In Ludhiana, a former sarpanch was shot dead, two SAD supporters sustained bullet injuries while two MLAs were injured as widespread violence was reported during polling for the Ludhiana Municipal Corporation elections today. There were also reports of booth capturing at Ward No. 73. Gurvinder Singh Bajwa alias Bunty (45), former sarpanch of Bahadurke village, was shot dead during a clash between supporters of Independent candidate Gurdeep Singh Bittu and SAD candidate Baljinder Singh Goggi, near Bahadurke Road at Kara Bara Chowk in Salem Tabri this
afternoon. The accused, Karanbir of Bahadurke village, allegedly shot the victim in the abdomen from point blank range and then shot several rounds in the air to scare away the crowd. The assailant along with his accomplice damaged nearly 10 vehicles before
fleeing. Karanbir and Bunty were involved in several clashes in the past. Goggi, victim’s nephew, said a few days ago, Bunty had got a case registered against Karanbir. DCP Ashish Choudhary said the accused was looking for an opportunity to settle personal scores, he added. In another incident, 30-year-old Inderjit Singh sustained a bullet injury on the head in a clash between SAD candidate Parminder Singh Soma and Independent candidate Sohan Singh Gogga in Partap Chowk area. Inderjit, a SAD supporter, was canvassing with party workers when supporters of Gogga surrounded them near Partap Chowk. In the ensuing clash between both groups, someone opened fired and the bullet hit Inderjit on the head. Davinder Singh, 40, was shot at following a clash between Independent candidate from Ward 75 Hansraj and SAD candidate Charanjit Singh Garcha. SAD MLA Simarjit Bains and Congress MLA Bharat Bhushan Ashu also sustained injuries. Bains was chased away by armed assailants allegedly belonging to Hira Singh Gabria faction in Merado colony last night. The assailants opened fire at Simarjit and damaged his vehicle. Congress MLA Bharat Bhushan Ashu suffered an injury on his shoulder while he was returning home along with his supporters from a polling station in Model Gram. He claimed that he was protesting against a SAD candidate who was threatening residents and was not letting them cast their vote. He, however, denied being attacked by anyone. BJP candidate Ravinder Arora was reportedly thrashed by supporters of his rival candidate in Haibowal area. Congress candidate Sanjay Talwar alleged that his supporters were stopped from casting their vote. |

Booth-capturing in Jalandhar
Jalandhar, June 10 The BJP mayoral candidates, Ravi Mahendru from Ward 38 and Sunil Jyoti from Ward 5, Manjinder Singh Chatha from Ward 15 and Arjun Pappi from Ward 16 sailed through.
The alliance did well in the Jalandhar Central constituency represented by Manoranjan Kalia winning 11 of the 17 seats. On the other hand, in Jalandhar West represented by Bhagat Chunni
Lal, it got just two seats. MLA Jalandhar (North) KD Bhandari helped his cousin Ashwini Bhandari win from Ward 20. Akali MLA Pargat Singh helped his sister-in-law Parminder Kaur Pannu win from from Ward 60. Congress couple Anita Raja and Jagdish Raja were victorious from Wards 36 and 37. Violence marred the Municipal Corporation (MC) elections in which over eight persons were reportedly injured here today. Incidents of stone throwing, attempt to capture polling booths, clashes among supporters of candidates belonging to different political parties and Independents and attacks with sharp-edged weapons at some places forced the police to use mild force to bring the situation under control. Over three persons were injured, one of them seriously, in a stone-throwing incident in the Basti Shekh area in Ward 47 after supporters of Independent candidate Bal Ram and SAD candidate Manjit Singh Titu indulged in arguments over bogus voting by SAD workers. “When I was coming out of the polling booth, supporters of the rival candidate were indulging in arguments with my family members and other supporters of our Independent candidate over bogus voting and they were also pressurising them to vote for the SAD candidate. When I intervened, they attacked me with sharp-edged weapons,” Parshotam Lal alleged. Polling in Ward 47 was stalled for over two and a half hours following the clash and reports of booth capturing. Supporters of both the parties also came on the roads brandishing naked swords. Multani, lost her tooth while her son Satinder sustained injuries in his arms when a group of BJP supporters allegedly attacked them this afternoon. The incident occurred in Basti Sheikh in Ward 48 when Multani and her supporters were seeking support from residents in a street. Three persons sustained injuries when supporters of a BJP candidate and an Independent candidate came to blows in Dhan Mohalla (Ward 19). Two supporters of the Independent candidate and one of the BJP candidate were injured. A BJP supporter, who sustained injuries on his lips in the clash, reportedly injured two fingers of Sham Sunder, an uncle of Amit Dhal, an Independent candidate. Suspecting bogus voters, public beat up three persons mercilessly and later handed them over to the police in the Rajnagar locality. Deputy Commissioner of Police Sarabjit Singh said conflicting parties in Ward 47 had sought compromise and decided not to file complaints. Regarding the clash in Ward 48, Congress leader Multani said she would not seek any compromise and demanded necessary action against the accused.

