Specialty hospital to get off the ground
Jammu, September 22 There is an acute shortage of specialists in various hospitals across the state, particularly GMCH, Jammu. The Health Department has worked out a plan to fill up vacant posts of specialists by reducing the promotion period from 13 years to 9 years. The SRO will be issued shortly in this regard. “The super-specialty hospital of the Government Medical College (GMC) Jammu is being developed for the five years. It could not be made functional because of shortage of specialists and delay in setting up three modular operation theatres (OTs). The 200-bedded hospital which is being upgraded on the pattern of the AIIMS, New Delhi, has already missed five deadlines due to an apathetic attitude of the authorities,” sources said. The hospital is being raised at a cost of Rs 135 crore in which the Central government has provided funds in the ratio of 90:10. It was thought that it will ease the problem of overcrowding from the GMCH, Jammu, which is presently catering to 1,200 to 1,400 OPD patients daily, besides emergency and admitted patients. Sources said though the Central Public Works Department (CPWD) had completed 99 per cent of the work on the hospital building, the delay in installation of three modular OTs and shortage of specialists has turned to be a major problem for the government. Six super specialties, including cardiology, cardio thoracic and vascular surgery (CTVS), nephrology, urology, neurology and neuro surgery are proposed to be available to the general public at the hospital. “Out of six, we have already installed three modular OTs in the upcoming hospital. The CPWD, the executing agency, had asked HLL for procurement of equipment but it took some time. Some equipments have already been procured while dialysis machines are yet to reach. We are hopeful to make the hospital functional by November end,” MK Dwivedi, Commissioner and Secretary of the Health Department said. About the shortage of specialists to run the upcoming super-specialty hospital, Dwivedi said the department would issue an SRO that provided lowering the promotion period of assistant professors and associate professors to nine years from 13 years. “We will be able to fill vacant posts of professors through promotions that will further create more posts of lecturers which is the entry level. Besides, we are planning for direct entry of the specialists too,” the commissioner said. He said there was 60 per cent shortage of doctors as of now. “With the new SRO, we will be able to reduce
the gap by 30 percent,” he said. Sources said 819 posts of various categories have been created for the super-specialty hospital and the department had decided to fill the posts on fast
track basis. The project was envisaged by former Chief Minister and Union Health Minister Ghulam Nabi Azad in 2006. Azad had fixed a deadline of 18 months from the date of commencement of the construction work. Due to two-month-long Amarnath land row, the state government had fixed December 2010 as the second deadline which the executing agencies failed to meet. Time and again, the deadlines were revised. The government set June 30, 2011 as third deadline, February 2012 as fourth deadline and June 2012 as fifth deadline

Azad to review hospital work today
Jammu, September 22 Sources said the union minister had expressed serious concern over delay in making the hospital functional despite liberal funding from the Centre. “State Minister for Health, Medical Education along with senior officers of the Health Department are likely to brief Azad about the progress made on the project besides various problems confronting the executing agencies in making the project a reality,” a top health officer said. He said Azad’s visit would definitely give a boost to the pace of work and it is likely to be made function by the last week of November. — TNS |

Govt may raise cap on subsidised LPG cylinders to nine
Jammu, September 22 Talking to The Tribune, Qamar Ali Akhoon, Minister for Consumer Affairs and Public Distribution, said the final decision in this regard would be taken by Chief Minister Omar Abdullah. Last week, the Congress-led UPA Government had announced that a family would get only six subsidised gas cylinders in a year. The Congress said this number would go up to nine in all Congress-ruled states. The Minister said he felt that even Jammu and Kashmir should give three extra cooking gas cylinders to consumers. Pradesh Congress Committee chief Saif-ud-Din Soz said the Congress Ministers in the state would raise the issue in the Cabinet and would ask the state government to increase the number of subsidised cylinders. |

RTI activists call on Soz
Jammu, September 22 Under the banner of Sangarsh RTI Movement, members of the delegation apprised the PCC chief about the difficult scenario that arose due to “dilution” of the RTI rules by the state government by issuing SRO 279. The activists thanked Soz for his public statement where he had expressed his displeasure over the recent amendments made in the RTI rules. The delegation urged the senior Congress leader to raise the issue at the appropriate forum and opposed the amendments that had turned the State Information Commission into a weak institution having no powers and authority. They also informed him that there was a widespread public resentment over the “dilution” of the RTI rules. After listening to the delegation, Soz assured the activists that their concern would be conveyed to the state and the Central governments and he would personally look into the matter. Landslide-hit Bani cut off for 2nd day
Jammu, September 22 Sources said the vehicular movement remained suspended as nearly 2-km road stretch was badly affected due to massive landslides near Barmargalla village, about 5 km from Basohli town. “About 2 km has suffered extensive damage due to landslides triggered by heavy rain two days back which has snapped the road connectivity between Bani and rest of the district. It could take months together to make the road motorable. The authorities are planning to construct an alternate road through nearby Ranee village to connect Bani tehsil with rest of the district,” sources added. There is no early possibility of restoring the road connectivity and people may face the shortage of essential commodities if immediate steps were not taken to construct an alternate road, sources said. Kathua Deputy Commissioner, Zahida Parveen Khan, said a large road stretch had sunk due to loose soil. “We have started the restoration work but the loose soil has been creating difficulty. It would take about a week’s time to restore the road connectivity,” Khan said. |

