Protests over water scarcity
Jammu, June 14 The protesters, including residents of Panchayat halquas of Dinga Amb A, Dinga Amb B, Magroor, Katli and Cheelk assembled near the Dinga Amb chowk at around 6:15 am and raised slogans against the Public Health Engineering (PHE) Department, alleging that they had been facing an acute shortage of water for the last eight months but the administration had failed to take corrective measures. Led by local sarpanches, the protesters demanded immediate shifting of the local staff of the PHE department to ensure the regular supply of water to the affected areas. They also demanded that all the PHE employees concerned should be punished for ‘casualness and slackness’ on their part. “The people of five panchayats, having a population of 8,000, are dependent on a single tube-well in Dinga Amb for their day-to-day needs of potable water. We have been facing an acute shortage of water for the last eight months due to repeated technical snags in water pumps,” the Sarpanch, Dinga Amb, Kuldeep Kumar Gupta, told The Tribune. He alleged that the only water pump at the tube well had developed technical snags 34 times in just eight months, subjecting the people to great hardships. “We took up this issue with the Deputy Commissioner Kathua but nothing changed on the ground. The entire staff of the PHE should be shifted from the tube well and the administration should provide two or three new water pumps to ensure regular supply of water,” Gupta said while regretting that the people had not been supplied water for the last 14 days. The tehsildar concerned and the SHO, Hiranagar, rushed to the spot and tried to pacify the agitating villagers. The protesters relentlessly continued their protest and demanded that the Deputy Commissioner Kathua, Zahida Parveen Khan, should personally visit the spot. Later, the Deputy Commissioner talked to the agitating Sarpanches on the phone and assured them that the administration would take all corrective steps within a week. The Peoples Democratic Party (PDP) youth wing held a protest against the scarcity of water in the city and blamed the Public Health Engineering (PHE) Department for ignoring the people’s plight. The protesters raised slogans against the government. They said most city areas were facing water shortage. The vice-president of the PDP youth wing, Rajinder Manhas, accused the government of totally ignoring the common masses and said they had been deprived of basic facilities. Addressing the demonstrators, Manhas alleged that the government had totally ignored the common man. He alleged that the functioning of the PHE Department was meaningless as the higher officials were unable to redress people’s grievances. Another leader, Gurdeep Singh Pandey accused the coalition government of behaving in an arbitrary manner as far as the Sunjwan area was concerned. Rajouri: Drinking water supply in Rajouri district is worsening every day. Hardly a day passes when there is no protest against the Public Health and Engineering Department (PHE) which has largely failed in providing basic water supply to the residents in the entire Rajouri belt. The PHE seems to have run out of ideas, so it seems. Just a few kilometers away from Rajouri town, the villagers of Darian village carried a huge demonstration against the government today as their women are forced to walk miles to fetch water since the village is receiving no water supply. Mohammed Khan, a local villager, said that despite several hollow claims and assurances, nothing concrete had been done either by the government or the department concerned. The water supply is not only grim in Rajouri, but Kalakote, Sundarbani, Nowshera, Thanamandi and several other border areas have also been hit hard on account of official apathy. Situation no better on power front
Jammu, June 14 Pertinently, these wires were laid over three decades ago which are posing a threat to those living in congested areas of the city. Under the Accelerated Power Development Reforms Programme (APDRP) and R-APRDRP, crores of rupees have been received in the past six years but the authorities have failed to change these wires so far. In localities such as Nanak Nagar, Gandhi Nagar, Shastri Nagar, Parade, Kachi Chawni, Rehari, Sarwal, the cables were laid years back and the matter has only worsened on account of official apathy and increase in population. However, the department officials claimed that nearly 2,160 km power lines have been changed in major towns of the state. “Stress was more on changing the 33 KV and 11 KV power lines and improving the infrastructure in rural areas but priority areas like urban centers have received less attention under the programme,” said an official. The laying of coded cables project in Jammu has remained on papers only perhaps due to the high cost involved, some opine. A senior officer said the transmission lines cannot be changed in one go and they need fresh funds to take up the modernisation projects in the power department. The transmission and distribution losses in the state have reached up to 60 per cent which is quite alarming and the PDD still supplies electricity through these old wires, an official quipped. “Power losses are more in urban areas keeping in view the heavy concentration of population and poor infrastructure,” said a divisional engineer on condition of anonymity. However, Minister of State for Power (MoS) Shabir Khan said the government has taken several steps to change the old wires. “There are thousands kilometers of electric wires supplying power to the people and changing it is a huge and slow process. So far, the process has been completed in many areas and it has also been started under R-APDRP,” said Khan. |

