Terrorist threat looms during Kanwar fair

In view of terror threat, the security has been beefed up at Brahamkund, Har-ki-Pauri, and other sensitive areas in Haridwar. With major cities of the country coming under terrorist attack in the past few years, as was feared, the pilgrim city of Haridwar is now on the radar of terrorists, who are eyeing the sensitive fair of Kanwars to execute their nefarious designs.

In line with it's expertise on forestry, Dehradun-based Forest Research Institute today finally managed to restore the historic Rudraksh tree that was planted by late Prime Minister Indira Gandhi way back on Dec 19, 1981, at the very sprawling FRI campus and had got uprooted under the impact of speedy winds yesterday.

A crime branch team of the Delhi Police returned empty-handed as it could not arrest wanted criminals in a raid which was carried out by it on a rest house owned by the Uttarakhand Health Department at Patwadnagar near Nainital on Sunday, according to Uttarakhand police officials.

In a major brawl that became the talk of the town today, the police administration and local people had to calm down Bahujan Samaj Party legislator and Cabinet-rank Minister Sarbat Kareem Ansari and his family members to mutually settle the case as the legislator’s son injured three motor mechanics at Haril Lok Colony here today.

For more than two hours the Jwalapur police station became a place of action as hundreds of people siding with the legislator's family injured motor mechanics. The two sides tried to pressurise the police to file case against each other.

The incident occurred in the morning when 60 members of legislator Sarbat Kareem Ansaris’ family were on way to Mussoorie for a site visit when their bus broke down due to a technical fault.

Nearby motor mechanics were called on to repair the fault. In the meantime, some lady members in the bus alleged misbehavior by one of the persons standing with the motor mechanics.

Hearing this Rihan and Saif, sons of legislator, in no time aggressively attacked the motor mechanics Furkan,Gulzar and Fahim, injuring them grievously.

In the meantime, nearby traders arrived in support of the mechanics and attacked the male members of the legislator's family. Soon the police arrived at the spot, taking both the parties to the Jwalapur police station.

As heated arguments were exchanged between both the parties, there seemed to be no compromise in sight. SHO JS Pundir called SP City Kiran Lal Shaw and CO Shah Jahan Khan.

Meanwhile, legislator Sarbat Kareem Ansari too arrived fuming, and local political leaders and respected citizens were called on to pacify both the parties by the police.

Finally the legislator's family agreed to pay full medical expenses of the injured mechanics, while in return the mechanics apologised, though they made it clear that an unknown person was sitting outside their shop, and that they did not know who had passed the obscene remarks.

At last the issue was settled after a two-hour brawl, ending in a mutual agreement.

Terrorist threat looms during Kanwar fair
Specific measures being taken to prevent any mischief

With major cities of the country coming under terrorist attack in the past few years, as was feared, the pilgrim city of Haridwar is now on the radar of terrorists, who are eyeing the sensitive fair of Kanwars to execute their nefarious designs.

As per a communiqué sent by Union Ministry of Home Affairs to the state police headquarters, specific precautionary measures have been directed to be taken during the Kanwar pilgrimage in Haridwar, scheduled from July 4 onwards.

Talking to TNS, Superintendent of City Police Kiran Lal Shaw said that in view of the Home Ministry directions, a special security plan is being made with foolproof security cover so that any terrorist attack can be thwarted.

In view of the threat perception, round the clock checking drive has been started with patrolling at the sensitive points like Har-ki-Pauri, railway station, bus station, important government buildings and congested bazaars.

All the dharmshalas, ashrams, lodges, hotels, guest houses and tenants are being verified so that terrorists don't easily utilise these as hideouts and also suspected persons can be nabbed before they execute any violent act.

Snipers will be posted at specific points during the Kanwar with state’s cream force Guldaar being put on high alert during the fair so that in case of any eventuality, commandos of Guldaar, who have been given training on the lines of National Security Guard, spring into action for which they are specially trained.

Nodal Officer for Kanwar fair Deputy Inspector General of Dehradun Range Sanjay Gunjiyal said that in view of the potential threat, coordination between various states' police through which Kanwar pilgrimage passes is being done.

