400 Doon doctors join nationwide strike
Dehradun, June 25
More than 400 doctors affiliated to the Indian Medical Associations (IMA) in the city today participated in a nationwide token strike to protest against the Clinical Establishment Act, implementation of National Council for Human Resources in Health (NCHRH) Bill, 2011, and introduction of Bachelor in Rural Health Care  (BRHC) course.

State plans to bid for 2016 National Games: Minister
Pithoragarh, June 25
Uttarakhand Minister for Planning and Sports Dinesh Aggarwal said here today that the state would try to organise National Games in 2016 and bid for these and if the state got a chance, it would improve the sports infrastructure in the state.

Meeting of wildlife authorities today
Dehradun, June 25
In the wake of reports of the presence of poachers in the Corbett Tiger Reserve, an important meeting of the state wildlife authorities is slated to take place in Corbett tomorrow. National Tiger Conservation Authority member Brijendra Singh will also attend the meeting.

400 Doon doctors join nationwide strike
Oppose Clinical Establishment Act, NCHRH Bill, BRHC course

More than 400 doctors affiliated to the Indian Medical Associations (IMA) in the city today participated in a nationwide token strike to protest against the Clinical Establishment Act, implementation of National Council for Human Resources in Health (NCHRH) Bill, 2011, and introduction of Bachelor in Rural Health Care 
(BRHC) course.

While it was business at usual at government hospitals, the shut private clinics created problems for patients who had planned surgeries and appointments as these could not be taken up today. However, at Combined Medical Institute, Mahant Indresh Hospital and other private hospitals, the doctors continued to take up emergency cases.

IMA president Dr Rakesh Kalra said doctors were registering protest to oppose some of the provisions in the Clinical Establishment Act. “The Act makes it mandatory upon doctors to treat all emergency cases until they are stable before referring them to some other institutes,” said Kala.

In addition to voicing their opposition against the Clinical Establishment Act, the medical fraternity also cricised the new Bill, the National Commission of Human Resources for Health Bill, which the Government of India is planning, “We oppose this Bill as it would bring people from non-medical background to administer medical institutes,” said Dr D.D. Choudhury, member, central council of IMA (Dehradun).

The Provincial Medical Health Services (PMHS), an association of government doctors which too lent support to the strike by wearing black bands, concurred with the IMA and said the functioning of Medical Council of India (MCI) was crucial and any move to dilute it’s authority would not be tolerated.

“By bringing the National Council for Human Resources in Health Bill, 2011, the government was trying to bureaucratise the whole system. The powers of Medical Council of India, Dental Council, Pharmacist Council and Nursing Council would be lost and all these would be governed and managed by government nominees,” said Dr B. C Ramola, president of PMHS.

The members also protested against the introduction of Bachelor of Rural Health Course (BRHC) and said the short course while aimed at addressing manpower shortage was anti-patients as it would bring half-baked doctors into the market.

The members of the association later submitted a memorandum to Health Minister Surinder Singh Negi through the District Magistrate.

Despite announcing support to the IMA, few of the private homoeopathy, dental and diagnostic laboratories continued to function in the city.

HARIDWAR: Medical services across the district remained affected today due to a strike called by Medical Council of India members.

All doctors remained on a daylong strike to protest the proposed amendments to Acts related to clinical establishment and private practice.

This had a major impact on both government as well as private medical establishments with many patients coming to know of the strike only after seeing the locked gates or seeing the doctors protesting.

From Bhagat Singh Chowk, the protesters took out a march protesting the decision to dissolve the Medical Council of India (MCI) and other paramedical bodies like the Nursing Council of India and the Dental Council of India.

They also opposed the formation of the National Council for Human Resources in Health (NCHRH) which will replace the MCI and other related councils.

Addressing the protesting medicos, Indian Medical Association Haridwar chapter secretary Dr Sanjay Shah said the doctors feared the NCHRH would be governed by bureaucrats instead of doctors and this would lead to increase in red tapism as well as clash of interests.

