Exposing the high claims of disaster preparedness by the Disaster Mitigation Department and the district administrations in the eastern districts of Kumaon region, the pre-monsoon rains last night damaged more than two dozen local roads, besides many houses, and created panic among a number of villages in the disaster-prone areas of border districts of Pithoragarh, Bageshwar and Champawat.

Munsiyari and Dharchula in Pithoragarh district witnessed heaviest pre-monsoon rains where it rained for 8 long hours on Saturday night, and 80 mm rainfall was recorded. “ Two houses in Suringar village were damaged by this rain and a number of roads bifurcating from the Pithoragarh-Munsiyari highway were damaged and closed, causing inconvenience to the villagers. We have sent teams to estimate losses to the damaged houses to Suring village,” said T.S. Karki, tehsildar of Munsiyari subdivision.

According to sources, the villagers of all 27 villages in Munsiyari subdivision, which have been declared sensitive from disaster point of view, live in panic due to heavy rains. “Some of the villagers have gone to their relatives' places at safer places with their families as they anticipated natural calamity due to 8 hours rains in their area,” said Devendra Singh Deva, president of gram pradhan sangthan, Munsiyari.

The pre-monsoon rains in other parts of Kumaon also created problems for the passengers on highways as many roads became closed due to moderate to heavy rains. “The slight rains on the Almora-Haldwani highway on Saturday night caused havoc as sensitive areas of Jaurasi, Palri, Chara, Garam Pani and Lohali areas witnessed heavy slide of boulders, damaging some vehicles,” said a highway authority engineer.

The 12 mm rain at Almora last night, which caused boulders to fall on the highway to Haldwani has also exposed the preparedness of the highway as, according, to the engineers of the National Highways Authority, until the Union Government sanctioned a budget to make safe them in rains, they would continue to pose danger to travellers. “The Almora-Haldwani highway had been damaged in 2010 landslides. The highways authority engineers again had to blast certain zones in December 2011 to ensure a safe passage. A sum of Rs 1 crore is needed to make the journey safe during the monsoons, and for that we have sent a proposal to the Ministry of Surface Transport, Government of India. As soon as the budget gets released from there, we will start repairing the highway,” said Hariom Sharma, superintendent engineer, National Highways Authority of India.

In Tanakpur plains of Champawat district, the water level of the Sharda increased to 27,000 cubic metres on Saturday, thereby increasing the electricity generation in Tanakpur and Lohia head power stations.

The slide of boulders at Lakhanpur area near Jauljibi on Tanakpur-Tawaghat highway caused concern for the BRO officers, and in response the engineers have started preparing a list of sensitive zones in this 280-km-long road from the monsoon points of view. “ We have identified 8 such places on this road where bulldozers along the labourers would be ready during the monsoons to remove boulders and debris from road within 24 hours, if any such condition develops during the monsoons,” said Pankaj Kumar, second-in-command officer of the BRO, at Tanakpur.

Rain eludes Haridwar

With rain dipping temperatures in other parts of the Garhwal region, in Haridwar, scorching-humid summer woes continue as clouds fail to bring any respite to the people reeling under heat wave.

People are resorting to yajna hawan, prayers to Indra Dev while many cite the heat wave impact to the rapid urbanisation and cutting of trees in large numbers, which have upped the temperatures of the city in recent years.

With national highway work going on, environmentalists cite tens of thousands of trees being cut as one of the vital reasons that have made mercury touching 45 degrees with the humidity level being above 65 pc.

Environmentalist Dr Ritesh Joshi pointed out that a decade back, Haridwar was full of greenery with every road and corner having trees but now due to urbanisation and industrialisation even at the city's busiest hub Ranipur Mod-Chandracharya chowk, there were only a couple of trees that too falling in private compound.

Meanwhile, to get respite from the heat wave, local people, pilgrims and tourists are resorting to a Ganga bath to get relief but that seems to be getting affected as due to rain in the upper reaches of Garhwal, the water is full of silt, mud and sand making the colour of the river somewhat yellowish.

