40 DPS students escape unhurt in bus mishap
Jammu, October 17 Passersby and traffic policemen stopped the bus and got the children out of it. No one was hurt in the incident. Eyewitnesses said the bus on the route number 145 was on its way to Rehari when its driver, who is in his early 70s, lost control at a curve and hit a car parked near Raghunath temple. Two persons, including a woman were inside the car at the time of the incident. “The bus driver and the car owner entered into a verbal duel. Traffic policemen and local residents intervened to pacify the car owner. As soon as the owner of car tried to remove the vehicle from to the spot, the bus started moving slowly, creating panic among students and pedestrians," Mohammad Latief, an eyewitness, a Patwari in the revenue department, said. He said, “I was inside my friend's shop at the time of the incident. The bus driver could not control the vehicle as its brakes had failed. We rushed towards bus and tried to stop it." Latief said students and pedestrians had a "miraculous escape. “Had the pedestrians not stopped the bus, it would have led to a big tragedy. We were successful in controlling the vehicle thanks to the Almighty. All students alighted safely from the bus and the school authorities were informed about the incident. They arranged another vehicle to take students." He also pointed out that the bus driver was in his early 70's and the school authorities shouldn't have allowed him to drive. “The driver was quite weak and he was trembling with fear. He might have been driving the vehicle for a living but the school authorities should depute him somewhere else so that he doesn't lose his job," Latief said. fact file

Education department starts collecting data on infrastructure of schools
Rajouri, October 17 District Resource Officer, Rajouri, Heemakant Sharma said, “A team of 150 persons has been deputed in various schools in Rajouri under the Educational Management Information System (EMIS) scheme of Sarva Shiksha Abhiyan scheme. The aim is to collect information and remove shortcomings to improve the condition of the schools in far-flung areas.” “We have 1,715 government schools in Rajouri and 282 private schools from primary to higher secondary level. We have started the process to make a complete database about each school’s infrastructure, including drinking water and toilet facilities according to the Supreme Court ruling,” he added. “We have 15 zones in Rajouri, where two zonal resource persons (ZRP’s) and eight Cluster Resource Person (CRP’s) have to complete database after complete monitoring and accessing the schools and their actual condition whether the schools have sufficient facilities or not.” According to reports, 1,147 schools in Rajouri do not have toilets and 231 schools being run in rented premises, Sharma said. “Difficult geographical terrain has led to several problems in providing basic facilities to the schools. He also raised concern over the declining ratio of enrolment of girls in several rural areas. Suitable measures need to be taken to deal with the situation.” Sharma said, “The process is in the early stages and hopefully a report would be submitted in time.” |

Dream reward: Eloquent college student dons cap of a DSP for a day
Jammu, October 17 Well the dream came true for one day for now as she spelled out what should be done on ‘Civil Defence and Mitigation of Disaster’ on October 13. The reward for winning the inter-college debate contest on the theme was the opportunity to manage affairs at the control room for one day. "It was a great experience for me to wear the uniform of a DSP and work like an officer for one day. Though I didn't issue any orders, yet I took a round of the PCR Complex and tried to understand the functioning of policemen as well as civil defence personnel," Tanima said. Tanima, who was flanked by her parents, college teachers and runner-ups of the debate contest, said, We were informed at the beginning of the debate contest that the winner would get the opportunity to act as a DSP for one day. As I have great inclination towards the profession, I decided to work hard and won in the first phase of the contest." Engineering college suffers due to govt’s apathy