Jammu, September 22 “After the cricket activities were commenced in the Valley, we were hopeful that the same will be happened in Jammu province but unfortunately that did not happen and we have to select the players on the basis of their performance in the previous tournaments”, said a source in the JKCA. “In fact, when the association had constituted a 12-member Province Level Committee for resumption of activities in both provinces it was imperative that a decisive but balance strategy should be mooted in the better interest of the cricketers but unfortunately that was not the case”, he added. “The recent performance of the J&K U-14 team in the ongoing North Zone tournament is just an eye opener for the office-bearers of the JKCA and if the things continue like that, I am afraid, we might lose the confidence of the BCCI which is still supporting us even after the much publicised multi-crore scam”, the JKCA source maintained. “The association is of the view that by hiring the services of international cricketers to impart basic tips to the players will help in raising their standard of game but unless the basic issues like construction of international cricket stadium, transparency in the selection process, conduct of activities at regular junctures etc will be addressed it is almost impossible to achieve the target,” said official of the JKCA. “With Ranji Trophy is scheduled to commence in October, we have not much expectations from the team because everybody knows the recent state of affairs in the JKCA”, he added. “Though JKCA chief Dr Farooq Abdullah is every serious about the upliftment of the game in the state but for that everybody in the association has to give its level best to strengthen the working of the association,” said the source. |

Jammu, September 22 A number of programmes were organised in the city to mark the day. Students and staff of MHAC School, Nagbani, paid floral tributes to maharaja and highlighted his contribution in making it into a modern state. The ceremony commenced with devotional songs. A havan was performed on the school premises with chanting of the Vedic mantras. Capt Singh also laid foundation stone for the installation of the maharaja’s statue. Cat Singh appreciated the secular vision of the ruler and his contribution to free and compulsory education, especially for girls. He added the Maharaja always worked for the upliftment of the masses. J&K National Panthers Party (JKNPP) also celebrated the birth anniversary of the maharaja at its head office. The Kashmir Valley Council of JKNPP also held a function at Srinagar. JKNPP chairman Bhim Singh said it was Hari Singh who established the J&K High Court in 1928. “We hope the party workers, NPSU activists and PTU members will be pleased to join the occasion to pay tributes to the great hero,” Bhim Singh said. Other social organisations also celebrated the day in Jammu by garlanding the statue of the ruler and urged the younger generation, especially the Dogras to remember their rich heritage. |

KPC slams apex committee meeting
Jammu, September 22 KPC president Kundan Kashmiri alleged both the committee and the government had failed in rehabilitating the Pandit youth who suffered great hardships during the militancy period. He demanded one-time grant assistance of Rs 25 lakh to each overage youth and interest-free loan to start their own business to earn their livelihood. He further criticised the government for ignoring the passage of Shrine and Temple Bill saying “nothing has been done to vacate the encroached property of the community in the Valley”. The government should take up the issue on priority basis because religious sentiments of thousands of Pandits are attached to these shrines and other religious properties, Kashmiri said. The KPC chief further said the nullification of distress sale of Kashmiri Pandit migrant property in the Valley was also a long pending demand of the community and fulfillment of this demand would have been a big confidence building measure. He also demanded transfer and adjustment of women employees presently posted in the Valley to Jammu and other safer places besides creation of 300 gazetted posts in the state. He said the Central departments should adjust qualified Pandit youth to restore the confidence of the community. |

They also appreciated the state government for making the Rajouri-Haridwar bus service operational and also demanded bus service from Nowshara to Haridwar. They said residents of the area faced hardships while going to perform religious rites in Haridwar. The minister said the government had taken numerous steps for a holistic development in the border areas. Para-medical institutes flout norms
Jammu, September 22 Sources say fake selection letters are being given to candidates despite the fact that only those students are eligible for admission, who have been selected through the entrance test. Officials said the department had detected a number of fake selection letters in the past few days, but no action had been taken so far. Sources said illegal activities were going on for the past many years, but the government had initiated only cosmetic measures and there was an alleged nexus between some officials of the department and private para-medical colleges. Last year, the government had constituted a committee to streamline the recognition and affiliation besides to keep a check on the violation of norms and guidelines by the management of these institutes. At present, there are 66 government and private para-medical institutes in the state with intake capacity of 13,646 students, but most of these, particularly private institutions, are running in rented buildings and without proper infrastructure. Admitting that norms were being violated, Jammu Health Director Dr Madhu Khullar said on Monday a warning letter would be issued. “Selection letters issued by institutions after publication of the government’s list is illegal. Those who have not been selected by the Health Department and will pursue course from para-medical colleges, their degrees will not be accepted,” Dr Khullar said. Last year, the government had constituted a committee to probe irregularities in admissions, particularly issuance of selection letters by institutes to candidates in violation of norms. Officials allege that a rift between two ministers, who are in charge of the Health Department, has delayed the measures to streamline the health education sector in the state. “But no action has been taken against any of the violators due to interference of the ministers. There is no way to deal with the violators,” alleged a source. |

