Tehsil offices to get new building next month

Tehsil offices to get new building next month

Come next month and the functioning of the Jalandhar-I and Jalandhar-II tehsil offices will start from a swanky, new building coming up within the administrative complex at a cost of Rs 3.26 crore.

The two-storeyed building will have a proper counter system for doing registries of various documents and issuing of attested copies of online fards. The building will also house the offices of tehsildars, naib tehsildars, registrars, sub-registrars, kanungos and patwaris.

The entire office will be connected with servers and the visitors will be issued tokens at their entries and will follow each procedural step required for the purpose till their photography and payment at the cash counter through digitised technique.

The new office has a beautiful outer look, with stone tiles on it. The building has accessibility for the physically challenged with a provision of a ramp at the entrance, an elevator given till the third storey and special toilets. The entire fitting work, including that of electricity connections, false ceilings and sanitary ware, is complete.

The offices of the tehsildars remain jampacked as of now and wear a shabby look. The condition goes especially bad on days when there is much rush in anticipation of hike in collector rates.

The Deputy Commissioner said that an order for furniture at a cost of Rs 14 lakh had already been placed. He said he hoped that the offices would be shifted there by the next three weeks.

List of area patwaris to be displayed

The Deputy Commissioner said that he would put up a list of all patwaris, their designated areas and their mobile phone numbers on a board outside the tehsil complex soon so that they could be easily contacted by the residents for various works, including issues regarding land records, getting attested their SC/BC certificates, residence certificates and income certificates.

SMS alerts to applicants

The DC said his office had purchased a new software at a cost of Rs 60,000 by way of which SMS alerts would be sent across to all applicants at Suwidha Centres regarding the status of their works. He said in case more time was being taken than that mentioned, the alert would go to the applicant regarding the next date of receiving the documents. He added that even an automatic SMS would go to the designated officer for the service falling under the RTS Act for checking up reasons for the delay.

Governance Reforms Commission chief’s visit

Chairman of Punjab Governance Reforms Commission Dr Parmod Kumar and former ADGP SK Sharma visited the tehsil complex today and held meetings with SDMs, DTO and police officials discussing the various procedures that could be adopted for improving efficiency in the delivery of services. They sought details regarding applications received for various services falling in the RTS Act. The tehsildars demanded that the demarcation of land be allowed through naib tehsildars by empowering them to do so which could help in expediting the process.

Near-total bandh in city
Schools, colleges, commercial establishments remain closed

With almost all schools, colleges and most commercial establishments remaining closed today on account of the Bharat Bandh call given by the BJP, it was a near total strike in the city.

Banks, corporate offices, petrol pumps, malls and multiplexes remained shut the throughout the day. With most people off from work, they did not even have any option to venture out. There, however, was no problem in getting essential items like medicines and milk. No incidence of violence was reported from anywhere today.

Vehicular traffic on the roads remained thin. Almost all government offices had only a few visitors, as people avoided venturing out to get their work done.

The BJP and SAD supporters criss-crossed city roads on their bikes carrying party flags to hold demonstration and to ensure that people adhered to the bandh call given over the issue of diesel and kerosene price hike.

BJP district president Subhash Sud and SAD district president Gurcharan Singh Channi also took a round of the city accompanied by party workers and gave a copy of their memorandum to Deputy Commissioner Priyank Bharti.

Commuters suffer at ISBT

Thousands of commuters today suffered at Shaheed-e-Azam Inter State Bus Terminal (ISBT) due to the Bharat Bandh call given by the opposition parties against the Union Government's decision to hike diesel price and allow FDI in multi-retail brand.

Commuters were seen stranded at the bus-stand, as they could not find buses to reach their desired destinations.

Though the Punjab Roadways buses did not support the bandh call and remained available for commuters throughout the day, due to very few buses, commuters faced a huge difficulty and had to wait at the bus-stand for hours.

It was also observed that compared to normal routine, the passenger turnout at the bus-stand was also less and it seemed that people preferred to remain indoors than bear the unnecessary inconvenience due to the strike.

"I had to go to Moga to attend a marriage function of my nephew, but got late, as the bus was not available for two hours," Amarjit Sama, commission agent said.

Another Nakodar-based passenger, Kanav Sharma, a businessman said that due to the non-availability of buses, he could not reach Jalandhar to attend his business.