Chandiagrh, June 10 He thanked the voters for peaceful conduct of elections and the support they have extended to the
SAD-BJP alliance. "The SAD has emerged the number one urban party in Punjab. The SAD-BJP alliance has not only swept the poll but also cleared the myth that the SAD had only a rural base. The social engineering model of the party that provides equal representation to all communities across urban and rural areas has made us win all seats in many Nagar Panchayats. This has happened despite the best efforts of the Congress to show its strength in cities and towns," Sukhbir said. He said after historic victory of the SAD-BJP alliance in the Vidhan Sabha elections, the verdict in the civic elections was a complete rejection of anti-people policies of the Congress party. He said the election results were an approval of the development oriented, pro-poor and pro-people policies of the
SAD-BJP government. Lashing out at the Congress for its anti-people policies, Sukhbir said people of the state rejected the communal, divisive and anti-development policies of the Congress party. He said the Congress party's only aim was to derail the process of development in the state. Reiterating the commitment of the SAD-BJP alliance, the SAD president said the alliance government would ensure the overall development of the state in the coming two years so that the state excels in the country in almost every field. |

Patiala, June 10 The PCC chief said Badal seemed to be desperate to win the Patiala MC poll. Masked youths under the patronage of Akali leader Prem Singh Chandumajra and supported by the police were freely capturing booths and preventing people from voting, he alleged. “Akali goons even attacked two photo journalists. The police instead of preventing booth capturing only facilitated it,” Capt Amarinder said. He said cameras installed at polling stations were smashed and damaged to ensure that nothing got recorded. “The apprehension of local Congress leaders who had approached the HC for Central security forces stands vindicated,” he said. Patiala District Magistrate GK Singh said there was some problem in Ward No. 1. “I am waiting for a report from the election staff and if required, I will recommend re-polling”. On allegations of violence and booth capturing, he said he had not received any complaint in this regard, but had instructed the police to take action, if any genuine complaint was received.
Allegations baseless, says Chandumajra
SAD general secretary Prem Singh Chandumajra said Amarinder’s allegations were baseless. “It is sad that a leader like Capt Amarinder is indulging in such tactics to defame the SAD-BJP alliance. No one has assaulted any Congress leader or candidate,” he claimed.

SAD-BJP alliance wins all three seats in Ropar
Ropar, June 10
Paramjit Singh Makkar from Ward number 17 defeated his nearest rival and Congress candidate Vasdev Singh Gill by 909 votes. A total of 1,446 votes were polled, out of which Makkar fetched 1,151 votes, while Gill got only 242 votes. Similarly in Ward number 10, Amrik Singh got 1,313 votes in comparison to 510 votes secured by Rajinder Kumar Bhanwra of the Congress. Ward number 13, which witnessed a fight between two members of a family, BJP candidate Madan Mohan Kapila defeated his nephew Hemant Kapila by 171 votes. Out of the total 1,221 votes polled, Madan Mohan Kapila got 666 votes while Hemant Kapila fetched 495 votes. The other two Independent candidates, Yogesh Kapoor and Naveen, failed to make any impact in the elections. Kapoor managed to fetch 53 votes while Naveen got only seven votes. MLA Daljit Singh Cheema said the win was important for the party. “Earlier, both the seats -- Wards 13 and 17-- were with the Congress, while Ward number 10 was with an Independent candidate. Now, people have given their mandate in our favour. I gave credit to the development work initiated by the SAD-BJP combine government in the area for the win,” said Cheema. Makkar said he was grateful to the people who voted for him in such a large number. “I got about 80 per cent of the total votes polled. Development of the area is now my prime agenda. I will also put forward the demands of my voters, who are mainly employees of the electricity and the police departments, to my top leaders,” said Makkar.

