Old rules allowed for registration of property
Amritsar, August 28 The reforms included ensuring presence of the owner of the property even though he or she had given a power of attorney to someone else. The owner was required to declare that he had received the payment from the buyer. Further, a pro forma related to income tax requiring the account numbers from which money was withdrawn by the buyer and the account number of the seller in which the money was deposited was required to be mentioned. However the real-estate agents had opposed the move as the revenue officials had refused to sign the registration deeds, which were not complying with the new set of rules. A source in the department revealed that the new rules would have checked property-related disputes. “People often give power of attorney to their relatives or friends in good faith. However, sometimes the owner is betrayed and property is sold off with his or her consent. The presence of the owner at the time of the registry would have ensured that he or she has consented for the sale. Further he was required to declare that the entire payment has been received,” the source revealed. Further the declaration of account numbers would have ensured transparency in monetary transactions as most of actual transactions in property deals are much bigger than shown in the registration papers. It is simply because the market prices of the properties are much higher than the reserved prices. The excise duty is often evaded showing that the property was bought at much less price than the actual price. When contacted, District Revenue Officer Mukesh Kumar said, “We have allowed the registration of properties with the old rules.” He clarified that the registration was not stopped and only a few new rules had been introduced. “The people could have their properties registered if they had fulfilled the criteria. But now as the district administration had issued new guidelines, people can get it done in the earlier way,” he said. |
Ban goes up in ‘smoke’
Amritsar, August 28 Smokers and cigarette vendors are quite happy with the department for not keeping an eye on them. Earlier when the campaign to curb smoking at public places was at full throttle, even the vendors had stopped lending a match box to smokers for lighting cigarettes because of the fear of being challaned. A resident, Subash Kumar, said, “A few days ago, people were afraid of smoking at public places. Now with no one challaned after the announcement of the smoke-free status, people are again back to the old habit.” He said the department must continue its efforts to make city a smoke-free zone in the true sense. As the residents feel that curbing smoking at public places is even more necessary as the district has been accorded the smoke-free status after much publicity and efforts, the department has not inspected any of the areas after August 15. Another resident, Baljit Singh, said, “The administration should strictly implement the rules. Otherwise people would forget what had been done in a few days and again we would see people smoking fearlessly at public places.” He said they had widely hailed the move, but now they were disheartened. Even as people have yet to inculcate the habit not smoking at public places, the state government has also applied ban on the sale of chewing tobacco items. The department surely has to initiate efforts to implement the ban. When contacted, Civil Surgeon Dr Yash Mitra said, “It is nothing like that the department is not keeping an eye on the offenders. We are committed to implementing the guidelines.” He said he would ask the staff concerned to initiate another drive to check smoking at public places. |

Amritsar, August 28 A two-member team of the WHO had arrived in the district yesterday for its three-day inspection. “The government had initiated an AFP surveillance programme in 2010. “In the current year, so far we have sent 54 samples of children suspected to be suffering from AFP to labs for test and all are negative,” said Verma. He said the team was also visiting the homes of suspected AFP cases that were reported in the recent times. The AFP is a clinical syndrome characterised by rapid onset of weakness and is these days used for surveillance during polio outbreaks. The Health Department had earlier this year enhanced its AFP surveillance after a polio outbreak was reported in the neighbouring country of Pakistan. Dr Verma said, “Even as no polio cases have been reported in the country during the recent times, the government is taking all steps to root out the disease completely.” In an effort in this regard, A polio immunisation centre was set up at the Attari-Wagah Check Post earlier this year. He said all doctors working in the district had earlier been apprised of the AFP and they were asked to report any suspected case of the disease immediately to the district Health Department. “Once a case is reported to us we have to send the stool sample to a laboratory at Kasauli for confirmation within 14 days,” said Verma. He said the department was also working to make the upcoming polio immunisation drive on September 9 a success. |
Gang of highway robbers busted, 2 held
Amritsar, August 28 Inspector-General (IG), Border Range, RP Mittal, said the gang members used to rob occupants of trucks and tractor-trailers on gunpoint. “They used to tie the victims to trees before snatching their vehicles,” he said. On a tip-off, a Kamboh police station team laid a naka at Muradpura and nabbed the robbers with a truck (HR 37-C 1969), which was snatched on the intervening night of August 24 and 25 from Sri Hargobindpur. The police also recovered weapons from their possession, which included a country-made .315 mm-bore pistol, along with four live cartridges. A case under the Arms Act and IPC was registered against them. In another instance, the police has arrested Ramesh Kumar, alias Goli, resident of Jawahar Nagar, Batala Road, from the Tarn Taran road and recovered a .9 mm pistol, two magazines and 12 rounds, along with 200 gm intoxicants from him. During interrogation, Ramesh Kumar revealed that he had bought the pistol from Salwinder Singh, resident of Sunder Nagar, Batala Road, for Rs 80,000. The police also been nabbed Salwinder Singh, a goldsmith who used to sell gold in Bihar. “He used to procure weapons from Bihar and later sell them to criminals. He is under interrogation and we are hopeful of cracking some incidents as he will lead us to criminals involved in various crimes,” Mittal said. Cases were registered. |
