Health services in remote areas remain neglected

No action in MGNREGS corruption case so far

Even after a report prepared by the Rural Development Department found a large-scale corruption in works being undertaken under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in Haridwar, no action has been taken against the guilty so far.

Prof DS Chauhan, Vice-Chancellor of Uttarakhand Technical University, said this after inaugurating a Mechanical Engineering Faculty Orientation Programme on Energy Conservation organised today by SelaQui Academy of Higher Education (SAHE), Dehradun, in collaboration with Uttarakhand Technical University (UTU).

Girl dies due to viral fever in Tehri

In the absence of medical care, a 3-year-old girl of Pujargaon (village) in Tehri district died yesterday shocking the Health Department that has not been able to appoint doctors in subcentres.

Health services in remote areas remain neglected

Despite tall claims being made by the Vijay Bahuguna-led Congress government, there is no change in the condition of the health services in the remote areas of the state, which remain inadequate as yet.

The living example of the palpable condition of the health services in the remote villages in the state is the community health centre situated at the block headquarters at Thatyur in Jaunpur region of district Tehri Garhwal, which caters to around 200 villages and is being run by only two doctors, much to the disgust of the villagers.

The condition of the 50-bed hospital at Thatyur is such that despite 11 sanctioned posts of doctor, including a surgeon, only two doctors have been appointed so far. Of these one is general physician and the other is a dentist, who has joined recently.

The crisis at the hospital can gauged by the fact that the post of one gynaecologist, 4 general duty medical officers and other supporting staff are vacant since the inception of the hospital four years ago.

The hospital building is leaking from several places and most of the beds and the stretchers are damaged due to lack of maintenance, thus forcing the patients, especially females, to look towards the medical centres situated in Mussoorie and Dehradun during any serious ailment.

The medical staff working at the hospital also rued the fact that the newly constructed residential complex by the executing agency Uttar Pradesh Rajya Nirman Nigam is leaking from several places, making difficult for them to live in the flats under such conditions. Apart from this, the hospital is also facing an acute shortage of electricity and water, keeping the people from the remote villages away from the centre.

Most of the time the hospital remains empty. This has lead to a decay in the mattresses placed on the beds of the hospital. The only stretcher present in the hospital is also in a damaged condition.

The villagers lamented the fact that 108 ambulance services are present at the hospital but are not available during any emergency.

The block pramukh of the area, Geeta Rawat, opined that the government should try to appoint the doctors passing out from the Srinagar Medical College so that people do not have to suffer here.

When contacted, the MLA from Dhanaulti, Mahaveer Rangad, informed that the condition in the medical centre was such that when people from surrounding villages were facing the problem of rabies recently, due to lack of vaccines, the patients had to be referred to Dehradun, causing much inconvenience. He also said that he had apprised the Chief Minister and the Chief Medical Officer about the situation but action was still awaited on the issue.

When contacted the Superintendent of the medical centre, Vinay Dyundi, said that 5 specialists,' 4 general duty medical officers' and one female specialist's posts were still vacant, making it difficult for him to manage the services here. He said that due to lack of facilities and staff, they were unable to render 24-hour service to the patients.

Virendar Singh Rana, BJP Yuva Morcha president from the region, said that they had written for improvement of the facilities at the centre, but no action had been initiated so far. He said that during any accident case, the bodies of the deceased had to be sent to Mussoorie for postmortem.

He further stated that if the conditions did not improve soon, villagers would be forced to carry out an agitation against the administration in the 
near future.

No action in MGNREGS corruption case so far

Even after a report prepared by the Rural Development Department found a large-scale corruption in works being undertaken under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in Haridwar, no action has been taken against the guilty so far.

On receiving complaints in this regard, the government had constituted a team to investigation the matter. A team of officials comprising Deputy Commissioner, Rural Development, SS Bisht and Executive Engineer, MGNREGS, AK Sinha had found gross irregularities in the construction of kuccha roads in the Bhagwanpur, Luxar, Bhadarabad and Daulatpur blocks of Haridwar and recommended action against officials.

"Fake must rolls were prepared and highly exaggerated works were shown to have been carried out. However, no work was undertaken on the ground, leading to the misappropriation of funds. In some places, six feet digging was said to be have been carried out, whereas in reality, the ground had not been touched for several years," said an official.

According to the report, in Bhagwanpur, against the works amounting to Rs 26 lakh, works worth Rs 21 lakh were found to have been undertaken. In Daulatpur, wrong measurements were taken and work done was found to be only for Rs 1.90 lakh while the claims were made for over Rs 3 lakh of work undertaken.

The record states that Rs 13 lakh was spent on various works in Luxar. However, when the team inspected the site, it was found works worth Rs 9 lakh were undertaken and the rest exited only on paper.

In Bhadrabad, claims were made for Rs 3.8 lakh. However, it was found that works far less than the stated amount were undertaken.

Soon after the report was presented, two junior engineers and a block development officer were suspended. However, they were later reinstated under "political pressure" and the authorities maintained that it would be a while before the actual culprits were booked.

In keeping with their desire to bring the artistes of western classical music closer to the young audience, Spicmacay (Uttarakhand) this time round has brought to Dehradun the Norwegian duo of Gustavo Tavares, a cellist player, and Anders Oien, a guitarist.

Both acclaimed artistes played samples of western classical music inspired by two Norwegian composers Edvard Grieg (19 century) and Kenneth Sivertsen ( 20 century).

Speaking with The Tribune at the end of their performance today, Gustavo, who is based in Oslo, said tours like these excited him as they exposed him to different cultures. “For half the year I play for Norwegian National Opera, and for the remaining period, I am free to experiment and do my own thing, which is basically music and more music,” he said.

