In 2011, Delhi registered the highest number of cases of crime against children. A total of 33,098 cases of crime against children were reported in the country in 2011 as compared to 26,694 cases in 2010, suggesting an increase of 24 per cent.

According to the National Crime Records Bureau, the rate of crime against children was highest in Delhi (25.4 per cent) followed by Andaman and Nicobar Islands (20.3 per cent), Chandigarh and Chhattisgarh (7 per cent each), Madhya Pradesh (6 per cent) and Goa (5.1 per cent).

Man posing as SI cheats job seekers
Tribune News Service

New Delhi, July 15
The Delhi police has arrested a 22-year-old man for allegedly impersonating a sub-inspector and cheating people on the pretext of providing jobs to them, the police said today.

The accused, Robin Khan, who is a resident of Prabudh Nagar district, Uttar Pradesh, had cheated his friend, promising a job to his brother in the Indian Railways. For this, he had taken Rs 2.14 lakh from the victim, Jai Bharat. He allegedly stole Jai's ATM card and withdrew money from his account.

"Robin was familiar with police functioning as his father is an assistant sub-inspector in the Indo-Tibetan Border Police (ITBP). He had appeared in the Delhi police examination, but failed," said Devesh Chandra Srivastva, Additional Commissioner of Police (central).

He got a police uniform from the local market and subsequently contacted his friends and relatives and convinced them that he has joined the Delhi police.

However, he was arrested after Jai lodged a complaint on June 4. He alleged that Robin used to boast about his close contact with several senior government officials and also convinced him to agree to his proposal following which he paid Rs 2.14 lakh in several instalments.

8-coach metro trains from Dec to ease rush
Tribune News Service

New Delhi, July 15
People travelling in jam-packed metro trains can now expect a smoother journey with the Delhi Metro Rail Corporation (DMRC) planing to increase the number of coaches soon.

To cater to the ever-increasing rush in metros, the DMRC has decided to introduce eight-coach trains. At present, most of the trains have four or six coaches. The DMRC has already placed orders for the conversion of 212 six and four-coach trains into eight-coach trains.

These trains will be pressed into services by December on the Noida and Gurgaon corridors that record a combined daily footfall of over 13 lakh commuters. The DMRC has begun conducting mandatory tests on a train that has been assembled.

The train has been assembled at the Khyberpass Metro depot, on which various tests and examinations are being done. "During the non-revenue hours in the night time, this train is also running from the Khyberpass to the Najafgarh depot and vice-versa," said Anuj Dayal, spokesperson for DMRC.

By 2015, all the trains operational on Lines 2 (Jahangirpuri-HUDA City Centre) and 3/4 (Dwarka-NOIDA City Centre/Vaishali) will be either six coaches or eight coaches.

Dayal said the process of changing the number of coaches of a train involves lot of expertise for carrying out the necessary integration and commissioning activities.

A team of engineers carry out several rounds of testing to make it ready for passenger service, he said. The DMRC plans to put 37 such trains on Line 2 and 31 on Line 3.

Stringent "type tests" are being done on this eight-coach train, as part of which various aspects of Metro operations like signaling, safety, speed pick up, jerking, breaking, etc., are being checked and observed. These tests are expected to continue for another 15 to 20 days.

Natwarlals use forged tickets to gain entry

New Delhi, July 15
A Patiala-based advocate was arrested recently for allegedly using a forged e-ticket to gain entry into the high-security Indira Gandhi International Airport (IGIA). Earlier this year, there have been two cases of people allegedly using forged e-tickets to enter the airport.

These incidents of breach of security at the airport in the national Capital reveal that the security measures at the airports continue to be lax.

The FIR registered at the IGIA police station said that the latest incident of breach of security took place on June 20, when the Patiala-based advocate tried to gain entry by using a forged e-ticket.

The FIR states, "He (the advocate) confirmed that he entered inside the terminal building by showing a fake e-ticket to see off his parents who were travelling to Toronto. The Cathay Pacific staff confirmed that there was no booking with them in his name."

However, police investigations have brought out that that the advocate did not use a forged ticket. He just showed a flight itinerary to the CISF officials to enter the IGIA.

During the course of the investigations, a police team went to Patiala in Punjab, where they met the travel agent who had provided the flight tickets to the advocate's parents.

"The travel agent told us that he had given the accused the flight itinerary and not a ticket and didn't know that he would use it to enter the airport," said a police official.

Since the security at the vital installations across the country is in the hands of the Central Industrial Security Force (CISF), the Delhi police has decided to send a notice to the security agency in regard to the matter.

The case clearly indicates that the CISF officials present on duty at the departure terminal on June 20, didn't read the advocate's document properly or were not able to distinguish an original ticket.

This is not the only incident of breach of security at the IGIA. This year, there have been two cases of people allegedly using forged e-tickets to enter the airport. On February 23, a European national had entered the IGIA through the departure terminal by showing a fake ticket of the Indigo Airlines.

The police official said that the accused in this case had created the ticket. The FIR mentions that in the fake ticket, he had replicated the PNR number of his original ticket for an Indigo Airline's flight to Bangkok on February 28.

Yet another incident of gaining entry into the IGIA airport without valid documents took place on June 19. An associate manager of IBM, a global IT company, was arrested for allegedly using a fake e-ticket to enter the IGIA to see off his 62-year-old mother. She was to board a KLM Royal Dutch Airline flight to Toronto in Canada.

According to the police, the IBM manager had scanned his mother's e-ticket and created it into a PDF format. He deleted his mother's name and instead put his name in the duplicate.

One day before this incident, another person had been arrested on a charge of allegedly using a fake ticket of an Indigo flight to enter the premises of the Domestic Airport from Terminal 1-D.

A CISF official, who didn't want to be named, said that this year, there have been 16 such cases at major airports located in the cities like Delhi, Bangalore, Calicut, Mumbai, Kochi, Rajkot, Trivandrum, Nagpur, Imphal and Lucknow. The CISF is in charge of security at 59 out of 90 airports around the country.

"The people who commit such crimes are mostly educated," said the official.

The Bureau of Civil Aviation Security (BCAS) is responsible for planning security measures at the airports. The role of the CISF is to implement these arrangements, added the official.

Incidents of people entering the airports on forged tickets have been continuing for a long time. The present security system at the IGIA is implemented in such a manner that people, who have entered on fake tickets, are only caught at the exit points.

According to the police, a passenger who does not board a flight will be escorted by the airlines staff at the exit gate to complete the "off-loading formalities". The people, who enter the airport on forged tickets, are not aware of this system. This has been the main reason for such incidents coming to light.

Besides beer, the sale of whiskey, rum, vodka and other liquor also registered an increase in June. The sale of hard liquor increased to 7.75 lakh cases in June as against 7.72 lakh cases for the corresponding period last year.

The revenue generated from the sale will help the excise department in reaching its revenue target for the current fiscal. Last year, the target was Rs 2,300 crore which was later revised to Rs 2,400 crore. The collection, however, exceeded the target.

However, there has been a slump in beer sale after the arrival of monsoon in the city, said an official involved in revenue collection.

There are about 550 liquor shops and more than 400 hotels and restaurants in the city where liquor is available.