Ward bypoll: Cong wins in Bathinda, Ferozepur
Bathinda, June 10 Ferozepur:
Congress candidate Sukhdev Singh has won the by-election from ward no. 4 of Ferozepur municipal council, the result of which was declared on Sunday. Returning Officer Gurjit Singh Pannu said of the total 1,989 votes polled, Sukhdev got 1,016 while his nearest rival Narinder Abrol of the BJP scored 579 votes. Sukhdev won by a margin of 497 votes. Parminder Singh, an Independent candidate, polled 272 votes. Congress MLA Parminder Singh Pinki said it was a huge victory for the party as its candidate had won despite “all kinds of pressure tactics” that were adopted by the ruling SAD-BJP alliance. The election was necessitated following the death of sitting council member Kulwant Maggo.
Muktsar ward goes to SAD Meanwhile, Surinder Singh “Chhinda”, a SAD candidate from Ward No. 15 of the Muktsar Municipal Council, today won the seat in the by-election with a huge margin of 1,331 votes from his opponent, Congress candidate Surinder Kamboj, who got 456 votes. Surinder got 1,787 votes out of the total 2,511 votes polled. The counting started about 6 pm at the DAV Senior Secondary School, Gandhi Nagar here and within a few minutes the results were declared. After the results, Akali supporters danced to the beats of drums and celebrated the success of Chhinda. The by-poll was held after the death of Akali MC Gurinder Singh Pohli in July 2010.

Mayor Shwait loses in Amritsar
Amritsar, June 10 The Congress suffered a major jolt as it has been reduced from 21 seats won in the last elections to a mere four seats. Even the Independents fared better by bagging 11 seats while the CPI scored victory on a solitary seat. The result of Ward No. 3 has been withheld in view of complaints regarding booth capturing and EVM hacking in its booth Nos. 11 and 12. The BJP had fielded candidates from 38 seats while the SAD contested from 27 seats. However, 64 wards went to the polls as SAD candidate from Ward No. 39 Dalbir Singh Mammanke was declared elected unopposed. As compared to the last time, the ruling alliance’s tally has increased by 50 per cent as it had won 32 seats in 2007. The SAD gained more than the BJP as it won 24 as against 15 last time while the BJP improved its tally from 17 to 24 this time. The tally of Independents as well as the CPI remained the same. Among the big surprises in the MC elections was the defeat of Mayor Shwait Malik who lost to Congress candidate Gurinder Singh Rishi from Ward No. 24. What has surprised many is the fact that Rishi was a political greenhorn while Malik had been elected councillor for the last three consecutive terms. In another setback for the ruling alliance, Improvement Trust chairman Sanjeev Khanna’s wife and BJP candidate from Ward No. 9 Seema Khanna lost to Neetu Mahajan, dissident BJP leader Rajinder Mahajan’s wife. Interestingly, Leader of Opposition in the outgoing MC House Ranjan Aggarwal also lost the elections from Ward No. 8. Among major winners are Chief Parliamentary Secretary Inderbir Singh Bolaria’s wife and SAD candidate from Ward No. 36 Geetinder Kaur Bolaria and BJP candidate from Ward No. 20 Simarpreet Kaur Bhatia. Simarpreet had contested the assembly elections as an Independent against Chief Parliamentary Secretary Navjot Kaur Sidhu. Former Improvement Trust chairman and senior BJP leader Bakshi Ram Arora won the elections from Ward No. 50. In Ward No. 14 and Ward No. 53 where the SAD and the BJP fielded candidates against each other, BJP candidate Neelam Bala won from Ward No. 14 and SAD candidate Avinash Jolly won from Ward No. 53.
SAD may stake claim for Mayor’s post With the SAD performing better than the BJP by capturing 24 of the 27 seats it contested, the party may well stake its claim for the top post. Though the BJP, too, has won equal number of seats, it had contested 38 seats. What may further strengthen the SAD's claim is the fact that some rebel SAD leaders who won as Independents may return to the party fold, further boosting the party's tally. The SAD has never occupied the top post ever since the Amritsar MC came into being in 1976. However, the BJP, too, is not willing to forego its claim for the coveted post easily. State BJP chief Ashwani Kumar, during his recent visit to the city, spoke about the pact as per which the Mayor's post in Amritsar and Jalandhar would be with the BJP whereas the same would be for the SAD in Ludhiana and Patiala. Amritsar SAD chief Upkar Singh Sandhu made no bones about the party’s ambition. “Every time, it is the BJP which gets the key posts of the Mayor as well as the Improvement Trust chairman. This needs to be reviewed,” he said.
Police resorts to lathicharge The police had to resort to mild lathicharge at a few places today to disperse clashing supporters of rival candidates contesting the Municipal Corporation elections. Barring a few incidents of minor scuffle, the polling remained largely peaceful. Deputy Commissioner Rajat Agarwal (also the district election officer) said in a statement that minor technical snags were reported in EVMs in booth number 2 of ward number 7, booth number 8 of ward 11, booth number 11 of ward 61, which were immediately replaced. In another incident, unidentified persons manhandled presiding officer Pardeep Malik and his staff in a booth in ward number 3, following which the polling came to a halt for 45 minutes. “Unidentified persons entered the booth and assaulted polling the staff. They cast eight to 10 votes,” said Malik. Senior administrative staff reached the spot and resumed the polling.

