4 held for smuggling cattle
Jalandhar, June 20 The police has arrested four persons, two hailing from Uttar Pradesh and others based in Jalandhar, in this regard and registered a case against them. The Adampur police had received a complaint from representatives of some religious organisation that a truck full of cows was being taken to Uttar Pradesh for slaughtering. Acting on the complaint, the Adampur police laid a trap on the Adampur-Alawalpur road and after intercepting the truck,
signalled it to stop for inspection. Malkiat Singh, SHO, said on search of the truck, they found 12 cows and five oxen loaded on the truck, which were rescued. The rescued cattle were sent to a nearby ‘gaushala’ (shelter for cows). Interestingly, the accused had covered the whole truck with a tarpaulin, that too filled with hay, which was giving the expression that the truck was carrying a supply of hay. Two accused, namely Sarfraj (21), resident of Rampur village in UP, and Gulshan Kumar (18) of Nandachor village in Hoshiapur, were arrested from the spot, while their two accomplices, Munitjim (21) of UP, and John Masih of Varyana village, near here, were arrested this afternoon only. During preliminary investigation, the accused revealed that they had been in this illegal trade for the past several years and on several occasions they had smuggled animals to UP for butchering, the SHO held. A case under Sections 4, 4A and 4B of the Prevention of Cow Slaughter Act-1955, Section 11 of the Cruelty Against Animals Act and Sections 295A and 153 B of the IPC was registered. |
Govt registers Unique Home under Juvenile Justice Act
Jalandhar, June 20 The functioning of Unique Home, run by the Bhai Ghanayya Ji Charitable Trust at the Model House locality, had come under scanner after it was found that the orphanage had no legal standing. As the orphanage has been declared a specialised adoption agency, it would follow the rules and regulations laid by the Ministry of Women and Child Development for adoption of girls. Talking to Jalandhar Tribune, Managing Director of the orphanage Prakash Kaur said, “Now Unique Home is a registered orphanage and an adoption centre with the state government. We are happy that the process of registration got completed soon and that there is no further intervention by the district administration in the functioning of the orphanage.” She said yesterday the inmates were taken for an outing to a water amusement park - Wonderland - and the news of the registration of the orphanage virtually added to the joys of the girls. “Call it a mere coincidence that we got the permission to go for an outing to the water amusement park on Tuesday. The girls had gone there at 3 pm and returned at 8.30 pm,” she added. However, she maintained that it was no less than captivity for the girls as their movements were restricted. “The fear of shifting from the orphanage kept lingering on their minds. It was a troublesome one-week, as the girls were not allowed to go for tuitions as well,” she added. It is pertinent to mention here that on June 12, Deputy Commissioner Priyank Bharti had ordered the shifting of as many as 60 girls living in Unique Home to other orphanages in the city. The administration had immediately taken possession of the orphanage until the process of registering Unique Home under Juvenile Justice Act was done. |

Jalandhar, June 20 The migrant labourer has been identified as Samru, originally hailed from Utter Pradesh and was presently living at Butta Pind, near here. Samru was arrested during a regular patrolling near Sangha Chowk, Sukhwinder Singh, in charge of the cell said. Sukhwinder Singh said Samru was engaged on salary basis by a drug peddler, Manjit. Raids were being conducted on the suspected hideouts of Manjit, the police said. A under the NDPS Act was registered against him. |
Man held for bigamy
Jalandhar, June 20 A case under Section 498 A of the Indian Penal Code (IPC) has been registered against Ashish Kumar and his father Shiv Narayan of Ashok Vihar. Ashish Kumar’s second wife, Guru Nanak Pura (West) resident, had complained to the Commissioner of Police that she married Ashish Kumar in 2009 when Ashish Kumar assured her that he had given divorce to his
first wife. “But whenever I asked her to show divorce papers, my husband always refused to do so. Then I sought an inquiry from the police, which exposed the truth of Ashish still not having divorce from his first wife,” Ashish Kumar’s second wife alleged. The Surya Enclave police arrested Ashish. |
Decomposed body recovered from sewer
