Rewari, December 24 They pointed out that while 294 out of 545 examinees of the school had been made to re-appear in one or the other subjects, the plight of many of the 96 examinees of the science faculty was quite dismal. They also rued that many of those students, the appearance of whose names in the merit list was considered a certainty, had been shown to have obtained paltry marks. They insisted on re-evaluation of their answersheets in the subjects concerned, without the HBSE charging the hefty re-evaluation fee from them while seeking speedy relief and justice for themselves. Thus while the blockade soon resulted in long queues of vehicles on the circular road as well as the Rewari-Narnaul road, SDM GL Yadav and tehsildar Naurang Rai reached the venue and assured the agitating students of the genuine support of the district administration, following which the blockade, which lasted for about an hour, was lifted. Simultaneously, the SDM also conveyed via telephone the students’ grievances vis-à-vis their main demand of re-evaluation free of charge to the HBSE officials. Similarly, while according concurrence to the students’ genuine grievances, Principal Manju Pawar said she, too, was sending a communication to the secretary of HBSE in this regard. |

Chandigarh, December 24 The centre was inaugurated by Shiv Charan Lal Sharma, Minister for Labour and Employment, at a ceremony in the presence of a cross-section of society comprising, among others, educationists, IAS and IPS officers at Faridabad yesterday. “The AIKF centre, offering 300-hour of coaching at highly-subsided rates will go a long way in preparing students from the economically disadvantaged sections for the civil services examination,” said HS Rana, vice-chairman of the AIKF (North). Prof DG Saxena, the centre coordinator, opined that there was a great need for an institute at Faridabad which could cater to the needs of students preparing for the IAS and allied services.

Kaithal, December 24 He also stressed upon the need to educate farmers about using manure and worm compost so that their dependence on chemical fertilisers could reduce. It would also help in the disposal of waste materials and would be a step towards waste management, which will ultimately have a positive effect on environment. He also asked the officials to motivate people to set up biogas plants at the village level. Jindal expressed concern over accumulation of water in some villages due to lack of a proper drainage system and directed the administration to find a solution to the problem as it had become a source of nuisance to the people. Keeping in view the demand of the public, he issued directions for brick paving of some roads, construction of community toilets and completion of work of laying of sewer lines in the Ram Nagar locality of the town. The Deputy Commissioner, Chander Shekhar, gave details about the execution of the ongoing development projects. Surendra Nain, Civil Surgeon, gave details about health facilities being provided in different parts of the district. Rajbir Dhiman, DRO, talked about the computerisation of land records and other facilities being provided to land owners. Kuldip Singh Yadav, SP, Hawa Singh and Arvind Sharma, SDM, Kaithal, and other officials of various departments were present at the meeting.

Kurukshetra, December 24 He also inaugurated a computer laboratory for special children in the school. While speaking at the function, Brar said “Society is very grateful for the contribution of volunteer organisations and special teachers, who bring children with impaired speech and hearing in the mainstream of society”. Appreciating the role of social workers and volunteer organisations, he said following the scientific and technical aid, the physically-challenged and the special children needed to be taken care of with great zeal. He said that the challenges faced by the disabled children could be removed with proper technical know-how and a healthy approach. The introduction of behavioural education and day-to-day community participation through the computer laboratory was a unique idea made available by the school, he added. Commenting upon the cultural items presented by the disabled special children, he said that despite their speech and hearing impairment, the children did their best in playing musical instruments and dancing on background music. Later, the DC awarded the special children for their outstanding contribution toward various fields. Amway Company’s representative, Dev Asish also spoke on the occasion. District Police Chief, Rakesh Arya presided over the function while the School in-charge, Rashmi Kataria welcomed the guests and presented the annual report of the school. |

Workshop on effective teaching
Kurukshetra, December 24 The workshop was held under the Internal Quality Assurance Cell (IQAC) of the mahavidyalya for teaching and non-teaching staff members. Mira Anand and Sanmeet Sidhu trained the staff members in effective teaching, better communication skills, personality development, leadership skills and classroom management through various activities. The Principal, Dr Bharti Bandhu, said such workshops helped in development of personality. At the end of the workshop, Associate Professor Dr Sonia Malik thanked the team from Bulls Eye.

