Clock Tower shopping complex without facilities
Dehradun, August 16
As many as 18 shopkeepers, who are running shops in the new shopping complex near Clock Tower after they were relocated from Chakrata Road, have slammed officials of the Mussoorie Dehradun Development Authority (MDDA) for giving the stepmotherly treatment to them.

A review meeting was held between officials of the Dehradun Municipal Corporation (DMC) and of SPML company which is running solid waste management programme in the city. Mukhya Nagar Adhikari (MNA) Ashok Kumar complained that the vehicles which collected the garbage from houses were not reaching in time.

Flag hoisted amid cheers

The Tricolour was hoisted at various government and non-government institutions to mark the Independence Day celebrations here yesterday. However, the festive look was missing as the official celebrations were subdued as most of the cultural events were cancelled in the wake of the recent Uttarkashi cloudburst.

RIMC cadets plant saplings

Cadets of the Rashtriya Indian Military College (RIMC) planted saplings to increase the productivity of the wasteland areas of the 135 acre campus on the occasion of Independence Day. The employees also participated in the drive.

Protesting against Vijay Bahuguna's refusal to accept the Nainital High Court's verdict of removing quota in promotions, state government employees held a massive rally today.

Under the aegis of the Uttarakhand Adhikari Karamchari Shikshak Sangharsh Morcha, all government employees coming from different districts of the state except Uttarkashi, gathered at the parade ground and then marched to the Secretariat.

At the parade ground, leaders condemned the Bahuguna government for succumbing to pressure exerted by three MLAs who were against the High Court verdict.

"We have never been against the reservation policy and under the quota system, members of the SC/ST community have reached parity. To continue reservation for promotions is against the spirit of the Constitution," charged Giridhar Bhaukuni, convener of the Uttarakhand Adhikari Karamchari Shikshak Sangharsh Morcha.

The employees called for unity among different unions so that pressure could be exerted on the government to accept the High Court ruling. "We are disappointed at the lack of respect for the High Court ruling by Chief Minister Bahuguna who himself was a High Court judge," said Arun Pandey, spokesperson for the sangh.

The employees said quota in promotions was discriminatory and should be scrapped immediately by the government. "Due to quota in promotions, even much junior members of the SC/ST community are reaching higher posts. It is eroding the morale of the employees of the general category who have risen in ranks due to hardwork," said Prem Singh Gusain, president of the Shikshak Sangh (Uttarakhand).

While the state government has constituted a sub-committee of ministers to look into the matter, it is also awaiting for a Bill on quota in promotion to be brought by the Central Government on August 22. However, the decision of the state government not to put a ban on promotions has also earned the wrath of the state employees who have threatened to take to the streets if the state government ignores their demands.

Clock Tower shopping complex without facilities

As many as 18 shopkeepers, who are running shops in the new shopping complex near Clock Tower after they were relocated from Chakrata Road, have slammed officials of the Mussoorie Dehradun Development Authority (MDDA) for giving the stepmotherly treatment to them.

The traders are feeling ignored by the MDDA and other traders who have moved back to Chakrata Road and rebuilt shops on the remaining portion in possession of them.

Incensed over the dismal condition of the complex, thin footfall of customers, lack of facilities and no registration documents from the MDDA, the shopkeepers told the media today that they were planning to meet the Chief Minister and the Governor to seek solution of their problems or else they would sit on protest. They have also demanded pension for losing business in the building.

PK Garg, shopkeeper, said, "It has been seven months since we allotted the shops. The MDDA has not completed the process of legal registration documentation. In blatant violation of its own rule, the MDDA gave us the incomplete building whereas officials demand completion certificate before allowing any private builders to use any new premises."

The building is in a bad condition as the construction is still going on here. The floors which have been built are witnessing seepage in the rains due to the poor quality construction. Garg said, "The toilets have not been fully constructed. The place stinks as people have started using these. The lift portions on all floors, which do not have the lift facility as yet, have not been covered. Any one can fall into it. Construction material is lying in the staircase. Electrical wires have not been finely covered."

He said no sanitary worker came there to clean the place. The shopkeepers themselves do the task.

Dr Shobhit complained that there was no lights in the entire gallery of the building. The customers too do not prefer to use the parking space in absence of lighting arrangement. The place has become ideal for anti-social elements.

