HC notice to Pb, PUDA on groundwater usage

The Punjab and Haryana High Court today issued notices to the state of Punjab, PUDA, and the Central Ground Water Authority on a PIL seeking a ban on the use of groundwater for construction purposes in 18 blocks of Punjab.

Responding to a call given by Acharya Shri Mahashraman of the Akhil Bhartiya Tera Panth Yuvak Parishad (ABTYP), an NGO formed by the followers of Jain sect, on Monday set a record by crossing the targeted collection of one lakh units of blood this afternoon. Significantly, 30 youths donated blood at a camp organised in village Lilanwali located on Abohar-Hanumangarh road. Inner Wheel president Neelam Daga and Asha Borad were among the firsts at a camp in Sriganganagar.

The Mehal Kalan police has arrested five persons while they were planning to commit a crime near a canal on the Dhaner-Chak Bhaika road, and also seized some arms and ammunition from their possession.

The electronic benefit transfer (EBT) system, the pilot project of the state government for the disbursement of pension, has come under the scanner two months after its launch in Lambi, the constituency of Chief Minister Parkash Singh Badal. 

A complaint by the SAD-BJP leaders of Mandi Killianwali to the officials of the company, given the contract to disburse the pension, has alleged that one of its employees was “cheating” the beneficiaries of nearly Rs 250 on the pretext of getting their life insured. 

However, as per the rules, there is no need for insurance of any beneficiary including the elderly, destitute widows and the physically handicapped.

As per the information, an agent of the private company had recently gone to Mandi Killianwali in Lambi block to disburse the pension among the beneficiaries for the months of May and June. But he neither disbursed the pension amount to the beneficiaries nor gave the receipts to them.

When the matter came to the notice of the higher officials of the company, they also arrived there and suspended the official.

District Social Security Officer Rajvinder Singh Gill said, “We have given the contract to disburse pension among beneficiaries to the ICICI Bank, which has further hired the services of a technical service provider company, FINO, whose official was reportedly cheating the beneficiaries. As per the reports, the official did not disburse the actual amount of pension among the beneficiaries.”

“We have sought an explanation from the senior officials of the ICICI Bank in this regard. They have told us that the official found cheating the beneficiaries has been sacked. But we want a legal action against him because removing from job is not sufficient,” added Gill.

 He further said in future, the bank would be told to give details of its employees to the department before deploying them to disburse pension in the area.

It may be mentioned that during his Sangat Drashan programme at Raniwala village in Lambi assembly constituency on July 14, CM Parkash Singh Badal had launched the EBT system for the welfare of beneficiaries.

‘Tyson’ sniffs out heroin worth Rs 15 cr

The trusted sniffer dog of the Border Security Force (BSF), Tyson, today led its sleuths to recover yet another consignment of heroin concealed beneath the ground amidst the wild grass near the border outpost (BOP) DT Mal close to the Indo-Pakistan border in this sector.

Giving the details, PK Rathore, Commandant, 143 Battalion, said the BSF received secret input regarding smuggling activity between the BOP DT Mal and BOP Jagdish, following which vigil along the Zero Line had been increased.

Rathore said today in the morning, the BSF jawans launched a search operation during which the sniffer dogs were pressed into service keeping in view the thick growth of ‘Sirkanda’ near the DT Mal enclave between the Sutlej and the Zero Line.

BSF officials said the sniffer dog, Tyson, tracked down the spot in the alignment of border pillar number 193/89 where the consignment of heroin had been concealed by the drug peddlers.

On thorough search of the area, three packets of high quality heroin worth Rs 15 crores in the international market was recovered which had ostensibly been brought from across the border.

BSF officials said further investigation was going on and more recovery was likely to be made.

The officials further said during the rainy season, when the water level in the river is high and there is thick growth of wild grass along the Zero Line, the cross-border drug peddlers try to take advantage of the situation. However, the BSF jawans thwarted their designs this time.

Jakhar lambasts SAD-BJP govt over sewerage problem in Abohar

The state government came in for heavy criticism at a rally organised by the City Congress Committee at the Sadar Bazaar chowk here today.

Congress Legislative Party (CLP) leader Sunil Jakhar said Chief Minister Parkash Singh Badal and Minister for Local Bodies Chuni Lal Bhagat had not accepted his plea to visit Abohar town for Sangat Darshan and no funds have been released for the maintenance of the sewerage system that has remained choked for the last few months. He also criticised SAD MP Sher Singh Ghubaya for not granting relief by funding the renovation work out of his discretionary quota.

Two academicians, Ajinder Singh Dhindsa, formerly principal of a Government Senior Secondary School and Captain SK Dutta (retd), former District Education Officer, said because of the choking of the sewerage and the supply of contaminated drinking water, most of the farmers were planning to sell their palatial houses and shift back to their respective village.

