Rohtak, October 15 More than five protesters got injured in the cane charge. Senior CPM leader and former MP Brinda Karat and AIDWA vice-president Jagmati Sangwan were among those who became a victim of the police assault. The protesters staged a dharna on the main road for about two hours in protest against the police action. “We were taking out a march from the HUDA complex ground in protest against the series of rape incidents and the incessant rise in the graph of crime against women in Haryana. We wanted to submit a memorandum to the Chief Minister through the Deputy Commissioner but were stopped by policemen near Ambedkar Chowk. When we tried to move towards the mini-secretariat, the police cane-charged and manhandled the protesters, including women. The AIDWA spokesperson claimed that women protesters were not only beaten up but also pushed around by policemen while women cops stayed behind. Jagmati Sangwan and Brinda Karat, who were leading the protesters were among those injured in the lathi charge The rally organisers later registered a complaint for the manhandling of women protesters by policemen with the district police chief. If the local administration failed to take action, the issue would be raised at the national level to depict the barbaric face of the police who otherwise had failed to contain crime in the state, said Sangwan. The women activists ended their dharna after the authorities announced that a meeting of various women’s bodies would be held with the Chief Minister at Chandigarh on October 17 on the matter. Earlier, the AIDWA and 25 umbrella organisations condemned the state government for its failure to contain the crime against women in Haryana. Addressing the gathering here, CPM leader Brinda Karat alleged that the law and order situation in the state had gone worse. She said women were subjected to extreme exploitation in the state as projected by the Apna Ghar episode.

Rape victim’s father wants all 3 girls back in school
Fatehabad, October 15 The school authorities had then shown the door to the victim as well as her two sisters at Khai village in Fatehabad. Speaking to mediapersons in Fatehabad General Hospital, where the police today brought the victim for some medical tests, the poor father alleged that the village sarpanch as well as the school authorities had rubbed salt on his wounds rather than providing any relief. “The sarpanch called me to his residence with my daughter. While I was made to sit outside, the accused, who belongs to his community, was offered a seat inside. I rushed inside when I heard my daughter crying. He issued a diktat that the accused has been ‘sentenced’ to a fine of Rs 35,000 for his misdeed,” he said. “Before this, the sarpanch and the school authorities called me to the school and told me to take the school leaving certificates (SLCs) of my three daughters,” the victim’s father said. He alleged that his daughter told him that she had been warned by the sarpanch and some others that any disclosure of the incident to the police could spell disaster for her family. “The girls’ mother had died of snakebite five years back. I was rearing them by doing manual labour. But this incident has wrecked me completely. As I have been busy getting justice to my child, none of my three daughters has eaten a grain for the past three days,” he said, sobbing. Later, the victim’s father petitioned before chief judicial magistrate-cum-secretary of District Legal Services Authority (DLSA) Harish Gupta, who had gone to meet the victim in civil surgeon Suraj Bhan Kamboj’s office, to save his daughters. Gupta said that the victim’s father had told him that he wanted his daughters to continue their studies in the same school, but the school authorities had told him bluntly that his daughters could not be allowed in the school. “I have deputed the district child protection officer, Renu, to go to the school and see to it that the three girls are re-admitted and taken care of in the school,” Gupta added. Additional deputy commissioner Rajiv Rattan, however, said an inquiry conducted by district education officer Manju Gupta had revealed that that school issued SLCs against a request signed by the victim’s father. |
Apna Ghar Case
Panchkula, October 15 The CBI wanted to get his DNA test done as the girl was pregnant, he said, adding that he would not get it done until he got a copy of the girl’s statement. Jaswant Singh, another accused in the case, did not object to his DNA test while the reply of one more accused, Satish, could not be filed in the court yet. During the last hearing, the CBI had requested the court to allow them to get the DNA tests of Satish, Jai Bhagwan and Jaswant Singh done. The next hearing of the case has been fixed for October 27. On August 7, the CBI had filed a chargesheet in the case against seven accused, including Jaswanti Devi, her daughter Sushila alias Simmi, her son-in-law Jai Bhagwan, Satish, her brother Jaswant Singh, Veena and her cousin Sheela. The accused had been charged under Sections 313, 376, 374 and 120-B of
the IPC. The shelter home landed in a controversy when a team of the National Commission for Protection of Child Rights (NCPCR) raided it on May 9 and rescued its inmates. Apna Ghar shelter home was run by Bharat Vikash Sangh, an NGO, headed by Jaswanti Devi at Shrinagar Colony of Rohtak. The inmates had levelled serious allegations of rape and human trafficking against Jaswanti Devi and the other accused. As many as 103 inmates, mostly women and children, were shifted to other places after the incident. |