Kaithal, December 24 On the occasion, Virender S Malik, principal, Darshan Academy, read the annual report of the school highlighting the achievement of the school. “Our students brought laurels by participating in national and inter-national level competitions. ITIs to start short-term courses in all trades
Sirsa, December 24 Director of the department RC Verma said this at a division-level meeting held at ITI, Sirsa, recently. He said arrangements were also being made to provide loans to the youth, who had left their studies in between, to join these courses. He said the department was laying a special emphasis on the placement of students passing out from various trades. The department would ensure that 100 per cent placement was made in all ITIs of the state, Verma added. With a view to improve the quality of all ITIs, the best institute award had also been started and three ITIs would be selected for the top slots. The institutes bagging the first, second and the third positions would be given Rs 1 lakh, Rs 75,000 and Rs 50,000 in cash, respectively. Also, state and district-level competitions would be organised for the students. Verma said the students winning the first position in the district-level trade competition would be sent to state-level competition and the winners of state-level competition would be honoured with a special award and cash prize. He added that special facilities were being provided to girl students studying in ITIs. All girls were being given a free-of-cost tool kit costing Rs 1,000 and 30 per cent seats had been reserved for them. He said full-fee exemption was being given to the girl students of these institutes and so far 26,000 girls had taken the benefit.

Vaccine to prevent infant mortality launched
Kurukshetra, December 24 Kataria told mediapersons that the vaccine would help in decreasing the infant mortality rate, which was quite high in the state -- 40 per thousand -- while in Kerala the count was 12 and in Tamil Nadu it was 17 per thousand. She stressed upon the need to put efforts on a war footing to cope with the situation. Civil Surgeon Vandana Bhatia said about 20,000 newborns would be administered a dose of the pentavalent vaccine in the district this year. The vaccine had been made available in all government health institutions of the district, she added. Dr Anupama Singh, Deputy Civil Surgeon who is also in charge of the vaccine services, said trained staff had been provided in all health centres for the purpose. She appreciated the efforts made by the World Health Organisation (WHO), Unicef and the National Rural Health Mission (NRHM) in introducing of this new vaccine.

‘Growing trees cheapest, most effective method’

Kurukshetra, December 24 Dr Ambika Zutshi is a senior academician in Deakin University, Melbourne, Australia. A PhD in environmental science from Monash University, she is actively studying environmental management systems across the world. In continuation to her study conducted in Australia and New Zealand, now she is studying the systems of Indian companies. She had visited 20 companies across various sectors. The most significant observation of the survey is that the environment has to be a part of our life. While talking to this correspondent at Kurukshetra University, she observed that it was not a big deal to plant a tree. What mattered most was the aftercare, saving it from the vagaries of weather, insects, pests, diseases, animals and human beings. Many people were now environment-conscious, but it was a must to learn and follow the practices of saving plants the right way. “At times there are certain practices that are followed by generations. For example, raising a platform around the main trunk of the tree. You can still find such structures near temples and at the village chaupal, the common sitting place. These were primarily made to create a sitting place and to 'protect' the plant roots and main trunk from injury. But it had just the opposite effect. Nothing could be more damaging. See any such such tree and you would find the structure badly damaged and roots coming out of the cracks gasping for breath,” she said. “Similar is the case in urban planting. At most places, we find tiled pavements. Trees are stuck between the road and boundary walls of houses and concrete at the base. And then it has to brave natural calamities of insect and disease infestations. In such cases, provisions should be made at the base. A basin space of at least five feet by five feet should be given. The soil level at the base should be sloping down towards the base so as to capture and confine even a single drop of rain. In case of compulsion of having concrete structures, one could use porous tiles or the ones with holes that allow percolation of water,” she further added. |

Women go for vasectomy, 49 rejected
Rewari, December 24 At such mass rejection of their cases, the women got infuriated and blocked traffic on the Jaipur-Hisar highway at Nangal Chaudhary, in protest against the “arbitrary” conduct of the
LMO. At their insistence when eventually the Chief Medical Officer, Dr Chander Mohan, turned up in the evening, they expressed dissatisfaction at the summary rejection of their cases. Consequently, the CMO assured them that their operations would be performed after re-execution of their pregnancy tests by another LMO, after which the blockade was lifted. Thus, 26 of the 49 women, whose cases were earlier discarded by the above LMO, were found in fine fettle during the pregnancy tests conducted by another LMO on December 21, whereas 15 of the 49 excluded women did not turn up while cases of eight other women were put aside on medical grounds other than pregnancy. Subsequently, vasectomy operations of all these 26 women were performed. Meanwhile, the CMO has issued a show-cause notice to the LMO, Shushobhita Prasad, asking her to furnish her explanation within a fortnight.

