A woman in her mid thirties was found dead under mysterious circumstances at her rented accommodation in the Green Avenue area here today. The victim has been identified as Balwinder Kaur. Living separately from her husband for the past five years, Balwinder was running a beauty parlour in the area.

For the time being, the police has initiated action under Section 174 of Criminal Procedure Code and has started investigations.

While Balwinder’s body was found on the bed, a ‘dupatta’ was found hanging with the ceiling fan.

Although the exact cause of death would be ascertained only after the postmortem examination, the circumstantial evidence suggested that it was not a case of suicide. The scene was created to give it a shape of suicide, said police officials.

The investigating team, headed by Gurnam Singh, ACP North, also found a liquor bottle in the kitchen.

Was facing some threat

Police sources say the woman had tried to approach certain journalists for help while alleging that she was being threatened by some people. However, before she could meet the mediapersons, she was found dead at her residence.

The incident came to light when the maid servant arrived in the morning. The doors of the house were lying open. When she found her dead, she raised an alarm following which the owner of the house rushed to the room. They informed the Civil Lines police.

“The police did not find any table which could have been used by the deceased to get to the ceiling fan if she had ‘committed suicide’. Further there was no damage to the ceiling fan,” said the sources.

“Anything concrete could be said only after the postmortem examination report and we are waiting for the same for further action,” said Gurnam Singh.

Police sources said the woman had tried to approach certain journalists for help while alleging that she was being threatened by some people. However, before she could meet the mediapersons, she was found dead at her residence.

Another jail inmate escapes, three cops suspended

Ten days after an undertrial lodged in the Amritsar Central Jail escaped from the police custody, another jail inmate managed to dodge the policemen on guard while he was admitted to Guru Nanak Dev Hospital on Saturday.

The inmate has been identified as Kulwinder Singh, a resident of Focal Point, GT Road, Amritsar. He was booked under Sections 420 of the IPC at the Civil Lines police station, Amritsar, and under Sections 399, 402, 467 and 471 with Samrala police station, Ludhiana, for his alleged involvement in various looting and dacoity incidents.

Hospital records reveal that the jail inmate was discharged from the hospital on August 17 at 1.45 pm after doctors administered him medical aid.

Three policemen on duty, identified as Avtar Singh, Surjit Singh and Satnam Singh, are also absconding. They have been booked under Section 222, 223 and 224 of the IPC with the Civil Lines police station and have been put under suspension.

Ashwani Kumar, investigating officer at Civil Lines police station, said the jail inmate was admitted to the hospital after he complained of sickness on August 13. The incident came to light when the jail line officer Mukhtiar Singh went to the hospital on a routine checking and found them missing.

"The jail records say that he was discharged. We would have discovered the exact sequence of events if we had traced the guards on duty. It appears that he dodged the police guards soon after getting discharged from the hospital. A case has been registered and we are on the lookout for all four of them," he said.

Just 10 days back, undertrial Pathan Singh, booked under Sections 22, 61 and 85 of the NDPS Act with the Lopoke police station, and lodged in the Amritsar Central Jail had managed to escape from the police custody while he was being taken to the district courts for hearing. He is still at large.

Though head constable Jagroop Singh, associated with Lopoke police station, who was on duty then was put under suspension for being negligent, but the inmate could not be arrested.

Himachal CM for special Central package to Punjab industry

Himachal Pradesh Chief Minister Prem Kumar Dhumal has favoured extension of special package of the Union Government to the industry of Punjab saying that the state had suffered immensely during the wars with Pakistan and turbulent period for over a decade.

He was addressing the two-day national conclave on small-scale industries (SSIs), organised by the Laghu Udhyog Bharti, here on Saturday night. He said the Congress-run UPA government had always denied due benefits to those states which were being ruled by non-Congress governments.

Lashing out at the Union Government, he said it was overlooking the interests of the SSIs, which is backbone of the nation's economic development.

He said the government's mega-project approach was leading to closure of SSI units at a rapid pace. He said as the government was extending assistance of crores of rupees to the mega industries and projects, similar assistance should be provided to the SSIs.

