Dehradun, July 4 The Uttarakhand Government has initiated an inquiry into the alleged role of PC Sharma for incurring revenue loss to the government and allegedly acquiring assets beyond his known source of income. Acting on a complaint filed by Dilip Singh Bisht of Lucknow, the Uttarakhand Government has set up an inquiry committee which is headed by Chief Resident Commissioner SK Mattoo. As of now, no time frame has been set for submitting the report. This is the first such preliminary inquiry constituted by the Bahuguna government since taking over the office of the Chief Minister in March this year. From time to time, several IAS officers who were on deputation in Uttarakhand had to face the heat of an inquiry commission set up by the Khanduri government to probe the alleged 56 scams that took place during the rule of ND Tiwari. Prominent among them include Sanjeev Chopra, joint secretary, Horticulture, who is allegedly involved in the scam regarding the procurement of potato seeds, Alok Kumar (Secretary), UP, in a case pertaining to land procurement in SIDCUL (industrial belt in Haridwar), Secretary Rajiv Chandra in a case pertaining to purchase of jute bags, but no charges have been fixed
against them. PC Sharma, who retired on April 30 this year as Principal Secretary, Industries and Civil Aviation, who had held this charge for more than 12 years, was also indicted by the Comptroller Auditor General (CAG) in its report submitted in 2011 for incurring losses to the exchequer by arbitrarily allowing the two companies to "convert minor mineral (bajri) into ordinary soil" when bajri was an essential element for the construction of the runway and reducing the recovery amount (without fixing the compounding charges) from Rs 17.8 crore to Rs 1.08 crore in the case of PNC Construction and from Rs 1.93 crore to Rs 10.71 lakh in the case of Consolidated Construction Consortium Ltd (Chennai), thereby incurring a loss of Rs 20 crore to the state exchequer. Incidentally, the case of illegal mining was reported by the Dehradun Task Force and the Principal Secretary, acting on the complaint of using minor mineral without permission, had first set the recovery amounts taking in view the compounding payment but that was later drastically reduced after the companies filed an appeal with the state government. |

Mussoorie, July 4 However, locals believe that the count was much higher and could be around 45 persons as many had rushed to private clinics as soon as they were bitten by the diseased dog. According to the a government hospital, the victims - Kamla (50), Sakila (45), Pooja (22),Jahangir(40), Mohan (54), Bhajan Das (50), Badrinath (30), Pradeep (14), Yamini (40), Gautam (40), Bahdur(32) and many more were attacked by the rabid dog while they were on their way to their respective destinations. The rabid dog went on a biting spree and did not spare young and old and bit whosoever came in his way from Landour Bazaar to Picture palace. Following that, the angered locals along with the Municipal Council employees followed the dog with sticks and beat it to death, much to the relief of the tourists and the residents here. The town has been witness to rise in the cases of rabid dog bites since the past several years but no action has been initiated by the Municipal Council or the local administration in this regard as yet. According to the superintendent, St Mary’s Hospital, Dr. Sandeep Tandon, more than 710 cases of rabid dog attacks have been registered in the hospital in the period between January 1 and July 4 this year. The hospital itself was under pressure financially as more than half the budget was being spent on the rabies vaccine, affecting other services in the hospital adversely. However, the locals blamed the Municipal Council for the situation as it had failed to check the rise in the number of stray dogs in the town despite repeated reminders. When contacted the health officer, MC, Dr. Vinod Nautiyal, said killing of stray animals was banned, rendering them helpless. However, an NGO has been assigned to catch stray dogs and take them to animal shelter for sterlisation and administering of rabies vaccine so that such cases do not occur in the town, but that NGO has not begun it's work so far. When contacted the officials from the animal welfare society lamented the fact that the Municipal Council had passed the proposal in it's board meeting earlier but has not entered into written agreement with them so far, without which it was not possible to establish an animal hospital in the town. It seems that till the time an animal shelter or hospital was established in the town, such cases of mad dog bites will keep occurring, leaving the residents and tourists to live under the grip of fear. |

Dehradun, July 4 "During a random inspection of police stations in the city at 12 in the night a day before, he found a lone policeman in Bindal Pul police station, sleeping with music blaring on in his mobile phone while on duty. The negligent constable could not get a whiff about the presence of the IG in the police station. He had to be shaken up out of slumber. In other two police stations he visited, Nehru Colony and Vasant Vihar, only a few policemen were on duty, while the rest of the night staff were told to be on night patrolling. Night patrolling, Meena says, is needed to be strengthened to bring down crime cases at night time. He says:" I have asked Senior Superintendent of Police to make a judicious decision while deputing staff on night patrolling. We need more manpower for night patrolling. After the Kanwar Mela gets over, I am going to ensure the night patrolling is strengthened.” Meena recently returned from Haldwani after cracking a sensational case of day-time dacoity in a buzzing market where six criminals took away 5 kg of gold worth Rs 1.50 cr. Five of the accused were arrested. He further says: “An increase of 10 pc in the crime rate is no big deal with the related rise in population. But more than that is serious. Moreover, sensational cases, which attract public attention, must be dealt with seriously to reinforce the confidence in the police system.” The police is required to adopt a two-pronged strategy. “First is prevention, and the second is detection. Under prevention, more patrolling and setting up of police pickets is needed. Thereafter, comes verification or identification of suspects or of active criminals. The police must also do round-the-clock checking at busy public places such as railway stations. The second strategy involves detection or working out of criminal cases deftly and swiftly, adds Meena. The reason he finds in all-time increase in the crime rate in Dehradun, Haridwar and Udham Singh Nagar districts in comparison to other districts in the state is their strategic location. He states the gang operating in UP commit crimes in the bordering districts, Dehradun, Haridwar and Udham Singh Nagar, and slip away back to their hometowns. Some of their associates or other gangs which operate in the state itself keep changing their locations continuously. Under such a scenario, the police certainly must keep a tab of the activities of hardened or active criminals when they are out of jail, Meena has stated. He says the police is required to keep extra vigil nowadays as a lot of labour from UP and Bihar has come to Dehradun to make hey during the ripening season of litchi and mango, grown extensively in the city, |

Dehradun. He said apart from it, number of competitions would also be organised for which prize distribution will take place on July
14. Shahi also held that the ABVP was also set to launch its membership drive from July 15 to 31 in
Dehradun. He said students above class IX would be inducted as members of the ABVP in the drive. He said former DAV College Students Union President Anshul Chawla had been given the responsibility for the conduct of the membership drive. He said a convention of girl students would take place on July 29 in the Kotdwar region of Garhwal and held that a total of 300 girl students would be taking part in the

Woman jumps before train, dead
Dehradun, July 4 Devi has four children, eldest daughter is 14-year-old. Her husband Mahender Singh, who is a sub-inspector with the Excise Department at Roorkie, told the police that Devi used to threaten many times to commit suicide. On the fateful day, she again threatened him after which he too said she could go ahead. She went to railway lines near Nehru Colony and jumped before Amritsar Express and died on the spot. Later, when she did not return home, he enquired from police stations and hence got to know of the incident. |