BJP won’t change state party chief
New Delhi, October 15 Sources said the core group felt early general election was a clear possibility, and that it could happen as early as April 2013. The state unit also met BJP chief Nitin Gadkari. The Haryana leaders have been asked to firm up an efficient network of the grassroots workers that can work in unison with the Haryana Janhit Congress led by Kuldip Bishnoi. “There is no chance of an alliance with anybody else,” said a party source, adding Bishnoi’s party was the best option. Speculation was rife not long ago about OP Chautala and his sons cozying up to the saffron party. Chautala has the backing of his friend Punjab Chief Minister Parkash Singh Badal, who enjoys a very good relation with the BJP top brass. Bishnoi and the BJP have agreed to contest 45 seats each in the 90-member Assembly. The BJP, sources said, would contest 8 out of the 10 Lok Sabha seats in Haryana. |
Grandson held for dera head’s murder
Ambala, October 15 The police has arrested three youths, deceased’s grandson Vikram Singh, alias Vikky, Vikky’s brother-in-law Karamjit and his friend Pramod. The police stumbled upon various clues which led it to Vikram Singh, who confessed to the crime. The police said the postmortem report had revealed that Mahant Des Raj had been stabbed more than 35 times. After committing the crime, Vikram and his accomplices took away a trunk from the dera head’s room and buried it in a nearby field in hope of finding some property documents. The accused had also taken away the the deceased’s mobile phone which was used to trace their movement. The police said the grandson wanted to sell a piece of land which was in the name of his grandfather, Des Raj. Vikky plotted the crime as Des Raj had refused to transfer the land to him. |
9 killed in Jind, Rewari accidents
Jind, October 15 The maxi cab carrying passengers collided head-on with a bus of a private school. Though the students in the bus escaped with minor injuries, four of the passengers of the maxi cab were killed on the spot, three succumbed to their injuries on the way to hospital and 18 injured. Three of the seriously injured persons have been shifted to the PGIMS hospital at Rohtak. Those killed have been identified as Santara Devi, her son Sandeep, Santosh, Karan Singh (all of Naanda village in Bhiwani district), Manju and Kunal of Shyampura and Rampyari of Badra of the same district. Rewari: Jaswant Singh of Rajasthan and a cleaner of a trailer died after he got sandwiched between a Jeep and his own trailer at Jitpura village, near Dharuhera, on Sunday evening. A mechanic, Raju Thakur, was repairing a Jeep at his workshop while Jaswant was checking tyres of his trailer parked at a stone’s throw. As the Jeep had a sudden start, hapless Jaswant got sandwiched between the two vehicles and died on the spot. In a second accident, Rakesh (18), a resident of the DHBVN Employees Colony at Jhajjar road here, died after his motorcycle was hit by another mobike on the Rewari-Jhajjar road here on Sunday. |
Rs 4.86-lakh DHBVN equipment seized
Hisar, October 15 The SDO concerned had lodged an FIR against Gopal Dass, a lineman of the DHBVN, in whose possession the material was found in a private building. The spokesman said that such raids had been carried out on stores of a few junior engineers in Vidyut Nagar, Hisar and other offices in Hisar city. Meanwhile, officials of the DHBVN caught red-handed a gang involved in tampering of meters in the area. The gang members, including Jaswant Singh and Baldev Singh of Harni village and Jasvinder Singh of village Damdama were caught red-handed at 3.30 am while tampering with the electricity meter of Harnam Singh of Sant Nagar. An FIR has been lodged at Rania. After catching the gang, raids were carried in villages and the officials detected 25 meters showing evidence of tampering. While 15 meters had been sent to the laboratory for testing, 10 consumers had paid the penalty of about Rs 4.5 lakh. Another case of meter tampering had come to light at Nuh in which DHBVNB assistant lineman Prakash was involved. A complaint had been lodged with the police in this regard. |
Night teams to attend plaints
Chandigarh, October 15 Power Ministe Ajay Singh Yadav said today that each team would be headed by a junior engineer or foreman with supporting staff. A vehicle would be made available to them to attend complaints at distant places. Efforts were being made to attend power-related complaints in rural areas from October 20. At least one officer of the level of SDO would monitor the complaints on a rotational basis during night in each operation circle. Kidnapped villager’s body found, 2 held
Sonepat, October 15 The body was recovered after interrogation of arrested alleged accused Ranbir of Rohna village and Sunil of Chhara village. In a complaint lodged at the Kharkhoda police station on October 2, Ashok’ brother Rajinder alleged that his brother had gone with Ranbir and other unidentified persons but did not return. The police arrested the alleged accused and during interrogation, they confessed that Ashok had allegedly molested a girl of Chhara village who was to be engaged with Ranbir and this led to his kidnapping and murder. The arrested accused, who were produced in the court here today, were sent in judicial custody. Ashok’s body was also handed over to his family members after the post-mortem examination. |