Mini-buses remain off road

Protesting against the recent price hike in the price of diesel by the Union Government, the Jalandhar Mini Bus Operators Association also kept their buses off road for the full day. As many as 500 mini-buses today remained off road, president of the Mini Bus Operator Association Jarnail Singh said.

Auto-rickshaws make hay

As buses and other modes of public transport, especially mini-buses remained off road following the bundh call, auto-rickshaws grabbed the opportunity and cashed in on the situation.

Though people who were aware of the bandh, preferred to remain indoors, scores of passengers, who did not know about the bandh call, were seen stranded at the ISBT.

Helping the harried passengers at the ISBT, auto-rickshaw drivers ferried passengers to Nakodar, Shahkot and Phagwara and charged fives times the normal fare. However, the passengers didn't mind paying extra bucks to avail the facility.

The normal bus fare to Nakodar from Jalandhar is Rs 17, but the auto operators charged Rs 70 per commuter. Similarly, the fare to Shahkot from the city is Rs 30, but passengers had to pay Rs 100 to the auto operators.

"It does not matter whether auto-drivers charge extra bucks, what matter is they had transported us to our destinations," Rahul Sharma, who paid Rs 70 to travel from Jalandhar to Nakodar.

Bharat Bandh peaceful in district

Over 2,000 policemen remained on their toes due to the Bharat Bandh that ended peacefully in the district here today.

Though there were reports of certain incidences of forcible closure of shops in the city and countryside, yet the district did not witness any major incident of violence.

Additional Deputy Commissioner of Police (Headquarters) Navjot Singh Mahal revealed that over 900 policemen, including ACPs and ADCPs, were deployed to maintain law and order situation in the city.

While Rajinder Singh, SP (D), Jalandhar (Rural) police, claimed that over 1,000 policemen were deployed at various strategic points in the countryside.

Apart from these policemen, Police Controll Room (PCR) vehicles, flying squads and police personnel on special duty also managed the bandh, which went peacefully.

Community policing programme reviewed

The Punjab Government is adopting a two-phased strategy of empowering the Saanjh Kendras and community policing.

In the first phase, emphasis is on the delivery of service (20 services being delivered by the police are covered under the Right to Service Act) to the citizens, while emphasis will be on the community involvement in policing, particularly in areas like matrimonial disputes, grievances and economic offences, in the second phase.

Dr Pramod Kumar, chairperson, Punjab State Governance Reforms Commission, made the statement while reviewing the community policing programme of the city police. He was accompanied by S.K. Sharma, Additional DGP (Law and Order and Community Policing), here today.

A press note issued by Commissioner of Police Gaurav Yadav said Dr Pramod Kumar and S.K. Sharma visited the Community Policing Suvidha Centre (CPSC)/ Saanjh Kendra of Subdivision North to review its working and interacted with the members of the citizens' committee associated with the kendra.

Dr Pramod Kumarr also held a review meeting with all Inspectors, heading the subdivisional Community Policing Suvidha Centers (CPSC)/Saanjh Kendras, and the Chief Community Policing Officer looking after the CPRC.

In the meeting it was also proposed to initiate counselling in matrimonial and economic matters at the Saanjh Kendras by involving members of the citizens' committee. The Saanjh Kendras would also become a hub for the redress of grievance, including those against the police, the press note said.

Activities of the Saanjh Kendras would be expanded to community involvement in projects like drug de-addiction, youth clubs, visits to schools/colleges, counselling and redress of grievance.

Telecast of ‘Dara Singh Ni Kisse Ne Ban Jana’ today

The Jalandhar Doordarshan (DD) will telecast its special documentary "Dara Singh Ni Kisse Ne Ban Jana" at 7.30 pm tomorrow.

The documentary is produced by senior DD producer A.P.S. Randhawa and was edited by Pawan Mahenia. The script of the documentary has been penned down by Dr Satish Verma.

The DD's in-house documentary, according to A.P.S Randhawa, showcases different aspects of Dara Singh's life, like his contribution to wrestling, acting and direction and in the fields of Punjabi and Hindi films.

Patching of potholes on roads to begin today

Following reports regarding badly potholed roads and poor lifting of garbage, Municipal Corporation officials finally woke up from their slumber.

