Parboiling
of Rice Bhanu P Lohumi Tribune News Service
Karnal, October 15 The new modified technique has already been validated by the National Dairy Research Institute and the Indian Council of Agricultural Research (ICAR) and also lauded by Prime Minister Manmohan Singh, Setia said. “The modified innovation for paddy-soaking process provides for modification to retrieve the excess soaked water at the end of the soaking process and reuse it for soaking the consequent batches. The water imbibed by the paddy was used as make-up water, the consumption of fresh water is reduced to one-third as compared to the quantity required in the conventional process and the quality of product remains equally good.” The parboiling technique improves the nutritional value of rice, increases overall recovery of head rice, reduces the percentage of broken rice, raises storage stability, increases shelf life and makes the product less prone to insect-pest attacks. However environmental problems and the taxing cost of parboiled rice makes it a very expensive process, but the new technique is much cheaper and totally eliminates water pollution and there is no requirement to put in place an Effluent Treatment Plant (ETP). The new technique in practice reduces the cost considerably due to saving of energy, water fuel and damage to environment. Further, the rice bran gets partially stabilised which is very useful for making edible grade healthy rice bran oil. Reports indicate the usefulness of parboiled rice for heart patients.

City Bus Service fails to flourish in Rohtak
Rohtak, October 15 The much-anticipated public utility service appears to be faced with hurdles even before it could take proper shape. The private transport mafia is against the existence of a good public transport as it threatens to wipe out their business. Better known as City Bus Service, the facility was launched about a month ago. The service is still in skeletal form as the number of buses plying on local routes and its frequency within the city is very thin and unable to meet the demand. Only four buses have been plying on city roads so far, though the response has been overwhelming and the occupancy has been hundred percent. He said “As the bus service plies on a certain route and covers several points in the city, it was expected that more buses and more routes will get opened in due course but it has failed to take proper shape,” claimed Sunil, a local resident. Another commuter Virender said that travelling in a bus was much safer and convenient and a large number of commuters prefer to take a bus. Sparse local buses have forced commuters to travel in auto rickshaws which are costlier. Alleging that a nexus involving political leaders had been working behind the three wheeler auto network in the town, he said this nexus had perhaps been responsible for delay in expansion and smooth operation of the City Bus Service. The three wheeler auto rickshaws union had announced to meet the Chief Minister for his intervention on the issue of facing loss of livelihood with the coming up of the govt transport service. There are over 12, 000 auto rickshaws in the town causing chaos and extreme congestion on city roads. The authorities on other hand claimed that no norm could be adopted to limit the number of such vehicles, though the registration of such vehicles had been limited. Atleast 25 to 30 per cent of the auto rickshaws plying here have no proper registration and majority of them do not follow pollution norms. Any drive launched by the local police to check the problem either had been occasional or gets terminated midway due to political intervention. The city bus service has not been launched here for the first time but, it was a revival of a facility which existed here about a decade back, when a bus plied from the main bus stand to the PGIMS. Each of the bus of the City Bus Service makes several rounds a day covering several important points from the New Bus stand to the Police Complex at Sunarian village. “The fare charged is nominal,” said Joginder Singh, GM Roadways. He said though the plan to expand the bus service was on the anvil, it would depend on the availability of more buses. More buses would be provided by the state Transport Department but the time frame for this has not been fixed, he said.

Collecting property tax tough for Gurgaon MC
Gurgaon, October 15 All thanks to the prevalent discrepancy in tax assessments and confusion over right of collection in private societies, the civic agency has so far managed to collect only Rs 50 crore, while the target for the financial year stands at Rs 500 crore. The sorry state of affairs came to the fore at a recent meeting of the zonal taxation officers (ZTOs), who expressed inability to meet the target of collecting Rs 10 crore per month. The ZTOs blamed poor or virtually non-existent assessment issue redressal system for the same. According to them, a majority of people refused to pay taxes saying they had sent complaints to the MC pertaining to property assessment and unless the issue is resolved, they will not pay a penny. According to sources, the MC has 60,000 such complaints pending with it. “Every second property owner has filed a complaint to the MC pertaining to property assessment and a few complaints have been pending for a long time. When we ask for tax, they show us complaints and refuse to pay it till the assessment is finalised or settled. This comes as a huge roadblock,” said one of the ZTOs. The officials also blamed the ever-increasing number of private-owned societies as a key reason behind the ‘losses’. “The biggest problem area in new Gurgaon, where people though highly educated, are completely unaware and unwilling to pay tax. Most of them who live here are already paying similar tax to their society or builders and refuse to pay us saying that as all amenities are being provided by builders, therefore the MC has no right to claim tax,” an official said. The ZTOs have now apparently asked the
MC to work out an assessment complaint redressal system and initiate an awareness campaign to deal with the crisis.