Cartooning, sketching contest held
Jammu, September 22 The participants highlighted the skyrocketing prices of the gas cylinders, diesel, petrol, essential commodities coupled with the agony of the common man. Other themes included rush being observed at the Mc’Donalds in Jammu. The students used various mediums for preparing the cartoons with illustrations such as water colours, posters and pastel colours. In sketching, the participants were made to sit amid natural environment and sketch the landscape. In cartooning, Rimpla Kumari from the Department of Commerce was adjudged the winner whereas Saria Choudhary from the Government Women College, Gandhi Nagar, Jammu, and Tanvi Sharma from the Institute of Music & Fine Arts, Jammu, bagged the second and third prize respectively. The certificates of merit were awarded to Vanita Gupta from the Institute of Music & Fine Arts, Jammu, Sagrika Chaddha from the Business School, University of Jammu, and Shayaan Bhat from Government MAM College, Jammu. The topics for cartooning were traffic lights in Jammu, rich and poor, and Mc’Donalds in Jammu. In sketching, Pushkin Kainth and Mukesh Kumar, both from the Institute of Music & Fine Arts, Jammu, bagged the first and third prize respectively while Bharti Sharma from the Government Degree College, Akhnoor was adjudged as second. Jammu, September 22 In U-19 boys kho-kho final, Doda spanked Rajouri by 7 points to clinch the title. Doda district boys maintained their stranglehold from the onset and played as a well-knit unit to notch up a thumping victory by 7 points (13-6). Ganesh Singh, Arif and Sanket Sharma were the outstanding performers from the winner team while Arun Kumar and Sanjeev Kumar also played well for Rajouri. Earlier, in the semifinals played, Rajouri registered a narrow win over Udhampur by one point (6-5) while Doda proved too good by 6 points (12-6). Jammu, September 22 Gagandeep got the better of Sajal Kohli by 2-0 frames with utmost ease. After winning the first frame by 63-47, Gagandeep continued his dominance in the next. He took the second frame by frame margin of 49-33. Aditya Sharma had to work hard against Gourav Badgotra to script a 2-1 frame win. Aditya got off to a disastrous start by losing the inaugural frame by 36-39 but he managed to get his act together in the remaining frames. After taking a 1-0 lead, Gourav could not get his momentum going and eventually lost the frame by 14-38 to make the contest evenly poised. Jammu, September 22 Earlier, J&K won the toss and elected to bat first. They scored 78 runs for the loss of nine wickets in the allotted 95 overs. The notable feature of the innings was a lacklustre 191-ball 11 by Ankit. Tehseen Ahmad chipped in with 15 off 41 deliveries. For Punjab, Abhishekh Sharma and Rahul Kashyap were main wicket takers with three scamps apiece. Punjab was skittled out for 93 runs thereby gaining a crucial first innings lead of 15 run. Abhisekh with 33 was the highest scorer for Punjab. For J&K, Virang Sharma took four wickets and Amjid Yousuf took two. There were no surprises in the second innings as J&K was perished for 53 runs to set a winning target of 38 runs for Punjab. The team did the needful with all wickets intact. Digvijay finishes 3rd in shooting championship
Jammu, September 22 A Class 12th student of St Stephen’s International School, Digvijay scored 378/400 in a fierce contest held at Pune in Maharashtra. He had also qualified for the National Shooting Championship (NSC) to be held in Delhi and National Games to be held in Kerala. It may be mentioned here that Digvijay was also selected for the Mission Olympic wherein 50 best shooters from across the country participated. It was held under the overall supervision of foreign coaches. Jammu and Kashmir Rifle Association said Digvijay had the potential to become an ace shooter. Jammu, September 22 Sixty players drawn from 20 different schools are competing in different age categories. Atul Kumar Gupta, joint secretary, All India Chess Federation, said the association would conduct more such tournaments in future to provide a platform for players to excel at higher level. Selected players in the championship will represent the state in the forthcoming National Schools Chess Championship slated to be held in New Delhi from October 26 to 29.
