Bar assn plans strike from today in protest against five Bills
Dehradun, July 10 These Bills, which will allegedly affect the interests of the BCI and the SBI, are Higher Education and Research Bill, the National Accreditation Regulatory Authority for Higher Educational Institutions Act, the Foreign Educational Institutions (Regulation of Entry and Operations) Bill, the Prohibition of Unfair Practices in Higher Educational Institution Bill and the National Law Schools Bill. While addressing a press conference, president, DBA, Surender Singh Pundir, said SBC would lose all its rights, and the powers pertaining to these Bills would get centralised. He said the legal education in the country was being handed over to foreign nations and representatives of the Indian government under these Bills, which was unfortunate. The legal education would be out of bounds for poor students, he said. At present, he said, the BCI and SBC were running all the law institutes without the assistance of the Centre. Owing to this, the BCI had opened the National Law School of India University in Bangalore and 14 other National Law Schools throughout the country, he added. He said with the passage of these Bills, the rights pertaining to taking disciplinary action against advocates would rest in the hands of bureaucrats, which would have all the probabilities of getting misused. He said the DBA members would submit a memorandum addressed to the Minister for Human Resource Development, Kapil Sibal, through the District Magistrate on Wednesday. |
Author from Mussoorie Sudhir Thapliyal dead
Mussoorie, July 10 According to his sister, Geeta, Sudhir Thapliyal was ailing from diabetes and was on dialysis due to
kidney failure. After his condition deteriorated, he was admitted to the hospital a couple of days ago. He was kept on the ventilator where he breathed his last today. Sudhir, originally from Palkot village in Pauri district, was born in Mussoorie in July 13, 1945, and later joined the National Defence Academy, Khadakvasla, as an Air Force cadet. A graduate of the University of Allahabad, he did his Masters in Business Administration (MBA) from the Indian Institute of Management (IIM), Kolkata. He worked as a senior journalist for a newspaper in Calcutta, now Kolkota, from 1967 to 1979 and Editor of a national magazine. Sudhir Thapliyal also had the rare distinction of covering the Bangladesh War in 1971 for the magazine, that was much appreciated
by the readers. Sudhir Thapliyal also played an active role in saving the environment of the town by writing extensively against the limestone quarrying at Lambidhar in Mussoorie that was stopped after the direction of the apex court.
He also played an important role during the movement for the separate state in Uttarakhand and filed a public interest litigation suit in support of the activists, resulting in jobs and compensation for them later. He also filed another PIL in the Supreme Court, demanding removing ban on the construction of residential houses several years ago due to which many residents without a roof benefited immensely. Sudhir authored 'Mansoori Macabre,' a murder mystery based on the true story that occurred in Mussoorie several years back. He also was a 1972 Fellow of the World Press Institute, St Paul (USA). He was nominated for the Rhodes in 1967. Since 1965 many of his short stories and features have been published in leading Sunday supplements, including The Financial Times, London. Sudir Thapliyal was the second generation resident of Mussoorie. His father was Principal of Ghananad Inter College. The residents of the town who knew the author personally termed it as a great loss not only for the town but also for the literary world. The body of the deceased has been brought to his residence in Mussoorie and will be cremated at Haridwar tomorrow. The residents of the town were engulfed in a pal of gloom at the sad demise of the author and the senior journalist, who had popularised the town through his writings. |
Pant demands cancellation of Bahuguna’s candidature
Dehradun, July 10 “We have written to the Election Commission, demanding an inquiry into the bogus voting that came to light in Sitarganj after the Samajvadi MLA from Deoraia (Uttar Pradesh) was found voting in the Sitarganj byelection. We are awaiting the inquiry report, and if the allegations of bogus voting are proven, along with initiating action against the MLA, the candidature of the Chief Minister should also be cancelled,” said Pant at a press conference today. He said from time to time the BJP had been raising apprehensions about the misuse of government machinery by the Congress to benefit the Congress candidate, who also happens to be the Chief Minister of the state. “After the Samajvadi party MLA from UP was caught on camera voting in the Sitarganj byelection, we fear similar kind of situation on the 18 polling booths bordering Uttar Pradesh,” he said. He further clarified that the BJP was not in favour of cancellation of the byelection as it was necessitated after Kiran Mandal, BJP MLA, submitted his resignation from the BJP and joined the Congress. Pant also charged Chief Minister Vijay Bahuguna with violating the model code of conduct by releasing Rs 16 crore for the flood affected of Sitarganj with an eye on winning votes. “In full violation of the model code of conduct, Rs 16 crore was released by the government even as the model code of conduct was in place,” charged Prakash Pant. Sounding confident about his prospects in the byelection, Pant said he was able to pose a formidable challenge to the Chief Minister, who was forced to stay put in Sitarganj till the elections were over. |