He reflected that consequently it was adding to the unemployment and migration of people in search of employment to other areas. He claimed that SSI units offered employment opportunities at the local level.

Punjab Industry Minister Anil Joshi said the SAD-BJP government was committed to the development of SSI units which form a major chunk of all industrial segments in the state. He said the state government was formulating the new industrial policy for the state for which representatives from mega and small industries have also been taken.

He said the single window system would be implemented by the next month, under which entrepreneurs willing to set industries under Rs five crore would be given all kinds of approvals at the district-level, while above this would require approvals at the state-level. Besides, he said it has been decided to implement the revised deemed approval policy in Punjab wherein any new project proposal would have to be granted all approvals by various state government departments within 30 days, failing which the Industries Department, on its own, would give a deemed approval to the project. He said all approvals would be processed online so that the investor knows the status of his application.

He said a land bank was also being constituted in which non-fertile lands like barren, Kandi and Mand lands have been identified. Initially, the proposal was to have at least five pockets of land bank, with each pocket having 3,000 acres of land, so that investors can set up industrial units.

With the introduction of flights connecting the holy city with Mumbai, Srinagar and Chandigarh, the tourism and hospitality industry in Amritsar has got a push. The occupancy rate in city hotels has gone up by about 10 per cent. Major chunk of tourists are from Maharashtra.

‘Popularise tourism’

APS Chatha, president, Amritsar Hotel and Restaurant Association, said these flights had linked the city with the highly-visited tourist circuit of Maharashtra, Goa and Kashmir Valley.

Chatha, also a member of the Airport Advisory Committee, said there are above 300 hotels, lodges and guest houses in the holy city which have over 3,000 rooms. He said the occupancy rate had gone up mainly in top category hotels.

A tourist Rajesh Berry, an estate agent in Mumbai, said he originally planned to go to Srinagar but decided to stay in Amritsar to pay obeisance at the Golden Temple.

He said, "After learning about the availability of a direct flight from the holy city to Srinagar, his family insisted on staying in Amritsar for a day."

He said the direct Amritsar-Mumbai flight of the Jet Airways and the Amritsar-Srinagar fight of SpiceJet had reduced the travel time drastically.

Pilgrim Surinder Singh, a Mumbai-based businessman, said he had been coming to the city along with his wife to pay obeisance at the Golden Temple on each Sangrand (start of a new month) for the past many years. Earlier, the journey used to consume nearly three days, but now this takes just few hours," he said. Chatha stressed now the government must open new tourist destinations in and around the city, like Gobindgarh Fort, Hari Ke Pattan in Tarn Taran, Keshopur wetland and a place of Akbar's coronation in Gurdaspur.

He said it would prolong the stay of tourists which would benefit the hospitality industry.

Every bibliophile in the world knows that if you need to create more space on your bookshelf or tote hundreds of books, there's only one way to do it - e-book. When all paperbacks across the globe are now being converted into e-books, the digitisation of a modest book has been touted as a tech marvel. It's almost as if Apple is doing a favour with its i-books for the Indian consumer or Kindle is the biggest blessing for India. Here's what the city book lovers have to say…

"Nobody today pretends to be ignorant about technology. E-books have become a blessing for book lovers who love to read or collect different genres. E-books have become more popular and have further added to the number of readers, especially youngsters," shares Sumit Khurana, who runs an event management company in the city.

Sumit and his brother Sachin are self-confessed e-book lovers and their huge collection of over 4500 e-books are a proof of that. "A prime reason for this is the relatively lower price e-books come for, while the ease of storing or convenience of purchasing them online is an added bonus. With an e-reader, one can carry an entire library in a single device," says Sachin.

While the technology makes it easier to download a book, it also makes reading an experience to remember. "Most e-book readers and apps come with easy options of automated font and lighting options. You can easily add bookmarks, animation to it and the text is also high quality. Also, there are apps like GoodRead that downloads books within seconds," shares Aditi Gupta, studying English (honours) at GNDU. "And one doesn't have to bear the burden of carrying a dozen books when they are all a click away," she says.