While all the districts of Uttarakhand through which Kanwariyas pass in large number, viz Haridwar, Dehradun, Tehri Garhwal, Pauri Garhwal, district chiefs have been given requisite directives of being cautious during the whole Kanwar fair.

As more than 1.50 crore Kanwariyas are expected to come to this Kanwar fair, Haridwar police has decided to deploy police personnel in attire of Kanwariyas so that they mingle with them and get information and inputs easily without getting noticed.

Sansthan. Some 100 temporary toilets would be built in Rishikesh.

Cleanliness would be undertaken by Nagar Palika.

The Deputy Chief Medical Officer said since the Kanwariyas came from Raiwala route to Rishikesh, hence the first aid health centre would be set up at Raiwala. Besides this, a medical centre had been set up at SPS Government Hospital and bus-stand, Rishikesh. Signposts would be installed on the way to guide pilgrims about the location of these health centres.

The District Magistrate directed the Distrct Education Office to keep the government and semi-government education institutes closed in Rishikesh on special Kanwar days, which will fall on July 1, 14 and 17.

He also directed the SSP to depute sufficient police force and prepare a traffic plan on the yatra route. He said the mass kitchen would be organised wherever it had been organised every year. He also directed to hold another meeting at Nagar Palika on Thursday on the issue where he would instruct to inform councillors, MLAs and local traders to attend the meeting.

Inter-state police meeting on security

Director General of Police (DGP) Vijay Raghav Pant discussed the issues related to security and intelligence with police officials of Chandigarh, Uttar Pradesh, Haryana and Himachal Pardesh under the 8th Inter-State and Inter-Agency Coordination Meeting.

The issues which were decided after the meeting were to exchange information with regard to coming Kanwar Mela, Maoists and their activities, police organisation and agencies stationed on the Nepal and China border and the security issues on these borders, action to cease use of fake currency, coordination in arresting inter-state criminals and prevention of opium farming in Tibet/Nepal and its use in these states.

Small-scale industry feels let down by tender process

All the small-scale and micro industries are feeling cheated and dejected by the tender process worth Rs 80 cr, which is to be executed tomorrow by Uttrakhand Renewable Energy Development Agency (UREDA).

The parameters of tenders with regard to bulk orders of 13,000 solar lights under Atal Adarsh Gram Scheme and 80,000 lanterns under a Centre scheme worth Rs 80 cr have deliberately been crafted in such a manner by that all the small and micro industries have become ineligible to participate in it. The matter become more sensitive as the same tender process was held in August last year where four small-scale industries were selected but just after 16 days, they were asked not to proceed with the work. Those tenders were cancelled. Now after almost a year, the same tenders were held but with changed parameters, whereby only the big industries can compete.

JS Bisht, small-scale industrialist, who bagged the tender last year, said: “Last year, the criterion for the industries to participate in the tender process was that they must have a annual turnover of Rs 5 cr and experience of making solar equipment of 100 kv. They were also allowed to go under consortium with other industries to achieve the eligibility of turnover. But this year, the bar for turnover was raised to Rs 25 cr and 100 kv was changed to 800 kv. The condition of consortium too has been removed, which clearly showed that the department does not want to encourage small industries to enter into the fray.”

He said he had made up his mind to set up a plant in Paonta Sahib, instead, as Himachal Pardesh government was extending benefits and concessions to small-scale industrialists.

Another industrialist, who too won the tender last time, said on the condition of anonymity that he had placed bulk orders to suppliers after getting the tender but all of a sudden his tender was cancelled just after 16 days. He was still disposing of the products and paying back the money to suppliers. No government agency came to his rescue despite the fact that it was not his fault. The micro and small-scale industrialists have written to the Chief Minister in this regard. They are also planning to meet State Minister Amrita Rawat in this regard. Chief Project Officer, UREDA, AK Tyagi, remained unavailable for his comment.

President of Industries Association of India Pankaj Gupta said the state government always talked highly of giving top priority to micro and small-scale industry in the state which he said played a vital role in providing employment, generating revenue and proved handy in working in odd topography of the state. Despite all these reasons, he said these industries were not given a level playfield, nor any

concession which was a huge disappointment. He said the small-scale industries should be checked on the level of technical expertise but on financial level, they must be encouraged.

