348 nomination papers filed for MC polls

It was a day for some popular local leaders who were denied party ticket to file their nomination papers as Independent candidates for the MC polls, scheduled to be held on June 10.

Maid found murdered

A maid was allegedly hacked to death and her body was found from the fields near Kadia village this morning. As the body was found naked, the police suspects that the victim might have been raped before being killed. The body was recovered from the fields near the maid’s house.

The victim, identified as Darshna Rani (45), resident of Lasoori Mohalla of the Basti Danishmanda locality, was engaged as a maid in some houses in the Ghah Mandi locality. Her husband Ramesh Lal was a daily wage labourer.

The deceased’s relatives told the police that on Monday night when she did not return home, they started searching for her.

The murder came to the fore early this morning when some passersby noticed some blood stains on the road near Kadia village. When the passersby followed the blood stains, they found some clothes and rubber slippers lying near the fields, Assistant Commissioner of Police (West) Ravinderpal Singh Sandhu said.

He said suspecting some foul play, the passersby raised an alarm and informed other villagers. Meanwhile, the deceased’s relatives reached the spot and identified the clothes and slippers as those of Darshna. The police also reached the spot and after a few minutes of search recovered the body lying in the middle of the fields.

The ACP said the deceased’s head and forehead had some deep wounds, inflicted by some sharp-edged weapons.

A case under Sections 302 and 201 of the IPC was registered, Rajinder Singh, Inspector, Division No 5 police station, said.

Clogged sewerage during rains, small dumps main problems

Clean, almost unbroken roads, homogeneous development, plenty of parks, is what keeps the residents of Ward 20 smiling.

While there are many reasons to smile about, the problems that the ward residents complain about are relatively few, but important.

Clogged sewerage during rains and little mounds and dumps in every street threaten hygiene.

While there are no major or huge dumps or sewage ponds in the ward, little, makeshift dumping spots in streets and bazaars abound.

On some of these, residents also begin to burn garbage, making matters worse for the already inconvenienced neighbourhood.

There are negligible little potholes and degeneration on some of the road patches (like the one near the Chintpurni Mandir, on which work is presently on). But barring that, it’s mostly a smooth ride through the ward.

Another problem is the non-construction of the Chandan Nagar underbridge. Envisioned two years back, the construction of the bridge would have brought cheer to the residents of Sodal area, Deen Dayal Upadhyay Nagar, Gopal Nagar and Chandan Nagar.

But presently, due to its non-construction, residents on both sides of the crossing suffer as a huge number of trains pass on the New-Delhi-Amritsar track, resulting in the crossing being closed for hours.

People blame area councillor Mayor Rakesh Rathour for not pursuing the bridge actively enough.

A laudable effort is the development and making of many parks in the wards. There are some on which exorbitant amounts of money have been spent.

Areas in ward

Mohalla Purani Kachehri, Vikrampura, Mohalla Fatehpuri, Sat Nagar, Deen Dayal Upadhyay Nagar, Prem Nagar, Prabhat Nagar, Gazi Gulla, Subhash Nagar and Brij Nagar.

Prospective candidates

A general ward this year, Ashwini Bhandari will be contesting the MC elections from the BJP, while Chaman Lal Bhandari, who himself and his wife has also been a councillor from the ward, will be contesting from the the Congress ticket.

Amount spent

About Rs 3 core have been spent on the roads. Sewerage work of about Rs 70 lakh has been carried out in the ward, while streetlights worth Rs 15 lakh have been put up in the ward.

Clogged sewerage is one of our prime worries during the rains. The streets fill up and despite it being a consistent problem, a solution has not been sought for it.

While the rest of the ward has limited problems, our qualms regarding accumulated sewerage remain unaddressed. The safai sewaks often don’t turn up and dumps dot the main road.

Streetlights are also found on during daytime while many of the same are found off in the evening.

For a long time, daily garbage is being burnt outside my shop. An official MC bin is present here, but rather than dumping waste inside the box, people dump it outside and residents later set it on fire. The fumes all come to us. The problem has been talked and written about plenty of times, but no one has found us a solution.

348 nomination papers filed for MC polls

It was a day for some popular local leaders who were denied party ticket to file their nomination papers as Independent candidates for the MC polls, scheduled to be held on June 10.

Almost all parties had rebel candidates filing papers. Ward 24 had Congress leader filing papers as an Independent candidate. Pawan Kumar Gupta, son of former Congress MLA Raj Kumar Gupta, filed his papers as an Independent candidate. His father’s ticket, too, had been withdrawn during the recent Assembly polls. The party has fielded Gurwinder Singh as the candidate.

