3 members of gang of thieves held
Master Colony theft case solved; jewellery, cash, narcotic powder recovered

With the arrest of three members of a gang of thieves, the city police claims to have solved the Master Colony theft case just in four days.

The police has also recovered the stolen valuables and cash, besides narcotic powder weighing 250 gm from them.

Acting on a tip-off, a team of police personnel laid a trap and nabbed Raj Kumar, alias Raju, resident of Udesian village, near Adampur, Nazeem Khan, alias Ali, resident of Muslim Colony, Jaimal Nagar, and Srawan Kumar, alias Sunny, resident of Jaimal Nagar, from Bhagat Singh Colony.

Station House Officer (SHO), Division No 1 police station, Balbir Singh revealed that the three were nabbed with the drug. During interrogation, the trio admitted to have committed a theft in Master Colony and had taken away jewellery, cash, camera and a mobile phone.

The SHO said a case of theft was registered on the complaint of Kulwinder Kaur, resident of the Master Colony, on June 10. In the complaint, the woman had said thieves broke into her house and took away jewellery, cash and other valuables worth lakhs of rupees.

The incident occurred when she had gone to her daughter’s house in Amritsar.

The police had recovered the stolen jewellery, cash and other valuable from the thieves, the SHO said.

Jalandhar, June 14
An auction for the prime commercial sites by the Punjab Urban Development Authority (PUDA) failed to get any response today.

Officials of PUDA had made all arrangements for the auction, but had to ultimately pack up as there was not even a single buyer for any of the 20 commercial properties, all in prime locations in the city.

The auction was today held for five shop-cum-shops in the Crystal Plaza market on Garha Road, five shop-cum-shops near Division No 3 police station and five booths each in Chhoti Baradari, Phases I and II.

The auction for the sites was earlier scheduled for June 6, but was put off owing to the implementation of the election code of conduct due to MC polls.

While the reserve price for booths varied between Rs 1.23 lakh and Rs 1.85 lakh per sq m. The shop-cum-shops near the police station were on sale at a reserve price of Rs 1.97 lakh to Rs 2.17 lakh per sq m. The reserve price of shop-cum-shops in the Crystal Plaza market was fixed at nearly Rs 1.43 lakh per sq m.

Over 50 old trees in the greenbelt area of the Old SSP Office have been axed to give way for a commercial complex and multi-level parking being developed by PUDA along the Old GT Road here.

The front part of the site has been cleared of all plantations and construction work has already started. As per the plan, there will be 38 four-storeyed SCOs on three sides of the 7.44 acre land being used for the purpose. The central area will be developed as a plaza with tile-work done on the surface. On the periphery of the SCOs, there will be a raised parking with concrete flooring done.

The fourth side near the recently-developed Red Cross Market will be a five-storeyed parking to come up on a 0.64 acre land. The officials, however, plan to take this part at the last stage of development. The front part of the parking lot will have seven shops only on ground floor.

PUDA has decided not to built the SCOs and rather decided to only sell the earmarked plots, which will be cut into two dimensions of 20”x80” and 30”x80”.

The urban development authority has also decided to increase the existing width of 70 feet of the Old GT Road starting from PNB Plaza Chowk to Jyoti Chowk to 90 feet. There will be no boundary wall of the new complex and it will be open from two sides, including main entrance from the Old GT Road and another one from along Dilkhusha Market.

The existing judicial land record building in the central part of the site has been vacated with files transferred to the newly constructed building in the administrative complex, but its demolition is awaiting a formal sanction of the Chief Judicial Magistrate. Nearly 740 vehicles, attached in several court cases and currently parked in the malkhana on the site, too, are yet to be shifted to a new site in Model House. The malkhana is said to have been built in 1928 during the British era.

City-based environmentalists have failed to launch a campaign against the felling of trees, which include varieties like banyan, neem, acacia and pipal. They had earlier said that they would launch a “Chipko Movement” and would not let this happen. They had suggested construction of a park on the site on the pattern of a Hyde Park as in London.

“Had the cantonment board and the district administration learnt a lesson from the fire incident that took place in May, 1998, we would not have faced such a loss today,” vegetable and fruit vendors echoed these sentiments pointing towards the scattered cinders and ash at the site of Azad Sabzi Mandi of the cantonment, which was gutted on Tuesday night.

The vendors, a majority of whom have been running joint family business of selling vegetables and fruits in the market, were in a state of shock as they have lost their goods in the fire and have been rendered without work.

