Hisar, October 11 Stating this, INLD secretary-general secretary Ajay Singh Chautala demanded the immediate sacking of the Bhupinder Singh Hooda government. Addressing party workers from the district, he said under the Hooda government, crime had risen to unacceptable levels and yet the government was trying to explain it as something routine that did not merit any serious action. He said 11 rapes in less than a month in which the victims were mostly Dalits was a sad commentary on the functioning of the Congress government, the state police and the Chief Minister personally. Chautala said the increase in the incidence of rape was a serious issue. It reflected the absence of fear of the law among the people. It showed the indifference of the higher police hierarchy towards the crime situation in the state. He said had the skewed sex ratio been the reason for the increase in the incidence of rape, many other neighbouring states would have shown a similar trend. Besides, a skewed sex ratio could not make Dalit women the victims. Though the dwindling sex ratio was a major concern, the recent spurt in rape cases was the outcome of the failure of the law and order machinery. The INLD leader said Haryana had become a safe haven for criminals of all shades. More than 10 members of the Hooda Cabinet were involved in serious crimes. Under the circumstances, the Hooda government should be dismissed by the Governor. He lambasted the Congress for going ahead with the FDI in retail despite the objections from the opposition parties. He said it would spell doom for small traders as well as the farming community. The INLD would not allow this to happen. It would ban MNC retail stores in Haryana if it came to power. Chautala said the alleged nexus between Robert Vadra and DLF real estate company had proved that Hooda was favouring companies at the behest of the Congress leadership at the cost of farmers and the common man. Even otherwise, the Hooda government, he said, had been functioning like a property dealer right from the beginning. He discussed the plans for the party’s proposed rally at Rewari on November 1 next to mark the birth anniversary of the former Deputy Prime Minister Devi Lal. He appealed to party workers to garner support for the rally. |

Sirsa, October 11 Former Chief Minister Om Prakash Chautala’s reported support to the Khap demand has also shocked intelligentsia, though, later, Chautala’s son Abhey Singh disowned the comments attributed to his father. During a television chat show, Abhey Sngh Chautala maintained that his father had said that people would be left with no alternative than to marry their daughters at a young age, in case the present government failed to check incidents of rapes. “I accept it openly that at the core of my heart I never felt as disgraced and ashamed as a Haryanvi as I am feeling today. Haryana is currently in the grip of most heinous crimes against humanity. In the past one month, 15 women, including minors, have been gang-raped and police administration and state leadership hardly took notice of this before Sonia Gandhi reached Sachakheda to pronounce that ‘All Is Well’ in Haryana,” wrote Dr Mahabir Jaglan, an associate professor in geography in Kurukshetra University, on his Facebook wall. “A leader of a Talibani organization called ‘Khap Panchayat Meham Chaubisi’ who cannot differentiate between a pack of dogs and a human society pronounced on national TV that a girl attracts men sexually upon attaining puberty. So, she should be married off at such age to save her chastity. The Leader of Opposition in Legislative Assembly of Haryana has issued a statement in support of the view of Khap Panchayats on this subject. He has supported the medieval mindset to garner the support of Khap Panchayats for reclaiming power in the state,” he added. Jagmati Sangwan, state president of the All-India Democratic Women Association (AIDWA) said the manner in which the Khap Panchayats and the Leader of Opposition had advocated lowering the marriageable age of girls to save them from rapes, it appeared they were in a way justifying the ghastly crimes. “Chautala’s support to the Khap Panchayats’ demand also amounts to appeasement of a particular caste to garner their votes,” she said. Daulat Ram Chaudhary, a former member of the Haryana Administrative Reforms Commission, said the suggestion by the Khap Panchayats and its endorsement by Chautala was not only bizarre, but rather a stupid act. Chaudhary has also been chairman of the Haryana Public Service Commission in the past and his son, Ashwani Chaudhary, is a noted Bollywood director with films like “Jodi Breakers”, “Dhoop” and “Good Boy Bad Boy” and a Haryanavi film “Laado” to his credit. “The changing mindset of society and inculcating moral values among youths will help and not the lowering of marriageable age,” said Chaudhary, who himself belongs to Chautala village. “Most of the rapists belong to the dominant farming community of Haryana to which the Khap leaders belong. Hence, their demand is a clever diversionary devise to distract people from the main issue,” he added.