These women put careers on hold for family
Jammu, June 14 Kavita Singh is an example of this. She gave up her plush job to settle down. A lawyer by qualification and an entrepreneur professionally, Kavita wrapped up her successful IAS coaching center in Jaipur after her marriage in 2008. A mother of two-and-half-year-old son, she has decided to wait before restarting her career as a counsellor for the IAS aspirants. When most mothers are looking out for a ‘suitable’ crèche for their children, Kavita chose to tread different waters. “The values a child gets from his parents can never be matched by anyone else. A nanny or a crèche can never substitute the role of a mother. If careers are important, then marriage and parenthood is even more significant
as learning experience,” said Kavita. Shruti Marwah, an MBA graduate from SIMS Pune, is another example of a successful corporate professional who put her career on backseat to concentrate on her family. Working as an HR manager with a firm where she was the incharge of close to 800 employees, things could not have been better for her career wise. But post-motherhood, Shruti decided not to resume work at the expense of putting her 10-month old son in a crèche or hiring a nanny to take care of him. She succinctly puts it, “Women who are planning for a family should not leave their child on someone else’s care as it is very important to create a balance between family and professional life.” When asked about the corporate behaviour towards married working women, she points out, “The corporate sector is accommodating the needs of married working women of late. There are scores of working women who took a break from their work for three to four years post-childbirth and still managed to succeed in their careers once they came back. All of us must take inspiration from such women and not brood over lost opportunities.” |

JU entrance test results in a week
Jammu, June 14 The university authorities are planning putting the results online while hard copies will also be available on the campus. Against 16,000 applications received this year, 90 per cent applicants appeared for the exams at all nine centres. This year the applicants have opted for various general subject courses, especially BEd, environmental science, MEd, geography, political science and sociology taking the top slots in the most popular subjects among the students. While MEd saw receipt of 2,294 applications, followed by MEd with 3221. Environmental sciences came in a close third with 1,936 applications, followed by political science (1,700 applications for 60 seats). In the second last phase, 1,215 applications were received for geography, statistics, bio-technology and BBA. Out of the total 1,161 applications received for geography, 823 appeared for the same while 300 out of 352 appeared for statistics. Bio-technology saw 82 students appearing for the exam out a total of 111 aspirants. In the case of BBA (hotel management), 118 out of 168 students were present for the exam. Students from Jammu and Srinagar topped the list of applicants followed by those from Udhampur
and Kathua. Students across the state had been preparing arduously for the entrance exam of Jammu University since the university for most is the gateway to a better career. Since the answer sheets are sent outside the state for evaluation, the university is taking all necessary steps to ensure that the students get the results on schedule and get time to prepare for admission to various university courses. |

Finally, Technical Consultant in DYSS appointed
Jammu, June 14 According to sources, the inordinate delay in the appointment of a technical consultant has not only resulted into an average success of PYKKA in J&K but also the officials of DYSS were allegedly unhappy with this delayed appointment. “When the scheme was launched in 2008 in the state it was imperative for the government to immediately appoint a technical consultant for avoiding the mess but unfortunately that did not happen,” a senior DYSS official claimed. “Now, with just a few years left for the completion of the scheme, the appointment of a technical consultant is a mere formality,” he added. “Although there is a coordination committee, like at the block level the Block Development Officer
(BDO) is the coordinator, and at the district and state levels, we have Deputy Commissioners and Chief Secretary, respectively, but there is hardly any convening of meeting by the officials regarding the conduct of competitions under
PYKKA,” the official claimed. Meanwhile, Jai Pal Singh, Director, Youth Services and Sports, while talking to The Tribune, said: “The appointment of a technical consultant for PYKKA in J&K has been delayed due to the approval of the proposal to be obtained by the
Centre”. “It takes time to appoint a right person for the important job but the department is trying its level best to achieve the set targets before the completion of PYKKA in 2017,” the Director added. It is pertinent to mention here that an ambitious scheme of the Government of India, PYKKA was launched in 2008 in the state with the sole motive of providing basic sports infrastructure and equipment to players at the panchayat level. The scheme is based on 90.10 per cent share basis between the Central and state governments which is to be completed in 10 years. However, there is a special concession for border and hilly states, including J&K, where the scheme can be completed in only five years. |