Women Kanwariyas draw curious onlookers
Haridwar, July 10 A record number of 1.10 lakh women Kanwariyas with beautifully decorated Kanwars have till date fetched Ganga water, giving a new dimension to the annual monsoonal Kanwar pilgrimage, known as Shravan Kanwar. The increase in the number of women Kanwariyas has also resulted in the pilgrimage getting more peaceful as they usually abide by rules regarding the yatra along the earmarked stretch. While these women Kanwariyas with their devotion and determination are arising curiosity among the onlookers, they are also inspiring male Kanwariyas to finish the pilgrimage by covering more distance on foot. A male Kanwariya travelling on the Rishikul-Jatwada Pull stretch said initially his group was planning to halt at the Jatwada Pull camp provided by a socio-religious organization, but when they saw women Kanwariyas, who had fetched water along with them, moving ahead, they decided to continue to travel. However, after travelling more than 2 km they stopped to take rest for the day. Women Kanwariyas like Meena from Haryana and Richa from Delhi said they got immense spiritual joy by coming to Haridwar on the pilgrimage. They also gave up all reservations and came on the pilgrimage along with other devotional Kanwariyas as local people boosted their morale by providing them with basic facilities. Many of the women Kanwariyas have come on the pilgrimage for the first time along with their parents, relatives and acquaintances. They are enthusiastic about coming on the pilgrimage again as they believe it ensures wellbeing of their families. Every Lord Shiva devotee seems to be thanking the deity for his blessings on Shravan Kanwar. Mela police officer Shah Jahan Javed Khan said the presence of women Kanwariyas help them manage the yatra and errant Kanwariyas in a better way. Moreover, the male Kanwariyas tend to follow rules more effectively in the presence of aged women Kanwariyas. Noted city-based literati PS Chauhan, who has been following the Kanwar yatra closely since 90s, told The Tribune that a decade back women Kanwariyas were a rare sight, but during the past two years their number had increased, thus giving a new dimension to the once all-male Kanwar yatra. |

Haridwar, July 10 With changing times the simple bamboo twin side-rounded Kanwars are now slowly giving way to colourful and decorative Kanwars,which at once attract the people's attention on the route the Kanwars pass through. Such is the craze and buzz about these Kanwars that people residing far from Kanwar route specially come to see these Kanwars. Children and women line up to have a glimpse of these Kanwars with many even praying, seeing deities placed on them. Evolution of Kanwars has now taken a huge stride. Whereas in the earlier decades of the eighties-nineties most of the Kanwars were long and were mostly made in view to fetch Ganga jal, now these are assuming more colorful proportions. Different types of block, vertical, horizontal, semi circle, fort-like door-shaped Kanwars are prevalent, while this year innovative Kanwars are becoming the cynosure of all eyes. Many of the Kanwar groups that are bringing such decorative, huge Kanwars point out that the people's response is overwhelming towards their Kanwars and they get further motivated in their journey, but don't fail to add that it is a part of their religious fervour only. So, from Ayodhya temple to fort-like Kanwars to jet fighter Kanwars, one gets to see a wide array of the replica moving on wheels or being carried by Kanwariyas with utmost devotion. Kanwar makers at Pant Deep market, which is the official mela market, inform that there has been an increase in demand of innovative Kanwars in the past few years, particularly in the younger lot. Heart-shaped Kanwars with bright colours, tapes are much sought after by teenage Kanwariyas. Even damroo instruments are seen with photos of film stars pasted on these. By just standing at one point on the 44 km length Kanwar Patri, one gets to see a plethora of Kanwars non-stop from early morning till late night. Be it men, women, the old or children, everyone is left in awe as Kanwariyas in lakhs with varied Kanwars go on their pilgrimage. This is tempting people from around the world to be in Haridwar to witness the cultural diversity, mythological-religious aspect and to feel blessed to be a witness to the biggest Kanwar fair in the whole of northern India. |
11 employees of tourism board found absent during inspection