Jammu, October 17 Some of the senior teachers have been waiting for promotions over the past 18 years. Recently the state Cabinet dashed hopes for implementation of the promotion policy and the 6th Pay Commission Report in their favour by deferring the proposal. This led the faculty members to start a 21-day long agitation. For now the teaching faculty has decided to suspend the agitation after an assurance from the Commissioner Secretary Higher Education Department. Nearly 50 per cent of lecturers working at the college are working on ad-hoc basis thus affected performance of the institution. The college was established in 1994 and it is the only government-run engineering college in the region. There are only 48 faculty members in the college against 71 sanctioned posts which include 28 temporary and 20 permanent lecturers. “Over the past two decades, 12 poorly paid temporary faculty members have left the institution. The government has failed to formulate a promotion policy so far,” a senior professor said. Most of the ad-hoc lecturers get a consolidated salary of Rs 12,000, with no incentives forcing them
to leave the college for better avenues. GCET was established in 1994 in Old Campus of University of Jammu (JU) on the model of erstwhile Regional Engineering College (REC) in Srinagar and was to be developed as a premier technical college in the country. “At times we receive salaries after two to three months. On the other hand professors and lecturers in other colleges and universities are getting salaries as per the 6th Pay Commission,” said a lecturer on the condition of anonymity. Minister for Higher Education Abdul Gani Malik said the government is formulating new rules, which have been sent to the ARI Department for approval. “The issue was also discussed in the Cabinet but it was decided to study the consistency of the recruitment rules with the AICTE norms. Jammu, October 17 The accused have been identified as Shamas Din of Ramban, Keshav Raj Rakwal of Paloura in Jammu, Sanjeev Kumar of Kishtwar and Zahoor-ul-Hassan Kamal of Kamal Mohalla, Kishtwar, who is a notorious cheat and fraudster. A spokesperson said the Jammu Crime Branch had received a complaint from Mohd Amin Bhawani of Sagri Bhata, Chatroo in Kishtwar district on December 22, 2008, alleging that in July 2008 a fraud was detected in the J&K Bank branch at Kishtwar in which Rs 4.60 lakh was fraudulently withdrawn from four the saving accounts. "When the complainant and other account holders went to the bank to withdraw money, they found that their accounts were already debited without their permission," the spokesperson said. When the account holders raised a hue and cry, the bank authorities assured them that their money would be credited into their respective accounts. Subsequently, the branch manager and the staff raised a consumption loan and adjusted the same into the accounts of the customers. After preliminary verification, a case was registered at the Crime Branch, Jammu. During investigation, it was found that money was fraudulently withdrawn from the three different accounts by Zahoor-ul-Hassan Kamal who ran a stationery shop adjacent to the J&K Bank branch at Kishtwar under the name of M/s Wahid Dar-ul-qutab. After withdrawing money, Zahoor-ul-Hassan had deposited Rs 1.60 lakh in his father's account and Rs 94,000 in the account of his mother. The Investigating Officer arrested the accused, Zahoor-ul-Hassan. He admitted to have fraudulently withdrawn Rs 4.6 lakh from the J&K Bank Branch, Kishtwar. He also disclosed that he had paid the share from the money withdrawn fraudulently to branch manager Shamas Din, another manager Keshav Raj Rakwal and manager cash Sanjeev Kumar. the accused managers dod not compare signatures of account holders with those on the

Fourth Tawi bridge to be thrown open by Feb
Jammu, October 17 Officials say though the construction was slowed down in the past due to work taken up for embankment for the construction of a lake on the river by the Irrigation & Flood Control Department, the tenth span will be completed by November. The construction started in December 2010 at an estimated cost of Rs 93 crore to ease pressure on the existing three bridges on the river, which are facing huge traffic due to plying of thousands of vehicles every day. The bridge will provide an alternative route to vehicles going to Akhnoor, Muthi, Domana besides Poonch and Rajouri districts. “The tenth span will be completed this month and the R&B Department is responsible for road work. Completion of the last span was delayed due to construction of lake by the irrigation department,” said Suresh Rekhi, Executive Engineer. The bridge will connect the Warehouse area from Satwari via Belli Charana and Bhagwati Nagar. A four-lane bypass road from Bhagwati Nagar to Akhnoor road at Muthi having a length of 13 km connecting Seoura, Akalpur, Lower Barnai and Pounichak villages is also on cards. R&B Chief Engineer, Tehsim Mustafa, said that road was being laid and it will be thrown open for traffic by February end next year. “The total cost of the first phase of the project is Rs 147 crore and we are laying the roads to connect it with Akhnoor road. On the Warehouse side, major work will be taken after November 20,” Mustafa said. Farmers protest FCI decision not to lift paddy
