Mining goes on with impunity
Jammu, September 20 Tractor trolleys are seen extracting minerals from riverbed with impunity, sources say. Both the administration and the police department have failed to implement the high court ruling that had banned the entry of tractor trolleys carrying sand and gravel in rivers falling under the Jammu Municipal Corporation (JMC) limits. In October last year, a local court had ordered that tractor-trolleys were used under farmer policy and meant only for agricultural use and not for commercial activity. The use of tractor trolleys in the city is also obstructing the free flow of traffic in the city and its suburbs. Official sources said the mining mafia was ruling the roost in the district. The tractor trolley and tipper drivers are illegally extracting the banned minerals from the Tawi riverbed, mostly after sunset and before sunrise. People who take royalty for mining of sand and gravel from riverbeds claim that they have got due permits from the authorities concerned. Though mining, even if under the government permit, cannot be done after sunset and before sunrise as per the directives of the Mining Department. Sources said a ‘well-knit nexus’ was there between mining mafia and government officials. The government officials have turned a blind eye to illegal excavation on various riverbeds, particularly in close vicinity of motorable and railway bridges, which, according to the government order, can cause damage to the basements and super-structure of bridges. Tractor trolleys were found extracting minor minerals from the Tawi riverbed and that too at a stone’s throw from the office of the District Magistrate in Jammu, sources added. On August 30, the Jammu DM had imposed ban on extraction of minor minerals like sand and gravel from the rivers and also from the areas 150-metre upstream and 100-metre downstream of culverts, causeways over local nullahs for half a year. The ban was imposed to keep a check on the extraction of minor minerals from the Tawi, the nullah near Sidhra bypass bridge, Jajjar nallah and Kattal Battal. The DM had asked the District Mineral Officer, Geology, and Mining Department, Jammu, besides tehsildars and SHOs to ensure compliance of the order. Deputy Commissioner Jammu, Sanjeev Verma, who happens to be District Magistrate, expressed helplessness over blatant violation of orders. He said, “What can I do? I have issued the orders and you should ask the police officials concerned who have been asked to ensure compliance of the direction.” Sand mafia rules the roost

Teachers face music for playing truant
Rajouri, September 20 It was revealed by Gulzar Qureshi, Education Director, Jammu province. He said the action has been taken with a view to checking truancy among teachers and also improving educational standards at various government schools. Absenteeism has become a regular feature among teachers in the region. While speaking to The Tribune on phone, Qureshi said, “We are soon starting 100 per cent adaptation system in all rural and far-flung areas under which a senior secondary school will have to monitor the functioning of junior secondary schools and primary schools so the schools function smoothly and also a quality education is provided to students in the border belt.” Qureshi said the senior officers, including the zonal education officers (ZEOs), can not reach all the hilly areas to check absenteeism among teachers. The teachers’ misbehavior towards their seniors has also been noticed on several occasions and hence this forced the department to take strict action against the erring teachers, Qureshi said. During a surprise visit by a team of the department yesterday nine teachers, including the principal of Government Higher Secondary School in Kalakote Sukesh Prabaha, have been put under suspension after they were found absent from work in Kalakote and Dassal Jatta area, he added. A team led by Education Director, Jammu, has conducted surprise visits at various schools in the rural areas of Rajouri district to keep tab on the problem. “They even tried to misbehave with the officials following which I have suspended and indicated inquiry against them,” Qureshi said. Qureshi said during his recent visit to Rajouri, he suspended nearly two dozen teachers from various government schools of Dalogra, Kalakote, Danwa, Dandassar, Dingi and Sundarbani for being found absent on duty. Reports said the quality of mid-day meal was checked at High School, Dhanwa, Zone Doongi, Rajouri, and was not found satisfactory following which the salary of the headmaster and in-charge of mid-day meal was stopped earlier this month. |

Life comes to standstill in Reasi
Katra, September 20 Vehicular movement was hit in Reasi and other major towns of the district in response to the Opposition-sponsored pan India shutdown. Most of the shops in the city remained closed. Some private schools had declared it a holiday. There was little impact of the bandh call in Katra, the base camp of Shri Mata Vaishno Devi Cave Shrine. An official of the shrine board said that as many as 32,000 pilgrims arrived here since last evening to pay obeisance at the shrine. The nationwide shutdown is supported by the Panthers Party, Mukti Morcha and CPM besides some social, religious and transport organisations here. In absence of commuter transport, attendance in government offices, schools and banks was thin in the district. BJP leader Sudesh Pandotra said, "The Congress-led UPA government has taken steps that have hit common people badly and they should be immediately rolled back." Pawan Dev Singh, a senior Panthers Party leader, said the shutdown was successful, complete and peaceful. Singh said, "People have expressed their sentiments against the UPA government by supporting the bandh openly. This is a signal to parties supporting the UPA government to reconsider their support." Activists of various parties held protests in different parts of the town. They burnt effigies of Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi. A senior police official in Reasi said the situation was peaceful in the region and they had deployed additional force to maintain the law and order situation. |

