The district police has arrested four members of an inter-state gang involved in supplying fake currency in the states of Punjab, Haryana and Jammu and Kashmir. The police has also confiscated Rs 27.05 lakh in fake currency from their possession.

The Punjab Congress today cornered Finance Minister Parminder Singh Dhindsa on the issue of "misappropriating" Rs 2,000 crore received from the Centre under various schemes during the past five years. The Congress alleged the state government had been diverting funds for other purposes. This was sheer “misappropriation”.

The trouble began during question hour when Congress MLAs Kewal Singh Dhillon and Brahm Mohindra sought a reply on grants received from the Centre and details of “diversion of funds”.

Dhindsa claimed that no funds had been mismanaged, diverted or misappropriated as alleged. He said Centre had released only Rs 1,350 crore which was not even the entire amount sanctioned under various schemes. Money for several schemes was paid directly to the departments and did not find its way to the government treasury.

Dhillon alleged that the minister was misleading the House. He said he had been quoted in the media saying quite the opposite."Under the Central schemes, some money goes directly to the agencies concerned," Dhindsa explained but Mohindra reiterated that the government had mismanaged Rs 2,000 crore. He asked Dhindsa as to how he would generate an additional Rs 2,000 crore to meet the state's demand.

Dhindsa said the state government had received Rs 11,426 crore under various sponsored schemes during the past five years. At this point, Leader of the Opposition Sunil Kumar Jakhar got up to read a letter by the Finance Ministry on funds granted to Punjab. Jhakhar said that as per the Finance Ministry figures, the Centre had given grants totalling Rs 3,870.84 crore in 2010-11, but the state government had released only Rs 2,813 crore.

He said in 2011-12, the Centre had released Rs 4,014.20 crore whereas the Punjab government had released only Rs 3,074.24 crore. He sought to know from the minister where the money provided under the National Food Security Mission had gone.

Jakhar went on to add that the minister had failed to explain where the scholarship meant for post-matriculation SC students for the year 2010 - 2012 had vanished, depriving thousands of SC students of avenues of higher studies.

At this point, Speaker Charanjit Singh Atwal asked for the next question to be read. Not satisfied by Dhindsa’s reply, the Congress started raising slogans against the government. Eventually, the matter died down.

Badal, Capt slugfest

Chandigarh: The Punjab Vidhan Sabha today saw Punjab Chief Minister Parkash Singh Badal and PPCC president Capt Amarinder Singh target each other for ridicule and sarcasm, much to the amusement of those present in the assembly.

Badal took a shot at Amarinder Singh, saying: “I am very happy to see you”. Amarinder responded: “If you miss me so much, I will send you my photograph.” Badal replied back: “Sure, I will hang the photo in my sitting room to remind me of the person whose failings helped me become Chief Minister again”.

It started with the Congress Legislature Party Leader Sunil Jakhar raising the issue of power shortage. Badal got up to reply amid din by his party MLAs and remarked: "Let me speak my heart out to him, I am not sure whether Amarinder will come to the assembly again ." After Badal, it was MLA Sohan Singh Thandal’s turn to attack Amarinder. Referring to media reports on alleged meter-tampering at Amarinder's New Moti Bagh Palace in Patiala, he asked: "How can one expect to bail out farmers when stories are appearing in the media on meter-tampering at Amarinder's residence?"

A furious Amarinder blamed the CM for trying to humiliate him by sending Punjab State Power Corporation teams to inspect his palace. He said he had information that this was being done at Badal’s behest. Amarinder pointed out that those who had sought information under the RTI ACT from the PSPCL had sought details about Badal too.

“The PSPCL officials vaguely replied that Badal had paid a Rs 18 lakh electricity bill, not specifying the electricity consumed and the billing cycle.” Badal intervened to say: "I did not order any power official to check meters at Amarinder's residence...I have the greatest regard for members of the House." — TNS

The issue of power shortage saw heated arguments in the Vidhan Sabha today with the Congress Legislature Party Leader Sunil Jakhar accusing the SAD-BJP Government of misleading the state for the past six years. Taking up the matter during zero hour, Jakhar said the promised eight-hour electricity supply was a distant dream and farmers sowing paddy were left in a precarious situation.