The district general secretary of the HPCC, Harender Saini, and the chairman of the South Point Education Society, Dilbag Singh Khatri, distributed prizes among the winners. They urged the youth to keep themselves physically and mentally fit to serve their families, society and the nation in a better way. The winners in different weight categories included Surjit in 59 kg, Ganesh in 66 kg, Jitender and Pawan Khatri in 74 kg, Pradeep Sonak in 83 kg, Shalender in 94 kg, Raj Kumar in 105 kg and Amit Lathwal in 120 kg.

Seminar on cancer awareness
Yamunanagar, December 24 This was stated by Bittu Safeena Sandhu, a social activist, at a seminar to create awareness against cancer held at Mukand Lal National College here recently. “Cancer cells begin in cells, the building blocks that make up all tissues and organs of the body, including the breast. Normal cells in the breast and other parts of the body grow and divide to form new cells as they are needed. When normal cells grow old or get damaged, they die, and new cells take their place,” Sandhu said. He said breast cancer was the most common type of cancer among women and one must not be afraid to go for proper tests after finding some signs of breast cancer. “If the cancer is detected at an early stage, it can be easily cured,” he added. —OC

Rs 64.50 cr given to poor couples: Govt
Chandigarh, December 24 Under this scheme, a grant of Rs 31,000 each is given to persons belonging to Scheduled Castes, denotified tribes and
‘Tapriwas Jatis’ and also to widows of all sections of society living below the poverty line. Rs 11,000 is given to persons of other sections of the society living below the poverty line. He said that to encourage panchayats for their outstanding work in the field of welfare of Scheduled Castes, a grant of Rs 50,000 is being given
as incentive. Under this scheme, Rs 31.50 lakh were given to 63 panchayats during the year 2012. He said that under the scheme, monetary relief is given
to victims of atrocities under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. The relief being given to them has been enhanced from Rs 15,000- Rs 20,000 to Rs 40,000- Rs 50,000 with effect from December 23, 2011. Under this scheme Rs 76.74 lakh have been given to 136 victims from January to December, 2012. He said that the State Government also provides financial assistance for higher competitive entrance examinations to candidates belonging to Scheduled Castes and Backward Classes through private institutions. Under this scheme, over Rs 2.44 crore were given to 5,029 aspirants during the year 2012.

BJP celebrates Gujarat win
Faridabad, December 24 The party activists started coming out of their houses by the time trends of results in more than half the Assembly constituencies were beamed on various TV news channels. By afternoon, their numbers swelled and they were all over the public places. They were in a jubilant mood and were praising Modi. They were apparently undeterred by the party’s set back in Himachal Pradesh. Faridabad president of the BJP, Ajay Gaur, however, said a win in Himachal Pradesh would have been the icing on the cake. “The convincing win in Gujarat has been more than offset by the loss in the hill state,” he added. A large number of the activists assembled at the residence of the president of the Haryana BJP, Krishanpal Gujjar. Ladoos were distributed liberally among them. Gujjar reminisced about the role played by Modi in strengthening the BJP in Haryana as in charge of the party’s affairs in the state during the late 1990s. “The BJP workers in Haryana have a personal rapport with Modi,” Gujjar added.

Kurukshetra fares well on global sanitation map
Kurukshetra, December 24 This was stated by Brooke Yamakoshi, Water, Sanitation and Hygiene Officer, Unicef Pacific-Solomon Islands, a member of delegation under the umbrella of Unicef and World Bank, while interacting with people in Bohali village and Sandhola recently after witnessing the model community latrine in the villages. Yamakoshi said lack of toilets made the women and the girls vulnerable to violence, since they were forced to defecate only after nightfall and in secluded areas. Sanitation enhanced dignity, privacy and safety, especially for the women and the girls. In India, especially in the state of Haryana, Kurukshetra had implemented the sanitation programme in the best possible manner in letter and in spirit. The waste-management scheme introduced in Kurukshetra villages was a role model for other South Asian countries, she added. The Additional Deputy Commissioner, Sumedha Kataria, said that out of 382 village panchayats, Kurukshetra had adopted the waste-management scheme. In addition to this, 78 new Nirmal villages would also reflect on the entire clean map of the district. Earlier, welcoming the delegation in his office, Deputy Commissioner Mandeep Singh Brar said there was a dire need of mutual exchange of experiences, keeping in view the variations from country to country. Rohtak, December 24 “Though the problem of encroachment was persisting in every nook and corner of the city, it has taken a toll on all the main roads. The space available for the movement of traffic has been reduced considerably due to shopkeepers and traders putting up their signboards on the road meant for pedestrians and vehicles,” said Gaurav, a resident of the civil road locality here. He said officials of the civic body had impounded articles and items kept on the main roads as part of the drive recently, adding that the problem persisted as shopkeepers managed to get back their items due to “political connections” and resorted to the same practice after a few days. He said many shopkeepers on the Jhajjar road had encroached upon the space which was cleared a few days ago. Virender, a resident of Para Mohalla, said the drive appeared to be just a formal exercise as the encroachers always come back. Claiming that many shopkeepers removed their articles only when the officials arrived, he said heavy fines ought to be imposed on offenders. “Various roads, including Delhi road, Sonepat road, Jhajjar road, Circular road and Subhash road have been encroached upon and due to political intervention the authorities find it nearly impossible to achieve the target every time such a drive is launched,” said sources in the civic body. However, a senior official of the civic administration claimed that the drive was not only a success in removing several encroachments but also created an awareness among the residents over the issue. |

