Cop stabbed to death by girlfriend
New Delhi, July 8
A 23-year-old Delhi police constable was killed after being stabbed allegedly by his 15-year-old girlfriend at Kondli in northeast Delhi this afternoon. According to the police, the constable has been identified as Anil Kumar. He was recruited into the force in 2007 and presently posted at the Hari Nagar police station in west Delhi.

Russian alleges rape
New Delhi, July 8
A Russian woman today alleged that she was sexually assaulted by five men at Majnu Ka Tilla, but did not want to register a case. The woman came from Moscow on a tourist visa in February. She was staying at a rented house in Majnu Ka Tila with her husband, also a Russian national.

Engineer held for cheating
New Delhi, July 8
A 24-year-old engineer was arrested yesterday on the charge of duping a businessman and two others by posing as an IndiGo Airlines employee and offering discounted tickets of the airline.

Cop stabbed to death by girlfriend

A 23-year-old Delhi police constable was killed after being stabbed allegedly by his 15-year-old girlfriend at Kondli in northeast Delhi this afternoon. According to the police, the constable has been identified as Anil Kumar. He was recruited into the force in 2007 and presently posted at the Hari Nagar police station in west Delhi.

The police said that Kumar was a resident of Faridabad in Haryana. He was staying at rented accommodation in Kondli. He had called his girlfriend to his house this afternoon, where they had an argument over some issue. Soon she brought a knife from the kitchen and repeatedly stabbed him on the chest.

Kumar was rushed to the Lal Bahadur Shastri (LBS) Hospital, where he was declared brought dead. A case of murder has been registered at the local police station. The girl has since been arrested.

Further investigations are on.

Museum or heritage hotel?
Town Hall awaits its place in history books

Sitting in the heart of Chandni Chowk, the Town Hall that for years served as the headquarters of erstwhile unified Municipal Corporation of Delhi (MCD) wears a deserted look after the organisation moved to a swanky building on Jawaharlal Nehru Marg, leaving the civic agency grappling with an issue--how to make the best use of the grand heritage building.

For over a year since the MCD shifted to the S.P. Mukherjee building, the Town Hall that is three short of 150 years is a landmark in Old Delhi and since then the city fathers continue to ponder whether to turn it into a museum or convert it into a heritage hotel.

Much before the MCD was trifurcated by the Delhi government, plans were afoot to have a museum showcasing the history of the civic agency, but the doubts surfaced as to what the place would offer.

"What do we have to display in a museum. The corporation has not maintained even its own land records, forget about the records of meetings and achievements," said Jagdish Mamgain, former Chairman of the MCD Works Committee.

The plan to convert the British-built Town Hall, spread over 16 acres in the Victorian-Edwardian style and completed in 1866, into a heritage hotel is seen as a commercially viable proposition, but the ambitious project would require approval of various agencies, including Archaeological Survey of India and Delhi Urban Arts Commission.

The Town Hall comes under the geographical jurisdiction of the newly created North Delhi Municipal Corporation (NDMC) and it has set up a committee to examine various aspects of how best this building could be put to use.

"We are looking into all the feasible options to make the best use of the building, keeping in mind that it is a heritage structure. We want to make it an international tourist spot," PK Gupta, Commissioner, NDMC, told The Tribune.

"We have roped in consultants and experts to guide us on the matter. In case we decide to convert it into a hotel, it has to be built in a

way so that the heritage status of the building remains intact," he said.

Considering that Chandni Chowk continues to attract tourists from India and abroad, the idea of making the Town Hall a tourist destination is understandable, especially for those who enjoy studying colonial architecture and appreciate history behind such old buildings. Till a decision is arrived at, the corporation decided to rent out the two major halls in the building to residents of the area for events like seminars, convocations and conferences.

"We have been receiving this demand from the residents welfare associations and trade unions for long to provide them a convenient space for holding meetings. So, we have formed a policy to rent out the space for meetings," said Meera Aggrawal, Mayor NDMC.

The place where the Town Hall stands today once formed part of the gardens laid by Shah Jahan's daughter, Jahanara, in which was also situated an amazing 'sarai' (inn). While the hall itself was used as municipal offices, it housed a public library and a European club as well.

Govt diverted SC funds: NGO

Charging the Delhi government with misusing funds meant for the welfare of Scheduled Caste and Scheduled Tribe (SC/ST), a non-government organization (NGO) today alleged that it diverted funds of Rs 1,703.93 crore during the Commonwealth Games in 2010.

The NGO members said that out of Rs 1,901.56 crore earmarked for the Scheduled Caste, the government diverted Rs 1,703.93 crore for the Commonwealth Games, transportation and other projects.

The alleged diversion has been made from the central government's Scheduled Caste Sub-Plan (SCSP), the guidelines of which mention that the states have to allocate a certain amount for SCSP in their budget every year, said the NGO.

"In the 2010-11, the Delhi government allocated Rs 1,901.56 crore under the SCSP, but spent only Rs 197.63 crore and the rest of the money was diverted to the projects which don't directly benefit SC people," said Paul Divakar, convenor of National Campaign for Dalit Human Rights.

However, Delhi Chief Minister Sheila Dikshit denied that the funds meant for the SC community were diverted to other schemes.

"There is no diversion as a footbridge or a road built from that money is being used by the people belonging to Scheduled Caste also," said Dikshit.

According to the organization, over Rs 400 crore was spent on health sector, including various hospitals, which don't cater to SC people exclusively. While Rs 165.19 crore was diverted to sanitation and water supply, Rs 161 crore was used for education.

Russian alleges rape

New Delhi, July 8
A Russian woman today alleged that she was sexually assaulted by five men at Majnu Ka Tilla, but did not want to register a case. The woman came from Moscow on a tourist visa in February. She was staying at a rented house in Majnu Ka Tila with her husband, also a Russian national.

Today at 8.15 am, she called the police, alleging that she was sexually assaulted by some locals in the morning. She was taken to the Civil Lines police station. She tried running away when she saw mediapersons present there. According to the police, the woman was taken to a government hospital for a medical checkup, but she refused to be examined and didn't want to pursue the matter.

The woman was counseled by a member of the Delhi Commission for Women. But, she gave a written statement that she was not sexually assaulted.

"We also made some inquiries at Majnu Ka Tilla, but didn't learn of an incident of rape," said Deputy Commissioner of Police (north) Sindhu Pillai.

Engineer held for cheating

A 24-year-old engineer was arrested yesterday on the charge of duping a businessman and two others by posing as an IndiGo Airlines employee and offering discounted tickets of the airline.

According ACP Devesh Chandra Srivastava, the accused is Prakash Kumar, a resident of Pandav Nagar who hails from Bihar. He was arrested on the complaint of Ashish Kalra, the owner of the Delhi Institute of Gemology.

"Kumar targeted financially well-off frequent fliers. He used to take cheques for Rs 1,000 from his victims and later change the amount on the cheque to Rs 41,000. The video footages of the banks from where he had withdrawn money have been collected," added the official.

Kalra told the police that he had given Kumar a cheque for Rs 1,000 on June 7. Kumar claimed to be a senior marketing official with IndiGo and offered him a 23 per cent discount on the airline tickets.

According to Srivastva, two days later, Kalra learnt that Rs 41,000 had been withdrawn from his account on the basis of the cheque he had given to Kumar.

A case of cheating has been lodged at the Karol Bagh police station.

The investigation revealed that Kumar had similarly cheated several people in Kamla Market and CP.

Kumar was apprehended near the Tis Hazari Courts while trying to cheat another person.
