Panipat, July 10 Earlier, the two officials had been indicted for wrongdoing in two inquires.They had themselves admitted before the Lokayukta that wrong information had been given to the NHRC. Kapoor had been booked by the district police after his trade union held a protest outside a local pit-loom unit in November, 2005. Later, he was even convicted and had to undergo imprisonment for 21 months in Karnal jail. However, Kapoor moved the NHRC, stating that he had been implicated in a false case at the behest of the influential industrialist because he had raised his voice in support of the labourers. Following this, the NHRC sought a report from the Panipat district administration In its reply to the NHRC, the administration in its report compiled by SDM Shakti Singh and forwarded by Deputy Commissioner Rajeev Ranjan, claimed that no case was ever registered against Kapoor in Panipat for vandalising any factory. Kapoor alleged that the report had prompted the NHRC to close the case. However, Kapoor took up the case with the Lokayukta, which asked the Chief Secretary to look into the matter and submit a report. After seeking a report from the Panipat DC in which it was admitted that wrong information had been placed before the NHRC, the Chief Secretary asked Suprabha Dahiya, Divisional commissioner, Rohtak, to conduct another inquiry and fix responsibility. The two officials were found to be on the wrong side of the law in the inquiry. However, the Lokayukta stated that it was a clerical mistake and the two officials could not be held responsible for furnishing wrong information to the NHRC. The Lokayukta refused comment on the decision. PP Kapoor intends moving the high court against the decision. |
Termination notices served on contractors

Gurgaon, July 10 The Dakshin Haryana Bijli Vitran Nigam Ltd has served a notice to terminate the contract of the contractors concerned at the two construction sites. According to a statement issued here today, all work by the contractor has ceased, and the safety of the closed work sites has been ensured. The DHBVN authorities have also suspended three officers for a lapse in supervision, and initiated an internal inquiry into the incident in which a child fell into a pit dug for earthing of equipment on July 1. “Thanks to quick reaction from the villagers and the local administration, the child was rescued,” said Dr Amit Agrawal, managing director of DHBVN. He said they had agreed to work together with the World Bank to undertake a review of DHBVN’s existing safety standards and to perform a safety audit to obtain a better understanding of its safety performance, he said. This elaborate work will be undertaken by experts from outside the system and will be followed by an action plan for safety performance throughout the company, including works being managed by contractors. “DHBVN and the World Bank are of the view that the two accidents were avoidable, and it is sad that one ended in a tragedy,” said Dr Agrawal. He said the unfortunate incidents reflected the inadequate attention paid to safety measures on the construction sites. “Health and the safety of the workers as well as people living and working near construction sites lies at the heart of responsible project implementation. It is a must to ensure high standards of safety in the construction and operation of infrastructure projects,” he said. |