This forced Chief Minister Parkash Singh Badal to make a statement on the floor of the House that Punjab would become power surplus by 2013-14. He said the three new power plants that would start functioning by next year would generate an additional 2,920 MW of power.

Accusing the Congress of doing little for the power sector during its term in officer, Badal said next year onwards, Punjab would not only contribute wheat and rice to the national pool, but would also sell power to the National Grid. Badal said his government had worked hard to increase power generation in Punjab.The state required 9,500 MW against the available 7,250 MW of power. The shortfall of 2,250 MW was on account of increase in demand to 18 per cent instead of 10 per cent as provisioned by the government. Badal said of the 583 grids in the state, 435 were providing eight hours of power. The remaining 148 grids were overloaded. The Electricity Department was working overtime to reduce distribution and transmission losses.

Not convinced by the reply, Jakhar drew the attention of the House to the problems being faced by farmers and the industry. He alleged that the power plants were ill-maintained and were producing power less then capacity. Instead of bailing out industry, the state government had imposed open access charges he said, adding the government had failed to clear power corporation dues totalling Rs 18,000 crore.

Capt Amarinder Singh pointing out that when in power, his government had paid Rs 1,700 crore for the Lehra Mohabbat plant. Both Amarinder and Rajinder Kaur Bhattal were present in the House for the first time this Budget session.

Lift mining ban, demands Kang

Congress MLA Jagmohan Singh Kang urged the CM to come to the rescue of builders and the people who were facing hardships due to the exorbitant hike in the prices of sand, gravel and crusher stone following a ban on mining. Kang alleged the SAD-BJP leadership had failed to settle rates with contractors which had brought all mining activity to a halt. Subsequently, all development works in the state had come to a halt. — TNS

Chief Minister Parkash Singh Badal profound grief and sorrow over the demise of noted Punjabi folk singer Karnail Gill who passed away at his native village Jamalpur in Ludhiana on Sunday after a prolonged illness.The CM described Gill as a “legendary Punjabi folk singer, who regaled millions of Punjabi music lovers with his melodious voice.” He said his death had left a void in Punjabi music hard to fill. — TNS

Two years ago, three-year-old Dilnaaz died after falling into a borewell in Dhira village of Gurdaspur. Four-year-old Mahi too met with a similar fate after she fell into a 70-feet borewell near Gurgaon a couple of days ago. A number of such incidents had taken place in the past.

Over two years ago, the Supreme Court had asked all states to cover discarded and abandoned borewells and dugwells and fence these to prevent any tragedy.

Despite this, there are still hundreds of borewells which are neither covered nor fenced in Moga, Faridkot, Muktsar and Bathinda districts.

After the Supreme Court orders in mid-2010, the Agriculture Department had conducted a survey in the area to trace abandoned borewells. A large number of such borewells, almost five to seven in every village were found in Faridkot, Moga, Muktsar, Ferozepur, Bathinda and Mansa districts.

In Faridkot district, there are 604 borewells. Of these, 125 were covered and 31 were filled up, but no action was taken with regard to 402 borewells.

"Out of the 604 borewells, only 46 are in use, but these are also not been covered," said Kaur Singh Dhillon, Chief Agriculture Officer, Faridkot.

In Moga district, almost all 300 villages have on an average five to six discarded borewells, said sources in the Agriculture Department. Similar is the position in Muktsar, where 236 villages have around eight to nine such life-threatening borewells.

The number of abandoned borewells and dugwells increased in the last decade due to a steep fall in underground water in the area. Earlier, farmers used to install centrifugal water lifting pumps in borewells. They discontinued this technique after submersible water pumps were introduced. So a large number such borewells are lying abandoned, said Yadwinder Singh, Agriculture Development Officer.

Though a proper fence should be erected around borewells to keep children away from these and all discarded wells should be filled with earth or sand, in Faridkot, there are only three dugwells which are fenced.

Police helps 23 addicts turn a new leaf

Muktsar, June 25
The Muktsar police claims to have changed the lives of 23 addicts after they were admitted to the de-addiction centre at the Malout Civil Hospital.

On the initiative of the district police, at least 31 addicts were admitted to the hospital in mid-May. The police held awareness camps in villages and motivated the addicts to reform their ways.

