After the alleged theft of the pension amount meant for the 315 elderly, physically disabled, widows and orphans in Singhewala village of Lambi assembly constituency, the intended beneficiaries are in a 'hopeless' wait for over two months. As the police failed to solve the theft case, the Social Welfare Department Punjab is not inclined to release the pension amount anew to the beneficiaries.

As many as 30 educationists were honoured on the occasion.

Hundreds of teachers recruited under the Sarv Siksha Abhiyan (SSA) and the Rashtriya Madhyamik Siksha Abhiyan (RMSA) besides the CSS teachers and the 7654 Adhyapak Joint Front staged a day-long protest outside the office of the Deputy Commissioner here to express annoyance over the non-acceptance of their demands.

After the alleged theft of the pension amount meant for the 315 elderly, physically disabled, widows and orphans in Singhewala village of Lambi assembly constituency, the intended beneficiaries are in a 'hopeless' wait for over two months. As the police failed to solve the theft case, the Social Welfare Department Punjab is not inclined to release the pension amount anew to the beneficiaries.

It is not only the destitute elderly but also the orphans who are facing a tough time in the absence of the pension amount. Though the pension amount is not a big sum, even a single penny is of high value for these poor penniless, said Laxman Singh Sevewala, general secretary, Punjab Khet Mazdoor Union (PKMU).

The pensioners are given Rs 500 every two months. Some days back, when Jarnail Singh, the husband of Singhewala village sarpanch, Jagir Kaur, was returning home after withdrawing over Rs 1.61 lakh pension amount from the bank, the bag of money was allegedly snatched from him.

The sarpanch lodged a complaint with the Lambi police but the case was not solved as the identity of the accused was not established. "I used to disburse the pension among the beneficiaries after withdrawing it from the bank as most of the pensioners have no bank account," said Jarnail Singh.

"I can identify the robber but the police have not rounded up any suspect," he said.

But in the absence of the pension amount, 10-year-old Jyoti and his 12-year-old brother Jagsir are facing tough times as both these orphans are staying with their maternal aunt after the death of their parents.

"As we are a poor family, so the financial help of Rs 1,000 is a major help for these orphaned children," said Kansho, the children's aunt who is their caretaker.

75-year-old Jugraj Singh and his wife, Baljit Kaur said the pension amount is enough for them to foot their medical bills. Similar is the view of many other poor beneficiaries among the 315 pensioners in Singhewala village.

Last week, the Punjab Chief Minister was on a Sangat Darshan holding spree in the villages of Lambi constituency to redress people's grievances on the spot. "But no one pays heed to our demand of granting us the pension amount," regretted Sukhwinder Kaur and Jasbir Kaur, both widows.

After the theft of the pension amount, a new problem for these poor and mostly illiterate beneficiaries is that the Welfare Department has directed them to open a bank account for the direct transfer of the pension amount. "Opening a bank account is really a tough job for us," said Bachitar Kaur, a 80-year-old widow.

 Councillors show lack of trust in MC chief

After the humiliating defeat of its candidate in the Punjab Vidhan Sabha elections held in January this year, the BJP suffered another big jolt today as the dissidents in the party joined the Congress in voicing their lack of confidence in Municipal Council president Shivraj Goyal, who himself belongs to the BJP, at a crucial meeting.

Notably, BJP candidate Vijay Laxmi Bhadoo, former chairman of the State Social Welfare Board and national treasurer of the BJP Mahila Morcha had lost her security deposit as she was pitted against Congress leader Sunil Jakhar in this constituency.

Briefing the media after the stormy meeting, senior Congress councillor Vimal Thatai said 21 out of the 29 councillors who attended the meeting refused to confirm the proceedings of the April 26 meeting and expressed their lack of confidence in MC president Shivraj Goyal, of the BJP.

Two members were unable to attend the meeting.

The meeting had to be convened today as seven councillors of the ruling alliance and 12 of the opposition Congress had given notices under Sections 22 and 25 of the Punjab Municipal Act. They had conveyed to the authorities that the meeting is necessary to redress the grievances of the people over the failure of sewerage and drinking water supply systems. The mandatory period of the notice had expired on September 2.

Interestingly, MC president Shivraj Goyal, son of former BJP MLA Dr Ram Kumar Goyal, had on Monday invited the media at his residence to lambast the state government and his own party (BJP) high command for not appointing any executive officer and municipal engineer for the last four years. He threatened to quit by next Monday if the technical staff to deal with the chronic sewerage problem was not provided by Saturday.