Ambala misses out on hosting gymnastic championship
Ambala, October 11 The championship was set to be host by the district in November. Given the fact that the hall had been lying in a bad shape due to poor upkeep and lack of facilities, the State Gymnastic Association decided not to hold the nationals here and instead shifted the venue to the gymnastic hall of Kurukshetra University. The competitions were to begin from November 8 for which participants from various parts of the country were to converge here. It was learnt that aware of the poor upkeep of the hall, the district Sports Department had written to the authorities apprising them about the prevalent conditions at the hall. Following

A senior official of the PWD Department stated that the department had floated tenders to get the hall repaired, but only one party turned up to apply for the tenders. Following this, the matter got deferred and now the department was floating fresh tenders. District Sports Officer Mani Ram said they had already informed the office-bearers of the Gymnastic Federation of India and the State Gymnastic Association about the condition of the hall, but as the process to repair it was already underway, the federation decided to go ahead with holding the championship here. However, after a recent visit to the hall, the federation decided to shift the venue to Kurukshetra University as no work had been started in the hall and given the short span that was left in the commencement of the national championship, the federation had no other option but to change

Depute specialist docs to treat mentally challenged, CMO told
Gurgaon, October 11 This was brought to the notice of the Gurgaon Chief Judicial Magistrate-cum-District Legal Services Authority Secretary, Narinder Kaur, by volunteers at Deep Ashram in Rajeev Nagar and St Joseph’s Services Society Old Age Home in Sector 4 here yesterday. The volunteers told the CJM that whenever they took mentally challenged persons to the Civil Hospital, they were straightaway referred to the psychiatry department without getting into the details of the health problem(s) faced by them. CJM Narinder Kaur, who had gone to the aforementioned centres in connection with observance of World Mental Health Day, took a serious note of the matter. She immediately shot off a letter to the local Civil Surgeon, directing him to depute medical specialists in different disciplines for proper treatment of the mentally challenged and ensure that they got due medical care on a priority basis. “The attendants accompanying the mentally challenged persons also have to suffer a great deal due to the lackadaisical attitude of the medicos,” the DLSA secretary pointed out. Narinder Kaur also directed the CMO to ensure the availability of an ambulance and the medicines required by such individuals who need special care, apart from getting fogging done at the said centres. Advocates Archana Chauhan, Lokesh Ragghav and Dev Dutt Sharma and coordinator Banwari Lal accompanied the CJM on her visit. Meanwhile, the SMO (mental health), Dr Brahm Deep Sindhu, also organised a programme at Civil Hospital, Gurgaon, to mark World Mental Health Day. In his address, he explained the
legal rights of the mentally challenged persons. Certificates of appreciation were given to the good care-givers to the mentally challenged persons. Haryana tops in implementing RTE Act
Chandigarh, October 11 Presiding over the meeting of the sub-committee of the Central Advisory Board of Education (CABE) in New Delhi yesterday, Bhukkal said Haryana was now considering to implement the RTE at the plus two level also. The meeting was attended by Assam Education Minister Himanta Biswa, Chhattisgarh Minister of School Education Brij Mohan Agarwal, Bihar Minister of Human Resource Development Prashant Kumar Sahi, Financial Commissioner and Principal Secretay of School Education, Haryana, Surina Rajan, besides officers from Bihar, Assam and Chhattisgarh, SCERT, Andhra Pradesh and NCERT. Bhukkal said there were some misunderstandings about the CCA and ‘no detention’ issues. In Haryana, the RTE was being implemented with all sincerity under the guidance of Chief Minister Bhupinder Singh Hooda. Schoolchildren were being given free text books, school uniforms and scholarships from Class I. As a result, the attendance of schoolchildren in different classes had increased. Various issues like shortage of funds, parity in the standard of teachers and different views on CCA and no detention came up at the meeting. It was clarified that no detention did not mean no evaluation. It was also suggested that there should be a common competency test at the level of Classes III, V and VIII. Principal Secretary of School Education, Haryana, Surina Rajan spoke about the implementation of the RTE Act in Haryana.

