Jammu, October 8 Officials said that no case has so far been detected in the region but samples of nearly 60 patients have been sent to laboratories in the last two months. Guidelines have been issued to district health centers to create isolated wards. Owing to changes in weather, there is a greater probability of increase in malaria patients in the Jammu region. Officials said there were certain vulnerable pockets such as Gandhi Nagar, Rajiv Nagar, Talab Tillo, Qasim Nagar and Bhagwati Nagar in Jammu city. These localities are being constantly monitored to detect places which are potential breeding grounds of mosquitoes. Symptoms of dengue are severe and continuous pain in abdomen, bleeding from nose, mouth and gums or skins bruising, frequent vomiting with or without blood, excessive thirst, pale cold skin, restlessness, sleepiness and black stool. Bleeding generally takes place three or four days after one contacts fever. It is more dangerous among children. “Special
teams have been constituted by the department to create awareness among
people and detect dengue cases, if any, so that timely help could be
provided in case of any emergency. Door-to-door campaign has also been
started in venerable areas,” said Dr Kuldeep Kesar, malariologist. Dr Kesar said to deal with any potential threat, requisite medicines and equipment have been arranged at various health institutions. Experts say the major carriers of the disease are visitors, especially from outside the state. The stagnant water also gives rise to mosquito that causes dengue. “Many
people go out of the state for work and when they return, they carry
pathogen with them. Identifying them and providing assistance is a major
challenge,” said a health official. People in many areas of the state are still unaware of as to how the disease spreads and the measures to prevent it. The health department said it was going to hold awareness campaign on the disease. THREAT AND ITS

Poonch, October 8 He said the Information Commission wanted to implement the Act in letter and spirit but with the limited number of members and without the required staff it was unable to do so. He said the state government was committed to create 17 posts in the Commission against the demand for 70 posts but even after a gap of one-and-half-year, no appointment was made. The civil society members raised questions about procedural delay and denial by the government members to provide information on time. Earlier, to review the implementation on the mechanism of the RTI Act 2005, a meeting of all district officers was held at the Deputy Commissioner’s Conference Hall
here. GR Sofi spoke about the important features of the RTI Act and called upon the Public Information Officer’s
(PIO) to implement the Act effectively for the welfare of the society. He clarified that seeking information by any citizen should not be treated as a complaint by the public authority. He said it was the public authority that had implemented the RTI Act to maintain transparency and accountability in the working system of the government agencies and added that even the public authority was empowered to seek information under the Act. Briefing the role of the public authority under the Act, he said the PIOs were the important functionaries of the RTI
Act. Sofi said it was the duty of every PIO to provide information within 30 days from the date of filling the application. He said if the information was not provided within the specific time, the applicant had the right to approach the commission. The commission will take action against the erring official, he said. He also stressed upon the PIOs to get complete knowledge about the RTI Act and provide information strictly under the guidelines of the Act. Various Sections and Clauses of the Act were also discussed in the meeting. The Chief Information Commissioner replied to the queries regarding the RTI Act raised by the
PIOs. GR Sofi said, “Under the RTI Act, 18,000 applications had been received across the state so far. Out of these 1,000 cases were settled and 200 to 300 applications were being received every month in the state. He said awareness programmes were also held at the district headquarter and block headquarters to make people aware about the RTI Act.”

Akshay claims Jr district snooker title
Jammu, October 8 Akshay notched up a thrilling 3-2 win. Akshay lost the inaugural frame by 59-66 but recovered well to equalise the lead in the second by frame margin of 48-27. Just when Akshay got into his groove, Sanjay stunned him in the third frame with a fine 67-32 win. After
Akshay, it was Sanjay who lost his momentum that eventually cost him the frame. He lost the frame by a margin of 28-60. In the decider, Akshay had no difficulty in dispatching Sanjay by 76-58 to bag the top
honours. In senior billiards title clash, Sohail Khalid got the better of Ishan Chowdhary by 3-0. Sohail clinched the first set by 100-63 and then followed it up with another thumping win in the next by 100-19. He also took the third set with a convincing margin of 100-43. Meanwhile, the prize distribution ceremony of the tournament would be held along with the valedictory function of the state championship, slated to begin soon. The final matches were officiated by Surjit Singh Baloria and Rakesh Sharma. Earlier, Kanav Manawa produced a major upset by defeating Rohit Sodhi in the summit showdown to clinch the junior billiards title. The final match proved to be a real cliffhanger as both cuiests played outstandingly throughout the match in a bid to emerge triumphant. Kanav eventually clinched the title with 2-1 frames. Earlier, Kanav Manawa got off to a fine start by winning the inaugural frame by 50-37. Rohit Sodhi responded well by pocketing the next frame by 50-42 to equalise the lead. In the decider, Cueist Kanav Manawa kept his cool and did not allow his rival to stage any comeback. He took the frame by a thin margin of 50-49 to bag the top
honours. Meanwhile, Sohail Khalid and Ishan Chowdhary toppled their respective opponents in their semifinal matches of the senior billiards to set up the title clash. In the first semifinal, Sohail Khalid got the better of Ishuk Chowdhary by straight 3-0 frames. Sohail pocketed the opening frame by 100-44 and then went on to win the next with a frame margin of 100-36.
Ishuk Chowdhary used all this tricks to bounce back but could not succeed in his attempts. He lost the decider by 58-100. In the second semifinal, Ishan Chowdhary drubbed Assem Ghai by 3-0 frames (100-73, 100-39 100-96). The final of the junior snooker will be played tomorrow between Akshay Kumar and Sanjay Sharma. |