For most of the vendors, the losses are massive, as they not only lost their kiosks and carts, but also stocks worth lakhs of rupees kept in the godowns. Most of the kiosks owners had sublet their carts to vendors, which were burnt in the fire.

Harbhajan Singh, a vegetable vendor, who had been working along with his three brothers, maintained that the fire incident had left them helpless. “Every morning we buy vegetables from New Sabzi Mandi in Maqsudan and sell it throughout the day and that is how we earn some money. We had also sublet our carts to other vendors, but they, too, got burnt in the fire. Even if one cart was left unburned, we could have thought of selling vegetables, but we lost everything,” he added.

President of the Azad Sabzi Mandi Association Ravi Kumar Sahota, whose fruit shop was gutted, ended up counting the variety of imported fruits that he bought from New Sabzi Mandi, Maqsudan, on the same evening. “We have suffered a total loss of around Rs 24 lakh as all my four brothers have also been running fruit shops in the market. The fire incident reduced the fruit stock, juice machines and refrigeration system worth Rs 6 lakh to ashes,” he added.

Lamenting the tragedy, he said, “This incident reminded us of the ill-fated year of 1998 when we had lost our fruit shop in the fire. At that time our shop was situated in the middle of the mandi and all that we could gather in the end was remnants of the kiosks. We have a large family to feed and all of us lost our source of livelihood in the fire.”

The vendors demanded that the state government should compensate them for the losses accordingly, as they have lost the very means of livelihood. “After the 2008 fire incident, which had reduced the entire market to ashes, the then Chief Minister Parkash Singh Badal had given a grant of Rs 5,000 each to all the vendors. Timely monetary help from the state government would help us restart business again,” they added.

“At that time a single cart used to cost around Rs 1,000, hence the compensation of Rs 5,000 was more than enough. The state government should come to our aid in this hour of need,” the vendors said.

Even the helpers working at the kiosks and those who were selling vegetables and fruits on carts were in a deep shock over this sudden loss. Sri Bhagwan, one such helper, who used to earn around Rs 300 plus from a vegetable cart, cursed the tragedy. “We have a hand-to-mouth existence and a large family to feed. I was solely dependent on the owner of kiosks to earn some money,” he added.

Another such vendor, who was earning a livelihood from a fruit shop owner, said, “I am residing in a rented accommodation and to add upon it there was meagre earning. It is such a blow to us. We are looking forward to the day when the sabzi mandi starts again and we can earn our livelihood.”

Meanwhile, MLA from Jalandhar Cantonment Pargat Singh, who is presently away to some other place, ensured that the vendors who have been sitting at the site get regular lunch and sweet water facility. “We are looking forward to meet MLA Pargat Singh to get our grievances addressed,” the vendors added.

Unique Home starts getting DDRs of 60 abandoned girls registered

On the orders of the Department of Social Security, Women and Child Welfare, Unique Home today started the process of getting Daily Dairy Reports (DDRs) registered with the police for each of the 60 abandoned girls being taken care of on the premises of the Home.

Ever since the shelter started functioning in 1993, it had not registered any report with the police regarding any missing girls found by the Home as is mandatory under the Juvenile Justice Act. The photography of all the girls was completed yesterday by the administration.

The Sub-Divisional Magistrate (SDM)-II, Isha Kalia, has provided the members of the Bhai Ghanaiya Charitable Trust, managing the Unique Home, with a 10-point performa to be maintained regarding age, physique, details of any health problems of each child, class, school and any coaching centre which she is attending and other necessary details.

Since the process of registration with the Department of Social Security, Women and Child Welfare is still not complete, the Unique Home continues to be supervised by the staff of the Child Development and Programme Officer, administration and the police.

Drug to reduce chemotherapy’s side effects
Can help control infections, hair loss, poor appetite, nausea during colon cancer treatment

Dr Monica Gulati, a pharmacologist based at Lovely Professional University (LPU), has developed a formulation which can help to overcome side-effects of the drugs used in treatment of the deadly colon cancer.

The School of Pharmaceutical Sciences, LPU, has got a patent published in 140 countries for ‘the development of targeted release microsphere of 5-FU (5-fluorouracil)’.

The drug, which is expected to be low-priced than the existing ones, is being currently manufactured by pharmaceutical company Rhydburg based at Dehradun following the signing of an MoU between LPU and the company. Gulati, Dean of Faculty, Applied Medical Sciences, said after the production of a pilot batch of the drug by the company, it will go for clinical trials. “The drug has already been tested on animals and has shown good results,” she added.

