Water pangs for parched city

With the summer season at its peak, the people in Jammu are not only facing frequent power cuts but many areas in the city are also going through an acute water crisis, forcing many residents to fetch water from the supply lines.

Although the Public Health Department (PHE) has pressed into service its fleet of water tankers to provide potable water in many localities, at a number of places people have been thronging to different points on the supply line to fetch water for their daily use.

“Earlier, we used to get water regularly, but for the past one year we have to wait for the water supply for days together. This summer season is really getting worse for us," said Ram Kumar Gupta from the Janipur area.

The erratic water supply has severely affected areas like Roop Nagar, Janipur, Indira Colony, Buta Nagar, Naseeb Nagar, Ploura, Durga Nagar, Muthi, Ban Talab, New Plots, Sainik Colony, Bathindi, Sunjwan, Narwal and Greater Kailash.

"It's a norm here now. From the day this locality was constructed, we have been getting running water after every three days. Sometimes the gap stretches to even two weeks," said Sanjay Bhat from Dream City Colony, which is situated at Muthi on the outskirts of Jammu city.

Chief Engineer BR Dogra said: "There is problem in some areas, but we are doing everything to provide regular water supply in the affected areas".

To make drinking water available to all the people, the PHE department has purchased more than 50 tankers in the past few years to carry water to different localities. The officials concerned blamed an erratic power supply for the mess and alleged that at least 25-30 per cent water supply is affected per day due to the erratic power supply.

Dogra admitted that due to long power cuts the water supply was affected. “The erratic power supply has been a major reason for the less supply of water during the past few weeks. When it will get streamlined, things will get normal too”. He said more tankers would be pressed into service as per the need.

SDP leaders meet Shiv Nagar residents

Socialistic Democratic Party leaders today met the residents of Shiv Om Nagar locality of Udhaywala in Jammu and talked to them about their problems. Later addressing the media, SDP provincial president Sham Bhagat said the area is without a proper link road and the encroachments on the link road have marred the connectivity of the area.

Panel starts probe into JU fire

The inquiry committee constituted by the Vice-Chancellor, University of Jammu, Prof Mohan Paul Singh Ishar, has started its investigation into the fire incident that took place at the examination wing of the university yesterday.

“The committee will look into all the reasons that led to the mysterious fire in the examination block on Saturday night. Though the preliminary investigation suggests that the fire incident might have taken place due to a short-circuit in the wires of an air-conditioner close to a rack, the panel will take into account all aspects prior to submitting its report to the VC,” official sources said.

The Vice-Chancellor had constituted a committee headed by Prof Deshbandhu Gupta to look into the details of the fire incident and suggest possible precautionary measures so as to avoid such incidents in the near future.

A fire official claimed that there was no proof of any short-circuit and the possibility of some deliberate attempt to set important papers on fire can’t be ruled out.

“The fire was restricted to one steel rack. Some papers lying on it had caught fire. Prime facie there doesn’t seem to be any loss to answer scripts or other records at the evaluation centre,” the official spokesperson of Jammu University had said.

Talking to The Tribune, the Divisional Fire Officer, Jammu, Raj Kumar Raina, said the firemen had immediately extinguished the fire that broke out at the examination wing of Jammu University. “The cause of the fire couldn’t be ascertained as yet,” Raina said and refuted the news report quoting him that it was a handiwork of an arsonist.

The official spokesperson said arrangements were being made to resume the evaluation work at the examination block at the earliest.

No check on sale of substandard helmets

Poor quality helmets are being sold on every nook and corner of Jammu city. While the authorities concerned book cases only against those who do not wear helmets, they have largely failed in checking the sale of poor quality helmets here.

In most road accidents, head injury is stated to be the major reason behind fatalities.

Ever since it was made mandatory to wear helmets in the district, the helmets of all designs, colours and shapes have been sold mostly on the roadsides or at unauthorised outlets without any warranty or bills. A number of roadside vendors are selling poor quality helmets at various places in the city while the Department of Transport and other enforcement agencies have not been able to curb their sale.