Mukhwinder Singh, Malout DSP, said: “With the help of panchayat members and doctors, we held meetings with addicts and counselled them. They were motivated to quit the habit. We were successful in admitting 31 addicts to the de-addiction centre in a month.”

The DSP said none was coerced into quitting drugs. Each of the 31 addicts had volunteered to be admiited to the hospital where they were treated by a well-trained staff free of cost.

Psychiatrist Dr Rashmi Chawla said: “Motivated by the police, addicts from Phullukhera, Karamgarh, Gurusar, Sikhwala, Raniwala, Ina Khera and Rattakhera villages volunteered to be treated at the hospital. After being cured, all of them left on oath that they would not take to drugs again.”

Dr Chawla said the last batch of eight patients discharged a day ago had been asked to return for a follow-up.

Showering praise on the district police, she said the treatment comprised counselling, motivational talk and administering medicine.

With the BSP deciding not to field its candidate, the byelection for the Dasuya seat will witness a keen contest between the BJP and the Congress. The Dasuya byelection is slated for July 11.

In the 2012 assembly elections, the BSP had fielded Pyare Lal who had polled 5,000-odd votes. With the BSP out of the fray this time, Sukhjit Kaur Sahi of the BJP and Arun Dogra of the Congress are locked in a keen contest.

Both the candidates are from politically well-known families.

Sukhjit Kaur is the widow of Chief Parliamentary Secretary Amarjit Singh Sahi. Arun Dogra, popularly known as Micky, is the son of former Deputy Speaker and Cabinet Minister Ramesh Chander Dogra.

Congress poll managers are only too pleased with the BSP’s decision to stay away from the poll arena. They claim that BSP votes will now fall into the Congress kitty.

In 2012, Sahi had won the seat with 57,969 votes, defeating Congress old warhorse Ramesh Chander Dogra, who got 52,746 votes. Dogra remained a legislator for nearly 20 years till has fall in 2007.

A sympathy wave for Sahi’s widow in the area is evident. Locals also speak about the development works initiated by her late husband from 2007 till 2012, the most important being the renovation of the Kandi canal and digging up of 45 tubewells in the area.

Apart from Dasuya town, there are 250 villages in this assembly seat. Both the candidates are concentrating on door-to-door canvassing in the villages, which constitute nearly 75 per cent of the votes.

The third candidate in the fray, Bhupinder Singh Ghuman of the PPP, is banking on his party chief Manpreet Singh Badal’s rapport with the locals.

Yesterday, Chief Minister Parkash Singh Badal held a workers’ meeting at Sukhjit Kaur’s residence. Arun Dogra claimed that the visit created a schism in the SAD-BJP rank and file with BJP activists ensuring that SAD leaders were sidelined.

Circle president of the SAD Jagmohan Singh Babbu was among the Akali workers who was denied a seat on the dais.

Chandigarh: PCC president Capt Amarinder Singh today constituted a committee that will look after campaigning for the Dasuya bypoll scheduled to be held on July 11. The committee is headed by PCC vice-president Kewal Dhillion. Former MLA Love Kumar Goldy has been made the office in-charge of the campaigning. The other members of the committee include Laal Singh, Rana KP, Rana Sodhi, Arvind Khanna, OP Soni, Shyam Sunder Arora, Sangat Singh Giljian, Santosh Chaudhary and Master Ramesh Chander.

No star campaigners for Cong ress

Poll managers of the Congress are worried over the fact that senior party leaders are not willing to canvass as the seat holds little significance for the party in the assembly. "Even if we win the seat, it will make little or no difference to the party as far as its strength in the Vidhan Sabha is concerned. That is why senior leaders are shying away from campaigning," claimed a party functionary.

Sudesh Bhatti, Congress poll manager, said Sunil Jhakhar had assured him that a majority of the legislators will campaign for Dogra.

In comparison, the BJP is clear that senior central leaders will canvass for Sukhjit Kaur. "We got a positive response from key BJP and SAD leaders and we expect the CM to hold rallies," claimed a party leader.