Be it Brahm Kund, Har-Ki-Pauri, Malviyadeep, VIP ghat, Kushawrat, Birla, Alaknanda, Rishikul, Gobind, Prem Nagar Ashram, Jatwada pull ghats or stretch alongside the Ganga canal, people can be seen in large numbers taking a dip and sitting on the ghats.

The Irrigation Department has issued alert as volume and force of water from the barrages and the Ganga canal is quite high owing to rain in upper parts of Garhwal urging people to not to go beyond the danger mark which is marked with iron chains as safety measure.

According to Dr Anand Sharma, Executive Director, Dehradun Meteorological Centre, rains will continue in parts of Uttarakhand, including Dehradun. “Parts of the state, including capital Dehradun, can experience thunder showers in the next 24 hours,” Dr Sharma pointed out.

Meanwhile, Dehradun was witness to yet another rainy day. Rains that started around 4 pm continued for more than an hour. A total of 11.6 mm rainfall was recorded by the Met Department.

Residents of Dehradun heaved a sigh of relief as rains brought down the temperature and gave relief to the people from the sweltering heat.

Trivendtra Singh Panwar today met Chief Minister Vijay Bahuguna at Sitarganj and extended his support for the byelection.

A delegation of the parishad led by it's general secretary Chandrashekhar Joshi also today met Vijay Bahuguna and announced his association's support to him in the Sitarganj byelection. Joshi said the parishad had issued an appeal to the hill people residing in Sitarganj Assembly constituency to fully support and vote for the Chief Minister.

Mussoorie traders create ruckus

The dispute between the coordinator of a handloom craft exhibition site and a few traders, who have rented the stalls at Garhwal terrace on Mall Road, turned into a heated exchange of words on the issue of nonpayment of dues here yesterday.

According to the police, the dispute arose between the two when traders Ajay (Hissar) and Anuj Mittal (Agra) packed their goods and were leaving the exhibition site citing lack of business as the main reason. Coordinator of the craft exhibition site Madhu Gupta, angry at the shopkeepers’ attitude, locked the gates of the exhibition site and stopped them from leaving without before paying the due rent as agreed upon. Gupta herself has been rented the space by the Garhwal Mandal Vikas Nigam for a period of one month since 25 May.

The shopkeepers, enraged at this move, created ruckus at the site that led to heated arguments and exchange of blows between the two. The police present at the moment pacified both the sides and tried to settle the matter between the two. The businessmen alleged that the coordinator was snatching their goods brought for sale and was threatening them of dire consequences if they did not pay the pending rent. Gupta on the other hand counter alleged that the shopkeepers were breaching the contract agreed upon till 30 June. She further said as the space had been rented to her by the Garhwal Mandal Vikas Nigam and the amount had been paid already in advance, she was left with no other option but to collect the sum from the traders.

Operations on the poor free of cost

Living up to its tag of providing help to the poor, needy and suppressed class of the society, city-based Ramakrishan Paramhans Mission Charitable Hospital performed more than 30 free laparoscopic operations of patients suffering from various ailments like hernia, intestine, uterus and kidney.

All operations are being done by laparoscopic technique with patients doing normal work hours after the operation. Informing about this, Swami Nitya Suddhanand Maharaj, secretary of the Rama Krishan Mission, said the aim of the mission had been to provide help to the poor, thus in this regard they had roped in specialist doctors from Sir Ganga Ram Hospital, New Delhi, to perform these operations.

Swami Nitay Suddhanand added that while the operation cost Rs 70,000 in other hospitals, they provided free of cost treatment to patients who belonged to the poor community.

Dr Praveen Bhatia of Sir Ganga Ram Hospital, New Delhi, said they charged no fee for these operations and carried out more than 70 such free operations in past 18 months at various camps organised by Rama Krishan Mission Hospital in Haridwar.

Terming it a matter of immense solace, Dr Bhatia said along with his team of seven doctors, they had assured Swami Nitya Suddhanand of conducting more such operations on regular basis as soon as they finalise the names of the patients.

The experts said each person should strive to take out some time out for introspection by means like as meditation, naamjap, yog nidra etc.