Demand for sanction of 1,500 pending posts for Pandits
Jammu, June 14 “We informed the Chief Minister that the matter had been allowed to hang fire unnecessarily. We also submitted to him that in the light of the Cabinet decision no. 143/19/2011 dated 19.08.2011 it is stated hat de-reserved posts numbering 800 and non-joining numbering 700 would be filled from the already approved list by the recruitment agency. It will help those youth who have gone overage after the release of the last list,” said RK Bhat, president, YAIKS, while addressing a press conference here today. The National Human Rights Commission had sent recommendations about those who have not joined their duties for the last two days. So the government should fill 1,500 posts that are already lying vacant as also the reaming 3,000 posts under state government sponsorship may also be advertised without any delay. Bhat added the absorption of the overage youth in the government services under the Prime Minister package for relief and rehabilitation can be a good confidence building measure between the Kashmiri Pandits and the government. “The non-approval by the Cabinet of the Prime Minster’s package has delayed the implementation of the move for more than 10 months bringing hardships to people,” he added. |

JMC seizes 160 kg of polythene bags
Jammu, June 14 Under instructions from KL Khajuria, Commissioner, Municipal Corporation, a team, led by the Chief Enforcement Officer, conducted a drive in order to enforce the ban imposed by the state government on the use of polythene carry bags and inspected a godown of M/S Suman and Sons situated at Bakshi Nagar, Jammu. During the inspection, the team seized a consignment of polythene carry bags concealed in eight bags, which were to be despatched for sale in different parts of the city. The drive was conducted with the help of the personnel from the Bakshi Nagar police station and the Police Lines, Jammu. The corporation has appealed to the general public to avoid the use of polythene carry bags and asked the traders to adopt alternative arrangements. Katra: Further intensifying its drive against the use of polythene carry bags, the enforcement wing of Katra Municipal Committee (KMC) assisted by District Pollution Control Board and local administration visited areas of Main Bazaar, Banganga Road and Udhampur Road and inspected various shops and other outlets. Reasi Deputy Commissioner Sheetal Nanda had issued special instructions to this effect. District Pollution Control Board officer Angrez Singh said, “During the inspection, the team seized about 30 kg of polythene carry bags.” Besides this, the team also undertook anti-encroachment drive to clear footpaths, pavements, parts of roadsides and seized scooters, refrigerators, dressing tables, tins, cages, etc. |

Jammu Reds dominated the proceedings from the start by unleashing a flurry of attacks. 21st Bihar Regiment were clueless against the tactical brilliance of Jammu Reds. World Blood Donor Day marked calling every blood donor ‘a hero’
Rajouri, June 14 On June 14, the countries worldwide celebrate World Blood Donor Day by holding various events to raise awareness on the need for safe blood and to thank voluntary unpaid blood donors for their life-saving gift of blood. The theme of the 2012 World Blood Donor Day campaign, “Every blood donor is a hero”, focuses on the idea that every one of us can become a hero by donating blood. While recognising the silent and unsung heroes who save lives every day through their blood donations, the theme also strongly encourages more people all over the world to donate blood voluntarily and regularly. Chief Medical Officer, Rajouri, Zahoor Shaal was the chief guest on the occasion. He also encouraged a huge gathering of college students and other prominent citizens. “A number of accidents are reported each day and more and more blood is needed to saving victims’ lives. The only source of blood is the common people who could help save precious lives,” he said, adding “we need voluntarily support by donating more and more blood.” A team of doctors and paramedical staff was available at a blood donation camp where 15 units of blood were collected from volunteers. Meanwhile, the CMO also distributed mementos to those who took part in this noble cause. Jammu, June 14 He was the sole occupant at the house, as his family, including his wife and two children, were not living with him. A neighbour said: “We have seen him about four days back and after that he was not seen at all. He had been living alone here and his family was putting up at another house in the old city. This morning we could not tolerate the foul smell emanating from his house and suspecting something wrong, we informed the police.” |

Jammu, June 14 As per the Annual Calendar, the State Kabaddi Championship in boys and girls sections will be conducted at Srinagar in October while State Kabaddi Championship for the year 2012 in junior boys and girls sections will be conducted by Pulwama District Kabaddi Association. The District Championships would be conducted by each district under the aegis of state association. The championship will be held on August 6 to 7 at Anantnag. The association has decided to conduct Lala Sudhagar Shah Memorial Kabaddi Championship from August 8 to 10. |