Forest Research Institute to promote beekeeping

The Forest Research institute and the Bee Board will work jointly towards promotion of apiculture.

This was decided at a meeting that was held under the chairmanship of Dr VK Bahuguna, Director General, Indian Council of Forestry Research and Education, Dehradun.

Dr BL Saraswat, Executive Director, National Bee Board, Ministry of Agriculture, New Delhi, and Dr Mohmad Yusuf, Head, Forest Entomology Division, Forest Research Institute, represented the Bee Board and the FRI at the meeting.

Dr Saraswat suggested that there was an ample scope for promoting beekeeping in the forestry sector. It was also suggested that there was need for development quality nucleus stock of honeybees. Beekeeping with the joint forest management and a need of collaboration of ICFRE institutes with the National Bee Board was also discussed.

Further programmes on genetic improvement for the wild honeybees for their promotion in forest were also discussed. In the near future, the broad network programmes for the development of quality nucleus stock of honey bees will be implemented by the ICFRE, where different ICFRE institutes, especially Tropical Forest Research Institute, Jabalpur, and FRI, Dehradun, will be participated.

The programme on beekeeping with the joint forest management will be focused on honey bee culture and honey extraction from the forestry sector. This honey from the forestry sector will be very useful and of high quality because it is free from insecticidal treatments.

The DG, ICFRE, said it would be useful for poverty alleviation and improvement and social upliftment of poor villagers who would participate in the beekeeping and honey culture. For achieving this goal, it was unanimously decided that the FRI and the National Bee Board would work jointly.

Visiting Amarnath cave on bicycle

Although Bathinda-based Rajendra Gupta has been to many religious places across the country on his bicycle, his enthusiasm and faith for visiting such places again and again is still the same.

At present in Haridwar, Gupta is now on his way to complete his ninth Amarnath Yatra on bicycle. He took a holy dip in the Ganga prior to commencing his journey in Jammu and Kashmir.

In 1989, he had visited the Gangotri shrine in Uttarakhand. And since then he has made it a point to visit other shrines on bicycle.

Gupta has visited Mata Vaishno Devi shrine in Jammu and Kashmir on the bicycle 70 times and Amarnath cave eight times. For the past 22 years, he has covered 3,78,000 km on bicycle. Now he plans to bring Kanwar of Ganga water from the Gangotri shrine during the Kanwar fair and visit the Mata Mansa Devi shrine in Haridwar. He has also visited Chamunda Devi and Chintpoorni shrines.

During the pilgrimage, he accepts whatever help local people extend to him. He also gives credit to his brother who has always supported him in this.

State to have high-altitude police cell

The state police will have its own High-Altitude Police Cell which will be stationed in high-altitude area of the state throughout the year. This was announced by Director General of Police Vijay Raghav Pant on the occasion of flagging off a 10-member Adventure Sports Expedition under the leadership of Deputy Inspector General, Dehradun range, Sanjay Gunjiyal for Kalindi Pass.The proposal with regard to new structure of the cell will soon be sent to state government where police personnel will be provided adequate training and laced with required equipment and paraphernalia.

With this move, the DGP said the police would no longer depend on other agencies such as the ITBP and the Army for rescue operations in such area during the time of calamities.

Under the expedition, the team would take 10 days and trek 100 km to complete the stretch from Gangtori to Badrinath via Kalindi at the height of 19,590 ft.

This endeavour, the DGP said, would also boost adventure tourism as the state had potential in this directions. The team will also clear the area of the garbage littering around there. The accident-prone areas will be earmarked under the expedition.

Team leader Sanjay Gunjiyal said the constitution of a High-Altitude Police Cell would be a meaty step in ensuring internal and external security of the region. He said this stretch which had been one of the toughest and most challenging ones in the world witnessed many accidents and casualties taking place in the past. During such fragile occasions, the police rescue team failed to react in time which was why a special cell of police was required to plug the loophole.

Besides introducing the region and its topography to the team members along with their acclimatisation, they would also install signboards advising tourists to take the suggested precautions on the particular vulnerable spots to avoid any mishap.