Hemu’s 456th Coronation Day celebrated
Rewari, October 11 Simultaneously a seminar on “Listing of Heritage Sites pertaining to Hemu” was also held under the chairmanship of Jayant Sanyal, convener of Haryana State INTACH and a former Principal Secretary in the Union Ministry of Tourism. It is noteworthy that Hemu’s coronation signifying his accession to the throne of Delhi was held at Purana Quila in Delhi on October 7, 1556. Hemu fought Afghan rebels across North India from Punjab to Bengal as well as the Mughal forces of Humayun and Akbar in Agra and Delhi, winning 22 battles without a single setback. He re-established a Hindu kingdom, although for a short duration, in north India after over 350 years of foreign rule. Unfortunately Hemu was finally defeated and slain by Mughal invaders in the historic battle of Panipat on November 5, 1556. He was the last Hindu emperor in north India in the medieval period. Paying homage to this medieval Hindu King Hemu, Sudhir Bhargava, convener of the foundation, emphasised the urgency of listing of Hemu’s Heritage sites, scattered all over North India, to compile the chronicles of this legendary Hindu warrior of medieval India. He also deplored that no befitting memorial to this illustrious Hindu warrior Hemu existed anywhere in north India. Simultaneously while paying tributes to Hemu, Sanyal said that the Haryana Chapter of INTACH would provide all possible assistance in the collection of requisite information about Hemu. Similarly, asserting that Hemu richly deserved befitting recognition from the Haryana Government as well as the Central Government, Prof Mahabir Yadav, a prominent historian, Rattan Lal Saini, convener of Narnaul INTACH, Dr Subhash Sharma, general secretary of the Haryana unit of the Akhil Bharatiya Itihas Sankalan Yojna, Naresh Chauhan, general secretary of the Rezang La Shauriya Samiti and Yudhishter Yadav, a retired SP (Jails), paid homage to Hemu while highlighting his thrilling memoirs.

NIT holds technical fest
Kurukshetra, October 11 It was organised by various departments of the institute under the auspices of Tech-Spardha. It aimed at promoting practical implementation of various realms of engineering and managerial skills for the overall development of the students. There were more than 65 events in which 1,500 students participated. Kunal Sahi of 2nd year was crowned Mr NITK, whereas Chanda Kumari of 3rd year was crowned Ms NITK. Prof AK Swarup, Dean, Research and Consultancy, who was also the chief guest, appreciated the efforts made by the participants and encouraged their creativity. Ambala, October 11 While highlighting the achievements of the department, Chief Postmaster General of the Haryana Circle Indu Gupta said the India Post had been providing services in the field of mail delivery, savings bank, business development and technology related services. She said keeping at pace with the changing time, the department had changed the delivery system and now the mail was being monitored through the net by various key performance indicators. In the savings bank, the department was soon going to introduce core banking solutions and even installation of ATMs. Besides, the concepts of business development and business packages were also being adopted to further improve the services. She said various web-related services introduced by the Department of Post like electronic money order, instant money order, e-payment and e-post facilities had been received well by the public. World Post Day also marked the beginning of the Postal Week during which maximum number of people, especially BPL card holders, were encouraged to avail the services being offered by the department. The Chief Postmaster said to mark World Philately Day, the ‘Make My Stamp” scheme was launched at Ambala General Post Office under which any person could get his own photograph printed on a set of 12 postage stamps for a nominal fee. Haryana to implement performance management, evaluation system
Chandigarh, October 11 This was stated by Prajapati Trivedi, secretary, Performance Management Division, Cabinet Secretariat, Government of India. He was accompanied by Haryana Chief Secretary PK Chaudhery and Principal Secretary (Finance) Sanjeev Kaushal. Chaudhery said the RFD brought out clearly the vision objectives and goals, both long term and yearly, that the department planned to achieve. The uniqueness of the RFD is that it facilitated transparent monitoring and evaluation on a biannual basis. Since the targets and the goals are self-assigned by the minister and the administrative secretary after due prioritisation, it is expected to improve the performance of all the departments. The Government of India introduced the PMES in 2009-10. It is being followed by 80 departments of the Government of India and about 800 responsibility centres across the country. The RFDs of 39 departments of Haryana are being finalised for the financial year 2012-13. The exercise for the next year will be started well in time so that the RFDs are finalised in the beginning of the financial year. Trivedi said, “We have a team of competent officers like Vijay Pal Sharma of IIM, Ahmadabad, VS Jain, former chairman of Steel Authority of India Limited, two former secretaries of the Government of India, who had also been Chief Secretaries of states, namely Asha Sawroop and Rajwanti Sandhu, who will give suggestions to the departments in framing the RFD”. He said, RFD was a self-improvement management exercise. “We are in the third phase of the RFD,” he said and expressed happiness that during the first day of a two-day workshop being organised here, 39 documents prepared by different principal secretaries had so far been received, which was a significant achievement. He said, “We have a group of 21 members of Ad-hoc Task Force interacting one-to-one with the principal secretaries and give suggestions to improve the RFD”. Trivedi congratulated the Haryana government for the tremendous achievement by its department to complete the RFD in the limited time frame and said there were very a few states which had done this in such a short period. He said the RFD had so far been implemented in 11 states of in the country, adding that it was meant for the common man only. After getting an approval of the documents, it would be put on the web so that everyone could see the documents. Each department in Haryana would have its separate RFD, he said. He added that it was the first time when all the objective and targets of the departments were prioritised. This document forces the department to set priorities and long term goals. Trivedi said 21 senior members of the ATF helped the Administrative Department in finalising their RFDs by holding a face-to-face review meeting with the principal secretaries, additional chief secretaries and the heads of departments recently. Immediately after their finalisation, the RFDs will be presented to the council of ministers for their acceptance. The departments will then implement the identified mission objectives and activities which will be measured periodically according to the pre-fixed success indicators. The success indicators have been fixed in such a manner so that monitoring and evaluation can be carried out without any subjectivity. The performance of the different administrative departments would then be evaluated at the end of the financial year and placed in the public domain for the information of the public at large.

