Be it roads, sewerage, garbage collection and disposal system or water impurities, the area is somewhat lacking in many issues. Residents of Butta Pind are fed up of the broken roads, clogged sewerage and waterlogging woes. They now fear the worst days which are likely to come during monsoon.

Ward 55 has many posh localities, but it is still short of civic amenities. Though the residents of the ward are satisfied with the road development work, but they feel dejected when it comes to garbage disposal and collection system, cleanliness and stray dog menace. The garbage dump at the Model Town market is an eyesore for area residents. The in Guru Nanak Nagar lacks greenery and is not being cleaned regularly. Residents of Lal Nagar also curse the councillor for his failure to keep the area clean.

Internal streets dilapidated, garbage dumps overflowing
Ward 57 is no different from other wards of the city. The key issues here are dilapidated internal roads of some localities and poorly managed garbage dumps.

Several roads in Ward 59 are in dilapidated state and require immediate repair. Besides, a number of localities here face erratic supply of potable water, especially during summer. With an aim to provide post-retirement employment opportunities to soldiers, the integrated headquarters of the Ministry of Defence (MoD) has started a pilot project on self-employment in agricultural entrepreneurship.

Security up, 2,000 cops deployed

The police has beefed up security in the city for the MC elections to be held on June 10. Taking no chance, the city police has deployed over 2,000 police personnel, including Punjab Police commando companies, at every polling station.

Keen contest on cards in 58 wards

A keen contest is on the cards in all 58 wards going to polls tomorrow with candidates leaving no stone unturned to ensure their victory. All eyes are on the contest in Ward 30 where Congress’ Uma Beri, wife of Assembly poll contestant Rajinder Beri, is facing Anil Sachar of the BJP. The contest is also keen in Wards 36 and 37 where Congress couple Anita Raja and Jagdish Raja are contesting. While Anita is facing BJP’s Vijay Laxmi, Jagdish is contesting against Rajinder Singh Bhatia of the SAD.

The contest in posh Ward 34 between Sushma Gautam of the Congress and Kanchan Sharma of the BJP, too, will be interesting to watch. The latter now enjoys the support of Anup Kaur, sitting Congress councillor, who has now joined into the SAD. The PPP has fielded Om Parkash Chhabra here. Independent candidate Ashwani Kumar is also in the fray.

PPP contestants

After a debacle in the Assembly polls, MC polls will be a litmus test for the PPP. Of all its candidates, the contest of eye specialist from Ward 55 Dr Satbir Singh Bhaura against sitting Congress councillor Aruna Arora and veterinarian SS Bhatti is likely to be interesting. Sitting councillor from Ward 56 Jaswinder Billa is contesting on the party ticket against Manjit Kaur of the SAD and Sunita Sharma of the Congress.

Uncle-nephew contest

The contest in Ward 13 between the husband of sitting Congress councillor Vijay Dakoha and his nephew (elder brother’s son) Rohit Kumar Vicky of the Congress will be keenly watched. There are nine other contestants in the ward.

MLAs kin

The result of two newcomers and kin of MLAs of the ruling party will also be eagerly awaited. BJP MLA KD Bhandari’s cousin Ashwini Bhandari is contesting from Mayor Rakesh Rathour’s Ward 20. He is pitted against the Congress’ Chaman Lal Dada, who had contested last in 2007 polls as well. Akali MLA Pargat Singh’s sister-in-law Parminder Kaur Pannu is also contesting from Ward 60. The Congress has fielded Sarita Sharma from here.

Youth contestants

One of the most keenly contested ward will be Ward 46 (reserved for SC) where BJP’s youth wing leader Rajan Angural and a close aide of MLA Bhagat Chunni Lal is facing Sushil Kumar Rinku, husband of sitting Congress councillor Sunita Rinku. Congress’ youth candidate Sakait Goraya Shetty is contesting against BJP state secretary Ravi Mahendru in Ward 38. Youngster Barkha Kashyap is contesting from Ward 26 as an Independent candidate. She has appeared as a comedian on TV show ‘Laughter Challenge’.

