High security plates become a reality
Jammu, June 11 The process for issuing tamper proof number plates was started after the Supreme Court’s deadline of May 1 for the same. The department has set up two embossing and affixation centres, one at the old regional transport office, Ware House, Jammu, and the other at the regional transport office, Batmaloo, in Srinagar. The process of issuing safe number plates in other districts will be started from June 26 where the vehicle owners can get these plates installed on their vehicles at the Additional Regional Transport Offices (ARTO). The New Delhi-based M/S Real Mazon India Limited has been entrusted the task of manufacturing and affixing the HSRNPs on all the vehicles after the government had terminated the agreement with the Hyderabad-based firm, Promuk Horffmann International Limited (PHIL), for its failure to start the project within the stipulated period. “We have formally started the process of issuing and affixing number plates on all the fresh vehicles. The old vehicles will be issued the tamper-proof number plates in a phased-manner,” Regional Transport Officer (RTO), Jammu, Varinder Singh Slathia said after launching the project here this afternoon. Flanked by Senior Superintendent of Police (Traffic), Jammu, Manmohan Singh and officials of transport department, the RTO said the apex court had given two-month deadline for affixing HSRNPs on all the vehicles but it would be a challenging task for the department keeping in view the high number of the vehicles. “The company entrusted with the task of affixing number plates has claimed that it would start preparing and fastening 500 or 700
number plates at the Jammu station after one month. Following some technical hurdles, the company will issue less tamper-proof plates during the initial days,” Slathia said. He disclosed that about 150 or 200 vehicles are registered in Jammu daily. “The registration number plate series, containing 10,000 vehicles, gets changed after every three months. The newly registered vehicles will be issued tamper-proof number plates on a priority basis,” he said. An official of Real Mazon India Ltd, who wished not to be named, said any vehicle owner who wanted to affix tamper-proof number plates on his vehicle would have to move an application to the regional transport office concerned along with the required fee. “Thereafter, the RTO or ARTO will issue an authorisation letter in the name of the company which will, in turn, give three or five days’ time for issuing tamper-proof number plates,” the official said, adding “we have already put in place the necessary machinery to emboss, hot foiling and affixing the plates on the vehicles.” The state has over nine lakh vehicles, including 560,690 in Jammu division and 347,393 in Kashmir. “It will take around two or three years to the authority to have HSRNPs on all the vehicles,” the official remarked. COST OF PLATES
The complete set of registration plates, inclusive of snap lock and fixing, for two-wheelers will cost Rs 170 (scooters) and Rs 128 (motorcycles) while the four-wheeler, medium commercial and heavy commercial vehicle owners will have to shell out Rs 401 each. The cost for fixing these plates (inclusive of snap lock and 3rd registration plate) on three-wheelers will be Rs 198. A complete set of registration plates for light motor vehicles and passenger cars will cost Rs 401. THE COLOUR

Infrastructure hurdle nullifies NIS talent
Jammu, June 11 According to sources, more than 100 candidates were selected for the posts of PET a few years ago in the DYSS. They included those who had done specialisation in different sports disciplines from the prestigious Netaji National Institute of Sports (NIS), Patiala. But in spite of utilising the services of these immensely talented experts, the DYSS has not been able to make any progress in this regard, which has resulted into resentment among them. “Both the government and the DYSS have mislead us in terms of our selection in the department,” said one of the NIS qualified PETs. “It was a dream come true for us not only to get a government job but at the same time we shall get an opportunity to impart training to the students of government schools who usually do not have any access to individual games,” he added. “There is ample talent available at the disposal of the DYSS, provided it should be able to avail itself of the services of specialist coaches in a constructive manner,” he maintained. “In fact, we are wasting our talent in the schools where we are serving right now mainly because of a lack of infrastructure and awareness among students,” another PET said. “There is no fixed criterion for selection of candidates in the department. For example, a candidate, who has done the NIS course and competed in two national-level competitions, is being considered on a par with a candidate who has not only done the NIS course and participated in nationals but also bagged medals in both national and international-level championships,” a NIS-qualified physical education teacher claimed. “It is true that government schools lack infrastructural facilities in individual games like fencing, basketball, badminton, lawn tennis, swimming, etc., but if the department allows its NIS-qualified PETs to conduct coaching camps in their respective disciplines at regular intervals, the students of these schools can compete with their counterparts in private schools who are having a clear edge as far as medal winning in individual games is concerned,” he added. Meanwhile, a senior official of the DYSS admitted that the department has not been able to channelise the talent of NIS-qualified candidates in a proper way. “With the selection of these technically qualified candidates, the department can now afford to assign them specialised tasks to horn the skills of government school students in different disciplines. But, a comprehensive and planned strategy is needed for its proper execution,” he opined. |