Area under paddy shrinks, courtesy poor monsoon
Chandigarh, July 10 Agriculture department officials fear if the monsoon does not pick up, estimates for the total area under paddy cultivation from the targeted area of 12 lakh hectares will have to be revised. The officials said the Union Ministry of Agriculture, too, was worried about the delayed monsoon in the state. “We have been asked to submit weekly reports on area covered under paddy cultivation. Over the past four days, we have seen the transplantation pick up. From just 4.05 lakh hectares area under paddy till July 5 (compared to 5 lakh hectares in July, 2011), we have seen the area under the crop rise to 6.75 lakh hectares,” said a senior official in the Department of Agriculture. A weak monsoon also means pressure on power supply. “Though a majority of the farmers will sow paddy using canal water or on tubewells run on diesel in their generator sets leading to a substantial rise in the input costs. As against the cost of Rs 50 per acre for a farmer if he runs his tubewell on electricity, the cost goes up to Rs 300-350 per acre when the farmer uses diesel to run his genset to operate tubewells,” said the officer. “The fertiliser costs have gone up by 30 per cent this year, and the labour cost has risen by almost 150 per cent. The farmers will be unable to bear the high input cost borne out of use of diesel, especially when the MSP for paddy has been hiked by just Rs 170 per quintal (from Rs 1,080 to 1,250 per quintal),” he said. |
Villagers detain school principal over poor results
Sirsa, July 10 Irate villagers reached Government Senior Secondary School at Dhanur in Rania block of the district in the morning and protested against the poor results of their wards in the Class X examinations. “Only three out of the 33 students who had appeared in the examination have passed,” village sarpanch Lal Chand, who led the villagers, alleged. When school principal Mitter Sen and some other teachers came to the school, angry villagers forced the principal to sit on the floor outside the school when he tried to reason with them why they had locked the school building. The villagers demanded that the teachers responsible for the poor results should either be suspended or transferred from their village. Villagers alleged that whenever they went to the principal with complaints against teachers, he told them to shift their children to private schools, if they were not satisfied. Mitter Sen, however, denied the allegations. He admitted that the results were not up to his expectations. Later, a police party from Rania and Deputy Education Officer Harbhajan Singh assured the villagers that suitable action will be taken. At Jheeri village near Baragura in the district, villagers, led by sarpanch Bagga Ram, locked the school building and sat on a dharna outside the school against the transfer of two teachers and a clerk from the school. “We had only six teachers and a clerk in the village school. Out of these, the government has transferred two teachers and a clerk. Now, we are left with only two regular teachers and two guest faculty members,” the sarpanch rued. Efforts by the Block Education Officer Surender Sharma failed to convince the villagers and they announced that the locks would not be opened till the transfer orders were cancelled. |

Gurgaon, July 10 Of the 13 towers, 12 are for constables and head constables while one is for sub-inspectors and ASIs. Addressing the gathering, the Chief Minister announced that nearly 10,000 police personnel would be recruited to improve the law and order situation. He pointed out that 7,375 constables, 267 sub-inspectors and 664 India Reserve Battalion (IRB) personnel had been recruited in the past seven years. “I feel the police should win the trust of the general masses. This will not only help the police control crime but also improve its image,” he observed. Haryana DGP Ranjeev Dalal said numerous steps had been taken to strengthen the police administration. Policing would be strengthened with the deployment of IRB personnel, he added. BS Sandhu, MD, Haryana Police Housing Corporation, gave details about housing projects being developed at Sonepat, Palwal, Manesar and other places. |

Chandigarh, July 10 He said Sneh was notified by Dr Dahiya, paediatrician, and investigated by Dr Shashi Prabha, Deputy Civil Surgeon, Karnal, on November 18, 2011, and found to be a case of Non Polio Entero Virus (NPEV). The spokesperson said, “It is a case of Acute Flaccid Paralysis (AFP). We conduct surveillance of polio by reporting and investigating all AFP cases. There are many causes of AFP and all AFP cases are examined in the laboratory to confirm whether it is a case of polio or not. As many as 519 cases have been reported in current financial year from April till date. The case of Sneh is one of them, which is Non Polio Entero Virus”. He said all the children are administered polio drops with DPT along with the zero dose of polio under routine immunisation. On National Immunization Day and Semi National Immunization Day, oral polio drops are administered to every child upto the age of five years on the booth day and door-to- door day. Haryana has been polio-free since January 2010,

Drugs seized in Dabwali
Dabwali (Sirsa), July 10 A team of doctors, led by the Senior Medical Officer of Dabwali General Hospital, Dr MK Bhadoo, conducted a raid at the shop and found that the owner did not have a licence to run the shop. “We have seized one lakh capsules, a large number of other capsules and cough syrups used as drugs from the shop,” said Dr Bhadoo. He said the authorities have informed the Drug Control Department about the seizure and have handed over the drugs to the police. |