CM pays tributes to freedom fighters on I-Day

Chief Minister Vijay Bahuguna hoisted the Tricolour at the state-level programme on the occasion of 65th Independence Day at Parade Ground here yesterday. In his speech on the occasion, the Chief Minister expressed sympathy for the victims of the recent natural calamity in Uttarkashi.

He said his government was committed to ameliorate the sufferings of the disaster-hit people and help them in every possible way. The state government had released immediate relief fund of Rs 20 crore for the disaster victims while the Centre had allocated Rs 150 crore as relief fund. The compensation amounts had also been substantially increased in various categories, he added.

While paying tributes to the statehood agitators, Bahuguna said his government would make efforts to realise their dreams for the state and his government had decided to hold a ‘historic’ cabinet meeting at Gairsain on October 2 as an indication that the government was equally concerned about development of hill areas. While pointing out that his government had presented surplus budget without imposing any new tax on common man, Bahuguna said it had also got approved Rs 8,200 crore as an annual plan from the Planning Commission. He also said his government would lay focus on improving infrastructure and basic necessities like road, power, water, transport, food, health, education and communication. He also said his government was committed to the welfare of minorities, Scheduled Castes, Scheduled Tribes, women, youth, ex-servicemen, farmers and other sections of society.

He also announced that the literate unemployed youths would be paid unemployment allowances from November 9. He further said special efforts would be made for skill development of youths as part of which further extension had been made in the Veer Chandra Singh Garhwali Tourism Self-employment Scheme.

The Chief Minister also hoisted the national flag at his office, residence and later at the Congress headquarters in the city. Meanwhile, Governor Aziz Qureshi hoisted the national flag at Raj Bhavan. He paid tributes to Mahatma Gandhi and other freedom fighters.

Storm water drainage plan awaits sanction of funds

Dehradun, August 16
The city known for a natural drainage system that gets choked within 10 minutes of rain is awaiting funds for the implementation the storm water drainage system by the Peyjal Nigam.

Poor management of drains that remain empty while water glides down the roads meant for walking has been a bane of Doon. “We have already presented a storm water drainage plan for Dehradun at the cost of Rs 511.75 crore and are awaiting sanction from the government. If drains are build and not routinely cleaned by the civic agencies, the problem would crop up again,” said SC Pant, Uttarakhand Peyjal Nigam (Dehradun division).

The phase one comprises of improvement of six nullahs of Manuganj, Chorkhala, Govindgarh, Bhandaribagh, Asian School and Race Course nullah at the cost of Rs 66.55 crore.

Once the storm drainage system, proposal is implemented in the city, the waterlogging areas earmarked in the DPR, comprising Sabzi Mandi in Majra, ISBT, Turner Road, Rajeev Nagar, some part of Prince Chowk, Darshanlal Chowk, Clock Tower, Ekta Vihar, Rajpur Road and Engineer Enclave are expected to get relief.

Officials of the Peyjal Nigam said if the state government fails to sanction funds, they would have to look for the second phase of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) to overcome the paucity of funds. — TNS

Trainee IAS officer's Ipad stolen

Mussoorie, August 16
An Ipad of a trainee IAS officer was reportedly stolen from his hostel room of the Lal Bahadur Shastri National Academy of Administration here today. The theft of the Ipad from the hostel room has become a major talk of the town, revealing carelessness on the part of the security staff.

According to the police, a report was lodged by an officer trainee Abhijeet Agarwal today that his Apple Ipad worth Rs 40,000 was stolen from his hostel room no 101 three days ago. Police sources said the Ipad contained important information along with notes about the training being imparted in the academy.

Police officer Rajiv Semwal said he had demanded from the owner to provide the IM number of the machine so that it could be kept on surveillance to nab the culprit. — OC

GPS for garbage lifting vehicles

Mukhya Nagar Adhikari (MNA) Ashok Kumar complained that the vehicles which collected the garbage from houses were not reaching in time.

Chief Executive Officer, SPML, Sidharth Jain said he would equip each vehicle with GPS technology with which he would be able to monitor their activities. This way, he said, he would be able to counter the complaints of the officials or councillors in better manner.

Jain announced to launch a door-to-door garbage collection in eight more wards. The project is already running in 30 wards of the city.

Mayor Vinod Chamoli assured him of timely payment which was given by the DMC for the disposal of garbage into trenching grounds.

Debate, tree plantation marks I-Day celebrations

Independence Day was celebrated with patriotic fervour at higher educational institutions, schools and other organisations here yesterday. St Joseph’s Academy organised a special assembly to remember freedom fighters. The chief guest on the occasion, Group Captain Onkar Nath, hoisted the Tricolour.