Voters ‘intimidated’ in Patiala
Patiala, June 10 Heavyweight candidates of the SAD who emerged victorious include Mayor Ajit Pal Singh Kohli, Harinderpal Singh Tohra (former minister Harmail Singh Tohra’s son), Amarinder Singh Bajaj (Improvement Trust chairman Inder Mohan Singh Bajaj’s son) and Harpal Juneja. Anil Bajaj and Balwant Rai of the BJP won, but in a major upset, BJP district president Arun Gupta lost the elections. Preneet holds protest, attacked Stone-pelting, shootout, booth-capturing, assault on mediapersons and thrashing of voters- it was total “goondaraj” in the city today. Several Congress leaders, including Punjab Pradesh Congress (PPCC) president Capt Amarinder Singh and his wife Minister of State for External Affairs Preneet Kaur were allegedly assaulted by Akali goons in separate incidents. Akali supporters pelted stones on vehicles in Ward 1. Preneet Kaur, who went to several polling stations to lodge a protest against the “highhandedness” of Akali workers, was assaulted but escaped unhurt. Several Congress candidates and activists sustained injuries. Some mediapersons were also attacked by Akali supporters. Immediately after polling began at 8 am, SAD-BJP leaders and their supporters not only thrashed Congress candidates and their supporters but also indulged in large-scale rigging. The ruling alliance supporters “captured” all polling booths with the police reportedly facilitating their entry into polling stations. Undeterred by the presence of mediapersons, SAD-BJP leaders were seen snatching away “election slips” from voters and directing them to go back, saying: “You have exercised your right to franchise”. Some policemen even warned mediapersons to keep away from polling booths or “face dire consequences”. In several areas like Guru Nanak Enclave and Guru Nanak Nagar, hundreds of voters alleged that when they went to cast their vote, they were told that their vote did not exist. Terming the election process as a mere “sham” and “rape of democracy”, Congress leaders said the civic poll in Patiala was nothing but a repeat of the 2007 elections “when the SAD-BJP swept the elections in a similar fashion by indulging in booth-capturing.” Elections were held for 49 wards of the 50 wards with SAD’s Jaspal Pradhan from Ward 39 elected unopposed. The main wards that witnessed violence were Ward 1 from where Congress candidate Vikramjit Singh Chauhan and his father, former Senior Deputy Mayor Kabir Dass, were arrested. Subsequently, the booth was “captured” by Akali workers. In Ward 27, from where Congress candidate Renu Nagpal is in the fray, a shootout was reported. Ward 32 ( the houses of Amarinder, Preneet and Congress MLA Brahm Mohindra fall in this ward) saw a minor scuffle. In Ward 47, Congress candidate Rajni Sharma was assaulted by SAD-BJP activists. She was admitted to Government Rajindra Hospital. Independent candidate Balwinderjit Singh was attacked in Ward 4 and four EVMs were broken. |

Mayhem in Mansa village after reports of cow slaughter
Joga (Mansa), June 10
At least 500 residents threw the belongings of Nindi Dhillon and Ajaib Singh on the road and set these on fire. The residents set free at least 10 animals .The house of the third partner, Bhushan, was saved from being vandalised on the intervention of the police force called from Barnala, Bathinda and Mansa districts. A canter reportedly belonging to factory workers was set on fire. The crowd dispersed on the assurance of Deputy Commissioner Amit Dhaka that action would be taken against those involved in cow slaughter. It took the police six hours to pacify the enraged villagers. The situation was brought under control after a curfew was imposed. The police fired shots into the air after villagers pelted stones on a police party. Four members of the Mansa Gaushala and Mandir Sudhar Committee injured in a police lathicharge were rushed to the Mansa Civil Hospital with multiple injuries. Ashok Kumar, president of the gaushala, alleged that the administration had turned a blind eye towards the illegal butchering of animals. Yadvinder Singh said they had acted on the directions of the village gurdwara priest. “Only a few people got up when he made the first announcement on the public address system. But the entire village, including children and women, headed towards the factory after the third such call,”Yadvinder said. He said body parts of cows were strewn all over the place. After razing the factory, irate villager headed towards the houses of the four factor owners, he said. They ransacked the house, placed costly household goods on the road and set these on fire. As news of cow slaughter spread, gaurakshaks from all over Punjab thronged Joga village. Policemen had a tough time regulating the movement of scores of vehicles with gaurakshaks entering the village. The residents said that they had spotted a truck loaded with cows near the factory a month ago. “The truck was stopped. Its driver fled, saying he was suposed to release the stray animals near the village,” said Mohan, a farmer. Deputy Commissioner Amit Dhaka said three of the four factory owners had been arrested. “It is yet not clear whether they had any licence/permission from the Punjab Pollution Control Board (PPCB) to run the factory. We will have a case registered against them for cow slaughter”, Dhaka said. Later in the evening, ADGP, Law and order, SK Sharma, visited Joga village.