Not much has changed at Jammu Railway Station in 40 years
Jammu, June 11 The local railway station, with just three platforms, is visited by nearly 50,000 passengers everyday. There are just three waiting halls, and most of the passengers have to wait on the platforms for hours, which makes it difficult for the other passengers to even walk through the platforms. Long queues of passengers waiting to drink water near the taps and some making space out of the congested platforms is a common sight at the railway station during the summer season that is considered the peak season here. Dr Randhir Singh, a passenger from Allahabad who was waiting in the sleeper class hall for his train, while talking to The Tribune, said: “We had come here about a week ago and that time the condition was same as it is now. That time at least the water cooler in the waiting hall was in a good condition and we could get at least cold water. But now someone has disconnected water supply to it and the people are forced either to drink hot water from the tanks or buy packaged water from the shops”. “The only dustbin in the waiting hall is overflowing and nobody has come to clean the floor since morning. Also there are no benches either on the platform or in the waiting halls as a result of which the passengers have to sit on the floor,” he added. “It has been long since we started fighting for the development of Jammu Railway Station. Our main focus is cleanliness at the station and provision of basic facilities there. In fact, the railway authorities had sanctioned the benches to be installed at the railway platforms at a cost of Rs 30 lakh besides 21 more facilities there. But even five months after the sanction, nothing has been done so far,” said RK Chadha, president of the Citizens Forum. There is a plan to raise a multi-storey building on the premises of the railway station, the work on which was started in 2006 by the railway department with an intention to provide all the facilities, including restaurants, restrooms, waiting rooms and a recreational hall, to the railway passengers. But, the work came to a halt due to some legal tussle between the department and the SRTC. A railway official, while talking to The Tribune, said: “Expansion cannot be done overnight and everything takes its own time. 2 killed, 30 injured as bus skids off road
Rajouri, June 11 Immediately after the incident, rescue teams were rushed to spot and all the injured passengers were taken to a nearby hospital for treatment. However, one injured was referred to the Government Medical College and Hospital for treatment but he succumbed to his injures on his way. The deceased have been identified as Mohammed Sadiq of Rajouri and Mohammed Aksar of Dadha village. Sources said that over 30 people were under treatment in Rajouri hospital in which nearly 10 people were in a critical condition. The police have registered a case and started investigation in the case. The bodies of the deceased will be handed over to their families after post-mortem. |

40 yrs on, Ujhan bridge to see light of day
Rajouri, June 11 It is pertinent to mention here that a bridge had been sanctioned on the stream in the year 1971 and few pillars were also raised but it is yet to see light of the day. Successive governments have turned a blind eye to the residents’ problems. Despite several roadmaps and sanctions at the government headquarters, especially during the election times, nothing concrete has been done to provide connectivity to Ujhan so far. Every year, a number of causalities are reported, especially during the rainy season. Not only this, people also end up losing their livestock while crossing the stream. “Few years back, there was a suspension bridge to provide connectivity to the village but it was washed away by flesh floods,” locals said. The main Drali bridge is the only road-link connecting over 50,000 people of the border villages with the rest of the world. Even this bridge is in such a condition that it can collapse any time. But the government agencies are perhaps waiting for a big tragedy to happen. When contacted, Rajouri District Development Commissioner (DDC) Swagat Biswas said, “I also heard about the delay in construction of the bridge which perhaps happened due to lack of funds. Show report card of three years, NC asks BJP
Jammu, June 11 The NC demanded the party should come out with a paper to show what it has done for the people of the state as opposition for last three years, especially for the people of Jammu. “The people of Jammu feel totally betrayed and ditched by the BJP. They should remain cautious and not get misled by their crocodile tears,” senior NC leader Ajay Sadhotra said while addressing a public meeting at Gole Gujral. The leader also cautioned people against the political organisations which are bent upon to divide the people on religious, caste and regional lines. “The efforts of the state government to strengthen the panchayati raj institutions have frustrated the opposition parties, especially the PDP and the BJP. These parties are trying to exploit people for their petty political gains,” Sadhotra said claiming the present coalition led by Omar Abdullah was determined for equitable and speedy development of all the three regions of the state. He added the ruling coalition government was committed to channelise the energy of youth towards right direction for equitable and speedy development of the state. “The youth should come forward and avail the benefits of self-employment schemes launched by the government,” he said. During the public meeting, sarpanchs, panchs and prominent people of the Gole Gujral and adjoining areas apprised the NC leader about their grievances and raised various demands. Ladakh students make most of vacations
Jammu, June 11 The initiative is mostly taken by college students with a sense of social responsibility. They are also raising awareness about health, education and the political rights of the citizens in Ladakh region. With the population of Ladakh, which consists of Leh and Kargil, having crossed two lakh according to the 2011 Census report, an urgent need to upgrade the education infrastructure in the region has been felt. Though the government officials insist the primary and higher education infrastructure has been upgraded over the years but the reality is quite different. “In Ladakh, it is the privileged few who get the chance to study in other cities. Even if there is a school in a far off village, the quality of teachers is not good. They are unable to either educate or guide the students properly,” said Norphel, former president of Ladakhi students’ organisation. Not only this, these volunteers are also providing guidance to arrange financial assistance for those who need it. Students raise funds through charity and donations as well. It has also been observed that the informal means of spreading awareness through folk songs, street plays and annual festivals are more effective than the textbook methods of teaching. The students are also taking initiatives to address health-related issues of the local population ranging from HIV and tuberculosis and other diseases. They initiate people to discuss things which are normally considered taboo to talk about. The problem of drug addiction has also drawn the attention of these volunteers who are focusing especially on those who go outside their hometowns for study or work and fall an easy prey to the menace of drug addiction. |

5 held in Vicky murder case
Udhampur, June 11 Udhampur Additional SP Benam Tosh said the accused arrested in the murder of Varinder Singh alias Vicky have been identified as Sushant Sharma, a resident of Subhash Nagar, Sumit Singh, a resident of Housing Colony, Sunil Kumar, a resident of Domail near Petrol Pump in Udhampur, Zuber Ahmed Chandail of Gangeda and Constable Mohammad Maqsood Chandail of Gangeda who was then posted at STF Picket Dandi Bhaderwah. The SP said the five accused arrested earlier by the police had been acquitted. With the arrest of these five, the total number of arrests made by the police in this case has gone up to 10. The police said that a pistol, revolver and ‘tokka’ were used to commit the murder by the accused. |