Workshop on wheat-promotion strategies
Karnal, October 11 Bahuguna was here to address participants at a one-day workshop on “Wheat Promotion Strategies in North Western States” organised by the Union Ministry of Agriculture and Cooperation and the Directorate of Wheat Research, Karnal. The production of wheat could be increased by experimenting with low cost varieties on less productive lands, he said. He complemented the scientists and farmers for achieving a record production of 93.9 million tonne in 2011-12 and said improving yield was a major challenge as foodgrain production was an essential ingredient of the food security mission. He urged the wheat-producing farmers of Punjab, Haryana, Uttar Pradesh, Madhya Pradesh and Bihar to tackle diseases like ‘Karnal bunt’, which was a major hurdle in wheat export and also urged them to adopt zero tillage technique and grow disease-resistant varieties of wheat. The Director of the Directorate of Wheat Research , Dr Indu Sharma, advised the farmers to sow the crop well in time from October 25 to November 15, make optimum use of urea and use suitable disease-resistant varieties of seeds for higher production and yield in the coming rabi season. Besides Mukul Khullar, director, Food security Mission, directors of agriculture and Vice-Chancellors of agriculture universities of states concerned and researchers participated in the workshop.

Anti-social elements to be under scanner
Ambala, October 11 Speaking to The Tribune, Deputy Commissioner of Police (rural) Nazneen Bhasin said effective steps were being initiated to keep a tab on the activities of these anti-social elements. She said senior official of the department had been asked to visit villages and towns in the district and identify anti-social elements and keep an eye on them. Besides, police officials had also been asked to carry out regular and surprise checking of farms and huts at tube wells, grocery shops and dhabas and to ascertain that strict action was taken against those found involved in unauthorised sale of liquor and drinking of liquor at public places. The DCP said in order to check eve-teasing, the principals of all women’s institutes were being contacted and police personnel were being deployed in civvies outside such institutions. The DCP also sought help from the local residents and asked them to report any sort of anti-social activity at the police control room on phone number 100 so that the police could take prompt action and curb this menace in the district.

Radiophone project for 'Galli Galli Sim Sim'
Gurgaon, October 11 'Galli Galli Sim Sim' converges with technology to improve lives of marginalised children. The radiophone will reach approximately 1.4 million people through 10 community stations in north and central India. "The radiophone project includes a localised 'Galli Galli Sim Sim' educational programme aired on 10 community radio stations," a spokesperson said here recently. "It features 60 brand new 'Galli Galli Sim Sim' radio episodes with a curricular focus on literacy, math and healthy habits for life," the spokesperson said. "These radio episodes reach 10 community radio stations in north and central India, including Chamba and Supi in Uttarakhand, Lalitpur in Uttar Pradesh, Solan in Himachal Pradesh, Ghaghas of Mewat district, Gurgaon of Haryana, and Orchha and Shivpuri in Madhya Pradesh," he said. In addition, there is a provision for educational content and interaction with the radio programme through telephone and community-level advocacy to promote policy changes that improve access to services. —

New tourism projects in progress in Haryana
Chandigarh, October 11 Fouji was presiding over a meeting of senior officers of the Tourism Department here recently. He said with a view to providing employment-oriented education to the youth of the state, the government was considering opening a new catering institute in Gurgaon regarding which proposal would be sent to the Union Ministry of Tourism. He said an entertainment park over an area of 24 acres would be set up on the PPP mode at Tilyar Lake in Rohtak. Also, a light and sound show would be introduced in public sector mode, which would be completed by August 2013. It would prove beneficial not only for the tourists of the state, but also of other states as well. Also, an entertainment park would be set up over an area of 12 acres in Surajkund, he said. He said according to the directions of Chief Minister Bhupinder Singh Hooda, integrated tourism resort would be set up in five acres of area.