Girls school in Thriat running without toilets, drinking water
Rajouri, October 8 If one pays a visit to the school, you will hardly find any benches, drinking water or sanitation facilities and playing field on its premises. Despite this all, the school boasts of having a strength of 145 students and seven teachers. Though the school has been named as Girls Middle School, male students are being enrolled here. Sources said there were about 30 male students enrolled in school, of whom five students study in Class VI, three in Class VII and 12 Class VIII. Not only this, students have to walk miles at a stretch to fetch drinking water for themselves and their teachers and girls are forced to go in open field to attend the natural
call. Radhika, a Class VII student, has to walk five miles to reach the school every day. She said, “At times, it becomes very difficult for us to go to the fields to ease ourselves as the school has no proper toilet facilities. We need to walk miles to fetch water from springs or roadside hand-pumps.” “The school is being run with five rooms. One room has been converted into office while other four rooms have to be used for classes. It becomes difficult, especially during the rains, to adjust eight classes in just four rooms,” Radhika
said. Rashmi, another student, said, “Primary classes are running in the open and mid-day meal is cooked on wooden fuel as the school does not have gas cylinder.” The school does not even have a proper storeroom to keep the material related to mid-day meal and hence a classroom is being used for this.
Makhan Lal Sharma, Chief Education Officer, Rajouri, said, “I will take the matter seriously and try to find out whether the zonal education officer has made any mistake.” There are 1,649 schools in Rajouri district of which over 1140 schools are running without toilet facilities, sources said. As many as 231 schools do not have their own buildings and hence are being run at rented accommodations. |

ASCOMS logs win in football meet
Jammu, October 8 ASCOMS opened its account through Viven Pal Singh in the second minute and followed up with another one in the fifth minute. GDC, Kathua, was clueless against the ASCOMS team which played like a well-knit unit throughout the contest. Shahil Rafir scored the third goal in the ninth minute while fourth goal was scored by Taanvir Shafi in the 15th minute. The fifth, sixth and seventh goals were scored by Syed Shahaan to seal the essay. In the second match, Model Institute of Education and Technology (MIET) got walkover Degree College, Poonch. PDD wakes up, makes safety gears compulsory

Jammu, October 8 Assistant Executive Engineer (AEE-M&RE), Neeraj Sharma, while clarifying the policy said the safety equipment had been issued to all the workers and the department would launch an inquiry as to why workers were not distributed in some areas. Sharma said the directions had been passed to all the field engineers to ensure that the workers use proper gear while working on high tension transmission lines and high quality ropes were also provided to them. “Our priority is always to provide best quality gadgets to our staff and proper guidelines have been issued to all the officers. However, at times the workers engaged by the department themselves do not follow the rules,” said a PDD spokesperson. There is Janta Insurance scheme for daily wagers who are working with the department, especially those engaged in maintenance of power infrastructure, the spokesman added. Over 100 workers have reportedly died performing duty while 185 workers have been left handicapped in the state due to absence of proper safety kits in the past 15 years. In many states, workers are provided with necessary safety equipments such as helmets, special ropes and cranes for maintenance work. |

Railway employees stage protest against FDI in pension schemes
Jammu, October 8 Shouting slogans against the UPA government at the Centre, the employees blocked the Panama Chowk-Narwal road for half-an-hour and demanded immediate scrapping of the new pension schemes. Later, the protesting employees also held a demonstration outside the office of the Divisional Traffic Manager (DTM), Jammu, and urged him to take up their demands with the higher authorities. “The sole objective of the protest march was to convey our resentment against the new pension schemes announced by the Central government wherein it had allowed FDI in pensions. The recent move was aimed at ruining the future prospects of lakhs of employees,” Vijay Singh, Northern Railway Men’s Union, Jammu, said. The new pension schemes have resulted in widespread disenchantment among affected employees and the government is forcing them to resort to agitation, he added. |