Spate of rape cases rings alarm bells
Rohtak, October 15 The shameful incidents over the past four weeks have overshadowed every other development in the state and even the top functionaries of the state government feel embarrassed and speechless at various functions and have nothing much to say than to claim that law would take its own course to tackle the issue, claimed sources in the state government machinery. The police on the other hand appears to be complacent though the police officials claim to be vigilant and alert to take prompt action on any complaint concerning the safety and security of women and the weaker sections of society. Though any new strategy regarding the steps to prevent such a crime is still to come, the cops have been told to step up patrolling and tap their sources to keep a check on the activities of the suspected elements in their local beats in the district, said a senior police official in Jind where four cases of rape have taken place in the past about six weeks. The police officials at Rohtak claimed that patrolling and police presence near women
colleges and educational institutions had been increased. The district has recorded two cases of rape in the past one week. The total number of rapes in the state has reached 13 with the first case coming to light at Dabra in Hisar on September 9, while the latest incident got reported in Kaithal. Various social organisations and individuals have asked the authorities concerned to work on a long term strategy and plan preventive measures. “We cannot expect and accept such incidents to continue like this as these are a blot on any civilised society and especially in a state which claims to on the top of ladder of development,” said Jagmati Sangwan, a social activist and an officer bearer of the All India Democratic Women Association (AIDWA). The chain of such incidents in the state has not only left the various sections of society shocked but had also brought a bad name to the state as well. It has sent a wrong message across the country during the past few days, she said adding that not only the vulnerable sections were required to be given some kind of training and education on the issue but the police machinery also needs to be sensitised on the grave issue. Professor Jitender Prasad, Head of Department of Sociology at the MD University however stated that the rape cases could not be compared in figures. “The incidents of rape have nothing to do with the figures. These are disturbing incidents which ruin the life of a victim as their entire attitude changes towards society for life. Besides, the incidents also trigger a sense of insecurity among others,” he said. Justifying the media spotlight and coverage of incidents, he said the misery of Dabra rape victim drew the attention of media towards rape incidents which are being reported and followed up in greater detail. The role of the media is to expose the failure of the authorities and awaken and alert the society, ” the sociologist said. The National Commission for Women and Children has expressed anger over the incidents and has directed the state government to take stern measures to punish the culprits and prevent such incidents in the state.

HUDA issues eviction notices to 45 marble traders
Gurgaon, October 15 The department has threatened the traders that in case of non-compliance, they shall lose plots allotted to them in Sector 34 as a trade-off for the current location immediately. A statement issued by the department said the Sikandarpur market land belongs to the Municipal Corporation of Gurgaon (MCG), which had leased it to marble dealers for five years. The lease agreement expired in 2005. Although the owners were given alternative plots in Sector 34, developed by HUDA, many of the shops did not move and obtained a stay from the Punjab and Haryana High Court, alleging mismanagement in allotments of HUDA plots. The MCG, on the other hand, has sealed four shops of traders who did not get the court stay, but were still occupying plots in the Sikandarpur market. “They are misinterpreting the court’s order and taking undue advantage. The order nowhere allows them to have plots on both sites. The MC has been writing to us for long and now it is high time that these traders decide for them,” said HUDA Administrator Praveen Kumar. The MCG in the past one year has written three times to the administrator, urging him to issue plot cancellation
letters. — TNS

paddy
woes Shekhar Singh Tribune News Service
Kurukshetra, October 15 The farmers, who had taken land on lease at the rates of Rs 25,000 to Rs 35,000 per acre, were in for a rude shock. The paddy price announced by the government this year was much below their expectations. However, the farmers, who sowed PR and other varieties, were in a better position as compared to others who sowed 1121, ‘muchhal’, ‘sarbati’ and similar other varieties. The market price of the fine varieties of paddy was much below last year’s price. Though basmati is yet to arrive in the markets, the price of the 1121 variety ranged between Rs 2,000 and Rs 2,100, which was between Rs 2,200 and Rs 2,500 per quintal last year. Similarly, the price of ‘mucchal’ prevailed at Rs 2,100-2,400 and ‘sarbati’ at Rs 2,100-Rs 2,300 per quintal, which were also much below the last year’s price. However, the exporters and other local buyers, who used to purchase the fine variety of paddy from the markets, were ‘hesitant’ this time due to the ‘prevailing’ government policies. Moreover, many of them had huge stocks of rice from the last year’s crop, therefore, they did not go for more purchases, which resulted in low paddy price. Ram Mehar Singh, a farmer from Mathana village, said he had taken land on lease at various places and he had expected a good return from the fine variety, but his hopes were dashed due to a low per acre yield and the prevailing low price of paddy. A few other farmers, including Lela Ram, Jagdish Singh and Dilbag Singh, said they were quite upset due to the prevailing market price and the low yield per acre. However, some other farmers, who had sown the PR variety, expressed satisfaction over the price of Rs 1,200 per quintal, but demanded bonus at the rate of Rs 200 per quintal for their crop. |

He further said that there was a time when this consummate sangi virtually strode like a colossus in the rural areas of various states of India and Pakistan, where he gave performances for over 50 years (1934 to 1985) to the delight and entertainment of huge audiences. It is a matter of great satisfaction that the parishad as well as the Haryana Shaitya Akademi were now ardently engaged in the task to restore the vanished glories of this great sangi, he added.