Power nigam to register all complaints on call centre
Hisar, October 11 A spokesman of the DHBVN said here that now all rural and urban consumers in the area of the DHBVN, comprising Sirsa, Fatehabad, Hisar, Bhiwani, Mahendragarh, Rewari, Gurgaon, Mewat, Palwal and Faridabad districts, could register all types of complaints pertaining to the DHBVN registered at one point through toll-free telephone number 18001801615 round the clock. A short number 155333 had also been provided to help the consumers. He said while attending complaints relating to power supply failure, a call centre associate would explain the reason for power cut or failure and the time the supply was likely to be restored. In case the supply had failed due to a local fault, the complaint would be registered and fed in a computer. The complaint staff at the complaint centre or the field staff would be asked to attend to the complaint. After restoration of his supply promptly, it would be confirmed telephonically from the complainant if he was satisfied. If the complaint was of any other nature for instance relating to billing, connection, replacement of meter and expansion of system, the complaint would be transferred to the Consumer Grievance Redressal System (CGRS) of the DHBVN by the call centre. Under this system, the employees are bound to redress the grievances within a stipulated period. After the specified time, the grievance would escalate to the senior officer. Each grievance will have a fixed number of days in which the grievance needs to be redressed, failing which the grievance will escalate to the immediate senior officer. The next officer will also get the complaint redressed within a specific number of days failing which the grievance will go up the hierarchy. Eventually, the grievance will reach the inbox of the officer highest in the hierarchy. The auto escalation will be as AGM- DGM- GM-CGM- DIRECTOR- MD. The computer-based Consumer Grievance Redressal System is operational through the Nigam’s website www.dhbvn.com. The web-based CGR application is accessible through any internet browser. The award was presented to Dr Chand in recognition of his commitment to the National Health Service (NHS). Dr Chand, a former general practioner (GP) in Ashton-under-Lyne, a market town in the Metropolitan Borough of Tameside in Greater Manchester for over 25 years, had been appointed to the chair of the NHS of Tameside and Glossop in 2009. During his time as a GP, he had received numerous awards in recognition of his outstanding services, including Order of the British Empire (OBE), to the NHS. He had also received “Dedicated Doctor of the Year” award by Doctor Magazine. He had also won the coveted Asian Diaspora Physician of the year award in 2011.
Dr Chand, the Deputy Chair of the Council of British Medical Association, is a veteran media commentator on a wide range of health issues and passionately believes in the need for a strong primary care sector to safeguard the public’s health. In recent years, Dr Chand had also attained the reputation of the country’s leading critics of the coalition government’s Health and Social Care Bill in UK by denouncing it as a recipe for privatisation and disaster. His “Drop the Bill” petition won the most signatures ever on the government’s own e-Petition website, with over 1,79,000 supporting his campaign in UK. He continues to be a leading voice against what he sees as the government’s dismembering of the health service. Speaking to The Tribune over the phone from UK, Dr Chand said, “I am truly honoured to receive the National Merit Award in recognition of my commitment to the NHS. I will continue in my defence of the health service. Now it is under attack more than ever before.” Dr Chand, keen supporter of positive action to prevent illness both through education and legislative measures such as restrictions on tobacco and alcohol advertising, having a special interest in promoting multicultural understanding and is also an active member of the Indian Medical Association. He was also actively involved in setting up a charity-funded visiting Chair at Manchester University for Indian Languages, Culture and Philosophy, and has a wide knowledge of Indian and Urdu poetry. Dr Chand completed his matriculation from Ambala and later went to the Patiala Medical College to complete his graduation in medicine, have several years’ experience in community development through work with local governments and a wide range of community and statutory groups. Much of this work had been voluntary, demanding a wide range of skills and experience that included understanding policies, enabling projects for cultural development programmes and supporting infrastructure development of community groups. He had also raised awareness and addressed gaps in educational and cultural opportunities and provision for racial minorities. He also serves as a member of various health and scrutiny panels within the locals in his town and is also the Vice- Chairman of the International Council of Indian Languages and Culture, which promotes integration and understanding in multiracial Britain.

Hooda said this at a meeting held with Chairman, Haryana State Human Rights Commission, Justice Vijender Jain, here recently. The Chief Minister assured that the state government would provide all possible assistance to the commission for its smooth functioning. Justice Jain, who has also served as the Chief Justice of Punjab and Haryana High Court, apprised the Chief Minister with the structure and functioning of the commission. Those who were present on the occasion included Chief Secretary, PK Chaudhery, Principal Secretary to the Chief Minister, Chattar Singh, and Additional Chief Secretary, Home, Sameer Mathur.—