"Even if you are madly in love with books, one cannot afford to splurge on them all the time. E-books are very economical in that case. I had ordered the autobiography of Steve Jobs through an online portal that cost me Rs 1,800. But when downloading it, the cost drops to somewhere between Rs 1,000 and Rs 1,111. Moreover, most of the apps offer free download of some of the popular genres," says Harpreet Matharu, who loves to read his Sherlock Holmes series on i-books. "I-books can only get you selected collection of books as there are copyright issues, but there are better and more convenient e-book apps available now, with free downloads and easy access," he adds.

Realising the potential of e-books in the country, the upcoming Delhi Book Fair too is making a strong push to have a section of e-books. The potential for digital content to succeed is huge, given that India is the third-largest book market in the world.

Grow plants for prosperity, good health: Astrology prof

While delivering a lecture on ‘Eco-friendly Astrology’ during a workshop organised by the Indian Council of Astrological Science, today at DAV College, Amritsar Chapter chairperson Kiranjit Kaur advocated that in vedas, it has been mentioned that plants possess mystic powers and influence the health of a person who reside around them.

“There is an ancient belief that plants should be treated like gods. Likewise, for instance, one can plant trees to pacify planets or to please the deities. Plants have spiritualistic powers which help in gaining good human health, provided, the trees you plant commensurate with your stars,” she said.

While citing some examples, Kiranjit said to attain good wealth, one should plant a ‘jamun tree’, if one wishes to achieve salvation, he or she should plant ‘peepal’ tree. “Go for an ‘Ashoka’ tree, if you want to earn divine grace. A bael plant is related to Sun, palasa to Moon, khadir to Mars and amla to Mercury”, she said.

Kiranjit, who is also a professor and head of the astrological wing at the DAV College, Katra Sher Singh here, advised that the district administration should promote it as a tool to influence the citizens, so that the already depleting greenbelt of the holy city could be revived.

“This will in turn prove to be a blessing in disguise. In my over two-decade-long experience, I have minutely studied the effects of plantation on human beings and I have discovered marvelous results,” she said.

Concerned over the rising cases of looting and robbery in the localities and jewellery shops situated on the Majitha Road here, the city police has decided to intensify patrolling in the area.

The area always remains ignored despite the fact that it falls under the jurisdiction of three police stations, including Civil Line and Sadar police station and Majitha Road police chowki.

Police Commissioner Ram Singh said: “We have been plugging various loopholes in the functioning of the police. The patrolling will be intensified in order to curb looting instances”.

The Majitha Road comprises of posh localities, including Green Field, Nagina Avenue, Diamond Avenue, Rishi Vihar, Bank Avenue, Power Colony, Gopal Nagar, White Avenue, etc. It also has a number jewellery shops which remain on the target of looters.

A number of incidents have been reported in the past wherein unidentified robbers decamped with jewellery and cash from the posh localities. The police has miserably failed to crack these cases till date.

On August 2011, armed looters barged into the house of a jeweller located in the Greenfield area and looted gold jewellery worth lakhs of rupees, besides thrashing the woman present in the home.

On September 2011, six armed persons shot at the owner of a jewellery shop and his son on the Majitha Road in a daylight robbery. They decamped with jewellery and cash from the shop before fleeing.

On January 2012, another jeweller was robbed by armed looters, while Manish Khanna, a cloth trader, was shot dead by the unidentified robbers recently. The culprits took away over Rs 10 lakh from the trader.

All these cases remained unsolved till date, while the robbers continue to target the innocent people, especially jewellers, in the area.

Ram Singh said the intensified patrolling would hopefully curtail the robbery cases, besides resulting in the arrest of robbers.

He added that the patrolling would be increased in other vulnerable parts of the city also.

An Intra-Department Media Festival was organised by the Department of Mass Communication and Video Production at DAV College today. Students from Bachelor of Journalism and Mass Communication and Mass Communication and Video Production participated in seven categories of these events. Nearly 50 students from different undergraduate courses of Journalism and Mass Communication participated in these events.

The competition in radio jockeying was the first to be held, followed by news reading and a debate. Three short documentary films on various social problems in the city and around made by students were also screened during the competition. Besides, other items in which students participated included still photography and limericks.