“Just wearing a helmet alone is not good enough to protect your head unless it does not meet the required standards,” said Nadeem Qadri, who runs an NGO.

As the original ISI-marked helmets are expensive, such vendors are now selling substandard helmets, which are largely manufactured in China and are cheap.

“People are also to blame as they compromise on safety and buy cheap helmets to save a few bucks,” said Sujata Pandita, a doctor.

In a statement, president of JWAM Sunil Dimple has demanded that samples should be checked in the laboratory as no proper cement and other material ratio is being used by the agencies. “The quality of the bricks used by the ERA is of poor quality and there is a need to investigate the role of the contractors and different agencies involved in the laying of sewerage,” he added.

Dimple said Deputy Commissioner (DC) Jammu Sanjeev Verma had assured that action would be taken against contractors, if it was found that they had used sub-standard material.

He has demanded that Chief Minister Omar Abdullah should order an inquiry in the way contracts had been awarded for the sewerage project in the city.

Dimple has demanded that the PWD should immediately repair the roads, which have been damaged for laying sewers.

Revenue Minister lays stone of modern revenue complex

Asserting that every measure was being taken to bring transparency and accountability in the public affairs, Minister for Revenue Raman Bhalla said today that the government had embarked on a comprehensive modernisation plan under which the revenue records are being digitised, besides making information easily accessible to the public. The minister was addressing a large gathering after laying the foundation stone of Revenue Complex (Niabat) at Lower Gaddigarh here today.

Bhalla said the complex would be dedicated to the public within six months. He added for timely completion of the project, the government has earmarked Rs 64 lakh under the State Plan. He said after the completion of the building, the revenue-related grievances of Lower Gaddigarh, Rani Talab, Bhour Camp, Chatha and its adjoining areas would be redressed under one roof.

He said all the new revenue complexes were being developed on modern lines with focus on installation of people friendly mechanism. The aim of the government was to evolve such a system in which offices function in a transparent and hassle-free manner, as envisaged in e-Governance, he added.

The minister said the government endeavoured hard for the creation of revenue infrastructure in every nook and corner of the state so that the revenue-related problems of the people could be solved at their doorstep. He said digitisation of revenue records is under way. He said the government was keen to construct modern revenue complexes, including patwarkhana, naibiat and tehsil buildings, revenue record rooms, numberdars' and chowkidars' offices, on the available revenue land in every district of the state.

People’s genuine demands and development needs would be fulfilled in a phased manner, Bhalla said, adding that there was no constraint of funds in providing adequate basic amenities to the people of all the three regions of the state.

Speaking on the occasion, Divisional Commissioner Pardeep Gupta said the government had enforced the Public Service Guarantee Act (PSGA) in various departments, including the Revenue Department, for the redress of people’s problems in a time-bound manner. He said the Revenue Department was committed to providing people friendly and responsive administration to the public.

Regarding the issue of distribution of compensation among the refugees of 1947, 1965 and 1971, he said the Revenue Department had already disbursed Rs 25 crore out of Rs 49-crore package released by the Centre among the beneficiaries. He called upon the left-out beneficiaries to approach the revenue officers to clear their cases.

Cops, CRPF conduct joint search operation

Following a tip-off about some suspicious elements roaming around in the area, the Kathua police and a team of Central Reserve Police Force (CRPF) conducted a joint search operation near Mast Garh Ujh today. However, they could not find any such person during the search.

According to information, someone informed the police that he had seen some suspicious persons on the old route to Billawar near Mast Garh Ujh in the wee hours today. The police teams from Billawar and Raj Bagh police stations along with a team of CRPF personnel carried a search operation from 5 am to 12 pm. Police said the route ha been infiltration-prone and more vigil is stepped up ahead of Amarnath Yatra.

Katra-Tikkri road widening

The villagers of Panthel and adjoining villages today held a rally and staged ‘rasta roko’ protest against an undue delay in widening the Katra-Tikkri road here. The protesters raised slogans against the administration and blocked the road for over four hours in Panthel.