In his petition, Madan Lal Jalalpur has alleged that a false case was registered against him under various provisions of the IPC and the Representations of the People Act during the recently held municipal elections in Punjab and his security cover was also withdrawn. He said he and his supporters were beaten up, injured and humiliated at the behest of the aforementioned respondents. He said some police officers exercised undue pressure to influence the elections and interfered with the process of free and fair polls. Jalalpur alleged that police officers threatened to eliminate him if he took any step against the Deputy CM and he feared that any investigation by the police would be biased and unfair. — TNS

First with smart cards

Kapurthala has become the first district in Punjab where BPL families have been given smart cards which will provide its members an easy and cheap access to health care facilities.

DC Alaknanda Dayal distributed a number of such smart cards to BPL families at a camp held at Government Elementary School, Mehtabgarh Mohalla, today.

There are 6,915 BPL families in the district. Dayal said such camps would be organised in various parts of the district to give smart cards to all BPL families of the district. A BPL family, consisting of five members, could avail medical facility of up to Rs 30,000 in a year by paying just Rs 30, she added.

Civil Surgeon Balbir Singh said: “Each BPL family is entitled to health insurance up to Rs 30,000 under the National Health Insurance Scheme (NHIS)”. He said besides free treatment, the patient would be given Rs 100 at the time of his discharge as travel expenses to reach home.

Fire in Kapurthala courts complex

A day after blaze at RCF, fire broke out at the SSP office located in the courts complex here this afternoon. The Army was also called as a precautionary measure. However, no loss of record was reported in the fire.

The fire reportedly broke out at the stairway which connects with the record room located on the first floor of the building. Employees came to know about the fire when they realised unusual heat in the area at around 1 pm.

While district courts are located on the ground floor, offices of senior police officials are situated on the first floor of the building. The visitors and employees vacated most of the offices in no time after the news of fire spread.

It took about one-and-a-half hour for six fire engines to declare the complex safe. While two fire engines reached at the site from Kapurthala, the rest were called from RCF, Jalandhar, Kartarpur and Jagatjit Industry, Hamira.

SP (HQ) Kulwant Singh said an inquiry would be conducted to know the exact cause of the fire. "No one was injured in the fire. The entire record is also intact. Only the door of the computer section was broken to douse the flames," he added.

RCF blaze: Panel formed

The Rail Coach Factory (RCF) has constituted a five-member committee, headed by its Deputy Chief Material Manager Manoj Kumar, to look into the cause of Sunday's fire incident in its paint store.

RCF chief mechanical engineer Alok Dave also directed the committee to suggest remedial steps to prevent such incidents.

With the DSGMC chief PS Sarna expressing his intention to raise a memorial to pay homage to those killed in 1984 anti-Sikh riots, the politics of memorials is hotting up.

Sarna said the DSGMC would purchase land for the memorial which, unlike the Operation Bluestar Memorial, would not be in the form of a gurdwara. “It will be a befitting tribute to thousands of innocent Sikhs killed in the Capital in November 1984.” He said a consensus among Sikh organisations would be evolved on the issue.

The DSGMC chief was confident that all political parties, including the Congress, would support the move. “The Prime Minister has already apologised to the Sikhs for the 1984 riots and compensation has been announced for the riot-hit. I see no reason why the Congress will oppose it,” he said. During her visit here on Sunday, Delhi Chief Minister Sheila Dikshit had endorsed the move. Observers say building the memorial will pay rich dividends to the Sarna group in the DSGMC elections.

Kalia for memorial on lines of Jallianwala Bagh

Manoranjan Kalia, BJP MLA, has urged the CM to set up a memorial on the lines of Jallianwala Bagh to commemorate the sacrifices of Punjabis. Favouring a monument in the Capital Delhi to pay tribute to those killed in the 1984 riots, he said: “Let the Delhi Government give land for the purpose and let all Punjabis contribute to building the monument”.

BBMB agrees not to cut water inflow in dams

The Bhakra Beas Management Board (BBMB) today accepted the demand of partner states Punjab and Haryana that the existing level of water released from various dams should be maintained for two or more weeks to feed the canal system in the region. It decided to hold the next review meeting on July 11.

Alarmed at the dismally low water level in the Bhakra Dam, Pong Dam and Ranjit Sagar Dam compared to the corresponding period last year, the BBMB today held discussions with officials of Punjab, Haryana, Rajasathan and Himachal Pradesh.

