Illegal colonies: GLADA bans registration of sale deeds
Anirudh Gupta

Ferozepur, August 19
To check the mushroom growth of unauthorised colonies which have come up in large numbers around the periphery of the town, the Greater Ludhiana Area Development Authority (GLADA) has put a ban on the registration of sale deeds of plots or properties within these illegally developed colonies.

In a letter addressed to Tehsildars and Naib Tehsildars in Ludhiana, Raikot, Jagraon, Ferozepur, Samrala, Moga, Khanna besides some other places, the GLADA authorities have asked the revenue officials not to entertain the registration of sale deeds or GPA even in those colonies which are authorised by PUDA or GLADA but where the promoters have failed to deposit the external development charges (EDC) or other due charges despite repeated reminders.

The GLADA authorities have even provided a list of such illegal colonies which have faltered and not deposited the amount due against them.

According to the information available, there are around 15 such colonies in Satiawala and Nawa Purba area in Ferozepur alone. Besides, there are several such unapproved colonies in Hakewala, Mudki, Talwandi Bhai, Zira and Gidrewala areas.

As per the list available with the revenue authorities, there are a total of 56 such unauthorised colonies in Ferozepur alone. In addition to that, there are some PUDA approved colonies also which have not deposited the EDC.

The Ferozepur police had earlier registered almost two dozen cases against the promoters of such illegal colonies. However, no further action was taken against them.

Even after the registration of cases by the police, the construction work in some of those colonies has not stopped and they are still flourishing due to the laxity of the authorities concerned.

At some places, sewerage connections have also been provided in an unauthorised manner allegedly in connivance with the officials.

When contacted, Baldev Singh, ACA, GLADA, admitted that the GLADA has asked the revenue department not to entertain the sale deeds of such unauthorised colonies or those who have not deposited the EDC till date.

Meanwhile, the residents are crying foul over the move.

A coloniser alleged that the authorities were adopting pick-and-choose strategy as those who were influential were getting their sale deeds registered while others with limited resources were being made to suffer.

Majit Singh, Tehsildar, Ferozepur, while denying the allegations, said initially there was some confusion about the list of those colonies which had faltered. He said now that the list has been provided by the GLADA, the sale deeds of approved colonies were going on and only those colonies which were illegal or had not deposited the due charges, were facing problems.