Jalandhar, June 20 Inspector Bimal Kant Sharma said they were informed by residents of the area that they have seen some human bone structure floating in the sewer and they immediately reached the spot and took out the body from it. As the body was in a decomposed state, the police suspected that it might had been dumped in the sewer six months back. Initially the police was unable to decide whether the body was of a human being or some animal, but with the recovery of a trouser from the gutter, the police establish that body was of a human being. “The body will be kept at the Civil Hospital for 72 hours as a part of initial police investigation and afterwards it will be sent to the Government Medical College, Amritsar, to confirm its sex, cause of death, etc,” the SHO said, adding that the report would come in two to three months. Notices have already been forwarded to various police stations of the district as a part of the body identification process, the police claimed. |
Thakur, Bali, Grover, Raja in race for Leader of Opposition in MC House
Jalandhar, June 20 Congress councillors Balraj Thakur, Bal Kishan Bali, Shravan Grover and Jagdish Raj Raja are reportedly lobbying senior party leaders for getting the post of Leader of Opposition. Balraj Thakur (3,861 votes) has emerged victorious from Ward 57 by defeating his nearest rival Gurpreet Singh (2,214 votes) of the SAD with a margin of 1,647 votes. He has been contesting MC elections since 1997 as earlier his area did not fall under the corporation and he remained a member of the panchayat of Kingra village in 1993. While he lost his first MC elections in 1997, but he won the polls third time in a row after that in 2002, 2007 and 2012. A science graduate, 48-year-old Balraj Thakur said he had already informed senior Congress leaders about his desire to become the Leader of Opposition as he was not only working for his ward, but also already pursued several issues relevant for the entire city. Bal Kishan Bali defeated his nearest rival Kishan Lal of the BJP in Ward 7 in the recent MC elections. Though Bali’s margin of victory was just 40 votes this time, yet he took the credit of defeating Kishan Lal, a former president of Bharatiya Janata Yuva Morcha (BJYM). Either Bal Kishan Bali or his wife Ramesh Rani Bali has been emerging victorious in all the five MC elections held since 1991. While Bali won in 1991, 1997, 2002 and 2012 MC elections, his wife Ramesh Rani registered her victory in 2007, when the ward was reserved for women. Blaming the outgoing Leader of Opposition Jagdish Raja for doing nothing to raise the issues of general public in the city, Bali said his nature for fighting for the rights of the public went to his credit and senior Congress leadership already knew his nature of struggling. Though he is under-matric, Bali (57) claimed he deserved the post of Leader of Opposition considering his seniority and if given a chance, he would leave no stone unturned for reviving the Congress lost base in the city. Shravan Grover (4,582 votes) defeated his nearest rival Dr Ajit Bhardwaj (1,899 votes) of the BJP with a margin of 2,683 votes, the highest among all the 22 wining Congress councillors. Like Bali, either Grover or his wife Kamlesh has been emerging victorious in all the five MC elections held since 1991. While Bali won in 1991, 1997, 2002 and 2012 MC elections, his wife Kamlesh registered her victory in 2007, when the ward was reserved for women. Fiftynine-year-old Grover (BA) has already conveyed his willingness to become the Leader of Opposition to senior Congress leaders. Similarly, the outgoing Leader of Opposition Jagdish Raj Raja emerged victorious from Ward 37 by defeating his nearest rival Rajinder Singh Bhatia of the SAD with a margin of 683 votes. Jagdish or his spouse Anita Raj has been contesting MC elections since 1991, when the voting for the first municipal corporation of Jalandhar were held. Either Jagdish or Anita has won MC elections for the fifth time in a row. However the recent 2012 MC elections are an exception for them as Congress decided to field both of them and they did not let it down. While Anita was allotted Congress ticket from their home ward, number 36, as this ward was reserved for women, Jagdish was asked to contest from an adjacent ward, number 37. Jagdish (MA-I) is also willing to again become the Leader of Opposition. |
Harassed in property dispute, NRI gives up Sabha membership
Jalandhar, June 20 At least this is what has come to the fore when a Canada-based NRI, who after pursuing his property matter with the NRI Sabha for long and after receiving no response finally gave up his NRI Sabha membership here today. Gurbax Singh Sahota, a resident of Hoshiarpur district, returned his NRI Sabha membership card to the NRI Sabha authorities after he saw that the sabha was merely acting as a body and not playing any role in solving the property dispute. Alberta (Canada)-based NRI had especially came to India in February to sort out the issue of illegal possession of an 11-marla plot in Hoshiarpur. Gurbax had got himself registered as a member of the NRI Sabha in 1998 with a getting hope of justice and welfare measures for NRIs. Talking to The Tribune, Gurbax said, “After pursuing the property case with the NRI Sabha, police, court, Punjab Chief