Ailing ‘chauke, chhakke’ poet suffering in penury
Sirsa, October 15 Dilbar, an octogenarian Punjabi poet known for satirical poetry with a punch, has been reciting his poems at the Red Fort on Independence Day and Republic Day celebrations since 1953. Dilbar, who ekes a living by selling jalebis and other eatables on a rehri, has to his credit performances in the Rashtrapati Bhawan on five occasions during the terms of two different Presidents. “Chauke and chhakke” (fours and sixes) are the hallmarks of his poetry. The “Chaukes and chhakkes” are ifour-liners and six-liners, through which the octogenarian hits out sarcastically on the social inadequacies. Now, in his twilight years, Dilbar is living a miserable life due to the combined effect of old age, illness and poverty. “The reason why Haryana is facing crimes like rapes and eve-teasing is that despite making immense economic growth, the state is still very backward culturally,” said Dharennavar, who has translated Japji Sahib, Sukhmani Sahib and Zafarnama by Guru Gobind Singh into the Kannada language. He said Haryana does not have much of writers and poets. As against eight Jnanpith Award winners in Kannada literature, there is none in Haryana so far. He said the minuscule number of literary persons like Dilbar in Haryana, has been forgotten by the government as well as society. He said if the youths did not get good literature to read, they were prone to drifting towards misdemeanours. Monthly scholarship for SC students
Chandigarh, October 15 The scheme was approved with the objective to support parents of children belonging to the SC for education of their wards studying in Classes IX and X so that the incidence of drop-out, especially in the transition from the elementary to the secondary stage could be minimised, an official said. He said students belonging to the Scheduled Castes would be eligible to get benefit of the scheme. Also, the income of parents or guardians of the beneficiary should not exceed Rs 2 lakh per annum. Apart from this, the beneficiary should not be getting any other Centrally-funded pre-matric scholarship. The beneficiary should be a regular, full-time student studying in a government school or in a school recognised by government or a Central or state board of secondary education. He said the state government was also implementing Rajiv Gandhi Scholarship Scheme to encourage meritorious students for higher education. A number of scholarship schemes for students belonging to Scheduled Castes, Backward Classes and those living below poverty line were also being implemented to encourage students to get education. education boost

Power plant officials in China to oversee repair
Yamunanagar, October 15 According to highly placed sourced within the HPGCL, Ajit Bansal Secretary Power, Anurag Aggarwal, managing director of HPGCL and Sushil Bansal, Director HPGCL, have flown to Shanghai to discuss the matters relating to unit number 2 of the Yamunanagar Thermal Plant. The YTPP which was awarded Gold Shield for meritorious performance after being re commissioned in 2008, has been lying out of operations since March, this year, after both the 300 MW capacity units installed at the plant suffered a breakdown. While unit I failed on March 31 following the failure of turbine blades, unit II had not been generating any power since September last year, following rotor problems. After the failure of turbine blades of unit I, the equipment was transported from Yamunanagar to China by sea in June for repairs as it could not be repaired in India. The sources said now the equipment was in the final stages of repair and two engineers from YTPP were in Shanghai to oversee the testing. They said that it may take three or four months before the unit was operationalised at the Yamunanagar Thermal Power Plant as even after completion of the repairs, it would take another two months for it to reach the plant site. After which it may take four to six weeks to start the unit again. Meanwhile, unit 2 of the plant which had suffered damage to turbine rotor on September 25, last year, has been received at the plant site and is being again installed. The rotor had been sent to Baroda works of Siemens for repair on which the HPGCL had to spent about Rs 5 crore. The sources said that the rotor would be put back into operation after balancing works. The engineers here are expecting to restart the unit within a few days. |

Haryana staff firm on stir against PPP model
Faridabad, October 15 It would also orgainse an employees’ rally at Rohtak, home district of Chief Minister Bhupinder Singh Hooda, it added. A sangh office-bearer said the agreement was reached at a meeting of its delegation with the Chief Minister on August 25. Besides scrapping of the PPP model in government departments and municipal bodies, the government had agreed, among others, to do away with the practice of giving employment through contractors, to fill vacant posts through regular appointments and regularise the services of eligible employees. He said the sangh was organising rallies of employees in the state. The one organised at Ballabgarh yesterday in this district had received a good response. |