The utter neglect by the SAD-BJP alliance government might trigger a stir to merge the sub-division with Haryana in compliance of the Longowal Award, they said. Senior councillor Vimal Thatai regretted that the state government had not removed the Municipal Council president Shiv Raj Goyal of the BJP even when two-thirds of the councilors had expressed lack of trust in him.

CLP leader Jakhar blamed the state government for not appointing a full-time Executive Officer and Municipal Engineer besides denying funds for development works. He led the party workers to the sub-divisional complex to submit a memorandum addressed to the Chief Minister. Their vehicles waded through sewerage water that had accumulated in the complex for the last few weeks.

The ruling Badals are hoping to rule Punjab for 25 years but their government in the state might fall within 25 months, predicted CLP leader Sunil Jakhar.

Speaking to newsmen on the sidelines of a huge protest rally here today, he said three important wickets (Jagir Kaur, Tota Singh and Gulzar Singh Ranike) of the Badal team have fallen within six months and many more are on the cards. 

Jakhar said the ruling politicians who had siphoned off Shagun and pension amounts of needy Dalits and widows through their party workers and staff can’t survive. 

People in the urban areas have been burdened with a whopping Rs 8500 crore tax burden. Instead of criticizing the Central Government, the state government should slash the enhanced VAT on petroleum products to reduce their price.

The CLP leader urged the CM to convene a meeting of all factions of Beopar Mandals, small and young entrepreneurs to find means to strengthen the state exchequer and weed out corruption that dots the tax collecting agencies. 

On joining hands with the PPP and other political parties, Jakhar said the Congress high command will weigh all the pros and cons before arriving at a decision.

HC notice to Pb, PUDA on groundwater usage

The Punjab and Haryana High Court today issued notices to the state of Punjab, PUDA, and the Central Ground Water Authority on a PIL seeking a ban on the use of groundwater for construction purposes in 18 blocks of Punjab.

The Division Bench comprising Acting Chief Justice Jasbir Singh and Justice Rakesh Jain issued the notices for October 3 on the PIL filed by advocate HC Arora. He was seeking the issuance of directions to DCs and municipal bodies through the Punjab Chief Secretary for imposing a ban on the use of groundwater for construction purposes. He was also seeking adoption of other measures such as rainwater harvesting. For the purpose, Arora suggested amendments in the bylaws for making provision for the same. — TNS

The Northern India Cotton Association Limited today elected Mahesh Sharda as its president, Sushil Phutela as vice-president and Sham Somani as treasurer. All three are from Bathinda.

The Association also elected 13 directors, namely, Rakesh Rathi of Abohar, Mukul Tayal of Sirsa, Pawan Nagori of Abohar, Suresh Bansal of Abohar, Kailash Garg of Bathinda, Aditya Chittlangia of Sriganganagar, Swami Saran Garg of Sirsa, Ashwani Jhambh of Ludhiana, KM Chaturvedi of Muktsar, Sanjiv Dutt of Chandigarh, Rajeev Kumar of Bathinda, Surjit Ram Kasana of Bathinda and Suresh Bhardwaj of Fazilka.

MLA Radheyshyam, Bihani Educational Trust chairperson Jaideep Bihani, Municipal Council president Jagdish Jandu and Improvement Trust chairperson Jyoti Kanda inaugurated the ceremony that was graced by Sadhvis Jaiprabha and Swati. The local blood banks invited outsiders to collect blood in the afternoon.

Five held, pistols seized

The Mehal Kalan police has arrested five persons while they were planning to commit a crime near a canal on the Dhaner-Chak Bhaika road, and also seized some arms and ammunition from their possession.

Barnala SSP Surjit Singh said those arrested were Baldev Singh and Buta Singh of Mehal Kalan; Pardeep Singh and Devinder Singh of Jagraon; and Bhupinder Singh of Lopon. The police also recovered from their possession three pistols, six cartridges, a sharp-edged weapon and a vehicle, he added.

The SSP said a case under Sections 399, 402 and Sections 25/54/59 of the Arms Act had been registered against them at Mehal Kalan police station.

He said the arrested persons had a criminal background as some cases had already been registered against them by the police force of Ludhiana, Jagraon (Rural), Sangrur and Barnala. He said the interrogation of the accused was on and investigation was in progress.

Two girls were killed and seven other followers of the Dera Sacha Sauda were injured as a video coach reportedly hit the Bolero van by which they were travelling.

As per details available, 10 Dera followers were returning to Sriganganagar after attending a congregation at Jaipur when the luxury bus hit their van near Ringas this afternoon.

Indu Arora (34) of Purani Abadi and Reena Taneja (24) of Ridmalsar died on the spot. Simi, Santosh, Neha, Darshan Lal, Rajinder Kumar, Parshu Singh, Amar
Gera, Virender and Gungun (7) have been admitted to a hospital. — OC