Power distribution system to improve from Jan 1
Chandigarh, December 24 A decision to this effect was taken at the monthly review meeting of the power utilities, which was held here recently, under the chairmanship of Haryana Power Minister Ajay Singh Yadav. Yadav announced this with a view to ensure more power supply to the rural consumers. The Haryana Government would start a unique scheme under which 14 hours of uninterrupted power would be supplied, if one-third of the line losses could be lessened on the feeders with more than 25 per cent line losses. Further on lessening one-third of the losses, 17 hours of power would be supplied and on lessening technical losses to 25 per cent or more, 20 hours of power would be supplied on the pattern of urban areas. He said under this scheme all houses of the villages connected with a feeder must have power connections and the meters should be installed outside the houses. Yadav stated that the camps would be organised and new connections would be given on the spot to those houses which did not have power connections. He also mentioned that under the power-distribution system improvement campaign, old wires would be replaced and to put a check on accidents, iron poles would be replaced with those made of cement. The loose distribution lines would be fixed and fencing of the transformers installed on the land would be done. He said the work would be done under the supervision of power committees at the village level. At the meeting, a total of 68 complaints of power utilities were considered, which included 37 related to the Uttar Haryana Bijli Vitran Nigam, 18 to Dakshin Haryana Bijli Vitran Nigam and eight cases of vigilance. Taking a serious note of the cases of power theft, Yadav issued directions to the officials to take measures for quick disposal of power-theft cases, lying pending in the courts. He directed the officials concerned to make efforts to take such cases to special courts so that those found guilty could be punished and accordingly, the penalty could be recovered. He also suggested to them to start a special campaign to dispose of such cases through lok adalats. It was stated at the meeting that so far power utilities had registered 786 FIRs at special police stations against those found guilty and out of them 187 persons had already been arrested. A total amount of over Rs 10.26 crore had been recovered from the guilty consumers. Those present at the meeting included Chief Parliamentary Secretary Vinod Bhayana, Chairman and Managing Director of power utilities Devender Kumar and Director-General, Haryana Power Generation Corporation Tarun Bajaj.

Tax-collection target
Chandigarh, December 24 Choudhry was presiding over a monthly meeting to review the working of the department at Panchkula, recently. It was stated at the meeting that as against a target of collection of Rs 19,940 crore under various Acts during the current financial year, the department had collected Rs 13186.94 crore. She directed the officials that there should not be any shortage in the supply of 'C' forms to the traders. She also asked them to regularly check the goods vehicles and also inspect the commercial complexes to enhance tax collection.

DHBVN officials to go to field for consumer satisfaction
Hisar, December 24 The DHBVN has decided that each of its senior officers, including Directors, Chief General Managers and General Managers, will inspect at least three operational subdivisions per month. A spokesman of the DHBVN said here that during the inspection, the officers would inspect the works done and efforts made for commercial viability and consumer satisfaction in particular besides the general working of the subdivision. The senior officers would submit their reports of inspection to the management, which would be analysed and discussed in meetings for the review of operational activities. Taking yet another major step towards consumer satisfaction, the DHBVN has directed all its deputy general managers (Operations) to visit at least one operational subdivision in a week under their jurisdiction and hold “Open Darbar” to resolve all billing disputes of the consumers on the spot after due deliberation by a committee of DGM, AGM and Divisional Accountant/Auditor. In case the matter is beyond the powers of the DGM, it will immediately be sent to a competent authority. These open Darbars will be in addition to the Bijli Baithaks, being organised by senior officers of the nigam. All junior engineers have also been directed to visit, at least once a month, each village under their jurisdiction and the JEs posted in the towns have also been given a schedule to stay in contact with the consumers. He said the facility of registering all types of complaints, including relating to billing, metering, connections, expansion of system etc besides complaints relating to the power supply on a call centre has already been provided to the consumers. Now all rural and urban consumers in the area of the DHBVN comprising Sirsa, Fatehabad, Hisar, Bhiwani, Mahendragarh, Rewari, Gurgaon, Mewat, Palwal and Faridabad districts can get their complaints pertaining to the DHBVN registered at one point through their toll-free number-18001801615, round-the-clock every day. A short number 155333 has also been provided to facilitate the consumers.