Rebel SAD leader Mahinder Singh Gullu’s wife Kawaljit Kaur has filed her papers as an Independent candidate from Ward 26. It being a ward falling in the BJP’s kitty, Kavita Chopra is the party candidate here.

Another rebel BJP candidate Ashok Gandhi’s wife Nirmal Gandhi has filed papers as an Independent candidate from Ward 14. The party has fielded Manjit Kaur as the candidate.

Amit Dhall, sitting councillor Dinesh Dhall’s kin, too, has filed papers from Ward 19. Dinesh Dhall had contested the Assembly polls against the Congress candidate and former MLA Avtar Henry from the Jalandhar (North) Assembly constituency recently.

Satya, wife of sitting BJP councillor Kirpal Pali from Ward 32, has also filed papers as an Independent candidate. The party has chosen Usha Kala from the ward.

BJP sitting councillor from Ward 59 Darshan Lal, too, filed his papers as an independent candidate. His ticket had gone to Varesh Mintu this time.

BJP changes candidate in Ward 33

Taking decision at the eleventh hour, the BJP changed its candidate for Ward 33, reserved for women. While earlier the party had picked Joginder Kaur, whose name had been seconded by the sitting councillor Shiv Dyal Chugh, the ticket has now gone to Sonia Bhardwaj. While Joginder Kaur filed her papers with Manmeet Kaur as her covering candidate from the BJP around noon today, minutes later Sonia Bhardwaj, too, filed her papers as the party candidate with Monika as her covering candidate. The BJP district president, Subhash Sud, confirmed the change of candidate claiming it to be a reconsideration on the ticket by the state committee.

Candidates came on cycles, rickshaw

While open jeeps remained the most common way of reaching Returning Officers’ offices by the candidates for the MC polls, some candidates chose novel ways. Independent candidate from Ward 42 Raghuvir Singh came on a rickshaw. PPP candidate from Ward 55 Dr Satbir Singh Bhaura came on a bicycle carrying placards giving message on saving petrol.

Cong councillor resigns, comes in support of BJP

Sitting Congress councillor from Ward 34 Anup Kaur today resigned from the primary membership of the Congress. In a letter written to the PPCC president, she has written, “I was never contacted and called for an interview. Without consideration of merits and ignoring my claim as the sitting councillor, the ticket has been allotted to Sushma Gautam, who was defeated by me when she was BJP (before joining Congress) candidate in 2007. I am hurt at the unfair decision of the selection committee working under the presidentship of Rana Gurjit Singh, Kapurthala MLA. I would like to convey my message to Congressmen and women that the present leaders of the party who are at the helm of affairs are bent upon to finish the Congress in Punjab.” Anup Kaur along with her father-in-law Darshan Singh were in the procession of Kanchan Sharma, BJP candidate from the ward. The family is likely to join the SAD soon.

Nomination papers received in all wards

Even as 348 nomination papers were filed for the forthcoming MC polls, the maximum number of candidates (69) have applied in Wards 51 to 60. The total number includes covering candidates who would be eliminated during scrutiny. Since most sitting councillors in these wards did not get party ticket this time, several Independents have applied here keeping in view less chances of winning for the new party faces. The least number (52) has come from Wards 31 to 40. This, too, includes double set of papers filed by Anita Raja and Jagdish Raja, Congress candidate couple from Ward 36 and 37.

The Division No 8 police today arrested two drug peddlers, including an auto-rickshaw puller, and seized 10 kg of poppy husk from them.

The accused have been identified as Butta Ram, alias Tikka Baba, resident of Chuggiti, and auto-rickshaw puller Rajesh Kumar, resident of Babu Labh Singh Nagar.

The SHO, Bimal Kant, said during a routine checking near Chara Mandi policemen signalled them to stop for checking and during their search, the police recovered the poppy husk hidden in the auto-rickshaw.

After impounding the vehicle, a case under the NDPS Act has been registered against the duo.

One arrested with 3 kg opium

The CIA today arrested a peddler and recovered 3 kg of opium from him. The peddler was on his way to supply the contraband to his clients in the city.

The peddler, Sukhdev Singh, resident of Khasan village in Kapurthala, was arrested following a tip-off from the Focal Point locality.

Two held with 20 gm heroin

The CIA staff today arrested two youths and recovered 20 gm of heroin from them.

The youths, Sukhwinder, alias Nikka, of Mehtabgarh, Kapurthala, and Amandeep of Piplawala Chowk, Kapurthala, were arrested during a naka installed near Kapurthala Road. They were riding a motorcycle and during their search, 10 gm each heroin was recovered from them.