Amarjit Singh Dullet, Chief Engineering, Irrigation, who attended the meeting, said the inflow in various dams had improved slightly in the past couple of days following sporadic rain in the catchment areas in Himachal. Punjab, Haryana and Rajasthan, where sowing of crops was in full swing, could not afford a reduction in the canal water at this juncture. The demand for canal water for irrigation purposes had gone up in these states. Erratic power supply had added to the woes of farmers as they were unable to operate their tubewells.

“We have told the BBMB that in case the level of water in various dams turns critical, we could meet on July 5 instead of July 11. The monsoon, expected to arrive in the region in the first week of July, is likely to improve the situation,” Dullet said.

The water level in the Bhakra Dam was recorded at 1531.88 on June 25 compared to 1584.24 ft on this day last year. The inflow was 42,510 cusecs compared to last year’s 50,888 cusecs in the corresponding period.

Scrapyard fire
Probe on, says DC

Amritsar, June 25
The district administration and firemen today claimed to have doused the fire which had erupted in a scrapyard on the Amritsar-Attari bypass road last night.

Deputy Commissioner Rajat Agarwal said though flames were erupting at some places, these were not dangerous and would not spread. Fire tenders remained busy in extinguishing the fire till early morning, he said.

He said the seven-member committee headed by the SDM-I, formed to investigate the cause of the fire, was on the job.

Residents fear that fire may erupt again if blistering hot conditions in the region persists. They point out that the wet flammable material at the scrapyard will dry out soon and may act as a fuel.

Huge plastic and wooden waste was lying at the scrapyard. Residents of nearby slums alleged that the paper waste damaged in the recent fire incident at Khanna Paper Mill was dumped here illegally which caused the fire.

Appointments, alleged irregularities in purchase of printing paper and bar coding of answersheets and funds spent unnecessarily on the expansion of the premises of the Punjab School Education Board (PSEB) during the tenure of Dr Dalbir Singh Dhillon as chairman of the board, have come under the scanner of the Punjab Vigilance Bureau.

After registering a complaint on the basis of complaints forwarded by Punjab Education Minister Sikander Singh Maluka to Punjab Chief Minister Parkash Singh Badal, the Additional Inspector General of Police, Vigilance Bureau, has summoned the entire record pertaining to over 30 complaints received against Dr Dhillon and another six complaints against the board’s suspended Controller of Examination, SS Saroya.

The action follows almost a month after Dr Dhillon was denied another extension by the government. Education Minister Maluka said he had forwarded the complaints to the Chief Minister who had forwarded it to the Vigilance Bureau.

A senior official in the government said many heads would roll once the vigilance starts digging facts pertaining to the complaints. However, the board authorities have sought time to provide entire record pertaining to the complaints.

Sources said the main complaints were the appointment of Dr Dhillon’s daughter as Director (Computer), daughter-in-law’s appointment as Depot Manager, appointment of 50 data entry operators, appointment of five assistant publication officers, unnecessarily constructing a building of the board, purchase of surplus printing papers, misuse of official vehicles, anomalies pertaining to bar coding of answer booklets, appointment of Gurtej Singh as Deputy Director (Computer).

The Vigilance has also sought record pertaining to the appointments made during Dhillon’s tenure along with the selection criteria.

About the purchase of printing paper, it has been alleged that the paper was purchased at a rate of Rs 44,000 per tonne from a private firm whereas the same firm was supplying the paper for Rs 38,000 per tonne to other boards, including the NCERT, Gujarat Board and Indira Gandhi Open University.

Apart from complaints against Dr Dhillon, the bureau has also sought records pertaining to the complaints of corruption against the Controller of Examination, SS Saroya.

Sadqi joint check-post to get a makeover

The joint check-post (JCP) at Sadqi, situated on the Indo-Pak border, is going to get a facelift on the pattern of Wagah in Amritsar as Punjab government has decided to develop it as a tourist spot. The executive engineers of the Panchayati Raj and Punjab Mandi Board have started work on the project.

The Beating Retreat (flag lowering) ceremony takes place here every evening before sunset. The Border Security Force (BSF) jawans and the Pakistan Rangers carry out a joint parade during the ceremony on the JCP located at the tail-end of National Highway number 10.

