 13. The willing dealers have been asked to obtain temporary licences for the sale of firecrackers from the office of the DM, Sonepat. No person shall use the firecrackers and explosives between 10 pm to 6 am. The firecrackers are not to be used at any time in silence zones which comprise not less than 100 metres around hospitals, educational institutes, courts, religious places. The places for sale of the firecrackers in Sonepat city will be the open ground in front of the DC’s office colony in the mini-secretariat and open ground in front of Shubham Garden on Murthal road. The open ground of new subzi mandi in Gohana, open ground of BST factory in Gannaur andVeterinary Mela Ground near Sonepat-Rohtak bypass in Kharkhoda town are the other designated places of sale in the district. For compliance of the orders, the DM has constituted committees of the administration and police officers for Sonepat, Gohana, Gannaur and Kharkhoda towns and the committees have been directed to carry out inspection of the unauthorised storage and sale of the firecrackers. In any case of incident due to blasting of the firecrackers and fireworks, all hospitals, nursing homes and dispensaries should be available for the patients to meet with any emergency situation, the order goes.
