Allopathic dispensaries face shortage of docs
Dehradun, September 22 The state allopathic dispensaries set up for a population of 6000 people since the days when Uttarakhand was part of Uttar Pradesh are the second lowest units of medical care, and play a vital role in providing treatment to patients living in villages. They also reduce the rush at Community Health Centres (CHCs) and Primary Health Centres (PHCs). But since the creation of the state, the Health Department has been unable to fill the vacant posts at the dispensaries. In some dispensaries nurses have been posted, in others pharmacists, and in some a lone doctor. "According to norms, each of these dispensaries should have the services of a medical officer, a nurse, a pharmacist, a ward boy and a safai karamchari. But due to manpower shortage, most of these are not functioning to their full capacity," said Dr LK Gusain, Additional Director (Director General, Health and Family Welfare). Senior doctors point out that the government has been unable to resolve the issue of manpower shortage at the level of allopathic dispensaries, prompting the villagers to seek treatment at Primary Health Centres (PHCs), even for minor ailments. "Due to non-availability of staff, common skin ailments, lack of calcium among children, worm infestation and low blood level among girls remain undetected," said Dr BC Ramola, president, Provincial Medical and Health Services (PMHS), Uttarakhand. He said that after the creation of Uttarakhand the government had failed to advertise for vacant posts, as a result, the vacant posts continue to increase. After 2009, the Health Department advertised for vacant posts in 2012. "After the death of a three-year-old girl in Pujargaon of Tehri due to viral fever, the government should have taken immediate steps to fill the vacant posts so that the medically unfit got prompt treatment at these dispensaries," he said. In Pauri Garhwal, against the total of 67 sanctioned posts of doctor, 60 are lying vacant. In Rudraprayag, against the 22 sanctioned posts of doctor, 19 posts are lying vacant. In Uttarkashi, against the 21 sanctioned posts of doctor, 19 posts of are lying vacant. In Tehri, against the sanctioned 30 posts of doctor, 29 are

Ramdev willing to form anti-corruption front with Anna
Haridwar, September 22Yog guru Ramdev has expressed his willingness to join the fight against corruption with Gandhian Anna Hazare. Anna has distanced himself from his teammate Arvind Kejriwal as the latter is planning to float a political party.
Ramdev today said he was ready to form a front with Anna to fight the corrupt UPA government and its forces as the Congress was bent upon giving away the country’s resources to foreign multinational companies. He termed division in Team Anna as its internal matter and hoped that Anna along with Kiran Bedi, legal expert Santosh Hegde and other social activists would once again lead a nationwide anti-corruption movement. Ramdev said obliquely that it would be difficult for the Kejriwal group to forge a political front as Anna was the face of the struggle for the Jan Lokpal Bill. He took a dig at the UPA government at the Centre and said if it survived the 2014 parliamentary elections, it would be holding a record of scams with barely a few Cabinet ministers coming out clean. “The UPA government led by the Congress, the two terms of the which have seen scams like Coalgate, 2-G, Commonwealth, Adarsh Society and others, has been the most corrupt government since Independence. It’s time that we uproot this government as it has no concern, whatsoever, for the poor, common man and the image of the country. A strategic agitation is needed for this and if Anna agrees, we will be sharing the dais,” said Ramdev. Asked about the withdrawal of support from the UPA by the Trinamool Congress, the yog guru said the Congress-led government was not in majority and hence was trying to lure MPs belonging to the opposition parties. |
First time estimate of Sunderban finds 70 tigers
Dehradun, September 22 Nevertheless, the tiger population in Sunderban was estimated at 70. The tiger estimation at Sunderban has been considered for the first time since the start of the nationwide tiger estimation programme in 2006. The biggest challenge in Sunderban was the nature as installing camera traps was difficult in mangroves. Usual methods for estimating the tiger population were not applicable for Sunderban. The tidal fluctuations here were a big hindrance and scientists at Wildlife Institute of India had to wait for the low tide period to get their camera traps clicking, while removing these cameras during the days of high tides to prevent damages. The Sundarban mangroves are known for their tidal fluctuations. Further, as tigers in Sunderban were man eaters, the WII scientists had to install camera traps using baits to attract tigers to camera locations and thus getting them photographed in the process. This was not easy as those engaged in installing the camera traps had to wear tiger jackets and move with adequate armed protection from the Sunderban’s treacherous man eaters. “Since entry to the Sunderban mangroves was restricted, we set up camera traps using baits to attract tigers. Traps were operated on an eight to nine day session during the neap tide phase when tidal fluctuations are minimal and forest floor was relatively dry to prevent damage from the tidal inundation,” said Qamar Qureshi, tiger scientist at the WII, Dehradun. Apart from 70 tigers, tiger density to the tune of 4.44 per 100 sq km was recorded from Sundarban. Interestingly, since the start of the work of the tiger census in 2006 in the country, WII tiger enumerators had so far left out Sunderban. But with refined technology and methodology, they finally managed to enumerate tigers in this part of the country this year. Significantly, the Union government in September 2011 had signed a protocol with Bangladesh towards conservation of tigers in Sunderban. |
Offered help, woman duped of Rs 86,000
Mussoorie, September 22 According to the police, Sarojini Baloni, a resident of MerryVille estate in Barlowganj, a teacher by profession, came to an ATM in Mussoorie on September 3 to withdraw money from her account. But when she was unable to do so, a stranger offered to help her and after seeking her pin number replaced her ATM card with a fake one in the process. Sarojini, who had no inkling of what had happened, returned home. When she again went to the ATM to withdraw money on September 19, she was shocked to find that she had no money left in her account. She immediately informed the police, which investigated the matter and found that the stranger after replacing her card with a fake one withdrew around Rs 67,000 on September 3 and Rs 19,000 on September 4. The police registered a case under Sections 420 and 379 of the IPC today and began investigation. Investigating officer Krishna Kumar told mediapersons that the police was looking into the CCTV camera footages to determine the identity of the culprit. |
Fees for medical certificates hiked
Dehradun, September 22 The hike has been carried after a gap of 20 years and according to the new rates that would be effective in the coming days, the fee of medical certificate issued by the medical officer that was earlier fixed at Rs 6 has been raised to Rs 100. Also, the certificate issued by the CMS that was earlier fixed at Rs 12 has now been raised to Rs 150 and the one issued by the board and earlier fixed at Rs 24 has been raised to Rs 200. The medical certificates are usually made for students who require them at the time of admission in colleges, those joining the armed forces and for proving fitness in cited cases. |