The spectacle of the ceremony (especially the aggressive postures of BSF and Pakistan Rangers), attracts hundreds of visitors daily on both sides of the Radcliff line. Nearly 20,000 visitors throng the JCP every year on Independence Day to have a glimpse of their relatives who had segregated at the time of the partition of the country, on either side of the border.

"The inflow of visitors has increased considerably after granting district headquarter status to Fazilka, which has necessitated the need to develop it as a tourist spot," said Fazilka Deputy Commissioner Dr Basant Garg who visited the JCP Sadqi with Deputy Inspector General (DIG), BSF, AK Sharma, Fazilka ADC Charandev Singh Maan and senior officials of other construction related departments to work out the modalities.

"The administration proposes to construct an attractive waiting hall, conference room for VIPs, a tall welcome gate, beautiful parks, toilets and parking for the vehicles in the first phase, the plan for which is being worked out. Deputy Chief Minister Sukhbir Singh Badal and Forest Minister Surjit Kumar Jyani have assured of providing funds for the purpose," said the DC.

On the other hand, convener of the Indo-Pak-Sulemanki International Trade Front, Liladhar Sharma, has demanded that Punjab Roadways should start a bus from Fazilka to Sadqi at the time of the retreat ceremony for the convenience of the commuters as the poor visitors have to hire their own vehicles to reach there.

Don’t give plum postings to favourites, SSPs told

The Punjab Police headquarters has instructed all the police districts to follow the prescribed chain of command and ensure that only approved officers head their respective areas of control. The orders come following widespread practice where officers close to the SSP got plum police stations or sub-divisions.

Following recent orders of the state police headquarters, many SSPs and commissioners would now lose their power to allocate police station to a DSP of his liking. Instead, the district police heads will have to seek prior special permission in case they want to take out an officer from the purview of his supervisory officer. Further, the orders have reversed any orders in this regard issued at the district-level.

In the recent past, many SSP level officers had been using discretionary powers. "This not only created disparity between DSP-level officers working in a district but also created a rift between the officers reporting to their seniors as the blue eyed boys of the SSP got plum police stations while others sat idle," said a senior DSP-level officer.

The orders shot by Punjab ADGP (Law and Order) SK Sharma further warns the SSPs to take prior permission in writing from his office or the Punjab DGP in case they want to divert official work to a particular DSP. "A proper permission should be taken, as this arrangement at the district-level, can create law and order problem anytime," read the orders.

An SSP rank officer said the orders were justified as the concerned DSP or SP-level officer, who knows his area of jurisdiction, oversees the work of the police stations and hold periodic meetings to keep a tab on the general law and order situation. "A chain of command needs to be followed", he stated.

SK Sharma said it had come to his notice that certain officers were divesting powers from one officer to another in districts and at crucial times, it posed threat to law and order. "We just want that the government laid administrative system should be followed and instead of the SSP asking an officer from outside commanding, the commanding power should be with the government appointed officer", Sharma added.

Doctors hold protest against new Bill

Doctors affiliated to the Indian Medical Association (IMA) today observed a strike in the district against the National Council for Human Resources in Health (NCHRH) Bill-2011 and Clinical Establishment Act. The protesters stated that the two were detrimental to the health of the nation. The district unit of the association staged a dharna at Baradari Garden.

Patiala IMA president Dr BL Bhardwaj said on the one hand, the government boasts about its commitment to decentralise various departments for effective implementation of its policies and projects, whereas on the other hand it bats for constituting a commission over all the medical councils with the proposed NCHRH Bill-2011.

“This council will execute the orders given by the Central Government with no provision for representation from the professional organisations like Indian Medical Association or health universities in the commission, board or council, shunning the voice of the healthcare providers,” he added. — TNS

Give selection grade to JBT teachers of Patiala: HC

Twenty years after JBT teachers working in schools of Patiala district sought selection grade in terms of government instructions issued in July 1957, the Punjab and Haryana High Court has directed the State of Punjab and other respondents to grant the benefit to 15 per cent of the total male teachers there.

The petitioners, Gurdial Sarup and others, had claimed that they had obtained JBT qualification between 1956 and 1960, although at the time of appointment as teachers they were not possessing JBT qualification.