Commissioner Vinay Bublani said the hot-mix plant would start functioning from tomorrow morning and the patching of potholes on roads would start by evening the same day. He said following the recommendations of the newly appointed Technical Adviser to Local Bodies Maj-Gen VK Bhatt, the patching of potholes would be done using machinery so that it was fast and more effective.

Bublani added that he had deputed Joint Commissioner Anupam Kler for ensuring the lifting of garbage from across the city thrice a day. He said the first round would start at 8 am, second at 12 noon and third around 3 pm. He said an additional fourth round would be held for areas which had a high volume of garbage ,including Plaza Chowk and Nakodar Road.

After the reports regarding a convoy of Deputy Chief Minister Sukhbir Badal remaining caught in a jam from BSF Chowk to PAP Chowk appeared in the dailies yesterday, Deputy Commissioner Priyank Bharti took a round of the national highway, examining its condition and poor drainage system along with Kler.

Inquiry into electrocution case still not started

The insensitivity of the Municipal Corporation officials came to fore today as the officer inquiring the death of photojournalist Akhilesh Kumar, Joint Commissioner Anupam Kler, said she had not visited the spot even four days after the tragic incident in which the negligence on the part of the MC streetlight contractor and staff is alleged.

Even as the incident had occurred on the intervening night of Sunday and Monday and an inquiry in this regard marked by Commissioner Bublani on Monday, the officer has not cared to visit the spot in the past four days. The delay on the part of the Joint Commissioner has even raised questions on the fairness of the inquiry.

Citing various excuses, she said, "I had planned to visit the site on Wednesday, but was asked to go along with the DC for checking potholes on the national highway. I could not go today as there were so many official meetings throughout the day."

Robotics challenge workshop held at LPU

The School of Computer Science from the Faculty of Technology and Sciences of Lovely Professional University organised a two-day zonal round of the International Robotics Challenge (IRC) workshop.

The workshop covered various practical activities regarding development of autonomous robots and sensors. Experienced faculty from the IIT, Mumbai, and Robosapiens, a private Indian company, had visited LPU to guide and motivate the participating students. The participants students were from the LPU Schools of Computer Science Engineering, Electronics and Computer Engineering and Mechanical Engineering.

The two days of the event saw a theoretical workshop followed by practical competitions among the participants of twelve teams, comprising five members each. Students got a hands-on experience of micro-controller programming on Robosapiens' iBot. They also got the understanding of various gripping and sliding mechanisms, various nuances of grid solving techniques along with the theoretical sessions. The workshop was conducted in consonance with nine other zonal centres across India. The winners from each of the 10 zonal centres will further compete for the national-level final at the IIT-Mumbai Techfest, to be held from January 3 to 5, 2013.

Participating students - Sanjay Kandpal, Satyendra Shukla, Squib Alam, Rahul Sharma, B. Deepika, D. Praveen Krishna, Arvinder Kaur and Ankit Paswan - said the workshop was a great learning experience about basics of robot working, robot concepts and related basics of electronic circuits.

PCR team nabs killer driver

A PCR team of the Phagwara police chased a Tata-909 driver, identified as Baljit Singh, of Santokhpura Phillaur, who was trying to escape after hitting a cyclist, who was killed on the spot near the Hargobind Nagar Chowk here today.

The cyclist, identified as Gurnam Singh, of Burj Kandhari village was sent to the local Civil Hospital, where doctors declared him brought dead. The SP, HPS Khakh, said after hitting the cyclist, the driver of the Tata-909 (PB-08UB-9674) managed to escape, leaving the vehicle behind at the accident site.

Meanwhile, a passersby raised an alarm and informed the police control room and a PCR team chased him and succeeded to nab the culprit. — OC

Man electrocuted to death

A man was electrocuted to death at his residence in the Basti Sheikh locality last late evening. He was reportedly ironing clothes when the tragedy struck.

The deceased was identified as Girish.

The victim's family members told the police that on Wednesday evening, Girish was ironing clothes in a room and came in contact with naked electricity wires. The family said when the victim sustained the shock, he cried loudly for a few seconds. When the family members reached his room, they found him lying unconscious.

Before the victim could be taken to hospital for treatment, he had already died. The police has initiated inquest proceedings under Section 174 of the CrPC.