Jammu, October 17 Raising slogans against the FCI and state government, the farmers alleged there was a nexus between mill owners and FCI officials and they were being forced to sell their produce at lower rates. They also alleged “exploitation of the farming community” at the hands of FCI officials. “The Agriculture Department held a meeting some 20 days back to review the arrangement for paddy procurement. Thereafter, the farmers were asked to bring their produce to a particular place identified by the FCI officials who lifted five samples and declared that they did not meet the specifications of the FCI. No testing was done and farmers were subjected to hardships,” one of those leading the protest alleged. The protesting farmers said the FCI officials again lifted the sample and cleared the level of moisture in the paddy crop but they did not clear the varieties on one pretext or other. “The FCI officials were reluctant to lift paddy as they have a nexus with mill owners and are forcing the farmers for selling their crop at lower rates. We will suffer huge loss as the paddy has been grown over 4000 hectare land
in Nagri area alone,” they said. The farmers had come with their tractor trolleys loaded with gunny bags yesterday. They had locked two FCI officials in a godown and demanded lifting of their paddy. Official sources said the government rate of paddy had been fixed at Rs 1,250 per quintal this year while the farmers were being forced to sell the crop at Rs 800 to Rs 850. Over 1,000 quintals of paddy has been kept in open and many trolleys loaded with food grains have still not been unloaded. Kathua Deputy Commissioner Zahida Parveen Khan said she had talked to the director, Agriculture, Jammu, who had sent a team of experts for sampling and find out the specification. “The team is working on it and a clear picture

Jammu, October 17 He added that the job prospects for physiotherapists were tremendous in hospitals, nursing homes, rehabilitation centres, orthopedic and neurological departments and intensive care departments. Dr Singh further said even the corporate sector had jobs for physiotherapists like the Indian Railways, Indian Airlines, Tata Group, Birla Group etc. He informed that after getting a master’s degree in physiotherapy, one could opt for a teaching field and join any physiotherapy college or university running the course. Jammu, October 17 In the first semifinal, GDC Poonch trounced PG (Arts) by 5-1 goals in a one-sided match. Amandeep Singh opened the account for GDC Poonch team in the 15th minute which was later equalised by PG (Arts) through Amit Sharma in the 18th minute. Tarvinder Singh struck in the 31st minute for GDC Poonch to make it 2-1 at the end of the first half. PG (Arts) made concerted efforts to put up a fight but could not get the momentum going. Jammu, October 17 In U-17 boys’ final, Udhampur will lock horns with Jammu. In the girls’ section, Jammu will square off against Udhampur in U-19 title clash while in U-17 age group, Doda had set up title clash with meet Jammu. Earlier, in U-17 boys’ semifinal, Udhampur got the better of Doda by 9-6. For Udhampur, Vishesh was the top scorer with three goals while Abhey and Rahul scored two goals each. 2011. Bhartiya Khadiya Nigam Karamchari Sangh (BKNKS), Food Corporation of India Executive Staff Union
(ESU) and Food Corporation of India Class IV Employees Union are spearheading the protest against the officers on the list. Hotel, two jewellery shops raided
Batote, October 17 The raids continued from 11 am till midnight yesterday. The raiding team left for Jammu today. “During the raid at Hotel Ramban Regency and the three jewellery shops belonging to Baldev Raj and his sons, we unearthed unaccounted and untaxed income. We have also seized some incriminating documents which indicate undisclosed source of income and investment in stocks and shares. A case has been registered in this regard and they will be summoned to our office at Udhampur for further enquiry very soon.
