District and Sessions Judge Karamjit Singh Kang has convicted a man to five years of imprisonment on the charges of forcing his wife to commit suicide. A fine of Rs 5,000 has also been imposed on him. He would have to undergo three more months of imprisonment if he fails to deposit the fine.

Several farmers belonging to villages along the Indo-Pakistan border whose standing crop had been damaged due to floods last year are an aggrieved lot. The cheques given to them by way of compensation after waiting for a year have been returned by the bank as the validity of the date had expired.

Kulwinder Singh of village Chandiwala said he got a cheque for Rs 12,500 as compensation around 15 days back. “When I approached the bank to credit the cheque in my account, they returned it saying that it has expired,” he said.

Mangal Singh, the village sarpanch, said there were several such farmers whose cheques were dishonoured by the bank. “The farmers have been moving from pillar to post to get the compensation and finally, when they got the cheques, the bank refused to make the payment,” he said while accusing the officials of deliberately delaying the entire process.

As per the information, the district administration had received an amount of Rs 11.95 crores meant for distribution amongst the farmers belonging to over 42 villages where around 23,910 acres of standing crop had been damaged due to the floods caused by the heavy rains.

When contacted, Manjit Singh, Tehsildar, said of the total amount received for distribution amidst the flood affected farmers, around Rs 10.20 crores has already been disbursed while around Rs 1.70 crores was still lying with the department.

The Tehsildar said the unutilised amount belonged to those farmers who had migrated or died or could not be traced. Hence, the compensation amount could not be distributed in those cases and it will be returned to the government.

About the delay in making the payment to the affected farmers, the Tehsildar said initially, due to the model code of conduct which remained in force due to the assembly elections in the state, the compensation could be handed over to the farmers. However, as soon as the model code was lifted in February, the relief amount was immediately given to the farmers.

“Though the validity period of the cheques issued before March was six months which was later reduced to three months after April, the banks did not entertain the cheques as they were presented late by the farmers,” he said

The Tehsildar added that the cheques were revalidated by affixing a new date which was duly attested by the disbursing officers.

While brushing aside allegations of improper disbursement of flood relief amount, the Tehsildar said the distribution has been done in accordance with the norms and there was no scope of any misappropriation.

Meanwhile, Congress MLA Parminder Singh Pinki, while alleging that irregularities had taken place in the distribution of funds meant for the flood victims, has demanded a high-level probe into the matter.

Pinki said farmers who belonged to the ruling alliance were given the cheques on time while there was an inordinate delay in the distribution of compensation to the marginal farmers.

Four Bangladeshi nationals nabbed on Indo-Pak border

The Border Security Force (BSF) has arrested four Bangladeshi citizens from an area along the Indo-Pakistan border while they were trying to sneak into Pakistan.

As per the information, the BSF personnel posted at border outpost HK Tower spotted some movement along the fencing near border pillar 189/6 yesterday night following which the troops got into action.

BSF officials said the troops apprehended one person who was identified as Ali Ahmed, 30, a resident of Bangladesh.

During the interrogation, the arrested Bangladeshi revealed that there were four more persons along with him who wanted to cross over to Pakistan. Thereafter, the troops launched a search operation along with the police during which three more persons were apprehended from an area close to Chandiwala village along the border.

BSF sources said the three arrested Bangladeshi citizens were later identified as Hafiz Ur Rehman, Mohhamed Danish Mia and Sauhar Ali, all of whom are residents of Sumanganj district of Bangladesh.

Sources said around 20 Bangladeshi youths had allegedly crossed over to India from Bangladesh border out of which 10 of them stayed back in Delhi while the other five went towards Amritsar.

The rest of them came to this area with the motive of crossing over to Pakistan.

Illegal structures razed in Muktsar

Launching a drive against illegal construction in Muktsar town, the local Municipal Committee (MC) with the help of the police today razed many illegally constructed portions of commercial establishments.

Though the affected shopkeepers raised a hue and cry and even sought to tap their political connections the resolute MC authorities were in no mood to oblige and continued to pull down the illegal buildings.

The demolition squads comprising bulldozers, JCB machines and tractor-trailers reached the sites at about 11 am. Initially, some shopkeepers tried to offer resistance but the police force accompanying the MC employees ensured that the resistance fizzled away. Some shopkeepers even started removing these sheds before the MC employees could bring them down.

Most of the shops in the town have extended illegal portions. Most of the extended portions were constructed by encroaching upon the drains, thus choking them and shrinking the area on the roads, said a senior municipal official in Muktsar.

With traffic rising manifold and the roads shrinking due to encroachments, the MC had no choice but to use force as all requests and public announcements to the shopkeepers to remove the encroachments failed to yield any result, said the official.

Police officials misused stolen car?

Fazilka SSP AS Chahal has sought an explanation from the city police station SHO SS Brar regarding the charge of misuse of a stolen Skoda car by the city police officials.

“I have asked the SHO to clarify if the city police officials used the stolen car or not. If the reply is not found to be satisfactory, an inquiry by a senior officer would be conducted,” said the SSP, adding that the matter was serious and would be looked into thoroughly.

Notably, Ludhiana police had traced a stolen Skoda car from the Fazilka police station yesterday which was recovered by the local police about a month back. The car was stolen from Ludhiana in November, 2011.

The owner of the car, Vinay Kumar of Ludhiana, alleged that the car was misused in the last nine months since its theft. The report of the theft was lodged in Ludhiana at that time.

SHO SS Brar said the car was found abandoned on the Abohar road on July 28. The city police had registered a report immediately. “Since then, the car has been lying parked at the police station. Hence, no question of its misuse or being driven by the officials arises,” claimed Brar. — OC

District and Sessions Judge Karamjit Singh Kang has convicted a man to five years of imprisonment on the charges of forcing his wife to commit suicide. A fine of Rs 5,000 has also been imposed on him. He would have to undergo three more months of imprisonment if he fails to deposit the fine.

A criminal case was registered against Major Singh, a resident of Nihalsinghwala, by a woman and two of his brothers on July 21, 2008 at the Nihalsinghwala police station.

The deceased woman, Veerpal Kaur, had allegedly committed suicide on July 19, 2008 by pouring kerosene and setting herself on fire. She died of burn injuries. She was reportedly upset over her husband’s extra-marital relation with a woman of their village.

However, during the course of investigations by the police, the alleged accused woman and two of his brothers were let off after having established that they had no role in the death of his wife.

The husband had earlier contended that his wife had committed suicide but this theory was rejected by the police during the investigations.