The villagers said the road widening work on the 16-km long Katra-Tikkri road has been going on for the past nine year. The dug up road has not been filled and thereby becoming highly accident prone.

A protester claimed though the officials had promised to relay the road one year ago, it has remained the same. The people living in this area are suffering from diseases such as asthma and allergy, he said. Later in the afternoon, the district administration swung into action. Reasi Additional Deputy Commissioner (ADC) Rajinder Singh Tara met the protesters and assured the road widening work will be taken on priority basis and he will personally look into the matter.

Yesterday evening, five persons were killed and 40 others were injured as a bus fell into a deep gorge near Panthel.

Minister reviews melas’ arrangements

Minister for Industries Surjit Singh Slathia today reviewed the arrangements for the annual melas to be held at the shrines of Baba Sidh Goriya and Baba Chamliyal.

The mela at the Baba Chamliyal shrine, which is situated near international border at Ramgarh sector, will be held on June 28 while that at the Baba Sidh Goriya shrine in Swankha village from of July 1 to 8.

A parking lot was also inaugurated at the shrine of Baba Sidh Goriya by the minister. He assured the people that the government was taking every possible step to facilitate devotees visiting these shrines and many development projects, like construction of shopping complexes, parks sanitary complexes, provision of water supply, etc., have been taken up by various governmental agencies.

The minister issued directions to the district administration to provide uninterrupted power and water supply to these shrines well in advance and during the mela days. He also directed the PWD (R&B) to renovate the roads leading from the national highway to these shrines.

Bank advances under priority sector exceed target

At least 6,357 beneficiaries in Udhampur were disbursed Rs 138.94 crore in advances under the priority sector, against the yearly target of Rs 132.94 crore till March 2012, registering an overall achievement of 104 per cent.

This was stated during a meeting of District-Level Review Committee-cum-District Consultative Committee (DLRC/DCC) of bankers and district officers of various government departments of Udhampur district held under the chairmanship of Additional District Development Commissioner, Udhampur, Ram Rattan Sharma here recently.

The banks disbursed Rs 25.70 crore to the agriculture sector and Rs 113.06 crore to the industries and service sector.

The banks also lent Rs 45.97 crore under non-priority sector advances up to March, 2012. The total deposit rose from Rs 1,599.13 crore in the third quarter to Rs 1,715.86 crore up to the last quarter of the previous financial year with an increase of 7 per cent.

At the meeting, a detailed review was held on various points that included promotion of self-help groups, performance of different banks under various government-sponsored schemes, achievement under the agriculture sector, bank-wise position of deposits and advances in the district, etc.

Government schools have not lost their significance with the mushrooming of private schools. Rather the testing time has come for the government schools to prove their merit and role in shaping the society. These views were expressed by Shailesh Kumari, who has been recently awarded the 'Best Citizens of India' for her exceptional service in the field of education by The International Publishing House. She is the principal of Higher Secondary School, Surinsar.

Shailesh told The Tribune that during her 20 years of experience while serving the government schools, she came across many students with extraordinary talents and learning abilities. On her experience with students in rural areas, she feels they suffer from lack of facilities and proper guidance at home but some dedicated teachers in government schools try to help them out by paying more attention towards their academic needs.

She further said, “Now teaching methodology has also been changed in the government schools. We have started using modern teaching aids for our students. Also, the workshops based on the latest trends are being organised. The Directorate of School Education has been taking special initiatives in providing an optimum exposure to the students.”

When asked about a growing inclination of people towards private schools, she said, “Certain things influence the mindset of the people and in a society like ours, most people start following a trend without much reasoning. Most of the successful people in our country are the products of government schools. Only in past two decades we have been seen privatisation of education. I think both the sectors have a defined role to play in the upliftment of education.”

Shailesh proudly reveals the names of her students who have achieved reputable positions.

“Many of our students have become qualified professionals in different fields. Some have cracked the civil services and other prestigious examinations and I am always proud of them,” she added.

Shailesh started her career as a teacher in middle school in a remote area of Udhampur district. Despite serving in many schools, she also served at the District Institute of Education and Training at Udhampur and Reasi.