Minister Parkash Singh Badal, Union NRI Minister, I preferred to end my membership. All this exercise of the NRI Sabha authorities to register members is futile if they are least bothered to pursue the cases of NRIs.” “It is surprising that although the NRI Sabha website has a user-friendly page asking NRIs to register any kind of complaints online, but when it comes to pusuing them, they prove themselves as a dummy,” he maintained. Sahota said he ended up spending more amount on the litigation of the plot than its actual price. “Not only the NRI Sabha, but also the newly started NRI police stations have failed to deliver any justice. Why should an NRI become a member of the sabha if it cannot assure protection of their interest?” he questioned. He maintained that the property dispute had been going on since 1991 and that during these 22 years he was harassed in the name of paying bribes to different officials and agencies. “I cannot recall how much I have paid to different agents for pursuing my case.” President of the NRI Sabha, Punjab, Kamaljit Singh was not available for comments, despite repeated attempts. Meanwhile, Sahota had come to Jalandhar along with Jai Gopal Dhiman, a social activist from Hoshiarpur, who has been taking up such issues of NRIs. Dhiman said the number of NRIs facing property disputes was probably high and a majority of them end up nowhere. |
Cong protests over removal of worker’s rehri
Jalandhar, June 20 Within minutes of the move by the MC, a number of Congress workers, led by its councillor Sushil Rinku, held a strong protest against the move in the MC office. Talking to The Tribune, Rinku alleged that the “rehri” of Congress worker, residing in his locality Guru Ravidass Nagar, was deliberately removed at Mohinder Bhagat’s behest. Rinku said several BJP workers had issued threats to the Congress worker of removing his “rehri’ for supporting him during MC elections. Rinku questioned “Why only Congress worker’s rehri had been removed ignoring hundred other rehris set up illegally?” Meanwhile, some of the protesters broke door panes of an office located in the MC building. A number of police personnel, led by ACP (Central) Naresh Dogra, reached there to avoid any untoward incident. As neither MC Commissioner Vinay Bublani, nor Assistant Commissioner concerned Gurwinder Kaur Randhawa were present at that time in the MC office, Rinku met another MC Assistant Commissioner DP Bhardwaj. The protesters lifted their dharna only after an assurance by MC officials that the “rehri” would be handed over to the Congress worker at Basti Danishmanda. On the other hand, Mohinder Bhagat feigned ignorance about the entire incident. Denying any vendetta behind the incident, he said he had talked to MC Commissioner Vinay Bublani and he told him that the MC was going to take action against the illegal “rehris” in every part of the city. When contacted, Vinay Bublani said the matter was not in his notice. At the same time, he said he had sought report from Assistant Commissioner Gurwinder Kaur Randhawa regarding the entire matter. Appropriate action would be taken after getting the report, he added. |
Delay in disbursal of salaries
Jalandhar, June 20 The Punjab Field and Workshop Workers’ Union has alleged that it had become a routine for the department to delay the disbursal of salaries every month. “For the past five to six months, we get our salaries after 15th of every month. This causes inconvenience to the employees as they were forced to pay surcharge on their electricity and other bills due to none of their fault. A number of complaints to higher-ups have failed to yield any result,” said Manjit Singh Sohal, president of the Punjab Field and Workshop Workers’ Union. Ranjit Singh, another employee of the department, said arrears had also not been paid to them for over a year. “No one listens to us. No effort has been made to redress our grievances,” he said. Manjit said the department employees would be forced to launch an agitation in case they did not get their salaries on time in future. RK Bhandari, executive engineer, said the payment process was being made online. “They will get their salaries soon. There will be no delay in the disbursal of salaries of employees from the next month onwards,” he added. |
Survey to collect data on drinking water, sanitation from July 1