Rebel candidates

Sitting councillor Raminder Kaur Dhinsa from Ward 31, whose husband Iqbal Singh has been expelled from the SAD, is contesting against Ram Lubhaya Kapoor of the BJP and Kiran Sareen of the Congress. Rebel SAD leader Inderjit Singh Sonu’s wife Jaspreet Kaur is contesting from Ward 56. Nirmal Gandhi, wife of rebel BJP leader Ashok Gandhi is contesting from Ward 14. Amit Dhall, cousin of Congress rebel Dinesh Dhall is a candidate from Ward 19.

HC decides in favour of villagers
Sets aside panchayat order, disallows upcoming DAV University to use village common land

In a major setback to the management of the upcoming DAV University on Pathankot Road, the Punjab and Haryana High Court has set aside an order of the Sarmastpur village panchayat by disallowing the university to include a village common land as a part of its campus.

The DAV College Management Committee had managed to exchange 4 kanal 17 marla from the gram panchayat for setting up DAV University in lieu of another land nearby measuring 6 kanals through orders dated September 21, 2011. Five petitions were filed against the orders wherein residents claimed that they had been using the village land (khasra no. 342 and 193) as paths to their fields and the decision had deprived them access to their land.

The university authorities had also offered to provide the panchayat with another passage which would be metalled and all expenses were to be borne by the university. Besides, the university authorities also offered fee concession to the poor and disabled persons of Sarmastpur and adjoining villages, admission on priority and jobs to residents.

However, the court found that Section 5 of the Punjab Village Common Lands (Regulation) Act 1961 had not been fully complied with during the exchange of land. The section reads: “A panchayat, if it is of opinion that it is necessary so to do for the benefit of the inhabitants of the village, may with the prior approval of the government transfer any land in shamilat deh by exchange with the land of an equivalent (value)”. The court said that the resolution and other supporting material must reveal that the exchange was ‘necessary’ for the benefit of the inhabitants.

The judgment reads that the exchange rather was necessary for DAV University as the village path through the campus was rather perceived as a difficulty and interruption for the authorities themselves. “A necessity of the university cannot be said to be a necessity of inhabitants of the village,” it is mentioned.

Even as the counsel for the university pointed towards the benefits of getting two kanals in excess, metalled road, preferential admission, fee concession and jobs, the judges contended that these did not did not fulfil the criteria of necessity as set out in the 1964 rules.

“If submissions made by counsel are accepted, it would lead to all sorts of unscrupulous elements offering extra land to the gram panchayat and divesting it of its prime property. The fact that the university may have raised construction over the land of the paths cannot be a reason enough to reject the petition. We allow the petition and set aside panchayat order. We, however, grant an opportunity to the government to reconsider the matter and determine whether the exchange is necessary for the benefit of villagers. The needful be done within a month of receipt of copy,” the judgment reads.

While almost all MC wards have been abuzz with poll activity since the past one week, complete lull prevails in Wards 21 and 45 where the SAD candidates have already been declared winners unopposed. While 5,03,360 lakh voters from the remaining 58 wards will avail a chance to exercise their franchise on Sunday, as many as 15,418 voters from the two wards will not get a chance to elect a candidate of their choice.

There have been no rallies, no stickers, no blaring mikes, auto-rickshaws taking the names of the various candidates seeking support from residents and no polling booths. “Local elections are usually seen with interest as there are candidates from neighbourhood coming repeatedly with requests. “It is a time when local leaders make us feel important and invite us for their support. Meals are served for free for days,” said Shekhar Sharma, a resident of Sodal Nagar.

There are no signs of hoarding war or colourful party buntings hanging as can be seen in other 58 wards of the city. The only signboards seen here are those of thanksgiving by winners Dalwinder Kaur Gandhi and Kamaljit Bhatia.

The candidature of Congress candidate from Ward 21 Anita Seth was rejected while the party nominee from Ward 45 Gulshan Sarangal had withdrawn his papers.

Residents of Butta Pind are fed up of the broken roads, clogged sewerage and waterlogging woes. They now fear the worst days which are likely to come during monsoon.

The complaints of water contamination are witnessed at Jalowal Abadi as residents rue that potable water is being infected through the sewerage leakage in the area. But the area councillor claim that she had already rectified the water contamination problem and now problem existed in some of the houses only.