"It's quite sure that delivery of service will become difficult for us after the proposed amendments," said Dr Shah.

They also opposed the implementation to the Clinical Establishment Act. The march was culminated at the city magistrate office.

Trader lobby threatens bandh today

The issue of thrashing of City Magistrate’s son by noted trade leader of the city Umesh Aggarwal four days ago has aggravated to the extent that the employees of the collectorate premises went on strike today, demanding arrest of Aggarwal. The trader lobby has also announced a bandh on Tuesday if the complaint against Aggarwal was not withdrawn by Monday evening. Efforts of reconciliation are being made between both sides. A cross FIR has been registered by Aggarwal against Rawat’s son as well.

Reacting on the stalemate, Rawat said the Aggarwal did not want to seek apology from him for his gross act. He said the trade leader also wanted to twist the language of the agreement, describing the whole matter as mere misunderstanding between both parties.

It is to be noted here that Rawat has also booked Aggarwal for using abuses related to caste, which made the offence ‘non-bailable.’ Highly incensed with the district police’s inaction in this case, Rawat said he had written to Chief Secretary, District Magitrate and Director General of Police regarding unwillingness of the district police in obeying his orders of taking action against Aggarwal. He has

blamed them for conspiring with Aggarwal. “Neither SSP, CO, nor even SHO of cantt police station attended my phone the next day to the incident. Not only this, they also did not think it necessary to inform me before filing a complaint against me on the behest of Aggarwal. They indeed are settling scores with me because I complained against the police inertia about land row incident which took place at Prem Nagar to Chief Secretary, he added.

Aggarwal, on the other hand, said that the matter was unnecessary blown out of proportion as no sane man could thrash somebody for just pressing a car horn. He said he would not have felt bad if the charges against him had been in conformity with mere thrashing the boy. But the accusation against SC/ST Act and of stealing the boy’s mobile were all concocted, he said. He showed readiness in striking a patch-up with Rawat. Rajender Kumar, president of Uttrakhand Collectorate Ministerial Association, said the police was working under pressure of BJP and traders' association. He said if injustice could be done with a higher official like Rawat, then it could also happen with them, too.

Uttarakhand Kranti Dal (P) also jumped in favour of Rawat, when party president Trivender Singh Rawat came with party men to the dharna site and said if Aggarwal was not arrested within 48 hours, they would go on an agitation in the city.

Jewellers express concern over Centre’s directive

Members of the Jewellers' Association have expressed concern over various problems being faced by them. District president, Uttarkashi, Rajender Singh Panwar, has said the compulsion imposed by the Centre to use hallmark on jewellery is posing a major problem for the jewellers living in hilly areas. 

In the wake of shortage of hallmark centres in the state, they have to even travel outside the state to get the hallmark on their jewellery, which is a risky proposition. General secretary, Vishvanath Kohli, has demanded that the state government should simplify the process to get the OBC certificates. He said jewellers were facing difficulties in obtaining the certificates in the state. State president Harbhajan Singh Sondhi was also present at the meeting.

Erratic content of chlorine in city potable water

A potable water quality check carried out by the Society of Pollution and Environmental Conservation Scientists (SPECS) has revealed that the chlorine content in the water supplied to the city by the Jal Sansthan was not up to the mark, with some areas in the city receiving a little chlorine in water while other areas reporting its excess in water.

SPECS, an NGO, tested residual chlorine, total coliform, fecal coliform in 59 places of Dehradun in June this year and found that, “No place in Dehradun fulfilling chlorine content norms (Bureau Standard of India) in the potable water supplied by the Jal Sansthan. Only potable water quality of MLA Hostel and Indira Colony (Chukkuwala) was found up to the mark. While chlorine in water was absent in 46 places of Dehradun,” said Dr Brijmohan Sharma, addressing a press conference today.

He said super chlorination was found in water samples collected from Nashvilla Road, DM residence, Faltu Line, Dilaram Chowk, senior BJP leader Bhagat Singh Koshiyari’s residence and Arvind Marg areas of Dehradun.