Chief guest on the occasion state Cabinet Minister Harak Singh Rawat said homoeopathic system of medicine had much importance in a country like India. He said despite its origins in Germany, India had been a big centre of homoeopathy and people still followed it.

Deputy Director, homoeopathy, Dr BS Mehra, talked about to the initiatives being taken by the state government to promote homoeopathy in the region. He said people's attraction towards homoeopathy had grown considerably in recent years.

Dr Raman Nakara, Dr Dheeraj Goyal, Dr Shailendra Pandey, Dr BN Diwedi and Dr Rajesh Dixit were some of the prominent speakers on the occasion. Dr Nasreen Fatima coordinated the proceedings.

Small traders welcome vending zones

With 15 vending zones being created specifically for vendors, hawkers and small traders in the city to get rid of encroachment, traders have welcomed the move.

A meeting was held at Sector-2 BHEL-Jwalapur where the Small Scale Traders Unit welcomed the move by the Municipal Corporation.

Bal Ram Singh, unit chief, addressing the association members, said with vending zones, their long-term demand had been met as they always wanted to trade in a regularised vending zone where the fear of encroachment or posing problems of traffic congestion didn't arise.

On the occasion, state chief of the association Sanjay Chopra was felicitated for his persistent efforts in ensuring implementation of the State Vending Hawking Zone policy.

Proposing the idea of having licence, identity cards and priority to those who have been vending for decades, Sanjay Chopra said for years, small traders used to face exploitation and humiliation but now with vending policy, they had got recognition.

"We thank Uttarakhand Chief Minister Vijay Bahuguna, Urban Development Minister Preetam Singh Pawar and the district administration for initiating this process in Haridwar. We accept the traffic congestion is a major problem in the city but to earn our livelihood no one thought before of regualrising and having specific vending zones" said Chopra.

Meanwhile, the statehood agitator outfit Uttarakhand Andolankari Manch has also termed the regularised vending zones in the city a step taken in right direction.

JP Pandey of the outfit said Har-ki-Pauri and other places in the city would now bore a different look with pilgrims and tourists having it convenient to shop at specific vending zones where variety of items be available under one roof.

Assistant town officer of the Municipal Corporation Prahlad Singh Rawat said the process of finalising the land space of all 15 vending zones was in final phase with identification process of vendors being done so that these vending zones came into effect.

Former Chief Information Commissioner RS Tolia, Information Commissioner Vinod Nautiyal, Dr BP Maithani and industrialist Dr Farooq Ahmad were present.

Dr Ahmad said the RTI Act had proved to be a potent weapon in containtaining the social evils and corruption in the society. He applauded the office of the Information Commissioner saying that it had been active in playing its role and producing effective results.

Discussion was also held on the issues of various challenges, compulsion of RTI activists, appeal process and misuse of the RTI Act along with other topics.

Those who were honoured in the programme included RTI activist late Jagdish Prasad Chauhan, journalist of Hindi daily Kunal Dargan and Chand Ram Rajguru, teacher from Rishikesh SK Pandey, RTI activist from Haldwani Gurvinder Singh Chadha, Ramesh Chand Sharma from

Haridwar and Balbir Singh from Tyuni.

Dr BP Maithani said around 55 per cent RTI applications came from Dehradun. Information Commissioner of the state Vinod Nautiyal said till date 15,10,888 complaints had been received by his office. He announced to launch Jagdish Prasad Samman in honour of the RTI activist. Tolia presided over the function.

Power project supporters warn of agitation

Pro-hydropower project organisations have strongly reacted to Uttarakhand government's move to register cases against those supporting the agitation.

In a statement issued today, Uttarakhand Jan Manch's working president Shashi Bhushan Bhatt today warned of a massive agitation if Tehri administration took action against agitationists, who had recently protested entry of Prof GD Agarwal, Rajendra Singh and Bharat Jhunjhunwala into Uttarakhand.

Meanwhile, Avdhash Kaushal from Rural Litigation and Entitlement Kendra backed the villagers' resentment against GD Agarwal and Rajendra Singh. He alleged these persons were forcing the Centre to stall hydropower projects without any scientific or environmental reasons.— TNS

Namik village gets electricity

The long wait for electricity for Namik villagers, situated 70 km from Munsiyari-Pithoragarh highway, ended today after a scheme planned by the Uttarakhand Renewable Energy Development Agency (UREDA) commissioned a 50 KW electric plant for the village.