Addressing the students, Onkar Nath asked them to imbibe the qualities of freedom fighters. Principal Rev Bro AJ George, alumni members and school coordinators were present on the occasion.

The Indian Academy

A debate competition was organised at The Indian Academy, Nehru Gram, on the occasion of Independence Day on Wednesday. Former Assistant Commissioner, Navodaya Vidhyalaya, RP Dobhal hoisted the national flag. He called upon the students to play a constructive role in the development of the country. Principal, The Indian Academy, Neelam Sharma, informed about various activities of the school. Director of the academy Surendra Khanduri was also present.

Sri Guru Nanak Public Inter-College

NCC cadets led the Independence Day celebrations at Sri Guru Nanak Public Inter-College, Chukkhuwala. Principal PS Kakkar was given the guard of honour. Lions Club, Dehradun Hill, organised a tree plantation programme on the school premises.

Sardar Bhagwan Singh Institute

Chairman of the Sardar Bhagwan Singh Postgraduate Institute of Biomedical Sciences and Research, Balawala, Dehradun, hoisted the flag on the institute premises.

Aryan School

A cultural programme was organised at Aryan School to celebrate Independence Day. Col Amrit Khanna (retd) hoisted the national flag. Children presented folk dances and patriotic songs also.

Summer Valley School

A performance by girls on song “Vande Matram” held the audience spellbound at Summer Valley School. Director, administration, Ashok Wasu and Principal SC Biala hoisted the flag.

Delhi Public School

“Jash-e-Azaadi” programme was organised at Delhi Public School. The chief guest on the occasion, Dr RN Singh, a scientist, hoisted the Tricolour.

Residents’ welfare society

The Pragati Vihar Residents’ Welfare Society celebrated Independence Day at the society’s community hall. Raipur MLA Umesh Sharma hoisted the national flag. Sudha Sharma, a resident, gave a cheque for Rs 5,000 to the MLA to be deposited in the Chief Minister Relief Fund for the Uttarkashi cloudburst victims.

The Tricolour was hoisted at various government and non-government institutions to mark the Independence Day celebrations here yesterday. However, the festive look was missing as the official celebrations were subdued as most of the cultural events were cancelled in the wake of the recent Uttarkashi cloudburst.

Chief guest on the occasion was local MLA Ganesh Joshi, who hoisted the flag along with Mussoorie SDM and other dignitaries amid cheers and thunderous applause.

Following that, the national anthem was sung by schoolchildren. Girls from Mussoorie International School presented patriotic songs on the occasion.

The flag raising day was also observed in Woodstock School where the students, staff, alumni and guests gathered at the Win Mumby gymnasium for the annual flag raising ceremony.

Guest speaker Bhavenesh Kumari Patiala, who graduated from Woodstock in 1950 and went on to be one of the first women to practise in the Indian Supreme Court, urged the Woodstock community to work together to overcome problems and constantly reach out to people less fortunate than them.

At Bhatta village, Rotarians from Mussoorie kept celebrated the day with students of a primary school.

RIMC cadets plant saplings

Cadets of the Rashtriya Indian Military College (RIMC) planted saplings to increase the productivity of the wasteland areas of the 135 acre campus on the occasion of Independence Day. The employees also participated in the drive.

Saplings of blackberry, guava, gooseberry and Indian laburnum were planted by the cadets. Each section was allotted a separate area of operation. The drive lasted for three hours and around 400 saplings were planted by the cadets.

Col Pankaj K Kumaria, Commandant of the RIMC, thanked Col Rana, Commanding Officer, Eco Task Force, TA Battalion, for providing the saplings free of cost.

Other dignitaries present were on the occasion were Lt Col Ambarish Tiwari, Adm Officer, RIMC, CS Vishwakarma, Vice-Principal, Wing Commander, Maj R Richardson, Asst Adm Officer, RIMC, and Lt Pinku Haiekem, Addl Officer, RIMC.

Day celebrated with fervour

Independence Day was celebrated with great fervour at the Mamta IIMPACT Girl Child Learning Centres supported by the TITAN Kanya project today.

Under the project, illiterate girls from 30 villages of Vikasnagar and Sahaspur blocks are being educated in learning centres located within these 30 villages. The day was celebrated by these girl children by unfurling of the Tricolour accompanied by singing of national anthem.