Dehradun, July 10 The minister has demanded a report in this regard and also ordered disciplinary action against the erring staff. During the inspection, Rawat was displeased at seeing the utilisation of funds worth crores on the expensive furnishing and construction of auditoriums on the board premises. She also questioned the logic of running the canteen on a contract basis and said the lower staff of the Garhwal Mandal Vikas Nigam, another wing of the Tourism Department, could be deputed at the canteen. Stating that nothing has been done to take forward the project of constructing a five-star hotel near the board premises, she directed officials to make concrete efforts in this regard. The minister also ordered the Secretary (Tourism) to solve the grievances of the staff. However, at the same time, she expressed unhappiness on not preparing the service regulation book and making confidential entries. She asked the officials concerned to expedite work on the tourism projects approved by the Centre and the state. The minister also sought explanation for not transferring those who had been posted at one place for the past three years. |
Scholarships for students
Dehradun July 10 He said the funds related to scholarships given to students belonging to the Scheduled Castes and the Scheduled Tribes, minorities and physically challenged by the Social Welfare Department for this year had already been released. Raman said an action plan regarding the distribution of scholarships was formulated two months ago. |
GVK EMRI refutes claims of negligence
Dehradun, July 10 “On July 3, the 108 ambulance stationed at the Coronation Hospital arrived at the patient's house within seven minutes and it tried to contact the caller but got no response,” said Manish Tinku, state head of the 108 emergency services, at a press conference today. He reiterated that the charges made by the patient’s family of indecent behaviour by the call centre were baseless. “In fact, a mob of over 50 people entered the GVK EMRI premises and used abusive language. They manhandled the staff and the incident has badly affected the morale of the employees who have been working tirelessly for providing emergency care in the state,” said Tinku. He also clarified that the ambulances stationed at the 108 office in Chander Nagar were never deployed on emergency duties. “It was assumed that since the person was living in the vicinity of our office, the ambulance stationed would automatically pick the patient and deport him to the hospital. Only ambulances stationed at five key locations are sent. In this case, the ambulance at Coronation Hospital is pressed into service,” he stated further. Tinku said as there was no case of negligence, they were not in a position to pay compensation to the family of the dead. |
PFA alleges killing of wild boars in Garhwal
Dehradun, July 10 The consumption of wild boar was finally confirmed after medical test that found that the killed boar had a parasite which caused food poisoning among the villagers. She said the incident had amply proved that the consumption of wild boar was rampantly taking place in the Garhwal hills. The PFA alleged that the Forest Department wsa doing little to check the practise. Maulekhi reminded that wild boar was schedule 3 species under the Wildlife Conservation Act and the consumption of its meat calls for immediate legal action. |
Sant Nirankari Mission extends financial aid to school
Mussoorie, July 10 The spiritual head of the Nirankari Mission, Baba Hardev Singh Maharaj, announced this during his visit to the school today. On his arrival, the Principal of the school, Abha Saili, and other school staff welcomed Baba Hardev Singh Maharaj. Baba Hardev Singhji, in his address to the students, said that the person who performs his duty with utmost honesty and integrity attains success in his or her life. He further said that the students should make it a point to respect their teachers and parents in life and try to fulfil their dreams. Two students from the school, Bharti and Pooja Dhiman, performed a bhajan in honour of the spiritual head from the Nirankari Mission. |
BJP demonstration against poor road conditions
Dehradun, July 10 Led by Vinay Goel, a senior BJP leader, party workers blocked the road and sat on dharna raising
slogans against the attitude of the district administration towards the deteriorating condition of roads in the city. The BJP workers raised slogans against the district as well as state administration. Addressing the agitators, Vinay Goel alleged that the people of the city were facing acute problems due to dug up roads. He said that if the administration fails to wake up in the monsoon season, the BJP would be constrained to intensify it's agitation. |

BS Negi Mahila Pravidhik Prashikshan Sansthan. The two were accorded a warm welcome by the Principal, staff, students and governing body members of the MPPS. In her address to
the students on the occasion, Shobhana Wahi reminisced the objective of having set up the centre. She impressed upon the girls to avail benefit of qualified teachers and facilities of the institute to develop their skills. Interacting with the