Jalandhar, June 20 According to sources, important indicators of living facilities like availability and sources of drinking water, improved latrine facilities, arrangements for garbage disposal, drainage system and particulars of dwellings for households would be generated using the information collected in this survey. In Punjab, the survey would be conducted in 184 first stage units (FSUs) consisting of 92 villages and 92 urban blocks whereas at the all-India level, 4,516 villages and 3,484 urban blocks would be covered in this round. In each selected village/urban block, 12 detailed enquiry schedules would be canvassed. Thus, around 2,208 households would be surveyed in Punjab; whereas about 96,000 households would be surveyed at the all-India level, the sources added. In this connection, a four-day regional training camp on the 69th round of the National Sample Survey is being organised by the Regional Office, Punjab (North) region, Jalandhar, from June 19 to June 21 to impart training to the field staff. RK Bhatnagar, Deputy Director-General and Regional Head, NSSO (FOD), Punjab, inaugurated the camp. During his inaugural address, he said the sample surveys of the Government of India were being conducted by the NSSO in form of annual rounds for over 60 years following scientific techniques and statistical methods to collect socio-economic data on various subjects, which place these surveys as pioneer not only in the country but also across the world. Bhatnagar further said the data being collected through the NSSO was extensively utilised for academic as well as applied research, besides being used by planners and policy-makers for economic development and planning. |
Jalandhar figures nowhere in Budget
Jalandhar, June 20 This despite the fact that the ruling alliance termed the Budget as development-centric for the state. While residents expected a special package for various ongoing projects in the city, all one could find was that the Budget was confined to cities like Ludhiana, Amritsar and Bathinda. Jalandhar, one of the major cities of the Doaba belt, ended up with peanuts. In the name of development in the Doaba belt, Jalandhar got a package of Rs 40 crore for setting up of a Punjab Institute of Sports at Government Arts and Sports College and Kapurthala ended up getting Rs 128 crore for an IIIT. Surprisingly, the IIIT was already announced by the government a few months ago. While other cities in the state were announced hospitals, degree colleges, upgrading of forts and monuments, Jalandhar and its surrounding places did not even find a mention. The residents also said though the state government proposed austerity measures, it failed to reduce VAT on petrol, following which the common man was forced to spend a hefty amount on petrol expenses every month. “It is good that the government has not imposed any new taxes, but it should take up the matter of VAT on petrol,” they added. Residents speak The government is moving ahead without any concrete plans to upgrade government schools. The concept of providing tablets and Wi-Fi system will end up leading to confusions. We are already facing a lot of trouble in the smart card system and the online salary drawing system, which have failed miserably. Instead of focusing on tablets and Wi-Fi system, the government should first fill the vacant seats of teachers in government schools. All such practices are futile if there are no teachers for
students. — Sanjeevan Singh Dhadwal, headmaster, Government High School, Patara village The Punjab trade and industry has been totally ignored by the SAD-BJP government. While it announced Rs 837 crore for rural development, the industry package was nowhere to be found. The industry is in a bad shape and the government was planning for industrial land bank in Kapurthala and Ropar. Instead of saving the existing industry, the government was making false promises. The Finance Minister also said Rs 1,000 will be given as unemployment allowance, which shows that the government has no plans to generate new employment opportunities in the
state. — Ravinder Dheer, Vyapaar Sena, Punjab On the lines of Uttar Pradesh and Jammu and Kashmir, sports goods industrialists have been demanding zero per cent VAT on sports goods for the past four years in the state. Sadly, our demands did not even figure in the Budget. This shows the anti-industry stand of the SAD-BJP government. The government is making lofty statements on introducing new industry in the state, but has no plans to save the existing one. We had also demanded a sports focal point, but to no

The government has announced Rs 60 crore for a cancer hospital in Bathinda, but no appointment of oncologists for any of the civil hospitals has been announced, which clears the stand of the government. None of the civil hospitals has an oncologist, which leaves the common man in the lurch. No state-owned medical college is imparting training to doctors in oncology. Further, before the elections the SAD-BJP government announced 108 ambulances, but how can a common man utilise this facility when there are no specialised doctors in the
hospitals. — Dr Navjot Dahiya The government should have announced a package for upgrading higher education in the state. There are a large number of unemployed youth in the state and it is important that the government makes policies to channelise their energy. The standard of the existing government colleges is on the decline. Negligence of higher education will cost dear to the state in the coming