Jammu, October 8 The skit ‘Khilone Wali’ presented by the team from Government Women College (GWC), Gandhi Nagar, Jammu was adjudged as first while ‘Sheshnaag Da Bhaar’ staged by GWC, Parade, and the ‘Kamdev.Com’ by Trikuta College of Computer Science and Management Studies, Jammu, was adjudged as second and third respectively. The best actor award was bagged by Ansh from the Trikuta College of Computer Science and Management Studies, Jammu, for his acting in ‘Kamdev.Com’ as Kamdev while Suneedhi from GWC, Parade, was adjudged as best actress for playing the characters of ‘Chobdar’ and ‘Gyani’ in ‘Sheshnaag Da Bhaar’. Two killed, 3 hurt in mishaps
Jammu, October 8 Police said that two persons sustained critical injuries when their motorcycle was hit by a speeding vehicle near Beli nullah on the Jammu-Srinagar national highway in Udhampur district. They were rushed to the Government Medical College and Hospital (GMCH), Jammu, where the doctors pronounced one of them as brought dead. The deceased was identified as Bishan Dass, a resident of Chenani. The injured Bittu of Chenani was admitted to the GMCH, Jammu, where his condition was stated to be out of danger. In another road accident, a 47-year-old man was knocked to death by a speeding vehicle at the Vijaypur chowk on the national highway. The deceased was identified as Avtar Singh of Pekhari, Vijaypur in Samba district. The police said the deceased was crossing the road when he was hit by a speeding load carrier. The driver of the vehicle, identified as Vishal Sharma of Kathua, was arrested. In yet another accident, a 45-year-old woman and her son got critically injured when the motorcycle they were riding in was hit by an unknown vehicle at Mishriwala. The injured, identified as Sushma Devi and her son, Chetan Sharma, were shifted to the GMCH, Jammu.

16.95 lakh pilgrims visit Shiv Khori shrine
Reasi, October 8 Reasi Deputy Commissioner Nirmal Sharma who is also the vice-chairman of the Shri Shiv Khori Shrine Board (SSKSB) revealed this here today at Reasi. She said the tile work on 3-km-long track from Ransoo village, the base camp of the shrine cave, has been completed and the helipad project at cave shrine and cable car from Ransoo to Bhawan is in elementary stages. The SSKSB is also making all out efforts to provide more infrastructural facilities to the pilgrims at the base camp and at the cave site and number of development works have been initiated in this regard, the DC said. At present, an average 7,000 pilgrims visit the cave shrine to pay obeisance at the cave shrine every day. This shrine is emerging as the second largest pilgrimage destination in Reasi district after Shri Mata Vaishni Devi cave shrine. Sources said other pilgrim destinations such as Aghar Jitto, Nav Mata, Danser Baba, Dera Baba, Siar Baba, Kakala Mata temple, Mahadev temple, Chenana Devta Salal, Zirat Jandi Morh and Zirah Simle Choa are also witnessing heavy rush of devotees these days. |

BJP forms national panel on tribal welfare
Jammu, October 8 “The party at the national level has constituted a committee to study the constitutional rights and welfare schemes for the tribals of Jammu and Kashmir,” said BJP ST Morcha national president and Member of Parliament, Fagan Singh Kulastrey, here. The BJP leader, who interacted with members of the ST community, including Gujjars and Bakerwals, at the party headquarters here, said, “It is indeed unfortunate that the tribals of this border state suffer enormous deprivations and are leading miserable lives.” He further said no one was concerned about the need to provide these people with elementary facilities like potable water, electricity and some medical facilities. “Although they constitute a good voting percentage in about a dozen Assembly constituencies, still no one has ever thought about them and hence political reservation for them is imperative to upgrade their quality of life,” Kulastrey said. |

Artificial scarcity of LPG being created: AJHLA
Jammu, October 8 The association alleged that even the Consumer Affairs and Public Distribution (CAPD) department was not doing anything to solve the problems of people, especially those associated with hotel industry. AJHLA president Inderjeet Khajuria said that unavailability of non-subsidised cylinders was a great cause of concern among various catering houses. The association claimed that cylinders were being refilled in black and charged Rs 500 to 800 extra per cylinder over the price fixed by oil companies, he said. Khajuria alleged that a 19-kg LPG cylinder which was earlier refilled at Rs 1,575 has lately been increased to Rs 1,735 by the companies but the same is being sold by the distributors in Jammu at rates between Rs 2,500 to 3,000, he claimed.

One rank, one pension scheme sought
Jammu, October 8 A large number of retired personnel gathered at the Panama Chowk, Jammu, and marched towards the office of Divisional Commissioner where they handed over a memorandum. They impressed upon the Divisional Commissioner to convey their long pending demands through administration to the Central government, especially the one rank pension, enhancement of medical allowance from Rs 300 to Rs 10,000 per month, extension of the ECHS facilities instead of CGHS medical facilities into the non-beneficiaries of the medical allowance. General secretary Darshan Kumar, while addressing the rally, accused the Central government of maintaining silence and stressed upon the government to address the anomaly in the pension structure of pre-2006 retirees, who were suffering the most. |

PHE daily wagers protest in Reasi
Reasi, October 8 Hundreds of daily wagers boycotted their work and staged demonstration in front of the PHE sub-division office demanding release of their pending wages for the past 12 months. “Due to inordinate delay in the payment of our wages, we are on the verge of starvation. We had apprised senior PHE officers of the matter but they failed to come to our rescue,” one of the protesters said. “In the past few months, I had to borrow money from a relative to pay my children’s school fees. I have been exhausted of all my financial resources and have no money now to finance my children’s education,” Krishan Kumar, a daily wager said. — OC |