Bandh call: Complete shutdown in Jammu
Jammu, September 20 Public transport largely remained off-road amid peaceful protests across the Jammu region. The passengers outside the railway station and the airport were among the worst sufferers due to absence of public transport. All shops and other commercial establishments remained closed during the 12-hour bandh that was observed between 6 am to 6 pm. The private schools in the city also remained closed. Due to non-availability of public transport, students and office-goers were subjected to great hardship. The shutdown called by the NDA and Left parties was supported by Panthers Party, Jammu Mukti Morcha, and CPM besides some social, religious organisations and transport agencies here. No untoward incident, however, was reported from any quarter of the city. Passengers at the railway station remained stuck there till late evening as there was no vehicular movement in Jammu. Chamber of Commerce & Industry (CCI), Jammu, thanked the business community and transporters from the region for observing a complete and peaceful shutdown against the government's decision to allow foreign direct investment (FDI) in Indian retail sector and hike in diesel prices and rationing of subsidised LPG cylinders. Sham Lal Langer, senior vice president, CCI Jammu, expressed gratitude to traders and transporters for observing complete strike in the city. He said a massive response to the bandh call reflected solidarity among all sections of the society while opposing the unfair decision of price hike and increased FDI retail in the country. He added the Congress-led government at the Centre had taken an extremely anti-people decision which should be rolled back immediately. Little response to bandh in Kishtwar, Bhaderwah districts
Batote, September 20 Shops remained opened and vehicles plied as usual in Ramban and Doda districts. In Doda town, only a few BJP and Sangh Parivar activists took out a procession through the market and then handed over a memorandum to the Doda Deputy Commissioner. In Kishtwar town, most of the shops remained closed and the public transport remained off the road till noon. In Bhaderwah, many business establishments remained closed till afternoon but were opened in the evening. Some activists of the BJP took out a procession in the Seri market of Bhaderwah. Shopkeepers in Batote took out a peaceful procession in protest against the decision of the Centre for allowing FDI in retail in India, increasing the prices of diesel and limiting the issuance of LPG cylinders to each family. The protesters led by the president of Beopar Mandal, Batote, Sanjay Kumar Gupta, passed through the local market shouting slogans against the Central government’s decision and assembled at the office of the executive magistrate, Batote. Several leaders of different political parties and social workers addressed the gathering demanding the revocation the government’s decision. Candidates demand re-polling
Jammu, September 20 Describing the results as unfair, they alleged that mass rigging took place on these three booths at the behest of some politicians. “The results were totally unfair. We demand re-polling at Akhnoor, R S Pura and Vijaypur polling stations. There was mass rigging on these booths, following active support of some politicians and polling staff,” said Rajiv Mahajan, a defeated contestant. He said there were reports that votes of even deceased were polled in favour of the rival panel. “We had lodged a written complaint to the Returning officer regarding unfair means at Akhnoor, RS Pura and Vijaypur polling booths, but no heed was given to our request and counting started,” he said. To substantiate his accusations, he said at RS Pura booth, 578 votes were polled in just 7 hours. “To cast a single vote, it took minimum two minutes and to cast 578 votes it should have taken at least 19 hours, while the prescribed period of polling was from 9.30 AM to 4.30 PM (7 hours), gives no justification of polling 578 votes in just 7 or 8 hours in one ballot box,” he said. He appealed the chief minister to order a high-level inquiry through a judicial commission in this regard. |

Army mela concludes at Nowshera
Jammu, September 20 The event at the mela portrayed a number of activities. The event was attended by Governor NN Vohra, First Lady Usha Vohra, Lt Gen KT Parnaik, GOC-in-C, Northern Command, Lt General AS Nandal, GOC, White Knight Corps, Maj Gen KH Singh, GOC, ‘Ace of Spades’ Division and a number of civil dignitaries. The main attractions of the mela were para jumping and para motor display, horse and dog show, military band display, Gatka by Sikh soldiers, Naga dance, Khukri dance, Bhangra and cultural programme by the school children of Nowshera region. The mela provided a platform for the Army to address the problems of the veteran soldiers. Informative stalls like pension adalat, rajya/kendriya sainik board, resettlement, medical camp, housing scheme, ex-servicemen contributory health scheme were established for redressal of the grievances. |

Jammu doctor makes it to top list of world’s most influential people
Jammu, September 20 This is for the third time in a row that he featured in the list for his contribution to the pharmaceutical industry. Adjudged by a panel of experts of the UK Pharma magazine ‘World Pharmaceutical Frontiers’, the definitive list includes names like Bill and Melinda Gates, President Barrack Obama, Dr Margaret Chan, WHO and Bill Clinton, founder William J Clinton Foundation. The list comprises of renowned businesspersons, philanthropists, scientists, regulators and legislators. Dr Singh, a native of Jammu, has been recognised for the contribution he has made towards improving India’s regulatory system in his capacity as the former Drug Controller General of India. The magazine has lauded his achievements of launching a pharma co-vigilance programme to study the adverse effect of drugs and strengthening the number of drug inspectors to maintain quality parameters in the countries from which India imports drugs. Dr Singh completed his MBBS from the Government Medical College and Hospital (GMCH), Jammu, in 1985 and MD (Microbiology) from the Medical College Rohtak, Haryana, in 1988. Later, he completed his senior residency in Microbiology from AIIMS, New Delhi. He is currently a member of WHO expert panels for vaccines and member of WHO Global Action Plan for influenza vaccines and the chairman of biologicals committee of Indian Pharmacopoeia Commission. |

Jammu, September 20 A total of 240 boys drawn from all the districts of Jammu division are participating in the tournament which is being played under the supervision of the Deputy Director, Youth Services and Sports. In the matches played, Reasi toppled Kishtwar by six points in the U-19 kho-kho while Poonch thrashed Ramban by an inning and eight points. In the other matches, Rajouri beat Kathua by one turn and four points, Doda beat Jammu by an inning and one point, Udhampur beat Reasi by an inning and eight points and Samba beat Poonch by an inning and 1 point. In the U-19 kabaddi, Reasi emerged victorious against Ramban by four points while Samba had a last laugh against Kishtwar by 26 points. In the remaining matches, Jammu beat Kathua by 11 points, Reasi beat Poonch by four points, Udhampur beat Doda by eight points and Samba beat Rajouri by nine points. |