Relying on instructions issued on July 23, 1957, the teachers had contended that 15 per cent of the total posts were to be considered for being placed in the middle grade of the pre-revised scale of Rs 120-5-175. The petitioners claimed that they fell within 15 per cent of the total posts to whom the benefit of the selection grade was to be given.

The state, on the other hand, contended that out of the total 2,691 posts, 1,915 were for male teachers and 776 were for women teachers. As such, 15 per cent of male teachers would be 287.

The counsel appearing for the state added going by the calculation first 287 teachers were eligible for the selection grade.

Taking up the matter, Justice K. Kannan asserted that the respondents, in their written statement, had clearly admitted the entitlement of the JBT teachers to selection grade, whether permanent or ad hoc on the basis of seniority assigned on August 31, 1965.

“To ensure that the petitioners' claim does not become illusory by state inertia, I would direct that the respondents shall assess the petitioners in the order of seniority as drawn up on August 31, 1965, within Patiala division and such of those petitioners, who fall within the first 287 numbers or any other appropriate member representing the 15 per cent of the total strength of male teachers shall be given the benefit of the selection grade”.

For the purpose, Justice Kannan also set an eight-week deadline. “This exercise shall be completed within a period of eight weeks and communicated to the petitioners. If the list is not prepared as directed and the petitioners are not informed, it shall be assumed that all the petitioners are entitled to the selection grade as falling within the 15 per cent quota.

“I make this observation in an extraordinary situation where the respondents, who had all the data at their hands when the written statement filed, did not disclose what they were bound to disclose".

Rs 27 lakh in fake currency seized, four arrested

The district police has arrested four members of an inter-state gang involved in supplying fake currency in the states of Punjab, Haryana and Jammu and Kashmir. The police has also confiscated Rs 27.05 lakh in fake currency from their possession.

The police said Ravi Kumar and Abhishek, both hailing from Jammu, were arrested with Rs 2 lakh and Rs 1.8 lakh in fake currency notes when they were travelling in a car at a naka in Patiala last week. Their third accomplice Kamaljit alias Rimpi managed to escape from the spot.

“After their interrogation, were got some leads and we managed to arrest Vishnu Saha and Osham Saha with fake currency notes worth Rs 23.25”, said Patiala SSP Gurpreet Singh Gill. “It further came to our notice that these persons were getting supply from Ambala residents identified as Purshotam and Sunesh Kumar, who are absconding,” he stated.

Police said Osham and Vishnu, both residents of West Bengal, were engaged in supplying fake currency in the main cities of India after procuring it from near the Indo-Bangla border. “The seized currency, though fake, has minute errors which are difficult to be identified by a naked eye,” said the police.

Sources inside the intelligence wing said Punjab was becoming one of the biggest markets of fake currency due to its proximity with Pakistan.

Police records suggested that border districts of Amritsar, Ajnala and Ferozepur were getting fake currency in a big and organised way. “Fake currency is moved into these districts from the neighbouring country and from there it is circulated in the entire state and then the country,” said a source.

Officials disclosed that in 2008, police confiscated fake currency worth 1.17 crore, in 2009, the seized currency amounted to Rs 1.1 crore, while in 2010, the recoveries almost doubled to Rs 2.12 crore and till April 2011, fake currency worth Rs 58 lakh was recovered in Punjab. Police said 126 accused were arrested in 2008, 90 in 2009 and 70 were nabbed in 2010.

Sarpanch booked for altering records

Sarpanch of the Bhunder village has been booked for cheating and altering government records to increase the contract term of the village fishpond from five years to ten years. The case was registered after a detailed investigation was done by the Block Development Panchayat Officer (BDPO).

The pond was given on a contract for `50,000 per year in 2005 for five years and the contract was to be renewed after five years, in the year 2010. Sarpanch Manjeet Singh, of Congress Party, and panchayat secretary Jasmel Singh of Kotbhai village have been booked under sections 420, 467, 468, 471 and 120-B of the IPC at Balianwali police station.

Investigating officer Jarnail Singh said the matter was investigated by the BDPO, who handed over the altered official record and other supporting documents and statements of the former sarpanch and panchayat members to the police, to get a case registered against the accused. — TNS