People of Jalowal also complain of inadequate water supply but councillor said work orders to place new tubewell have already been passed and tubewell will soon be installed.

Sonia Rani, a resident of the area, said despite the unbearable heat, water supply is inadequate in Chandan Naga. The area councillor has not paid heed to install new tubewell. The issue of waterlogging also needs urgent solution.

Area councillor Narinder Kaur said: “Some areas in the ward like Chandan Nagar are declared illegal, due to which the MC has not been releasing funds for its development. The estimate of laying roads in New Green Park has already been sent to the MC, but the proposal has not been approved. The work orders for development work to the tune of Rs 26 lakh in Butta Pind have already been passed, but due to the non-payment to contractors, work could not be started yet.”

Most of the roads in this area are not in a good condition. Inadequate water supply, improper sewerage system, lack of streetlights, stray cattle menace are other problems which are being faced by residents of the localities in Ward 58.

Som Prakash of Geeta Colony said the MC has failed to metal roads in the area. The pressure of water was also too low and they were left with no option to use booster pumps to ensure supply of water to their houses.

Ravi Singh of Kanshi Nagar said roads in the area are a nightmare for motorists. Besides, there is no proper arrangement of lifting the garbage.

Sitting Congress councillor Surinder Kaur is again in the fray from this ward. The BJP has fielded Prabh Dyal against her.

Sitting councillor Surinder Kaur of the Congress said: "Despite being in opposition, I got over Rs. 2.18 crore sanctioned for my ward. Most of the development works like construction of roads, streetlights and improving water supply in my ward were complete. The remaining work will be completed in the next five years."

Ward 55 has many posh localities, but it is still short of civic amenities. Though the residents of the ward are satisfied with the road development work, but they feel dejected when it comes to garbage disposal and collection system, cleanliness and stray dog menace.

The garbage dump at the Model Town market is an eyesore for area residents.

The in Guru Nanak Nagar lacks greenery and is not being cleaned regularly. Residents of Lal Nagar also curse the councillor for his failure to keep the area clean.

Last month, the MC had demolished illegal dairies in the ward. However, the area councillor had opposed the move.

The councillor has managed to develop two parks. The one near the Model Town Gurdwara is considered to be the best in the city.

Councillor Aruna Arora of the Congress said: "A lot of development work has beein initiated in the ward, including sewerage system, water supply, greenbelt and roads. At least seven parks have been developed in the ward during my tenure. Work orders of many development works have already been passed and work will start soon."

Unapproved colonies sans basic amenities

There are many unapproved colonies which are crying for development. So is the plight of Ward 56 which has a number of unapproved colonies and all are devoid of civic amenities.

The area councillor claims that due to the illegal tag, the MC has not released funds for the development of the ward.

The councillor said the civic amenities are lacking in Ranjit Nagar, New Kalgidhar, Universal Colony, Punjabi Bagh, Guru Ram Das Colony and White Enclave.

With the help of the Union government grants, the facilities of water supply and sewerage have been developed to some extent in these colonies, but roads in a bad shape.

The councillor said: "If residents of unapproved colonies start paying development charges, the MC can issue funds for development."

Besides illegal colonies, development is also lacking in approved colonies. The work on the Isharpur road is still incomplete even after months. Streets of Officer Enclave and Mithapur area have also not been repaired since long. The councillor said estimates to the tune of Rs 1.5 crore had already been passed and work would begin soon.

Councillor Jaswinder Singh of the SAD said: "Till the residents don't pay development charges, the MC will not release funds to develop civic amenities in illegal colonies and we have to rely on the Union government grants. The ward has nine parks."

Ward no 57
Internal streets dilapidated, garbage dumps overflowing

Ward 57 is no different from other wards of the city. The key issues here are dilapidated internal roads of some localities and poorly managed garbage dumps.

A visit to the ward reveals that after constructing main roads in the wards, the internal roads network were left unattended.

