Jammu, October 10 “We are ready to welcome the Civil Secretariat employees, their families and other people shifting from Kashmir to Jammu during the annual Darbar Move. The city hotels and lodges will register nearly 60 per cent more occupancy during the Darbar Move and it will also increase the business activity across the city,” Inderjeet Khajuria, president, All J&K Hotel and Lodges Association, told The Tribune. According to estimates, Civil Secretariat employees from Kashmir valley and their families, apart from putting up in Estates Department quarters, stay in 30 hotels located in the city, said Khajuria, adding the traders would also see a “significant change” in the business activity during the Darbar Move. Every year, Civil Secretariat, with about 7,000 employees, moves to Srinagar in summers and to Jammu in winters. Official records like thousands of files are transported in buses and trucks on the 300-km long Jammu-Srinagar national highway. The entire exercise costs the cash-strapped state a whopping Rs 100 crore every year. There are around 3,500 quarters of Estates department in Jammu, while the number of quarters in Srinagar is just 1,250, which are meant for accommodation to Darbar Move employees. The remaining employees are accommodated in hotels and lodges. The government pays the rent for this accommodation. Yashpal Gupta, president Association Chamber of Traders Federation (ACTF), however, said the shifting of “Darbar offices” should not be viewed just from “business” point of view. “The shifting of capitals has great importance in bridging the regional gap between the two regions, viz Kashmir and Jammu. The practice was started when great resentment was witnessed among people who had alleged discrimination due to functioning of the capital at a particular place,”
Gupta said. The ACTF chief said the Darbar Move would bring about an “overall change” in Jammu city as the people would get proper sanitation facilities and good roads owing to movement of VIPs and more beautification in different parts of the city for the next six months. “The traders will definitely witness an increase of 15 per cent in their business activity for the period,” he remarked. Ahead of Darbar Move to Srinagar in May, Chief Minister Omar Abdullah had, on April 19, written on the micro-blogging site Twitter: “Do I think the “Darbar Move” (shifting of the capital) is a waste of money? Yes I do. Is there an alternative? I haven’t seen a viable alternative suggested.” He had also termed the practice as “escapist”. “I agree. We run away when people need us most and (they) face the most difficulty. The Darbar move is escapist,” he had tweeted. Similarly, the Panthers Party had been raising the demand to truncate the practice of Darbar Move. |

Jammu, October 10 Differences between 4.50 lakh government employees were quite visible, as a number of unions did not join today’s protest. Employees today held a demonstration in front of the Divisional Commissioner’s office against allegedly anti-worker policies. Speaking on the occasion, senior members of JCC, Muhammad Gafoor Dar, Ganesh Khajuria and Kulwant Singh addressed the gathering and urged the government to implement the points of agreement signed about two years back. Employees Joint Action Committee (EJAC) had major disagreement on the October 10 strike call. Despite efforts to bring both of them closer on a single platform in
recent years, they have levelled allegations against each other, those of workers
being misled. Sources said factionalism within the employees’ unions has meant the government could be using the situation to its “advantage”. The strike call has been given to protest the delay on part of the government in implementing the recommendation of a high-level committee headed by Chief Secretary Madhav Lal on enhancing the retirement age of employees and ending the pay anomaly within the clerical cadre. Enhancement in the retirement age is one of the key demands of the union, which had negotiated with the sub-committee on a number of issues, including release of arrears on account of implementation of the Sixth Pay Commission report, removal of pay anomalies, conversion of the cost of living allowance (COLA) into dearness allowance (DA) and regularisation of daily wagers. “Some unions are just misleading the employees and have signed agreements which are against the interests of the workers. There is need to expose them,” said Kulwant Singh. Muhammad Gafoor Dar claimed that a number of unions have supported them. “We have support of dozens of unions and protests will be organised at all the district headquarters in the state against the delaying tactics of the Omar government in implementing the July 8, 2012 agreement,” he said. |

Exorbitant school fees a pain
Jammu, October 10 According to data available, there are total 2,485 educational institutions in the Jammu district,
out of which, 1,519 are government while 966 are private. Though the parents are aware of the fact that the cost of education in government institutions is very less than that in private institutions, they prefer to admit their children in private schools, in keeping with the standard notion that the standard of education there is high. According to sources, despite guidelines issued by the authorities to private institutions as regards fixing of fee structure, the institutions continue to fleece parents. “The authorities have failed to keep a check on these private institutions, which are engaging in money-minting through steep hike in fees,” one of the aggrieved parents said. “At present, it is almost impossible for the common man to afford the education expenses for his child,” he added. “No doubt, there are more experienced and highly qualified teachers in government institutions, but these schools have failed to deliver. Private schools, on the other hand, show better results, but the fees being charged nowadays is a real worry for a common man who is struggling to manage even his meals in the present scenario,” another parent said. Managements of private institutions have justified their decision of hike in fees, saying they have spent huge amounts to set up infrastructure on the school premises. “It is not easy to run an educational institution nowadays because there is a lot of competition not only on the academic front but also in terms of providing facilities to the students,” an owner of a private institution said. “In fact, parents are very particular about the facilities being provided to their wards in the schools like good playfields, swimming pool, libraries and extra-curricular activities. For providing such facilities, we need money. We are thus forced to increase the fees,” he maintained. When contacted, Chief Education Officer (CEO) Jammu, Natha Ram Dingra, told The Tribune, “We have already circulated a notice regarding the fee structure to all the private schools, but unfortunately, it has not been implemented properly.” “The additional facilities being provided by these private institutions to their students for recreation is also a reason behind the steep fees hike,” the CEO added. |