Sonepat, December 24 This was stated by the Sonepat MP Jitender Singh Malik while presiding over a telecommunication e advisory committee meeting here recently. Besides the officials of the nigam, members of the advisory committee Ashok Kumar Rathi and Sumer Singh Chahal were also present at the meeting. He said the nigam should organise telephone adalats from time to time to get acquainted with the problems being faced by consumers. Naresh Goyal, general manager of the nigam, Sonepat, said the nigam would erect 26 new mobile base transceiver stations in the district during the current financial year. It would soon introduce new mobile technique to improve the mobile services as well as to increase the Internet speed, he added. He said 3G service would also be provided in Gohana, Kundli, Murthal, Gannaur, Kharkhoda and in the areas adjoining the GT road in the district.

Students protest against Delhi gang rape
Ambala, December 24 The protest started with a signature campaign, in which over 500 persons signed a pledge to stop crime against women. Students gathered at the college campus and raised slogans against the gang-rape accused as well as the Delhi police. Carrying posters and banners, the students demanded death penalty for the accused. They also prayed for the victim, who was fighting for her life at Safdarjung hospital in Delhi. The protesting students said death was the only punishment for the perpetrators of such a heinous crime. Female students raised slogans such as "Mat Sata Ladki ko Paap Hoga, Kabhi Tu Bhi Kisi Ladki ka Baap Hoga”, “Girls are not a mere toy to play with. Therefore, respect them and stop abusing them,” etc. “We are feeling disgusted with what has happened in Delhi. The rapists should be hanged till death. Girls are not safe anywhere in the country. It’s high time that the government should take some serious action against them,” said Ranjana, a student. Another student Mehak said: "Don’t tell your daughters not to go out. Tell your sons to behave properly. Why do girls have to sacrifice every time? Girls should be given full freedom and strict laws should be made by the government for their safety and security”.

Enrolment process ‘lacks planning’

Ambala, December 24 The residents say the administration did not make proper arrangements for the enrolment process. Only a few centres had been set up in the city and the cantonment areas. In fact, most of the residents were not aware of the enrolment agency or the centres. Recently, the agency had started enrolment for the Aadhar card in Sector-9, Ambala City. But the people were not informed in advance. Residents said when they went to the centre, their forms, some of which were deposited a year ago, could not be traced. In some cases, the data of the applicants was found missing from the computer systems. Neither was there any separate arrangement for senior citizens, nor any sitting arrangement had been provided by the enrolment agency. Residents had complained about the matter to the Food And Supplies Department but nothing had been done in the matter so far. Sources said 11.36 lakh people were to be enrolled for the Aadhar card in the district while around 2.80 lakh cards had been prepared so far. People had demanded that the cards be enrolled wardwise. Meanwhile, Deputy Commissioner Shekhar Vidhyarthi said all possible arrangements were being made to avoid any difficulty that the people might face while enrolling for an Aadhar card. The Additional Deputy Commissioner had been appointed as a nodal officer for this project. |

Haryana lad wins gold medal in Nepal
Jhajjar, December 24 Ashish is a student of Class X with Navyug High School in Bahadurgarh and belongs to a middle- class family. This is for the second time that he has won a medal in this international event. Earlier, he had also won a silver medal. Ashish was accorded a warm welcome by people on reaching Bahadurgarh. While talking to mediapersons there, the promising player said he had toiled hard to get the medal in the championship. “Last time, I had missed the opportunity of winning the gold medal by a narrow margin but this time, I hardly gave any chance to my opponents to defeat me,” said the gold medallist, adding that hundreds of players from India, Srilanka, Bhutan, Bangladesh, Pakistan and Nepal participated in the championship to show their talent. Ashish maintained that he wished to represent India in more prestigious international championship like Common wealth, Asian Games and the Olympics. Rahul Dev, coach of the gold medallist, said Ashish had brought laurel not only for Haryana but also for entire nation by winning a gold medal in the global tournament.