The second line officer of the team, Ashish Kumar Singh, head constable, Dehradun, had scaled Mt Everest in 2008. Gunjiyal said the rest of the team members were also adept in trekking and climbing.

Body formed in support of power projects

A new organisation has been formed in support of hydroelectric projects in the state.

A meeting of the supporters of power projects from across the state was held here today and it was decided to form an organisation to fight for the construction of hydroelectric projects in the state. The organisation has been named Uttarakhand Jal Vidyut Pariyojna Samarthak Morcha.

It was decided at the meeting that the struggle to start hydroelectric projects on the rivers of the state would continue till its logical conclusion.

Nishith Saklani has been elected president and Shishpal Singh Bisht general secretary of the newly formed organisation. Reeta Pushpwan and Luxmi Prasad Thapliyal have been elected vice-presidents while Gambhir Singh Mewar and Vachaspati Badoni organising secretaries.

Shishpal Singh Bisht said the morcha would form its units in all the districts of the state soon.

Historic Rudraksh tree planted by Indira Gandhi restored

In line with it's expertise on forestry, Dehradun-based Forest Research Institute today finally managed to restore the historic Rudraksh tree that was planted by late Prime Minister Indira Gandhi way back on Dec 19, 1981, at the very sprawling FRI campus and had got uprooted under the impact of speedy winds yesterday.

FRI experts led by NSK Harsh, head of pathology division, FRI, took 5 hours, 30 minutes, and finally put in place the uprooted Rudraksh tree scientifically identified as Elaeocarpus sphaericus. Late Prime Minister Indira Gandhi had planted the Rudraksh sapling while inaugurating a social forestry museum in the institute.

Shortly after the tree was uprooted, Director General Indian Council of Forestry Research and Education VK Bahuguna had directed for immediate efforts to restore the historic tree. Dr Harsh informed that some branches of the tree were lopped to give life to the tree and fungicides applied to the branches, trunk and roots to prevent it from fungal infection.

Forest Research Institute Extension Department head AS Rawat disclosed that a JCB, two tractors and one crane had to be used to re-plant this important tree. Rooting hormone was applied to the roots of the tree to encourage root development. Fertilisers were given and watering of the tree was done subsequently.

3 dialysis machines at Doon Hospital out of order

Three dialysis machines out of a total of four at Doon Hospital have developed technical fault, thereby putting pressure on the single dialysis machine.

Today being Monday, some of the patients with prior appointment were turned down as only one machine was functioning.

Despite the functioning of nephro dialysis unit at Coronation Hospital under the public-private partnership mode, the Doon Hospital authorities had continued with the dialysis unit at the hospital. But now with only one machine functioning, several regular patients requiring dialysis had to wait for an appointment for another day. “We have called technicians to look into the technical fault. It will be rectified soon,” said Dr BC Pathak, Principal Superintendent, Doon Hospital.

Wanted criminals give Delhi cops the slip

A crime branch team of the Delhi Police returned empty-handed as it could not arrest wanted criminals in a raid which was carried out by it on a rest house owned by the Uttarakhand Health Department at Patwadnagar near Nainital on Sunday, according to Uttarakhand police officials.

“However, the police team took into custody some persons for investigation from the guest house,” said Deepak Jyoti Ghildiyal, DIG, Nainital range.

According to the police, the police team reached the Patwadnagar rest house looking for some criminals wanted in Delhi in the cases of kidnapping and dacoity after it was informed that the criminals were hiding here.

“The Delhi Police raided the rest house room, which had been booked on the recommendations of an MP from Delhi, and found that the criminals had already fled the rest house,” said the DIG.

The police said the room was booked on June 15 when four persons reached and stayed for some days. These persons were replaced by some others on June 17, but the criminal records of some suspected youths could only come to limelight to local people after they came to know about this raid by the police.

“We have been requesting the police to keep an alert eye on the criminals who are making it their hiding places,” said Himansu Pandey, a youth leader from the Patwadangar area.

“The Delhi Police suspected that the wanted criminals might be among the persons, who had left the rest house on June 21 as their names and addressed had not been mentioned in the register of the rest house,” said the DIG.