Pithoragarh, September 22 “The schools have been given the deadline of September 30 to admit poor students under the Act. If they failed to do so, action will be taken against them," said District Magistrate, Almora, Akshat Gupta. Jukaria said a total of 1,046 children belonging to poor families had to be given admission by private schools under the RTE Act this year. However, the schools admitted only 852 students. “We are ensuring the admission of the rest of the poor students in these schools,” he added. |

Dehradun, September 22 In an age where most of the people are chasing money half of their lives and the other half is spent devising ways to keep it safe, Munjial thought of giving it away to a greater cause. A few months ago, Munjial, whose eyesight is gradually deteriorating, approached the authorities of the Doon Hospital with her extra ordinary request. It was accepted. On September 5, she donated Rs 25 lakh (FD) to the hospital welfare committee. “We allow money to rule and shackle us. The only way to unshackle ourselves of it is to give it away so that it could be put to better uses. It is a small amount saved by leading a frugal existence. I used to squeeze my toothpaste till the very end so that it could last for some more days. I ate simple food, never travelled by Taxis and used local bus for travelling instead. To this day, I have a black and white TV when I could have easily afforded a coloured one. But this habit of denial and thrift habit helped me save,”
she added. Her family originally hailed from Kalat, then a part of the undivided India, now in Pakistan, where her grandfather was a ‘wazir’ under the Khan of Kalat. After Partition, the family migrated to Dehradun. Munjial taught at the local Guru Nanak Dev Girls Inter College for 31 years. She took voluntary retirement after her eyesight began to deteriorate in 1998. She completed her schooling from Nari Shilp and graduation from MKP college. A spinster, Munjial decided to donate her life’s savings. “There was no opposition from my family members. In fact I have entrusted my nephew and niece with the responsibility of ensuring that the money is put to proper use by the hospital authorities,” she added. Since 1999, she has been residing at Prem Dham, an old-age home, amid spartan surroundings with bare necessities. Her decision to live as a paying guest at the old-age home was also inspired by the deep sense of independence and self-reliance, “I continue to share good relationship with my family members and my nephew and niece visit me often. Laksar, Bahadrabad blocks winners in kho kho c’ship
Haridwar, September 22 The Laksar block team was declared the winner in the boys’ category and the Bahadrabad block team was declared the winner in the girls’ category. District Education Officer, Basic, Puspha Rani lauded the efforts of the participating students, the majority of whom belonged to the poor and rural background.