SAD councillor Vijay Nagpal, BJP councillors Geeta Chaudhary, Swaran Lata Nagpal, Ravi Makkar, Kamal Nagpal, Surinder Vij, Kaushal Pihwal, Ramesh Dhaulpuria, independents Gurmeet Kaur and Buta Singh who had joined the alliance after winning the council elections, supported the no-confidence move that was initiated by 11 councillors of the Congress against MC president Shivraj Goyal.aLocal MLA and leader of the Congress Legislature Party (CLP) Sunil Jakhar also urged Chief Minister Parkash Singh Badal and the Minister for Local Bodies Chuni Lal Bhagat to immediately appoint a full-time administrator from the state or central administrative services to bring order to the Municipal Council affairs. Jakhar said a division of the Punjab Water Supply and Sewerage Board (PWSSB) should be shifted to Abohar as construction work worth Rs 80 crore besides the renovation of the choked sewerage system is to be taken up.

 Math Park gets Ropar teacher the state award

Ludhiana and Ropar districts today topped in receiving acclaim from Punjab Education Minister Sikandar Singh Maluka during the state-level function organised on Teachers' Day today.

Five teachers each were selected from Ropar and Ludhiana, three teachers each were selected from Fatehgarh Sahib, Sangrur and Hoshiarpur, two teachers each were selected from Patiala, Gurdaspur and Barnala while one teacher managed to get the state-level commendation from Fazilka, Kapurthala, Amritsar, Pathankot, Abohar, Bathinda, Ferozepur, Mohali, Shaheed Bhagat Singh Nagar and Mansa.

The state government awarded the teachers for improving results, maintaining school infrastructure, increasing student strength and collecting money from various social activists, NGOs and NRIs to improve the school infrastructure.

Harmesh Kaur, a Punjabi lecturer from Senior Secondary School, Beas in Amritsar, said that earlier too, she had received commendation certificates and felt elated at being selected for the award.

An ETT teacher Jaswinder Singh from Government Elementary School, Meerpur block of Nurpur Bedi in Ropar, was awarded for constructing a Math Park at their primary school.

Jaswinder said he is the head teacher of the school that has a strength of 30 students. The park, he said, was constructed two months ago with the aim of evoking interest in mathematics among the school students. He said various mathematics solutions are explained in the park and children play and learn in the math park. He said the shapes are made using bricks, cement and other solid objects.

Shapes like cone, square, cuboids, sphere, angles, adjacent angles, parallel lines, intercepting lines, rectangle, triangle, parallelogram, trapezium, acute angle, right angle, obtuse angle of various degrees are also explained. The park has been constructed at a cost of Rs 16,000 and the money was contributed by the village panchayat as also the school fund.

The ETT teacher said the idea of making the park came from a secondary school in the district wherein the school authorities had constructed a similar park.

Some teachers present during the function, however, said those selected for the awards have to send their names to the department along with their achievements. The government should instead, identify the hardworking teachers on its own for a fair selection, they said.

Sukhbir also said that he will seek a report on the working of Adarsh schools in the state as there were complaints about the financial irregularities and their functioning. He said that the state government has mooted a proposal to develop Harike wetland as a major centre for tourist attraction. aSukhbir also said all existing vacancies in government colleges and schools in the state will be filled up soon. Sukhbir asked Zira MLA Hari Singh to draft a proposal to establish a college and school for the girls in the Makhu area.

To express anguish over the delay on the part of the city police in arresting those involved in damaging a shop and misappropriating property, the All Traders Beopar Mandal today organised a protest march.

Shouting slogans, the protesters led by Mandal president Ashwani Kumar Jhunthra and Advocate and Garments Dealers Association president Om Parkash Kataria passed through the main roads on way to the city police station. SHO Jasbir Singh said he would bring the guilty to book.

 Teachers stage protest against rationalisation policy

Hundreds of teachers recruited under the Sarv Siksha Abhiyan (SSA) and the Rashtriya Madhyamik Siksha Abhiyan (RMSA) besides the CSS teachers and the 7654 Adhyapak Joint Front staged a day-long protest outside the office of the Deputy Commissioner here to express annoyance over the non-acceptance of their demands. They also blocked traffic for an hour in the evening on the state highway near the busy Sanjeev Cinema Chowk causing inconvenience to the commuters.

Addressing the gathering, district president of the Teachers' Joint Front Baljinder Singh said despite repeated many efforts, Chief Minister Parkash Singh Badal had not spared the time to meet the union leaders. Therefore, the teachers resorted to agitation.

Listing the main demands, district secretary Ravi Kumar said the present rationalization policy of one teacher for forty students (1:40) should not be implemented as it would increase unemployment. At present, the Education Department is continuing with the ratio of 1:30.

Their other demand is to withdraw the increase in the number of periods that the lecturers and master cadre teachers are supposed to take.

Besides, the teachers have demanded that the notification for the increase in salary for teachers under the RAMSA scheme, should be issued.

The Tehsildar, Fazilka, later visited the spot and accepted their memorandum.