Despite performing for an audience with limited exposure to western classical music, Gustav struck a chord with them without compromising on the vocabulary or grammar of his music. “ I do not compromise on quality of music or my own experience of music making. The standard has to be maintained at all costs,” he said.

He was accompanied by guitarist Anders Oien, who learnt music at the Norwegian Academy of Music and is a classicist in his own right.

Both agree that music had no boundaries and musical tradition of the world was based on a set of expressions that were fine-tuned. Both the artistes gave a scintillating performance at Unison World School today.

They also performed at Doon School and Summer Valley Schools.

Simultaneously, Spicmacay also organised a Bharatnatyam dance workshop by Anuradha Venkataraman, who taught the students of Govt Girls Inter College (Rajpur Road) the basics of Bharatnatyam dance.

The dancer who learnt the art under guru Saroja Vaidyanathan for 15 years and has now taken up the job herself, said that the the guru-shishya parampara had kept alive the dance and musical legacy of the country. “This Indian tradition of holding the guru in high esteem is even prevalent abroad, and this was vividly brought out even by the Norwegian artistes,” she said.

Anuradha Venkatraman also performed with the Norwegian artistes much to the delight of the audience.

Prof DS Chauhan, Vice-Chancellor of Uttarakhand Technical University, said this after inaugurating a Mechanical Engineering Faculty Orientation Programme on Energy Conservation organised today by SelaQui Academy of Higher Education (SAHE), Dehradun, in collaboration with Uttarakhand Technical University (UTU).

Prof Surendra Kumar, advisor, SAHE, guided the participants about how to make an optimum use of energy to save it for future generation. He recommended the use of renewable sources of energy like air, water, wind and solar energy. Dr SP Gaur, Director and CEO, SAHE, addressed the faculty members, students and guests with words of wisdom in form of ‘shlokas from Shrimad Bhagwad Geeta. This inspired a wonderful beginning of the workshop and laid the foundation for an enthusiastic exchange of Ideas and discussions on emerging issues like energy conservation.

Chauhan, who has authored several books on energy conservation, was concerned about the depletion of conventional sources of energy. He said in India, if energy was used with full audit and saving techniques, it could be saved to a large extent for the future generation. “Simultaneously, we have to concentrate and direct our knowledge and research in such a way that we could generate a huge amount of renewal sources of energy to fulfil our future demands,” he said. The inaugural session was followed by a faculty orientation programme for energy conservation where useful talks on the subject were delivered by Dr Dharam Buddhi from SAHE and eminent guest speakers from the UTU and affiliated colleges. Faculty members of other affiliated engineering colleges, besides teachers and students of SelaQui Academy participated in the workshop.

Girl dies due to viral fever in Tehri

In the absence of medical care, a 3-year-old girl of Pujargaon (village) in Tehri district died yesterday shocking the Health Department that has not been able to appoint doctors in subcentres.

According to the health authorities, 36 villages falling under Pratap Nagar of Tehri district are under the grip of viral fever.

These subcentres are unable to function properly due to the absence of doctors and most of these are being run by pharmacists.

Even after carrying out transfers of doctors, these subcentres have no doctors to attend to cases pertaining to viral fever and other seasonal diseases. Even the Primary Health Centre at Pratap Nagar has just 9 staffers and the vacant posts have not been filled even through transfers.

Meanwhile, terming the death of a girl shameful, former Chief Minister BC Khanduri said the incident was a reflection on the policies pursued by the government.

"We should hang our heads in shame because a girl died as she could not be treated for viral fever. The government has failed to deploy doctors in Tehri and those that have been transferred are not ready to take up duties because they are not bound by any act. We had brought the Transfer Act to check the behaviour of some individuals and reward those who were ready to discharge their duties," he said.

Logo of State Child Rights Commission released

Governor Aziz Qureshi today released the logo of the State Child Rights Commission at a function held at Raj Bhavan here today. The Governor said that every child had the right to lead a respectable life. He said poor people had to choose between their survival and educating their children.

“Children's rights can be protected only after we create a casteless, classless society, ” he said. The Governor said that efforts should be made to organise programmes for protection of child rights in the remote and backward areas. He appreciated the logo chosen by the commission.

The logo chosen has been created by Rolika Aggarwal, a class IV student. He also released a book on child rights edited by Ajay Setia, chairperson of the commission. Rolika was honoured with an award of Rs. 31,000.

In the Lala Nemi Das Memorial Football League being played at Survey Stadium, Dehradun, Adhoiwala boys today defeated Loco FC 6-2.

Roshan Chetri was the main scorer for the Adhoiwala team as he scored a total of three goals. Amar, Deepak and Vijay scored one goal each for Adhoiwala. For Loco FC, Arjun scored both goals.

The Adhoiwala team showed better football skills throughout the match giving no chance to Loco FC's strikers to level the match.

Police to launch drive against black film

DIGs of different ranges and SPs of all districts had been directed by the police headquarters to run a campaign against the use of black film on windowpanes of four wheelers.

The campaign would be launched to ensure that the Supreme Court order banning the use of black film was strictly followed.

The department had also inserted advertisements in local dailies to spread awareness about the ban on the use of black film.

Till date more than 12,000 vehicles had been challaned for the offence and a fine of Rs 3.5 lakh had been collected.

Girl hangs herself

Shivani, a resident of Balawala at Raipur, committed suicide by hanging herself from a ceiling fan at her house today.

The victim could not die instantly because the height of the ceiling was low and the victim’s feet touched to the ground. When her mother returned home, she cried. The victim was rushed to Doon Hospital where she died after a couple of hours.

Shivani was the student of class XI. She was unhappy about her parents' scuffles. — TNS