Residents allege that internal roads of Ekta Vihar Phase I, Phase II Green Wood Avenue, Bank Colony, Raja Garden, Keshav Nagar, Dashmesh Nagar, New Raja Garden Punjabi Bagh, Friends Colony and Bank Enclave are in a bad shape.

A number of dairies are being operated in houses, especially in Mithapur locality, which emit foul smell and also cause blocking of sewerage. Residents allege that despite of the MC promise to shift the dairies, nothing has been done so far.

The other issue is ill-manned garbage dump opposite the cremation ground. Residents also complain of lack of streetlights in many areas.

Councillor Balraj Thakur of the Congress said: "In many localities, sewerage lines have recently been due to which internal roads are lying unattended. The work orders to construct new garbage dump has also been passed."

This ward is without a councillor

Residents of Guru Teg Bahadur Nagar, Garden Colony, Tower Colony, Housing Board and Khurla Kingra localities in Ward 60 have not had a councillor for the past over a year.

Ever since the SAD councillor, Ram Simran Makkar, was jailed in a murder case, residents had to approach the Mayor or councillors from adjoining colonies with their grievances.

While residents of posh Guru Teg Bahadur Nagar and Garden Colony do not have any problem, most of the lanes of Khurla Kingra and Tower Enclave are awaiting re-laying of roads since long.

Several roads in Ward 59 are in dilapidated state and require immediate repair. Besides, a number of localities here face erratic supply of potable water, especially during summer. Most of the localities in this ward are without streetlights and sewerage lines also remain blocked, especially during monsoon.

A resident of Uday Nagar, Varinder Kaur, said streetlights installed in the area usually remained off which gave an open invitation to snatchers. Similarly, roads here are also full of dust and became slippery during the rainy season.

Sukhjinder Singh of Tilak Nagar said residents of this locality were facing inadequate supply of drinking water. They do not get water supply without using booster pumps, especially during summer.

Sitting councillor Darshan Lal emerged victorious on the BJP ticket in 2007. However, the BJP did not allocate him the ticket this time. He is now retrying his luck as an Independent. The BJP has expelled him from the party as he is contesting as a rebel candidate against the official BJP contestant, Varesh Mintu.

Triangular contest is likely at this ward among sitting councillor Darshan Lal, BJP candidate Varesh Mintu and Congress candidate Gurwinder Kaur Bhatti.

Pilot project on self-employment

With an aim to provide post-retirement employment opportunities to soldiers, the integrated headquarters of the Ministry of Defence (MoD) has started a pilot project on self-employment in agricultural entrepreneurship.

The project on organic farming was started after the memorandum of understanding (MoU) was signed between the Army and an NGO, MR Morarka-GDC Rural Research Foundation. The trials of the pilot project have already started in Jaipur.

After trials in Jaipur, the MoD plans to hold the same in Punjab, too, and train the retiring and the retired Army personnel about organic agriculture products.

Lt Col SK Salwan (retd), Director of the Army Welfare Placement Node, said: “Most of our soldiers in Punjab belong to rural areas and their basic source of income is agriculture. Hence, this pilot project has been started. For training, five ex-servicemen from Punjab were invited, out of which three reported. The training is presently being carried out at Jaipur under the South-Western Command.”

Col Salwan said post-retirement, a majority of soldiers prefer to settle down in their native places, but unfortunately rural areas lack good employment opportunities. This self-employment training in organic farming is a step in the direction which would equip soldiers with the best employment facilities, he said.

He maintained that the Army Welfare Placement Node was looking forward to the next phase of the project, which would be held in Punjab.

Security up, 2,000 cops deployed

The police has beefed up security in the city for the MC elections to be held on June 10. Taking no chance, the city police has deployed over 2,000 police personnel, including Punjab Police commando companies, at every polling station.

Talking to the Tribune, the Additional Deputy Commissioner of Police revealed that 30 nakas had been set up at every entry and exit point to the city and 18 mobile teams had been pressed into service.

The police has constituted well-equipped flying squads that will monitor the situation at every polling station. Additional police force has been attached to the sanctioned strength at 115 sensitive polling stations.

The mounted police forces and anti-riot control vehicles have been positioned in sensitive areas and the Police Control Room (PCR) vehicles have been stationed at strategic points.