He said chlorine was a highly toxic gas which should not exceed more than 0.2mg/l at the consumer end.

“If it exceeds, then it’s super chlorination which is harmful to human as well as animal life. Excess of chlorine in potable water is harmful for skin and hair. It also causes ulcers,” he added.

On the other hand, total coliform bacteria, whose standard value should be 10, was found to be high in most areas.

Even fecal coliform was also found to be very high in most areas of Dehradun when the standard value for it is zero. Water treatment facilities test for total coliforms and fecal coliforms because coliform organisms are great indicators of water pollution.

Dr Brijmohan Sharma said the presence of total coliform and fecal coliforms could be attributed due to excessive water leakage in supply pipes. “No wonder, cases of typhoid, jaundice, cholera see a sudden surge in the rainy season,” said Dr Sharma.

He said the water filters being sold in the market were of no use as none were approved by authentication agencies. “These filters do not carry markings and even rid the water of important minerals,” he added.

SPECS has been conducting potable water quality testing for the past 14 years. The Department of Science and Technology, Government of India, has granted water-testing laboratory to it.

State plans to bid for 2016 National Games: Minister

Uttarakhand Minister for Planning and Sports Dinesh Aggarwal said here today that the state would try to organise National Games in 2016 and bid for these and if the state got a chance, it would improve the sports infrastructure in the state.

"We have two international-level stadiums coming up in Haldwani and Dehradun. Besides these, we also have scattered infrastructure to organise track and field events at various districts," said the minister.

The Sports and Youth Affairs Minister, who was on a tour of the district, took a meeting of planning officers of the district and instructed them to be active in evaluating spot verification of the development schemes.

"The officers should also ensure full utilisation of the previous year's budget by July 31 this year," said the minister addressing the meeting of the planning officers.

The minister took notice on the complaints of Congress MLA from Gangolihat Narayan Ram and instructed Jal Sansthan officials to give report on utilization of Rs 3.3 crore given by the government to change the pumps of Ghat drinking scheme last year.

"We have also instructed the Irrigation and Rural Development Department to give details of works they have completed last year in 15 days," said the minister.

The minister, later, inspected district hospital and said the government would soon fill the vacant posts of doctor and other medical staff of border districts soon.

"As there is no shortage of money for infrastructure in hospitals, the infrastructure works will be done after due consultation with the local MLAs, the funds are available under National Rural Health Mission and the Health Ministry of the state," said the minister.

Poachers’ presence in Corbett
Meeting of wildlife authorities today

In the wake of reports of the presence of poachers in the Corbett Tiger Reserve, an important meeting of the state wildlife authorities is slated to take place in Corbett tomorrow. National Tiger Conservation Authority member Brijendra Singh will also attend the meeting.

The meeting will be held at Morghatti inside the Corbett Tiger Reserve, which is infamous for intrusions by poachers in the past. Concerned about the recent intrusions of poachers in the reserve, Brijendra Singh had recently requested for a meeting to be called by state Chief Wildlife Warden SS Sharma at Morghatti.

All range officers have been asked to attend the meeting, where patrolling and contingency plan routes will be discussed. The area falls within the Sona Nadhi Sanctuary of the Corbett Tiger Reserver and has a large population of tigers and elephants. It is neglected and needs more staff and attention.

Thapli new DFA president

Upendra Thapli is the new District Football Association (DFA) president. The DFA elections took place yesterday in which the new president, secretary and treasurer of the association were elected for the next three years.

Thapli, who emerged victorious, polled 24 while his rival Govind Singh polled 10 votes. Rajendra Rawat was elected the secretary. He polled 18 votes while his rival Tejpal Rawat polled 15 votes. Further, for the post of the treasurer, Rahul Rawat polled 18 votes while his rival Mohit polled 15 votes. Representatives of 34 different football clubs of Dehradun participated in the polling. These three new office bearers will form the new executive of the DFA. — TNS