Vikas Sharma from BJMC-III was declared first in radio jockeying competition and Simar Singh from BJMC-I bagged first position in short film-making contest.

Aashruti and Vishesh from BJMC-III semester and BJMC-I semester, respectively, were announced the best debaters of the event.

Amritpal and Gagandeep stood first and second, respectively, in the limericks category. Resham Singh and Guriqbal Singh from BJMC-I and III semester bagged positions in the news reading category.

Dr KN Kaul, principal of the college, appreciated the efforts of the department in organising practical events. Stressing the significance of such events, the principal said students must make most of these opportunities.

Prof Arif Nazir, Head, Department of Journalism and Mass Communication, thanked the participants for making this competition a success.

He said the aim of the event was to give practical exposure to the students and make them understand the technicalities involved in jobs associated with the media.

Physicians apprised of latest developments in diabetes management

The Sri Guru Ram Das Institute of Medical Sciences and Research at Vallah near here organised a workshop under the Public Health Foundation of India’s (PHFI’s) “Certificate Course in Evidence Based Diabetes Management” today.

The workshop was conducted by PHFI’s senior regional faculty Dr Narotam Bhalla and Dr Gurinder Mohan to apprise leading physicians in the region of the latest developments in the field of diabetes management.

The certificate course is a once-a-month executive training programme for primary healthcare physicians spread over 12 months.

It apprises physicians of not only the latest developments in the field of diabetes management but also equips them to deal with it more efficiently in their day-to-day undertakings.

Dr Sandeep Bhalla, programme manager of the course, said: “It is estimated that by 2030, India will have around 100 million people with diabetes. The medical fraternity requires to gear up to this challenge for effectively preventing, diagnosing and treating diabetes in large number of individuals, families and communities”.

Dr Geeta Sharma, director of the institute, said: “Diabetes is the leading cause of morbidity and mortality in India. Every third person in the country is suffering from this disease. Need of the hour is awareness, prevention, early diagnosis and its management. This workshop is an excellent attempt to fulfill this aim by training the medical faculty in this direction”.

Others present in the workshop included Dr AP Singh, additional secretary, SGRD Charitable Hospital Trust, Dr Gursaran Sidhu, president elect 2012-13 Indian Academy of Clinical Medicine, Dr Hardip Singh Ghai, civil surgeon, Dr Shiv Dutt Gupta, president, IMA Punjab, and over a hundred doctors and general practitioners from the district.

It is estimated that by 2030, India will have around 100 million people with diabetes. The medical fraternity requires to gear up to this challenge for effectively preventing, diagnosing and treating diabetes in large number of individuals, families and communities.

Documentary to be made on Sikh Rehat Maryada

The Baba Deep Singh Federation has decided to make a documentary on Sikh Rehat Maryada (code of conduct).

The documentary in Punjabi would be out by September, said federation’s president Rachpal Singh Baghi. He said about Rs two lakh would be needed to make the documentary, which would explain the religious rules from birth of a child till his death to the followers of Sikhism. He said rehat maryada was released by the Akal Takht in 1932. He said the federating would seek assistance from the Akal Takht, SGPC and other Sikh organisations. He said auditions for selecting the cast of the documentary would be held soon. Bobby Gill has penned the story and Shivam Sharma would direct the documentary. — TNS

Singing talent competition

The Rashtriya Sarv Sikhya Abhiyan (RSSA) is organising a singing talent competition ‘Dhadkan Mere Punjab Di’. Sikandar Singh, director, RSSA, said auditions would be organised at all major cities of the state. Auditions will start from Amritsar on August 23; Pathankot on August 27; Jalandhar on August 31; Moga on September 4; Ludhiana on September 5; Bathinda on September 12; Sangrur on September 16; and Patiala on September 20.

Harjinder Singh Uppal, district assistant coordinator, RASA, said it was a wonderful opportunity for residents, especially the youth of the holy city, to show their singing talent. He said people with singing potential would manage to get enough exposure. He said the winner of the singing competition would get a car and an opportunity to record album.

He informed that Nachattar Gill, Manpreet Akhtar and Lal Kamal would be the judges on this contest.