To build up party base in Poonch district, the leaders of the People Democratic Party have started holding regular tours and meetings at the tehsil level. Former minister and PDP MLA Abdul Gaffar and Basharat Bukhari, MLA and in charge Rajouri-Poonch, held a meeting of the party workers at Dak Bungalow here today.

At the meeting, the workers drawn from various areas of Poonch district highlighted people’s grievances and the role of party workers in taking up them at appropriate levels. They also raised issues related to party elections at tehsil and district level.

In his address, Abdul Gaffar criticised the present government for derailing development activities. He appealed to the party workers to remain united and work for the party and for the welfare of the people of Jammu and Kashmir. He also lambasted the NC-Congress coalition for its failure to curb corruption in the state. He was accompanied by Basharat Bukhari.

Meanwhile, over 50 workers of the NC and the Congress also joined the PDP on the occasion. District president of the PDP Hamid Manhas, vice-president Gurmeet Singh Raja, zonal president Imtiaz Bandey also spoke.

Man murders brother

Rajouri, June 10
A man murdered his brother near Shadra Sharif in Rajouri district here today.

The deceased, who has been identified as Mohammed Hussain, son of Badar Ali (47), was allegedly murdered by his brother Fateh Mohammed. Fateh Mohammed hit his brother on the head with a stone.

His body was spotted by the civilians and they informed the police about it. According to the police, the duo had enmity over some issues. A case has been registered.

Mubassir Latifi, SP, said: “We have arrested the culprit and started investigation into the case”.

“Students from all three regions of the state are present here and they have to appear for various job interviews. Despite having the requisite caliber, the contestants face rejections many a times,” Sharma said.

Some successful candidates who have recently been selected after undergoing a special session at UOLm also shared their experiences.

He also revealed some success stories on the occasion and asked the students to share their experiences during interviews.

Maruti spoke at length about the specific techniques for facing an interview and also showcasing practical skills.

Child personality expert Shiilpa Gupta said, “We must work more on skill enhancement and personality development.”

Natrang today staged a comedy play ‘Kabab Mein Haddi’, an adaptation of Balwant Gargi’s famous play. ‘Kabab Mein Haddi’, as the name suggests, is a story of one intruder between two lovers. Naseem and Safdar are two college friends. Naseem is in love with Jameela. Both are postgraduate students studying in a university. Jameela is putting-up in a girls’ hostel whereas Naseem and Safdar are living in a rented accommodation. The two lovers hardly find any place to meet each other to share their feelings.

The comedy unveils when Safdar spoils his friend’s date with Jameela. The actors were Rahul Singh, Rohit Verma and Tajasvi Sharma wile Neeraj Kant was the director.

Speaking on the occasion, Omar Abdullah said: "The game has been popular in the Kashmir valley and the Ladakh region since long and we are glad that our emotional commitment towards the people of this beautiful region has helped us bring back Kashmir’s former grandeur”.

Earlier, after winning the toss, BCC accumulated 182 runs for the loss of eight wickets in the stipulated 20 overs. Arshad played a fine knock of 71 runs off just 39 balls with the help of seven sixes and eight fours. Yasir Rather contributed 28 runs.

From GCC, Junaid and Ismail took three and two wickets respectively. Chasing the target, GCC was bundled out for 150 runs in 19.2 overs. Imran Pathan and Ikram scored 56 and 33. From BCC, Mudassir and Mubashhir shared three wickets apiece. Arshad of BCC was adjudged the man of the match.

Saarthak claims tennis title

Jammu, June 10
Saarthak Jain got the better of Deepak Singh Chib by 6-0, 7-5 in the summit showdown to clinch the men’s singles title in the Jammu District Gulrez Memorial Lawn Tennis Tournament at the Police Lines here.

Jammu IGP Dilbag Singh was the chief guest at the valedictory function while Saujanya Sharma, Joint Director, Information, and DIG JP Singh were the guests of honour.

The tourney was organised in Gulrez Singh’s memory by the Friends Tennis Club under the aegis of the J&K Lawn Tennis Association.
