Under fire, PDD gets moving
Jammu, May 21 Officials said with the state government mounting pressure on the department to deliver on ground to curb the revenue and distribution losses, the department had started a major drive in the past few weeks. Data suggested that the department conducted 1,202 inspections during the last month, which resulted in the revision of load of 580 consumers and regularisation of 285 illegal connections. “A campaign has been launched in the state to detect unauthorised load being used by different categories of consumers. Inspection squads have been formed at all levels and suitable penal Efforts made to bring reforms in the power sector have failed to curb huge power losses in the state, as government departments, ministers and MLAs are themselves major defaulters. The state government has launched a voluntary load disclosure scheme from May 10 to July 10 under which domestic
and non-domestic commercial consumers have been asked to get their unauthorised load regularised. “The consumers are requested to come forward and avail of this opportunity to get their actual load registered without paying any penalty or additional security deposit. Legal action will be taken against offenders,” said a senior officer from the PDD. During 2010-11, the department had conducted around 25,000
inspections and imposed a fine of Rs 6.41 crore on offenders. For the first time since the Jammu and Kashmir State Electricity Regulatory Commission (SERC) came into being, the Power Development Department and the Power Development Corporation had submitted their annual revenue requirement (ARR) and tariff petitions to the commission on schedule. The slow pace of metering of connections, despite the fact that same is a vital component of reforms in the power sector; delay in conducting feeder-wise energy audits; and slow progress of revision of agreements of all consumers to assess realistic connected load will be top on the agenda of the department. Police goes hi-tech to fight cyber crime in city
Jammu, May 21 The police has recently procured some hi-tech gadgets to deal with the increasing number of cases of cyber crime in the city. Police sources said the number of complaints pertaining to the new form of crime has been increasing steadily. “People are unaware of the fact that crimes related to the Internet can be reported to the police. Not many people were connected to the Internet earlier. But the number of complaints related to cyber crime has gone up in the past one year,” a source said. The state police has started preparing itself to tackle such cases, which are set to go up in the days to come. Jammu SP (SOG) Pawan Parihar told The Tribune that they had been preparing to deal with increasing number of cases related to cyber crime. “We have procured some latest and hi-tech gadgetry, including data tracker software, hard disc retrievers, CDR-NS devices to analyse mobile call records, etc. And some officials have been trained to handle the special tools and software,” he said. Parihar said cyber crime was spreading its tentacles and the police was increasing its capabilities to crack such cases. “A proposal to have a separate cyber crime police station has been moved and once we get an independent unit for cyber crime, things will get a lot efficient. The complainants can then approach a central unit and a full team dedicated to the operation can get the results more efficiently,” he added. On complaints concerning social networking sites, he said the new gadgets would make it easier for them to track the culprits. |

Pak mobile networks active along LoC
Poonch, May 21 The Poonch police had recently busted an LeT module and arrested four operatives with huge cache of arms and ammunition. They also recovered mobile Pakistan SIM cards belonging to Telenor and U-fone mobile service providers, whose network is available in many parts of the district. The arrested operatives had direct contacts with top commanders of the LeT in PoK, as they used to talk to them to intensify their activities in Poonch, sources said. In a bid to facilitate anti-India activities in Jammu and Kashmir, the ISI has directed telecom operators in Pakistan to strengthen their mobile signals along LoC, they added. Pakistan mobile operators have already set up mobile towers within 10 km of the LoC in PoK. These are being used by terrorists and their facilitators in the border areas to intensify their activities in this region. Among the telecom signals traced here are those of U-fone, Telenor, Pak PL, Warid Tel, PAK 100, PAK 05 and Mobilink. The seizure of Pakistan SIM cards from an SPO in Chakkan-da-Bagh, Poonch, a slain divisional commander of Hizbul Mujahideen in Mendher and from a PoK visitor last year pointed to the increasing use of Pakistan telecom networks by terror outfits for communication in the border areas of Jammu and Kashmir. However, nothing has been done to block the Pakistan telecom networks in the border areas, the sources added. Intelligence inputs indicated that mobile towers had been set up by U-fone, Telenor, PAK 100, PAK 05, etc. around 5 to 7 km inside the Pakistan territory. The telecom service providers are not permitted to provide mobile base trans-receiver stations (BTS) in the buffer zone of 10 km along the LOC. The Home Department had already been warned that Pakistan was putting up more mobile towers along the border to increase signal strength, they added. The Tribune has been highlighting the easily availability of Pakistan mobile networks in some parts of Poonch along LoC and the frequent use of Pakistan mobile SIM cards by terrorists as well as operatives in this border district. |

No DPC meeting has been convened ever since,” said another official. The sources further claimed that the State Sports Council had issued an order on July 10, 2003 regarding the transfer, posting and adjustment of officials. However, Kiran Wattal, secretary, J&K State Sports Council, said a meeting of the Departmental Promotion Committee (DPC) would be held soon. “We are in the process of convening the DPC meeting in a week’s time but it will be possible only if we receive the annual progress report of the employees.