INTACH Team visits Poonch Fort
Poonch October 10 The Centre has sanctioned Rs 8 crore in the first phase to conserve and protect an important landmark of the historical Poonch city, the Poonch Fort. For this, renovation work had started last year. The history of the fort dates back to the 16th century. Raja Rustum Khan got the fort built in the second half of the 18th century. Many legends are associated with the fort’s construction. The construction was planned by Raja Abdul Razzak Khan; however, he could not get the structure built. His son Raja Ali Gohar Khan (also called Raja Rustum Khan) got the work on the fort started; the construction took place over many years. There were some changes made in the central block of the building, which incorporated Sikh architectural style during the Sikh rule, with Raja Moti Singh, who hired a European architect, getting the present structure of the fort’s front block constructed. The devastating earthquake in 2005 had partly damaged the fort. Some blocks collapsed totally. These include the district library. Prior to the 2005 earthquake, many government offices were running in the fort complex. |

State government allows one LPG refill each till re-verification process is completed
Jammu, October 10 Further, Consumer Affairs and Public Distribution Department (CAPD) has been asked to conduct regular checks in the city to curb black-marketing of cylinders and depute their staff to monitor distribution. The decision was taken during a high-level meeting chaired by Minister of Consumer Affairs Qamar Ali Akhoon and representatives of oil companies in Srinagar. A roster would be distributed in Srinagar and Jammu city at least for a week in the first instance, so that those consumers who have still not completed the verification process could get one refill. Since enforcement of the cap put by the Central Government on the issuance of subsidised cylinders to six per year and new verification process for the consumers, allegations have been levelled that distributors are selling cylinders in black while the common man is suffering. Even the All Jammu Hotels and Lodges Association (AJHLA) had alleged that distributors, in connivance with government officials, had caused artificial scarcity of non-subsidised LPG cylinders in the city and were manipulating things to capitalise on the situation as far as hotel and restaurant businesses were concerned. “We have directed the CAPD officials to depute staff and monitor distribution of cylinders and take action against any complaint,” said Consumer Affairs Minister Qamar Ali Akhoon. Akhoon said the home delivery of the LPG will start when the process of re-verification is completed. Many consumers allege that in view of delay in submission of documents, distributors are not issuing them refill, which has forced many families to use electric heaters or buy LPG from black market. “What can we do? Distributors at times talk rudely and they don’t provide us proper information. I have been waiting for LPG for the last two weeks,” said Gulshan Sharma, a local resident of Janipur. |

Students stage protest at JU
Jammu, October 10 As many as 250 students and scholars, under the banner of Jammu University Students, Scholars Joint Action Committee, assembled near Fountain Plaza on the campus and raised slogans against the state government. Extending full support to the demands made by the JKDF activists, the scholars and the students demanded that the government should immediately release the youth. "We express full solidarity with the JKDF activists who expressed their resentment against the growing unemployment in the state. Instead of detaining the youth, the government should take serious steps to deal with the alarming situation," said Kapil Shastri, a PhD scholar. Students also staged a demonstration at Government Gandhi Memorial Science College and demanded release of the JKDF activists. Over 200 students of GGM Science College assembled at the college complex and held an anti-government demonstration against the arrest of JKDF activists. |

Discussions were held on the various issues which mainly included compensation on land acquisition, dumping and disposal of mulba in natural nullahs, restoration of public utilities, particularly damages in Dhanour area, enhancement of wages of the staff engaged in railway works, compensation for the damaged crops and matter related to water supply schemes and resources. The DDC asked the officers concerned to be prompt and responsive towards their duties for the salvation of the problems of the public,
especially living in the rural and inaccessible areas of the district in a time frame so that they may not suffer more besides early disposal of land compensation cases. She directed the engineers of the departments concerned for the restoration of roads and irrigation water canals. She gave necessary instructions to the officers of PHE and railway for restoration of drinking water and asked them to take necessary steps to avert further depletion of drinking water resources. |

Jammu, October 10 The members of the delegation led by Nadeem Sharief, youth president, IYC, Bhaderwah, also requested the Vice-Chancellor for the early settlement of compensation cases of the people of Bhaderwah whose land was acquired by the Jammu University. He also demanded more reservation for the people of Bhalesa, Bhaderwah and Chirala in the post graduation departments of the campus. The leaders of PDD daily wagers appealed to the PDD daily wagers to completely halt the work by observing a complete tool-down strike to pressurise the state government and department concerned to concede their demands. Jammu, October 10 In doubles event, the pair of Jasleen and Amisheka of Jammu thrashed Shaguna and Shivani of Udhampur by 21-7 and 21-9. In U-14 boys’ badminton final match, Jammu defeated Udhampur by 2-1 while in U-17 girls’ title clash; Jammu defeated Udhampur by 2-1.