Cong charges INLD with doublespeak
Chandigarh, July 10 Congress spokesman Ran Singh Maan said here today that it had always been the habit of the INLD leadership to first mislead the people and then desert them midway. On the one hand, the INLD was protesting against power shortage, on the other it was opposing new power projects. “It should be appropriate if the INLD leadership explains how the growing demand for power can be met without setting up new power plants,” Maan added. Maan, who was once a close associate of former Chief Minister and INLD patron Devi Lal, said it was the INLD, which first misled innocent farmers on the issue of electricity charges by promising them that the charges would be waived once the party came to power but later left them in the lurch. — TNS |

Hisar, July 10 Addressing the activists, he said the Hooda government had invested thousands of crores on power plants in Haryana but none of these was generating power because of the poor- quality plants supplied by Chinese companies through Indian infrastructure companies. Demanding a high-level probe into the setting up these power plants, he said the Hooda government had made the state bankrupt and there were no funds for development. The rural areas were particularly suffering as the Congress government was ignoring farmers. He sought the Chief Minister’s resignationpending an inquiry into the working of the new power plants. Rajya Sabha member Ranbir Gangwa said the current power crisis was the outcome of corruption and people were made to suffer for no fault. He too sought dismissal of the Hooda government. |

Clash over land dispute claims two lives
Sonepat, July 10 Families of Sardar Singh and Rishal Singh had a long standing dispute over agriculture land. One of the factions tried to cultivate the land which was opposed by the other group. Sources said both the groups reached the disputed piece of land armed with firearms and sharp-edged weapons. The dispute took a violent turn when both factions opened fire at each other. Sandeep, son of Sardar Singh, was shot dead on the spot while Balraj, son of Rishal Singh, succumbed to injuries from sharp-edged weapons later. Deepak and Udham Singh also suffered severe injuries in the clash and were rushed to the PGIMS at Rohtak. Their condition is critical. SP Arun Singh and DC Pankaj Agrawal rushed to the spot as tension gripped the village. Singh urged the villagers to maintain peace. He said DSP Balbir Singh has started investigations into the case and recorded statements of the affected persons and other villagers. |

Rewari, July 10 The deceased have been identified as Ganesh of Bharawas village in Rewari district, Uma Shanker of Bhiwadi town in Alwar district in Rajasthan and Raj Pal, conductor of the bus and a resident of Mandhana village in Mahendragarh district. While one seriously injured person was admitted to a private hospital at Gurgaon, others were admitted to private hospitals at
Dharuhera. The bus, which belongs to Chaudhary Bus Service, was going from Narnaul
to Gurgaon. Police sources said the bus was jam-packed and several passengers were sitting on its roof as well. |
Residents get contaminated water supply
Fatehabad, July 10 “We have stopped drinking water from taps fearing we might contract water-borne diseases,” said Narinder Chanana, a resident of Nagpal Chowk in Basti Bhima area of
Fatehabad. Chanana alleged that water supply from Rajiv Gandhi Park up to Nagpal Chowk is highly contaminated. Similarly, residents of Geeta Colony in Tohana town allege that they have been receiving muddy water for the past one month. Residents also allege that the water pipes passing under the road in their colony had leaked due to heavy vehicles crossing over it. However, the residents allege that their repeated complaints had fallen on deaf ears. |
Kin ransack ultrasound centre
Sirsa, July 10 A woman from Odhan in Sirsa and another from Fefana in Rajasthan were brought for ultrasound tests to know the wellbeing of their unborn children on the advice of a local
gynaecologist. After performing tests, the doctor allegedly reported that the growth of foetuses was not normal and the women needed surgery. However, the report was allegedly found wrong by the women’s relatives. The police intervened to save the hospital from any further loss. Efforts to contact the ultrasound centre owner on his mobile phone proved futile. |

Hisar, July 10 “Several accident victims were brought in late last night. A woman with extensive head injuries was referred to a trauma centre while the rest were admitted for treatment. Several hours later, her relatives assaulted me and damaged property in my nursing home”, Chawla said. The police has registered a case. The local medical community has flayed the attack. |