Opening bank accounts no easy task for SC pupils
Faridkot, June 10 To check delay in the payment of scholarship money and to prevent it from being misused, the money is transferred to the students’ bank accounts on a quarterly basis. Over 30,000 students in government, aided and private schools in Faridkot district are eligible for the scholarship money. The difficulty is that banks are not forthcoming in dealing with these young account-holders. In rural areas, a cluster of four or five villages has been attached to one bank for opening the scholarship accounts. “A few days back, on complaints by several teachers, Deputy Commissioner Ravi Bhagat issued a warning to the banks, asking them to open the accounts even when the balance was nil”, said Baljit Singh Brar, District Education Officer. Harjinder Singh, a daily wage earner whose ward studies at Government Middle School, Pacca Kalan, said he had to make several rounds of a Union Bank of India branch to open an account for which he had to deposit a sum of Rs 500. Sukhchain Singh, father of Rekha Rani of Pacca Kalan, also had to deposit Rs 500 deposit to open an account. The Oriental Bank of Commerce in Sadiq is reportedly demanding just Rs 100 as opening deposit. “My daughter will receive Rs 480 as scholarship amount in a year. I have already lost two working days for which I would have been paid Rs 500 as a daily wager. In addition, I had to deposit Rs 500 as opening balance,” lamented Sukhchain Singh. “We have asked teachers to help out students and their parents in opening these accounts”, DEO Brar said. But the teachers are not too pleased either. “We were provided a single form and we got photocopies made for all 240 students,” said a teacher at Government High School in Jhakarwala. “Besides increasing our job burden, every new account is costing us stationary worth Rs 55,” said a bank manager, pleading anonymity. State still hopeful of bailout
Chandigarh, June 10 Punajb’s debt burden has gone up to Rs 78,000 crore and it has to pay Rs 7,200 crore as interest on it, besides returning Rs 3,000 crore as the principal amount. Some weeks ago, Chief Minister Parkash Singh Badal had urged the Centre to waive the state’s small saving loan of Rs 23,000 crore. Meanwhile, West Bengal Chief Minister Mamata Banerjee is using all her political might to seek a fiscal package for her state from the Centre. On the basis of the report of the Finance Commission, three states - West Bengal, Kerala and Punjab - were shortlisted by the Centre for a fiscal relief and a committee under the chairmanship of the Secretary (Expenditure) to the Union Finance Ministry was set up for the purpose. The Union Finance Ministry wanted concrete figures with regard to the fiscal and revenue deficit, gross expenditure, revenue from all sources and other fiscal data incorporated in Punjab’s Budget documents. On the basis of that fiscal data, the Finance Ministry would examine the state’s case for fiscal relief, the sources said. Budget in the state Assembly would be presented by Finance Minister Parminder Singh Dhindsa on June 20. It will be passed well before the conclusion of the Assembly session on June 29. The SAD-BJP government desperately needs a fiscal package from the Centre to meet its various financial responsibilities. Before the Assembly elections, the alliance made promises, including allowance to unemployed youth, laptops to students, bicycles to girl students and much more. Obviously, the state government would have to make certain announcements in this regard in the Budget to be presented in the Assembly on June 20. The sources said the liability to meet these promises would be to the tune of Rs 1,500 crore. At a recent meeting convened by Chief Minister Parkash Singh Badal, the issue of fulfilling the promises was discussed in detail. |

Ferozepur, June 10 Hardial Singh Mann, SSP, said following a tipoff, a raid was conducted by a police team led by SP (Detective) Raghubir Singh and DSP Jagjit Singh. The SSP said five couples were rounded up from two hotels booked under the Immoral Traffic Prevention Act, 1956. One of arrested persons was later identified as Malkiat Singh, who had contested the 2012 Vidhan Sabha elections against Deputy Chief Minister Sukhbir Singh Badal from Jalalabad (W) on the Congress ticket. Of the arrested girls, three were married with grown up kids. The other two were minors. The SSP said Narinder Kumar, alias Sweety, owner of Green Hotel in the heart of the cantonment area had been arrested while that of another hotel had fled. These hotels are located in the high security cantonment area in close proximity to the District Courts complex.