Four mobile phones found during raid on Amritsar Central Jail
Amritsar, August 28 The police team, comprising Superindent of Police (SP) Baljeet Singh Randhawa, five ACPs, 15 Station House Officers (SHOs), NGOs and 250 policemen, including 50 policewomen, conducted raid on the premises for about four hours. Jail Superintendent BS Gill said the search was conducted as per the instructions of DGP (Jails) RP Minna, applicable for all jails of the state. “We received a message half an hour in advance that the local police team would have to carry a minute search of the jail premises. (We found four abandoned mobile phone sets without SIM cards - three lying on the security jail side and one on the central side. Besides this, nothing objectionable was found,” he said. The Deputy Superintendent, Jails, RK Sharma, said a detailed report had been prepared about the raid, which would be sent to DGP Minna. |
Independents to play key role
Amritsar, August 28 Even as it is for the first time that the SAD has dreamt of staking its claim to the Mayor’s seat in Amritsar in view of its thumping victory on 25 seats out of a total of 27 seats in its quota, its alliance partner, which tasted defeat on 14 seats out of 38 seats, is adamant to adopt the 1997 pact, which says that the Mayor’s seats in Amritsar and Jalandhar would rest with the BJP, whereas it would be the SAD’s prerogative to choose Mayor in Ludhiana and Patiala. Nevertheless, the SAD and BJP leadership have yet to resolve their differences over the issue, but it’s likely to be the number game. The 11 successful Independent councillors will play a vital role to tilt the balance by extending their support to the either side. Earlier, SAD district chief Upkar Singh Sandhu had upset the BJP camp by claiming that nearly 40 per cent of the urban voters, who have migrated from rural belts, were actually the SAD’s rigid vote bank, thereby defeating the BJP’s claim of being a dominant partner in the urban area. Post corporation elections, the SAD leadership had ignored the BJP’s various proposals, which included the announcement of names of Mayors, along with the results. Nevertheless, the most sought-after would be the rebels who won the seats independently. Even as the SAD did not disclose the party strategy, the sources said that the alliance had been thinking of reinstating the rebel independent candidates to strengthen their claim for the Mayor’s seat. Here, the SAD has an upper hand, as the figure of councillors would rise to 29, after including four of its rebels. On the other hand, the BJP has expelled 10 of its leaders, but only two could make it independently. If they are included, the BJP would pocket 26 votes. Despite the fact that the BJP would have the support of its MP Navjot Sidhu and two MLAs - Anil Joshi and Dr Navjot Sidhu - to catch the figure of 29, the SAD would still be in an advantageous position with the support of its only MLA Inderbir Bolaria, while having an upper hand with 30 votes in this context. The numeric factor enjoys a prominent place in a democratic set-up. SAD has pocketed 26 seats, while the BJP claimed 24 seats. The SAD had expelled three of its leaders-Nirbhay Singh (Ward no 1), Manmohan Singh Titu (ward no 42) and Amarjit Singh Bhatia (ward no 43). All of them successfully won the seats independently. Similarly, from ward no 34, Jaskirat Singh, the dissident SAD leader and son of SGPC member Harjaap Singh, fought elections independently after being denied ticket by the party, and won the seat. On the other hand, the BJP had expelled 10 of its leaders but only two-Neetu Mahajan (Ward no 9) and Gurpreet Singh (ward no 55)- could win the elections independently. |
Saplings distributed among students Amritsar, August 28 Rama Mahajan appealed to the students to save the environment. Deepak Babbar informed the students about the depleting environment and the importance of trees. Saplings of sukhchain, bougainvillea, silver oaks, jatropha, chandani and hibiscus were distributed among the students. While distributing the saplings, principal Gurnam Kaur Bedi urged the students to take care of the environment, besides giving time to studies. Amritsar, August 28 The members of the school team were Asees Singh Chawla, Hriday Pal Singh, Rubani Sidhu, Aafreen Arora, Gursirat Kaur, Karan Sukhtej, Harsuhail Singh, Sehnaz Deep Singh, Kavya Jain, Siddhant Agarwal and Nabarun Singh Sidhu. Rajiv Kumar Sharma, principal, Spring Dale Senior School, said Asees Singh Chawla was adjudged the best shooter in the men’s category, while Gursirat Kaur was pronounced the best in the women’s category. “The school team competed with teams from 35 schools to bag the first position,” he said. Power employees stage rally
Amritsar, August 28 They criticised the attitude of the management towards those employees who had participated in the protest march held in Patiala a few days ago. Lashing out at the additional SDO, they said it was not proper for him to use abusive language against the employees. Surinder Singh Dosanjh, vice-president, PSPCL Union, said if the additional SDO was not transferred within a week, all employees would resort to agitation. “The employees who participated in the Patiala rally on August 25 were marked as absent. It was not acceptable on part of the management to deprive us of our democratic right to raise the voice. One of our colleagues had tried to commit suicide under depression. He is fighting for life at Kakkar Hospital. It will be the responsibility of the management if something happens to him,” he said. Others who spoke on the occasion included Kishan Lal, Gurmej Singh Mahal, Narinderpal Singh, Joga Singh, Lakhwinder Singh and Gurdial Singh. |
National Sports Day celebrated
Amritsar, August 28 KN Kaul, principal of the college, said National Sports Day was celebrated on the birthday of hockey maestro since 1995. He said the functional was organised to enthuse sports culture among the residents. Presiding over the function, SDM Sandeep Rishi lauded the role of the college and students for reviving the memory of legendary captain of Indian Hockey team.