“Of 120 households in the village, we have given connections to 95. The process to connect the remaining houses in progress,” said PK Gangwar, senior project officer of the UREDA.

On getting electricity connections for the first time after Independence, the villagers expressed their gratitude towards the agency and the former District Magistrate, Dr R Rajesh Kumar, who walked 36 km to reach the village in 2011 and promised to solve their problems.” Now our children will also be able to study and we will get rid of day to day struggle to obtain kerosene,” said Tulsi Devi, Gram Pradhan of the village.

Garhwali music album released

‘Aur Sathi Banthiya’, garhwali video album by popular regional singer Meena Rana along with young artistes Gunjan and Rajni, was released at a function here yesterday.

The CD was released jointly by eminent film director Pradeep Bhandari, Anil Godiyal and singer Kailash Dangwal.

Speaking about the album to mediaperons, Bhandari said the album had been produced under the banner of Gangotri Films. The album is directed by Anuj Joshi and the songs have been composed by Sumant Panwar. Arun Faresi has choreographed the songs. Manisha Panwar, Mukesh and Reeta have played the lead roles in the video album.

The speakers said they were hopeful that the album would go a long way in promoting the dying culture and tradition of the Jaunpur and Rawain regions.

385 attend summer camp

The fourth mega summer camp, which was held by Yati Skates in Gautam International School from May 20 to June 24, came to an end today.

In the camp, 385 participants from eight different states participated in 16 different in-door and out-door activities. President of the Association of Roller Skating Dr RBS Rawat and Kewal Pundir were also present on this occasion. Organiser Arvind Gupta said all participants showed enthusiasm in all activities in the camp.

Besides skating, other activities such as dance, cricket, painting and plays were also held in the camp. Audience appreciated ‘Dance on Skates’. In the painting competition, first prize of Rs 500, second prize of Rs 300 and third prize of Rs 200 were given away to the children.

Guv escapes mishap

Governor Aziz Qureshi had a narrow escape when four vehicles in his fleet collided with each other on the New Delhi-Agra National Highway near Mathura today.

According to information, Qureshi was proceeding from New Delhi to Agra on a private visit when the vehicles in his fleet, in a bid to save a private vehicle, collided with each other. However, no one was injured in the mishap. Four vehicles of the fleet were damaged. Later, the Governor went to Agra. — TNS

Army man found hanging from fan

Dehradun: Army soldier Rajesh Kumar, who was posted with 19 Kumaon Battalion Regiment at Dehradun, was found handing from the ceiling fan in his bedroom in the morning today. Kumar belonged to Jhunjhunwala, Rajasthan. His wife, Poonam who slept in the same, room saw Kumar hanging when she woke up in the morning. The couple, who got married last year, were not on good terms. His wife did not get along well with her in-laws with whom she was living earlier. Kumar brought her to Dehradun but their relationship got soured after that. Since he also got late in reporting to duty after returning from his hometown recently, he was facing problems in his office as well. Ultimately, he succumbed under pressure from domestic as well professional fronts.

2 held for stealing jewellery

Dehradun: The Rishikesh police arrested Vishal Gupta and Rajat Kumar for stealing jewellery worth Rs 2 lakh, cash of Rs 4,000 and a mobile phone from the residence of Akhilesh Shrivastav in IDPL Colony, Rishikesh. The accused, who lived in the same colony, committed the theft when the victim had gone out of station on June 14 for three days. The police has recovered the jewellery and the mobile phone, though cash was spent by the culprits.

Two arrested with leopard skin

Dehradun: Two persons have been arrested with a leopard skin and Rs 4 lakh cash from Kotdwar region of Uttarakhand. According to police sources, two persons identified as residents of Himachal Pradesh were nabbed from the Kotdwar region of the state when they were found in possession of a leopard skin, which they wanted to carry to Himachal Pradesh. The duo during interrogation informed them they had got the skin from Chamoli district. — TNS