Highlighting the significance of the new-found drug, Gulati said, “In general, anti-cancer drugs affect cells that divide rapidly in the body, especially blood cells, cells in hair roots and those that line the digestive tract. Owing to this, patients taking treatment often complain of infections, hair loss, poor appetite, nausea, vomiting, diarrhoea, mouth and lip sores. However, many side-effects of the colon cancer chemotherapy can be controlled by administering the new drug.”

Gulati said, “The drug will directly go to the colon area and not any other part of the body as it will be coated with the pre-biotics. In the colon, the pre-biotics, which are nutrients for the good bacteria, will get eaten up after which the drug will get released. The drug will have additional advantages as it will not lead to killing of the useful microorganisms and will help in their propagation.”

“Only 1/20th of the amount of the anti-cancer drug will be required as it will be specifically targeted and there will be no loss of it at any stage. For the same reason, the drug will be priced less. The cost of pre-biotics and pro-biotics (containing good bacteria) used is also quite less. Thus, it will be a cheaper therapy than any other substitute treatment, including nuclear medicine,” she added.

Gulati said earlier colon cancer was prevalent in Europe and Western countries, it has become common in India now owing to the changing eating habits. “It is equally prevalent in men and women,” she added.

LPU Chancellor Ashok Mittal congratulated the dean for her achievement.

Free Urdu classes from July 2

The District Languages Department has decided to hold free evening classes in Urdu language from July 2.

District Language Officer Manpreet Bal said the classes would be held for one hour between 5.15 pm and 6.15 pm in room number 215 of the tehsil complex. The classes would be taught by an Urdu teacher of the department.

Interestingly, the language has attained much importance in the recent past as there are a few people who can read and comprehend it. A test of Urdu is conducted at the time of getting job in the Department of Land Revenue as all old land records are available in Urdu.

Even in the Birth and Death Department the knowledge of language assumes importance as here, too, the original record prior to 1970s is available in Urdu. The department at times takes the services of a staffer from the District Public Relation Officer for searching the old record.

The knowledge of language has come as a big source of income for some persons engaged in translation work. For emergency cases related to land records, some persons have even been charging Rs 500 to Rs 1000 for a case, insiders revealed.

Bal said the course finds a good response from lawyers, teachers and those interested in literary reading. “Last time, there were two doctors as well,” Bal said.

There are two Urdu dailies being printed in Jalandhar, which unfortunately have only a small clientele left.

Five more sewage treatment plants to come up in district

In an effort to provide 100 per cent sewerage and water supply system in the city and its peripheral townships, the Water Supply and Sewerage Board (WSSB), Jalandhar, authorities have left no stone unturned.

Undertaking various projects for laying sewerage system and setting up sewa ge treatment plants (STPs) at various places, the authorities are also trying to meet the deadline for the National River Conservation Plan (NRCP) sponsored by the Union Ministry of Environment and Forest. The NRCP will bring down pollution levels in seasonal rivulets and tributaries of the Beas and Sutlej rivers.

In addition to its existing sewerage treatment capacity, the board authorities have launched projects for setting up of five more STPs in the district. While construction of a majority of the STPs is going on, tenders for two STPs will be floated soon.

Resham Lal, of the PWSSB, Division No- I, said the Centre is providing 70 per cent financial assistance to the projects, while the state government is sharing 30 per cent of the expenses.

He claimed that residents of the city and its surrounding townships would be covered completely under the project in the next three years. In the next three years, there will be no more municipal discharge of sewerage in the water bodies and the tributaries of the Sutlej and Beas rivers as capacities of different STPs will be enhanced by 85 MLD under the NRCP projects, claimed the officer.

Lal said the capacity of Pholriwal plant will be enhanced to 125 MLD and later to 150 MLD. The construction of a 25 MLD capacity STP in Jaitewali village on the Jalandhar-Hoshiarpur road is underway. A 50 MLD capacity STP will be set up in Basti Peer Daad on the Jalandhar-Kapurthala road, he said. Tenders for this project have been accepted, Lal added.

Work for setting up a 10 MLD capacity STP at Nangal Karar Khan village has also been awarded. Two projects for setting up 6 MLD capacity STP in Nakodar and 3 MLD capacity STP at Shahkot are still in the pipeline, the Executive Engineer said.
